What does Millennium Bulk Terminals—Longview, LLC (Millennium) propose?Millenniumproposestoconstructandoperateacoalexportterminal.Theterminalwouldreceivecoalbyrail.Thecoalwouldbestoredonsiteinstockpiles,thenloadedandtransportedbyvesselstooverseasmarketsinAsia.Atfulloperation,theproposedprojectwouldtransport44 million metric tons of coal per year.

Theproposedprojectwouldinclude:

•Arailloopsystem to move trains on the site.

•Coalstockpilescovering about 75 acres inside the rail loop area.

•Anetworkofconveyors,transferstations,andbufferbinsto move coal around the site from stockpiles and trains and to vessels.

•TwonewdocksintheColumbiaRiver.Eachdockwouldincludeequipment called shiploaders to load coal onto vessels.

•Awatertreatmentfacilitytotreatsurfacerunoffandprocesswater.

•Newrailtrafficof16coaltrainsperday(8loadedand8empty).

•Newvesseltrafficof840vesselsperyear(1,680one-wayvesseltransits per year).

The study found: • Construction–

Construction would notsignificantlyaffectsocialandcommunitycohesion,publicservices,orutilityservices,norwoulditaffectminorityorlow-incomepopulationsmorethanthegeneralpopulation.Constructioncouldbenefittheeconomywithtemporaryconstructionjobsandstateandlocaltaxrevenue.

• Operations-Trainsservingtheproposedprojectcouldaffectvehicletraffic,accesstopublicservices,andmovementofemergencyvehicles.TrainscouldalsoincreasenoiselevelsinArchieAndersonPark,alongtheHighlandsTrail,andinGerhartGardensPark.Noisefromtrainhornscouldimpactresidencesinminorityandlow-incomecommunities(suchastheHighlandsneighborhood)alongtheReynoldsLeadrailline.Operationoftheproposedprojectcouldcreatenewjobsandgeneratestateandlocaltaxrevenue.

What could be done to reduce impacts? • CreateaQuietZoneforrailcrossingsontheReynoldsLead.Trainhornswouldnot

berequiredinaQuietZoneaslongassafetyrequirementsaremet.

IfaQuietZoneisnotbuiltontheReynoldsLead,thesignificantandadversenoiseimpactswouldbeunavoidable.Theseimpactswoulddisproportionatelyaffectlow-income and minority populations.

on tribal resources fromconstruction,operations,andincreasedrailtrafficalong the rail lines.

• Potentialimpactsonfishhabitatfromincreasedvesseltrafficon the lower Columbia Riverthatcouldaffecttribal resources.

The study found: • ConstructionandOperations-Fishspeciesharvestedbytribesarepresentnear

theprojectareaatcertaintimesoftheyear.Tribalresourcessuchasplantsandwildlifearenotcurrentlypresentattheprojectarea.Permitswouldberequiredforstormwaterandrunofffromconstructionandoperations.Constructionandoperationsarenotlikelytosignificantlyharmfishorwildlife.

• RailTraffic-IncreasedrailtrafficcouldaffectaccessbytribalfisherstofishinglocationsalongtheColumbiaRiver.Coaldustfromtrainsisnotlikelytosignificantlyaffectfishhabitatorvegetation.

• VesselTraffic-Increasedvesseltrafficcouldaffecthabitatoffishharvestedbytribes.

What could be done to reduce impacts? • Decreasenoiseimpactsfrompile-drivingbyusingbubblecurtainsandbest

practices. • Monitorfishandwildlifeduringpile-drivinganddredgingactivitiesandconduct

Hazardous Materials Hazardousmaterialsaresubstancesthatcanaffecthumanhealthandenvironmentalhealthandsafety.Riskscanoccurwhenusing,storing,andtransportinghazardousmaterials.Ifahazardousmaterialisreleased,itcancontaminatethesurroundingareaandexposepeopleandtheenvironmenttoharm.

The study analyzed: • Potentialreleasesof

hazadousmaterials,such as fuels and solvents,fromtheproposedproject.

• Potentialimpactsfromencounteringexistinghazardous materials intheprojectarea.Cleanupofexistingcontamination from past aluminum smelter operations is in progress.

The study found: • Construction–Constructionactivitieswouldbeunlikelytoresultinhazardous

material releases into the environment. • Operations–Hazardousmaterialsusedduringoperationoftheproposedproject

wouldbestoredandhandledaccordingtostateandfederallaws.Thestormwaterpermitwillrequirecontrolstoprotectsurfacewaterandgroundwater.Theriskforexposuretopriorcontaminationduringoperationswouldbelow.

• RailTraffic–Spillsofoil,hazardousmaterials,orcoalcouldoccurduringrailtransportation.Eachlocomotivecancarryupto5,000gallonsoffuel.Railoperatorswouldberequiredtofollowlocal,state,andfederallawsifaspillweretooccur.

The project area is located near a wellfield in Mint Farm Industrial Park

GroundwaterGroundwateristhewaterfoundbeneaththegroundsurfaceinsoil,sand,androck.Groundwaterisusedfordrinkingwater,irrigation,andindustrialuses,andprovideswaterforlakes,rivers,andwetlands.

The study analyzed: • Proposedproject

activities that couldaffectgroundwater,such as using groundwater for dust control and disturbing soils.

• Potentialimpactson groundwater atthewellfieldinMintFarmIndustrialPark.

The study found: • Construction–Constructionactiviteswouldnotsignificantlyaffect

groundwater supply. Construction activity would alter stormwater runoffpatternsandwouldreleasegroundwaterduringsoilcompactionactivities.ThiswaterwouldbecollectedandtreatedtomeetwaterqualitystandardspriortodischargetotheColumbiaRiver.

• Operations–Operationswouldnotsignificantlyaffectgroundwatersupplyorgroundwaterrecharge,andlikelywouldnotaffectthewellfieldattheMintFarmIndustrialPark.Runoffwouldbecollectedandtreatedbyastormwater-treatmentsystem.Coaldustwouldnotlikelyinfiltrateto groundwater. Potential spills of fuels or hazardous materials would be expectedtobesmallandnotlikelyaffectgroundwater.

What could be done to reduce impacts? • Maintainspillresponsekitsthroughouttheprojectareaduring

proposedprojectwould be required to haveaconstructionstormwaterpermit.Thiswouldrequirebestmanagementpracticestoprotect surface water and water quality during construction. Construction activities would notlikelyaffectwaterquality.

• Operations-Anindustrialstormwaterpermitwouldberequired.Theproposedprojectwouldincludeastormwatertreatmentsystemtomanagecoaldustandrunoff.CoaldustdepositionwouldnothavesignificantimpactsontheColumbiaRiver.Therewouldbealowriskofspillsofoilorhazardousmaterialsaffectingwaterquality.

• RailTraffic-Spillsofoil,hazardousmaterials,orcoalcouldoccurduringrailtransportation.Eachlocomotivecancarryupto5,000gallonsoffuel.Railoperatorswouldberequiredtofollowlocal,state,andfederallawsifaspillweretooccur.

Fish, Plants, and AnimalsTheColumbiaRiverishometomanyfish,plants,andanimalsincludingendangeredspeciesandspeciesofconcern.TheColumbiaRiverisalsohometoimportanthabitatssuchasshorelinesand wetlands.

The study analyzed: • Potentialimpacts

fromnoise,grounddisturbance,andpile-driving and dredging activities during construction.

• Increasednoise,changestohabitat,shorelineerosion,spills,andcoaldust deposition from terminal operations and increased rail and vessel transportation.

The study found: • Construction–Constructionoftheproposedprojectcouldresultintemporaryimpacts

relatedtoshadingaquatichabitat,displacinganimals,potentialhazardousmaterialsspills,dredgingandpileremoval.Thetemporaryconstructionimpactsarenotlikelytoresultinsignificantimpacts.Constructioncouldincreasenoiselevelsbutmitigationmeasurescouldreduceimpactsonfishandmarinemammals.Constructionwouldresultinthepermanentremoval of terrestrial and aquatic habitat.

• Operations–Theproposedprojectcouldshadeaquatichabitatandaffectfishandaquaticvegetationandhabitat.Coaldustcouldaffectfish,animals,andvegetation.

• RailTraffic-Theincreaseinrailtrafficcouldresultincoaldustdeposition,buttherewouldlikelybenosignificantimpactsfromcoaldustonfish,plants,andanimals.

• VesselTraffic-TheincreasedvesseltrafficinthelowerColumbiaRivercouldresultinfishbeing stranded on beaches because of wakes from vessels and an increased risk of vessel strikes of seals and sea lions.

What could be done to reduce impacts? • Decreasenoiseimpactsfrompile-drivingbyusingbubblecurtainsandbestpractices. • Monitorfishandwildlifeduringpile-drivinganddredgingactivitiesandconductsurveysfor

keyfishspeciessuchaseulachon. • Monitorandreducecoaldustduringoperationsattheprojectareaandreducecoaldust

emissions from rail cars. • Conductsurveysforrareplantsandaquaticplantsbeforeconstructionstartsandplanto
