• New two-week window after application due date, during which NIH might consider accepting a late application.
• Significant change from previous policy. Different late windows used to be tied to different types of applications and no late window was provided for those submitted with special due dates.

OIG (Office of Inspector General) audit released 8/14/2014: University of California Los Angeles – Found unreasonable salary expenses charged to an
award based on a retroactive payment.
Takeaways– Retroactive payments are scrutinized.– This includes pay increases.– Tied to Labor Distribution (LD) and effort statements.

• Effective 12/26/14– NIH is applying the UG to incremental funding.
• 26 federal agencies implemented the UG. – DHHS implementation available at 45 CFR 75.

address UG changes.
