Government of Rajasthan, the 212thMid Term Council Meeting of the

Indian Roads Congress will be held at Udaipur (Rajasthan) on 14th&

15th July 2017.

I cordially invite you to attend the Council Meeting and look

forward to your active participation in its deliberations.

This booklet contains the programme and other necessary

information for the meeting. For any further information, please feel

The 212thMid Term Council meeting of the Indian Roads

Congress will be held at Udaipur on 14th& 15

th July 2017. The host of

the Council meeting is Public Works Department, Government of

Rajasthan, Chief Patron of Local Organizing Committee (LOC) is

Hon’ble Minister Shri Yunus Khan, Rajasthan PWD; Patron of LOC

Shri Alok, Principal Secretary, PWD; Contact personnel and their

telephone numbers at New Delhi and Udaipur are given in

Appendix-1 and a guide map of Udaipur is in Appendix-2.

ABOUT UDAIPUR

Udaipur, formerly the capital of the Mewar Kingdom, is a city in

the western Indian state of Rajasthan. Founded by MaharanaUdai

Singh II in 1559, it’s set around a series of artificial lakes and is known

for its lavish royal residences. City Palace, overlooking Lake Pichola,

is a monumental complex of 11 palaces, courtyards and gardens,

famed for its intricate peacock mosaics.

IMPORTANT PLACES OF INTEREST

Lake Pichola: Pichola Lake is one of the most beautiful and picturesque lakes of Rajasthan, India. Located in the heart of the city, Pichola Lake is the oldest and one of the largest lakes of Udaipur. Pichola Lake is enveloped by lofty Palaces, temples, bathing ghats and elevated hills on all its sides. In the southern part of this lake, there is a hill that is known as Machhala Magra and one can see glimpse of Ekling garh Fort from here. The City Palace of Udaipur broadens along the eastern banks of this lake. Built by Jagat Singh, Mohan Mandir is situated in the north-east corner of Lake Pichola. Lake Pichola comprises several islands that accompany the calm waters of the lake. The world-renowned Lake Palace is perfectly located on the Jag Island of this tranquil lake. Even the Jag Mandir, another destination of tourists, is located on an island of this lake. Above all, a trip to Pichola Lake would be incomplete with a boat ride. The pristine blue waters of the lake leave a soothing impact on the spectator. At the time sun-set, a boat ride in this lake is sufficient to enthrall anyone. City Palace Udaipur: City Palace, Udaipur, is a palace complex situated in the city of Udaipur, Rajasthan. It was built over a period of nearly 400 years, with contributions from several rulers of the Mewar dynasty. Construction began in 1553, started by Maharana Udai Singh II of the Sisodia Rajput family as he shifted his capital from the erstwhile Chittor to the new found city of Udaipur. The palace is located on the east bank of Lake Pichola and has several palaces built within its complex.

The City Palace in Udaipur was built in a flamboyant style and is

considered the largest of its type in the state of Rajasthan. It was built

atop a hill, in a fusion of the Rajasthani and Mughal architectural

styles, providing a panoramic view of the city and its surroundings.

The palace has over a hundred rooms, with displays of costumes and

modern art. The glass and mirror in the interiors are Haveli work. It

also preserves an example of Mewar painting on the walls of the

Queen's Chamber. The two peacocks made from small pieces of

colored glasses are examples of glasswork.

Crystal Gallery : The crystal gallery is a museum which overlooks the

Darbar hall of fateh Prakash Palace within the city palace complex.

Originally, it was a gallery from where the royal ladies in the court

used to watch special functions. It now houses Mewar`s famous

crystal collection of furnitures and other objects of art. Lakhs of

twinkling points of light radiates through the corridors as one looks at

the collection of crystals a thing that is unique in the world . They were

commissioned Maharana Sajjan Singh ( 1859-1884) from Birmingham

in around 1877. The gallery displays sofa sets with hand rest and

frames, a four poster bed with rich hangings, tables, throne like chairs,

dining table with all type crokeries and table fountains all made of

glass.

Lake palace : The Lake Palace is situated on the Jagniwas island in

the middle of lake Pichhola. The island is about an acre and half in

size and was built by Maharana Jagat singh II in 1754. It used to be a

pleasure palace for the royal family in summers and has now been

turned into a heritage hotel.

Jag Mandir ( Lake Pichhola ) : The first island palace of lake

pichhola, Jagmandir was built by Maharana karansinghji in 1622 AD

and was intended to be pleasure palace of regal parties and functions.

The legend says that Jagmandir was inspiration behind the worlds

famous Taj Mahal. The island has some elegant stone carving and a

big row of elephants, a chhatri made of grey blue stone and ample

courtyards, trees, and flowers.

Sahelio ki Badi : Maharana Sangram Singh built this beautiful garden

and fountain in the mid of 180th

century. Widespread lawns, gushing

fountains and dappled walking lanes characterize the garden. It has

four pool with graceful kiosk and fountains that sport elephant trunks

for spouts in Kamal Talai pool.

Sajjangarh Fort : Also famously known as mansoon palace of

Maharajas, atop a hill overlooking all the lakes and serene beauty of

city Udaipur was built by Maharana Sajjan Singh towards the end of

19th century. There is nothing much here, however it continues to be

an attraction because one can get a commanding view of the city

palace complex, lakes around, sunset in Aravali hills and city at a

glance as birds eye view. One can also visit Biological park and wild

life sanctuary situated within sajjagarh campus.

Fateh sagar Lake : This lake is located on the north of the lake

Pichhola, which is an artificial lake built by Maharana Jai Singh in

1678. It is dotted by hills and woodlands. There is a canal linking the

two lakes via Swaroop sagar and Rang sagar lakes. In Fateh sagar

lake there is island known as Nehru garden and solar observatory.

One can enjoy the serene beauty by taking boat rides in the lake.

Bagore-ki-Haveli: The museum was once a royal house and was

restored most of it converted into a museum and cultural centre. This

is very congenial old building situated on the water front of lake

Pichhola at Gangaur ghat. The prime minister of Mewar, Amar chand

Badwa, built it in 18th century. It has over 100 rooms and some very

interesting display of costumes and modern art. The glass and mirror

in the interiors of haveli are well preserved too.

Bhartiya lok Kala Mandal : The museum is dedicated to Indian Folk

arts and displays folk dresses, ornaments, puppets, masks, dolls, folk

musical instruments, folk deities, and paintings. There is a section

dedicated to tribal art. It is specially interesting for its tradional puppet

shows.

Shilpgram : The craft village, located north west of city, is a must see

place for those who want to see the cultural heritage of India, its

handicrafts and more. It is an interesting place with traditional houses

from four states Rajasthan,Goa, Gujarat and Maharashtra. There are

demonstration by musician, dancers, and artisansfrom different states.

The festive seasons sees huge crowds. Shilgram hosts craft fair every

year in December which is biggest in India, people from different

states in the country holds there stalls showcasing there art and craft

work.

Pratap Gaurav Kendra : Spread over vastly over 25 Bigha land at

Tiger hills, the Pratap Gaurav Kendra is dedicated to the Legendary

Maharana Pratap and history of Mewar. Major attraction is 57 feet tall

sitting statue of Maharana Pratap atop a hill. Highlight of Kendra is 3D

presentation of Haldighati war, live mechanical exhibition model of

famous historical events & warriors, Light and Sound show etc.

Sajjan Niwas Garden (Gulab Bag ) : The large park was built in 1881

by Maharana Sajjan singhji for the benefit of town population. The

garden have many varieties of trees. The Sarswati Bhawan Library

earlier known as Victoriya hall is an exquisite building that was

constructed to commemorate diamond jubilee of Queen Victoriya. It

also houses several rare books and a statue of queen Victoriya.

Maharana Pratap Memorial ( Moti Magri ) : An impressive bronze

statue of Maharana Pratap on his favorite horse Chetak, stands atop

the Hill famously known as Moti Magri overlooks fatehsagar lake. The

legendary and royal horse Chetak is as famous as his rider for his

courage and fearlessness. The sound and light show held every

evening is worth viewing.

Sukhadiya Circle : An landmark built on the traffic roundabout in the

city, it is a three tiered fountain which is lit at night, of scalloped dishes

surrounded by a wheat –ear motif ( Symbol of prosperity ). Around the

fountain is circular pond with boating facility, surrounded by garden. It

is a popular gateway for the locals and is famous for its street food

available around Sukhadiya circle.

Dudh Talai and Rope way : Located on the banks of lake Pichhola

and at the base of Machhala magra hill is a small pond called Dudh

Talai. Nearby dudh Talai there is a beautiful park with musical fountain

and a path leading to the mountain atop where stands the ruins of

Ekling Garh which can be reached by Ropeway too. The view of Lake

Pichhola at Sunset from mountain top is breathtaking. One can enjoy

boating at Lake Pichhola.

Jagdish Temple : Built by Maharana Jagat Singh in 1651 on a rock

above the busy crossing of Jagdish Chowk, close to the city palace,

Jagdish temple is dedicated to Lord Vishnu. The largest and most

splendid temple in the city and it has a large flight of stairs leading to it

and a beautiful black stone Idol of Lord Vishnu in his incarnation as

Lord Jagannath.Its exterior and plinth are covered with various figure

of alligators, elephants, horsemen, and celestial musician who rise in

tiers.

NEAR BY TOURIST PLACES

THE JAISAMAND LAKE :- Jaisamand Lake is renowned for being the

second largest artificial lake in Asia. In fact, it used to be the largest artificial lake

in Asia until Aswan Dam in Egypt was not constructed. Located at a distance

of 48 kilometres from the city of Udaipur . In 1685, Maharana Jai Singh built

this lake during the construction of a dam on the Gomti River. Jaisamand Lake

covers an area of 36 square kilometres. The massive dam was constructed on

this lake also houses a centrally located Shiva temple. The summer palace of

the queen of Udaipur forms a perfect backdrop to the Lake. There are six,

intricately carved marble cenotaphs on its embankment. Jaisamand Lake

comprises seven islands, of which, one is still inhabited by the tribe of Bhil

Minas. Graceful marble steps lead to the water and you can enjoy a lovely boat

ride in the mesmerizing waters. Jaisamand Lake is close to the Jaisamand

Sanctuary which serves as habitat to various types of birds, panthers, leopards,

deer, wild boars and Crocodiles.

THE CHITTOR FORT :- The Chittor Fort or Chittorgarh is one of the

largest forts in India. It is a World Heritage Site. The fort was the capital

of Mewarand is today situated in the Chittorgarh town. It sprawls over a hill

180 m (590.6 ft) in height spread over an area of 280 ha (691.9 acres) above the

plains of the valley drained by the Berach River. The fort precinct has several

historical palaces, gates, temples and two prominent commemoration towers.

Located at a distance of 120 kilometres from the city of Udaipur

In 2013, at the 37th session of the World Heritage Committee held

in Phnom Penh, Cambodia, Chittorgarh Fort, along with 5 other forts of

Rajasthan, was declared a UNESCO World Heritage Site under the group Hill

Forts of Rajasthan. The fort has total seven gates (in local language, gate is

called Pol), namely the Padan Pol, Bhairon Pol, Hanuman Pol, Ganesh Pol,

Jodla Pol, Laxman Pol and the main gate named the Ram Pol (Lord Rama's

Gate). All the gateways to the fort have been built as massive stone structures

with secure fortifications for military defense. The doors of the gates with pointed

arches are reinforced to fend off elephants and cannon shots. The top of the

gates have notched parapets for archers to shoot at the enemy army.

THE KUMBHALGARH FORT :- Kumbhalgarh ("Kumbhal fort") is a Mewar fortress on the westerly range of Aravalli Hills, in the Rajsamand district near Udaipur of Rajasthan state in western India. It is a World Heritage Site included in Hill Forts of Rajasthan. Built during the course of the 15th century by Rana Kumbha, Kumbhalgarh is also the birthplace of Maharana Pratap, the great king and warrior of Mewar. Occupied until the late 19th century, the fort is now open to the public and is spectacularly lit for a few minutes each evening. Kumbalgarh is situated 82 km northwest of Udaipur by road. It is the most important fort in Mewar after Chittaurgarh.

With a wall over 38 km long, the fort is the second largest wall in the world after the Great Wall of China and the second largest fort in Rajasthan after Chittorgarh Fort.

RAJSAMAND LAKE :- Rajsamand Lake (also known as Rajsamudra Lake) is a lake near the town of Rajsamand in the Indian state of Rajasthan. Built in the

17th century, it is approximately 1.75 miles (2.82 km) wide, 4 miles (6.4 km) long and 60 feet (18 m) deep. It was built across the Gomati river, with a catchment area of approximately 196 sq mi (510 km2).

Rajsamand Lake is one of the five popular lakes of Mewar. Located 66 km in the north of Udaipur, Rajsamand Lake lies between the cities of Rajnagar and Kankroli. It is also known by the name of Rajsamudra Lake in Rajasthan. Rajsamand Lake was built by Maharana Raj Singh in 1660. Aslo on the embankment of the lake there are nine pavilions or “nauchowki” (nine ghats), total nine landings, nine steps in each landing & each step is of nine inches height.

Rajsamand Lake was made the seaplane base of Imperial Airways during World War II, for over six years.

SHRINATH TEMPLE NATHDWARA

Nathdwara is a town in India's western state of Rajasthan. It is located in the Aravalli hills,on the banks of the Banas River in Rajsamand District, 48 kilometres north-east

of Udaipur. This town is famous for its temple of Krishna which houses the deity

ofShrinathji, a 14th-century, 7-year-old "infant" incarnation of Krishna. The deity was

originally worsh ipped at JATIPURA Mathura and was shifted in the 1672

from Govardhan hill, near Mathura along holy river Yamuna after being retained

at Agra for almost six months. Literally, Nathdwara means ‘Gateway to Shrinathji

(God)’. Nathdwara is a significant Vaishnavite shrine pertaining to thePushti Marg or the Vallabh Sampradaya or the Shuddha Advaita founded by Vallabha Acharya, revered mainly

by people ofGujarat and Rajasthan, among others. Vitthal Nathji, son of Vallabhacharya

institutionalised the worship of Shrinathji at Nathdwara. Nathdwara town itself is

popularly referred to as ‘Shrinathji’, after the presiding deity.

As per the religious beliefs, the shrine at Nathdwara was built in the 17th century at the spot as exactly ordained by Shrinathji himself.The idol of the Lord Krishna was

being transferred from Vrindaban to protect

it from the Mughal ruler Aurangzeb who,

according to sectarian literature, wished to have the deity reside with him in Agra.When the idol reached the spot at village Sihad or Sinhad, the wheels of bullock cart in which the idol was being transported sank axle-deep in mud and could not be moved any farther. The accompanying priests realised that the particular place was the Lord's chosen spot and accordingly, a temple was built there under the rule and protection of the then Maharana Raj Singh of Mewar. Shrinathji Temple is also known as 'Haveli of Shrinathji’ (mansion)

CONNECTIVITY

Udaipur is well connected to the major cities of India by Road, Rail

and Air.

Air: Dabok airport, also known as MaharanaPratap Airport, is a very

small domestic airport situated in a satellite town about 20 kilometres

from Udaipur. Daily flights connect Udaipur

with Jaipur, Mumbai and Delhi. AirIndia, JetAirways, IndiGo and Spice

Jet are operational at present.

Rail: Udaipur City railway station and Rana Pratap Nagar railway

station are two railway stations in Udaipur. Through them, Udaipur has

direct train connectivity on the broad gauge network to most of the

major cities in Rajasthan and the rest of India.

Road: The city lies on the intersection point of East West

Corridor, Golden Quadrilateral, National Highway (NH) 76 and

National Highway (NH) 8, midway between Delhi and Mumbai, located

around 700 kilometres from either city. Apart from Rajasthan State

Road Transport Corporation (RSRTC), there are numerous private

operators and companies providing bus services to and from the other

cities.

Local Transport: Unmetered taxis, Private Taxi, Radio taxi, auto

rickshaws, and regular city bus services are available in the city. Since

2015 Uber and Ola cab services are available.

ACCOMMODATION

The accommodation to Council members will be provided by the

host Department from 13th July afternoon to 16

th July 2017

morning provided their confirmation is received by the Local

Organizing Secretary latest by 10th July 2017.

TRAVEL INFORMATION

The timings of Flight Services of various companies to and from

Udaipur are given in Appendix-3. The timings of the flight as shown in

Appendix are subject to change and participants are advised to

ascertain correct times before booking their tickets. Since a large

number of participants are expected to attend the Council Meeting in

addition to the normal air passenger traffic, it is advised to book their

onward and return journeys by themselves, well in advance.

MEDICAL FACILITIES

Medical facilities will be available at the venue of the meeting.

SOCIAL AND LADIES PROGRAMME

There are number of shopping complexes including show rooms for

local handicrafts. Udaipur is well known for handicrafts such as

paintings, marble articles, silver arts and terracotta. The Shilpgram is

a platform where regional handicraft and hand-loom products is

developed and brought for sell. Arrangements will be made for the

ladies accompanying the Members to visit those places including few

religious places of the city and outside.

INSPECTION TOURS

A lot of infrastructure projects are coming up in this city.

Arrangements will be made to visit a number of project sites and the

places of heritage, Members interested to avail the tour may intimate

the Local Organizing Committee by 10th

July 2017.
