First Aliyah: Throughout the first chapter, why is Hashem only described as “Elokim” instead of His four‐letter name?

How early in the morning may I put on tefillin?
We do not put on tefillin before misheyakir: when there is sufficient light to recognize a casual acquaintance from several feet away. Some claim that visibility is a core requirement for the mitzvah; others voice concern that one who puts on tefillin too early might fall asleep, which would be disrespectful to the tefillin. The BAYT calculates misheyakir as one hour before sunrise.
One whose work requires him to begin davening before misheyakir, and who is unlikely to fall asleep, may don tefillin without a berachah as early as necessary. After misheyakir he should touch the tefillin and recite the berachah.
One who will need to complete the entire davening before misheyakir should don tefillin without a berachah, and find a later time to don tefillin with a berachah, repeating Shema, even late in the day. If putting on tefillin later would be impossible, significant authorities permit reciting a berachah even before misheyakir.

STROLLERS & CARRIAGES We have limited space for storage of strollers and baby carriages in the utility room behind the lower floor elevator. Unfortunately, they cannot be stored in the building hallways and lobbies since they present a hazard in the event of a required evacuation. Any strollers found in the hallways will be relocated to the utility room.
