TJX Europe is the company that operates the TK Maxx and HomeSense brands in Europe with over 500 stores across Europe.

We have been based in Watford for over 20 years and employ more than 1,500 staff in the town. At present our staff are divided between half a dozen different buildings dispersed along Clarendon Road.

We are short of space both for our current workforce and anticipated continued expansion.

The company have ambitious growth plans and seek to create a European Head Office that can accommodate its future development while remaining in Watford.

Watford Town Centre has historically performed a vital role within the Borough of Watford, being the focus for business, leisure and cultural activities.

Clarendon Road acts as an important commercial office hub linking Watford Junction to the wider town.

Future investments, such as the proposed Metropolitan Line extension (MLX) and the proposed Hertfordshire extension of Crossrail, will increase rail connectivity and frequency providing a major stimulus for future growth.

The Watford Local Plan (2013) will also seek:• The delivery of 7,000 new employment positions and 80,000m² of additional B

class employment floorspace within Watford by 2031• Half of these additional jobs to be provided in the town centre (which includes

Clarendon Road)• Clarendon Road to remain the main focus for office uses in Watford, being in a

sustainable location linking the town centre and main rail station

Watford has been home to our European Head Office for 20 years and we believe Watford is the best home for our Head Office for decades to come. We want to create a development that is a place to be proud of, not only for our own associates but also for local residents, local businesses and visitors to the area.

Until now, we have expanded on a piecemeal basis by acquiring additional buildings along Clarendon Road. We have now reached the point where this approach no longer works from a logistical point of view and we need a more unified approach to our space requirements.

To enable us to remain in Watford, we have acquired 73, 75 and 77 Clarendon Road on which to deliver a purpose built office.

This development site, when combined with the adjacent Meridien House and the office across the road at 64 Clarendon Road, will provide us with a combined campus sufficient to accommodate all of our European Head Office employees for the foreseeable future.

The site is in the heart of Watford’s regeneration zone and the development will support the Council’s plans for growth within the town centre.

02.6 FEASIBILITIES STUDIES & DESIGN DEVELOPMENT

As part of Stage 1 SR have assessed alternative approaches for delivering the space requirement for the new build element of the Forever Home Campus. This has also comprised of various core design studies to understand the optimum entrance lobby, atrium size /location, reducing the scale /height of the facade facing the western boundary and lift positions for circulation within the space and connections to both J and X. There have been circa 30 studies in total.

A selection of the more appropriate studies were provided within the Appendix of the superseded Stage 1 report and are not included within this updated document.

This exercise distilled 3 options and as described earlier they are superseded. They are shown opposite for reference only. The massing strategy matches that of the current scheme and presents the most sensitive form for the quantum of development to the station plaza and wider surrounding context (neighbouring and distance). We note that Watford BC are also happy with this form from the Station plaza whilst the stepped western edge minimises overlooking and shading of the existing surrounding buildings.

The planning application will focus on the new building at 73-77 Clarendon Road.

The new building will be up to 15-storeys and deliver up to 200,000 sq.ft of office space.

A striking double height entrance is proposed. New activity could be introduced at street level such as a coffee shop, other retail units or pop-up/exhibition space.

The existing offices at Meridien House and 64 Clarendon Road will be updated and we intend to develop a bridge link across Clarendon Road to connect all three buildings.

We have explored a range of options including those illustrated here before reaching our preferred option as shown on the next board.

02.6 FEASIBILITIES STUDIES & DESIGN DEVELOPMENT

As part of Stage 1 SR have assessed alternative approaches for delivering the space requirement for the new build element of the Forever Home Campus. This has also comprised of various core design studies to understand the optimum entrance lobby, atrium size /location, reducing the scale /height of the facade facing the western boundary and lift positions for circulation within the space and connections to both J and X. There have been circa 30 studies in total.

A selection of the more appropriate studies were provided within the Appendix of the superseded Stage 1 report and are not included within this updated document.

This exercise distilled 3 options and as described earlier they are superseded. They are shown opposite for reference only. The massing strategy matches that of the current scheme and presents the most sensitive form for the quantum of development to the station plaza and wider surrounding context (neighbouring and distance). We note that Watford BC are also happy with this form from the Station plaza whilst the stepped western edge minimises overlooking and shading of the existing surrounding buildings.
