As occupations in healthcare continue to change, there are increased growth opportunities in positions as Pharmacy Technicians. CVS, one of the nation’s premier retail pharmacy chains has partnered with the Massachusetts Rehabilitation Commission (MRC). CVS has utilized the MRC "Call Us First" Program to identify qualified candidates with disabilities to be hired into career focused pharmacy technician positions utilizing the MRC On-The-Job Training Program.

This session will focus on a research and demonstration project by the Nebraska Vocational Rehabilitation (NVR) and the Institute for Community Inclusion (ICI) at the University of Massachusetts Boston to design, implement, and evaluate a business-focused approach to assure and expand access to middle-skill jobs for VR consumers. The project will build on NVR’s previous experience in developing certificate training programs in partnership with employers and community colleges that lead to middle-skill employment. The NVR/ICI project will build out and expand those efforts focused on a well-documented growth industry - the health care sector.

On a national level, thirty years of effort have gone into preparing hundreds of thousands of special education students to make the transition from school to adult life. Scores of curricula have been developed, numerous professional conferences held, strong legislation enacted. But let’s face it. Our efforts far outweigh our outcomes: youth with significant disabilities continue to be one of the most unemployed groups in the United States, in spite of the fact that they want to work and have the talents to do so. They are more likely to be isolated, disconnected, and marginalized. In Delaware, a statewide consortia is taking on the challenge, through its Early Start to Supported Employment initiative (ESSE), which stresses the importance of brokering the relationships between these individuals, business people, and community members who provide creative and effective supports.

PWDNET is one model to effect the bottom line of successful businesses by linking business with qualified candidates, and providing supports and services to both the business and the employee. PWDNET began in 2005 as a MIG/USOR partnership. In

2011, Utah conducted a survey of PWDNET business partners to determine 1) what services are used, useful and most valued, 2) changes to employment practices and 3) recommended program improvements. Strategies to meet business needs in order to effectively partner will be shared.

Any successful effort to assist jobseekers must begin with an

understanding of the workforce and the skill needs of employers. New Jersey has identified seven industries that provide the foundation for the State's economy and labor market. New Jersey has begun to focus talent development efforts on these seven key industries and will continue to expand this initiative. To truly ensure that the workforce development system is responsive to the needs of jobseekers and employers and that it produces results, New Jersey has prioritized the development of an enhanced set of performance metrics and processes that will increase accountability and transparency, and improve customer service. The DVRS is an important partner in these efforts.

States on Implementing Employment Practices in the Real World

Implementing promising and evidence-based employment practices

in real world settings takes more than a sound research design. This session will draw on the experiences of three states (Alaska, California and Maryland) that have leveraged their Medicaid Infrastructure Grants to build systems-level practices to support implementation of promising and evidence-based practices. This session will also explore the interplay of research and practice in regards to adapting existing practices and fostering new practice

models. Presenters will address several promising and evidence-based practices including supported employment, customized employment, customized self-employment, and benefits/work incentives planning.

The Social Security Administration's (SSA) Office of Employment

Support Programs and Office of Program Development and Research will present data, analysis and research findings regarding the youth population on SSI/SSDI disability benefits. SSA is working to improve employment outcomes for these youth. Over 1.5 million youth ages 13 to 30 receive SSI/SSDI benefits based on disability. We will present VR and Ticket program data and SSA's Youth Transition Demonstration findings to date. The role that collaboration with VR played in the Youth Transition Program Models will be discussed.

The growing burden of employment laws and regulations, including the recently proposed §503 amendments to The Rehabilitation Act, are changing the employment landscape, driving significant changes in employers’ recruiting practices. At the same time, technology is also changing the nature of work and how employers seek talent. Jobseekers’ increased use of search engines for job hunting has resulted in over 226 million job searches done monthly on Google. The use of social media and mobile devices is also skyrocketing. Responding to these legislative and technology trends, our nation’s employers have created diverse strategies in

finding and recruiting their workforce. How well is your State’s Vocational Rehabilitation (VR) Agency prepared to respond to these same trends and better support individuals with disabilities in using current technologies to find work? Learn how your VR agency can implement no-cost technology solutions by partnering with the US.jobs National Labor Exchange, through its Disability Outreach and Employment National Partnership program, to help employers effectively target, reach and hire individuals with disabilities.

Salon 7 C15 – Demand-Side Employment Research: Implications for

Improving Vocational Rehabilitation Service Delivery Practices Fong Chan, Director of Clinical Training, Co-Director, Rehabilitation Research and Training Center-Effective VR Service Delivery Practices, University of Wisconsin The purpose of this presentation is to provide an overview of the concept of demand-side employment and job placement for people with disabilities. Specifically, we will review recent research related to attitudes toward people with disabilities and people from racial and ethnic minority backgrounds, analysis of workplace discrimination based on EEOC data, and surveys of employers’ perspective on the employment of people with disabilities. We will discuss how this information can be used to formulate targeted strategies and policies for increasing employment opportunities for people with disabilities.

The presenters will discuss a sector-based demand-side model for building relationships with area business sectors so consumers have the social capital to get middle skill jobs and advance within sectors as economic conditions change. The Massachusetts Rehabilitation Commission (MRC) has embarked on a business to business journey. The journey has incorporated a very innovative employer account system. The MRC Employer Account System utilizes a team of Employment Service Specialists and Job Placement Specialists who are embedded in the business community. The design and scope of this program allows qualified candidates with disabilities to be hired and retained into competitive employment options. The employer account model also adopted a "Call Us First" approach which leverages the business strategy saving time and money for the employer. National, regional and local employers have participated in this unique collaboration. Employers such Spaulding Rehabilitation Hospital Network, Manpower, and CVS have integrated the Call Us First Program into their business model.

Salon 7 C21 – Promoting Evidence-based Vocational Rehabilitation

Practice John W. Lui, Executive Director, Vocational Rehabilitation Institute, University of Wisconsin-Stout; Cayte Anderson, Vocational Rehabilitation Institute, University of Wisconsin-Stout What are the incentives, barriers, and specific training needs of vocational rehabilitation counselors related to using evidence-based practices (EBP) within a state-federal VR system? We will share findings from a recent survey of vocational rehabilitation counselors in the state-federal VR systems conducted by the RRTC-Evidence-Based Practice in Vocational Rehabilitation (RRTC EBP-VR) followed with an open-forum discussion to explore the challenges and opportunities in incorporating evidence-based research information that is accessible and usable to develop Individual Employment Plans (IEPs) that may help to increase successful employment outcomes for consumers.

Analysis of RSA and SSA data and interviews with several states provided information that allowed ICI to develop an intervention model that has the potential to assist SVRAs help more SSDI clients achieve SGA. This program model that will be described involves clinical and system interventions that have been developed as a result of this initial analysis. Successful implementation of these approaches has the potential both to assist people on SSDI succeed in financially more rewarding employment and SVRAs gather increased SSA reimbursements.

Edward Anthony, Ph.D Acting Commissioner, U.S. Department of Education Rehabilitation Services Administration Dr. Ed Anthony was appointed in June 2006 to be Deputy Commissioner of the Rehabilitation Services Administration (RSA) in the Office of Special Education and Rehabilitative Services (OSERS), Department of Education. Prior to that, he was the Director of Policy and Planning in OSERS from 1993 until 2006.

In May 2005, Dr. Anthony was delegated the authority by the Secretary of Education to perform the functions of the Commissioner of RSA and served in that role until 2010. RSA’s mission is to assist individuals with disabilities to achieve employment, independence, and integration into the workplace and the community. In May of 2006 Dr. Anthony was appointed by the President to serve on the Committee for Purchase from People Who Are Blind or Severely Disabled as the representative from the Department of Education.

Dr. Anthony has worked in the federal government for 27 years, serving in various positions in the Department and the Department of Health and Human Services.

Michael Yudin Acting Assistant Secretary for Special Education and Rehabilitative Services Michael K. Yudin is the Acting Assistant Secretary for the Office of Special Education and Rehabilitative Services. Prior to coming to OSERS, Yudin served as the Principal Deputy Assistant Secretary for the Office of Elementary and Secondary Education (OESE). In this role, he served as the principal advisor to the Assistant Secretary on policy and operations affecting all grant programs administered by OESE. Yudin also helped lead the Department’s efforts on Elementary and

Secondary Education Act (ESEA) flexibility. He served as Acting Assistant Secretary for Elementary and Secondary Education from June 2011 to May 2012.

Prior to joining the Department, Yudin spent nine years in the United States Senate, serving as legislative director for Senator Jeanne Shaheen of New Hampshire, senior counsel to Senator Jeff Bingaman of New Mexico, and HELP Committee counsel to Senator Jim Jeffords of Vermont. In these roles, he assisted in developing, promoting, and advancing a comprehensive legislative agenda related to education, children and families, disabilities, and poverty. He also served as director of employment policy for two leading national disability organizations: the ARC of the United States and United Cerebral Palsy (UCP).

Governor of Delaware Jack Markell Governor Jack Markell is focused on growing the economy, creating jobs, strengthening schools and protecting taxpayers.

When he took office in 2009, he inherited a record budget shortfall, rapidly rising unemployment, and a stagnant economy. Since then, he has helped open shuttered manufacturing facilities, won President Obama's Race to the Top competition to improve public schools, and signed new laws to drive improvements in the economy, environment, and education.

Governor Markell, 51, was born and raised in Newark, Delaware and graduated from Newark High School along with his wife, Carla. He went on to receive an

undergraduate degree in economics and development studies from Brown University and an MBA from the University of Chicago. Governor Markell is a Henry Crown Fellow and a Rodel Fellow at the Aspen Institute. He resides in Wilmington, Delaware, with his wife Carla and their two children, Molly (19) and Michael (16), along with their puppy Rue (recently adopted), Belle the cat, and Norma the goldfish.

Governor Markell brings innovative public and private sector experience to the Office of Governor. He began his career in the private sector helping lead the wireless technology revolution as the 13th employee at Nextel (a name he coined), where he served as Senior Vice President for Corporate Development. His other business experience includes a senior management position at Comcast Corporation, work as a consultant with McKinsey and Company and as a banker at First Chicago Corporation.

He was elected State Treasurer in 1998, winning three consecutive terms, including his last re-election in November of 2006 with an overwhelming 70 percent of the vote. As State Treasurer, Governor Markell worked tirelessly to improve the lives of Delawareans through innovative programs aimed at cutting spending and improving fiscal responsibility. He has been recognized in Delaware and across the country as a leader in promoting policies to help all people achieve their economic potential.

Governor Markell has also worked to advocate on behalf of Delawareans and bring national attention to his home state through a number of leadership roles:

Thomas E. Finch, Ph.D, U.S. Department of Education Rehabilitation Services Administration Dr. Finch joined the Rehabilitation Services Administration (RSA) in 1976 in the Evaluation Unit as a Vocational Rehabilitation Specialist. From 1978 – 1983, he was assigned to the National Institute on Handicapped Research (now NIDRR) as the Deputy Director for Rehabilitation Engineering programs. In 1983, Tom was assigned to the Office of Special Education Programs as a Branch Chief for the Personnel Preparation for Special Education and Related Personnel, and was later assigned as the Branch Chief for Early Childhood responsible for the Pre-School Incentive Grants, Early Childhood Research and Demonstration program and the Infant and Toddler program. From 1987 – 1989, Tom was detailed to the Office of the Surgeon General, at the Department of Defense, to assist the DoD Overseas School program develop and implement an infant and toddler program. Tom has also served as the Director, Special Projects Division in RSA; the Acting Associate for Developmental Programs in RSA; and, was detailed to the Office on Disability in the Office of the Secretary of HHS for one year. Tom is the former Unit Chief of the Service Programs Unit within the Training and Service Programs Division and is currently the Director of the Training and Service Programs Division.

Paul Harrington, Ph.D., Director Center for Labor Markets and Policy Drexel University Paul Harrington serves as Professor and Director of the Center for Labor Markets and Policy at Drexel University in Philadelphia. Dr. Harrington has been a labor economist for over 30 years. He has authored and co-authored numerous articles, monographs, and books and taught a wide variety of courses in economics and public policy. He frequently serves as a featured speaker at conferences on education and workforce development across the nation and is often cited in media reports on labor market and economic activity. Most recently Dr. Harrington contributed, in both print and video, to a four part series in the Philadelphia Inquirer titled "Struggling for Work: the Broken Dreams of a New Generation"

discussing the economic situation and mal employment of recent college graduates. Dr. Harrington is currently finalizing a series of six papers that examine the U.S. labor market experiences of college graduates with degrees from foreign universities for the U.S. Department of Education.

Kathy Krepcio John J. Heldrich Center for Workforce Development Kathy Krepcio is the executive director of the Center, responsible for executive management and day-to-day oversight of administration, research, technical assistance, client service, and project operations. Krepcio brings to the Heldrich Center an exceptional track record in government and nonprofit executive leadership, policy and program development. Prior to joining the Center, she served as chief of staff in the New Jersey State Office of Information Technology

managing the key business activities of the state's central information technology organization, and as the Director for Policy and Planning at the New Jersey Department of Human Services where she was responsible for providing policy research, development and analysis on a wide range of human services areas, including development of state welfare reform efforts.

Krepcio appears frequently as a speaker at conferences and public meetings, and played a lead role in managing the Center's intensive technical assistance and program design work for the September 11th Fund's $78 million employment assistance program for dislocated workers in the greater New York/New Jersey region.

In addition to her responsibilities as Executive Director, Kathy leads the Center's disability and employment work and currently serves as the Project Director of the National Technical Assistance and Research Leadership Center to Promote Employment and Economic Independence for Adults with Disabilities (NTAR Leadership Center) - a workforce consortium sponsored by the US Department of Labor's Office of Disability Employment Policy and based at the Heldrich Center - whose mission is to build capacity and leadership at the federal, state and local levels to enable change across workforce development and disability-specific systems that will increase employment for adults with disabilities.

She earned a Master of Arts from the Eagleton Institute of Politics at Rutgers and a Bachelor of Arts from the Maxwell School at Syracuse University.

Michele Martin, President/CEO The Bamboo Project, Inc. Michele Martin is a workforce development/social media consultant with over 20 years experience in human resources and career development. She has worked with numerous Workforce Investment Boards, One Stop Career Centers, state and local government agencies and non-profits to support the employment of disadvantaged populations, including dislocated workers, youth and people with disabilities. Since 2009, she has provided staff training and capacity-building services to DiscoverAbility NJ, New Jersey's Medicaid Infrastructure Grant. Through this grant, she was facilitated World Cafe events for local Workforce Investment Boards and the state's Disabilities Issues Committee. She has also provided staff training and development on issues related to the employment of

Through the State's Disability Employment Initiative (DEI) grant, she is currently working with four local areas in NJ to better integrate services for people with disabilities into the One Stop Career Center system. Heldrich Center for Workforce Development at Rutgers University.

Christine Ha, 2012 MasterChef Winner Christine Ha is a M.F.A. candidate for fiction and non-fiction at the Creative Writing Program at University of Houston. She is currently working on her thesis, a memoir about the autoimmune condition that eventually caused her permanent vision loss. Christine served as Fiction Editor for the nationally distributed literary journal, Gulf Coast. She was also a contributing writer at Eating Our Words, the Houston Press food and dining blog, and her love for food led her to become a contestant on season three of “MasterChef” (USA), a competitive cooking show for amateur home cooks on the FOX network with judges Gordon Ramsay, Graham Elliot and Joe Bastianich. Despite her vision impairment, she captured the

title of MasterChef USA 2012. As part of the prize, Christine is working on a cookbook to be published by Rodale in May 2013, coincidentally at the same time she will also complete her MFA degree. Dr. Vanderheiden has been working on technology and disability for just under 40 years. He was a pioneer in the field of Augmentative Communication (a term he coined in the 1970's) before moving to computer access in the 1980s. Many of the accessibility features that are now built into every Macintosh, Windows and Linux computer were created by his group in the 1980s. He has worked with over 50 companies, served on numerous governmental advisory and study committees on both sides of the ocean, and has chaired and/or edited many of the early accessibility standards. John Berry, Director U.S. Office of Personnel Management John Berry is the Federal Government’s Chief People Person. As the Director of the United States Office of Personnel Management, he is responsible for recruiting, hiring, and setting benefits policies for 1.9 million Federal civilian employees. Calling this a new day for the civil service, he is reinvigorating the Federal workforce to meet the challenges of the 21st century.

John is working closely with partners both inside and outside of government to fulfill President Obama’s charge to “make government cool again by developing flexible, results-oriented HR policies and working to change how Americans view their public servants. His goal: build a workforce of dynamic innovators who put serving the American people at the heart of everything they do.

With over twenty years of experience in the Federal government, Berry is a passionate and aggressive advocate for public service and Federal workers. He first developed expertise in Federal employee and retirement issues during ten years as Legislative Director for Congressman Steny Hoyer of Maryland, now the House Democratic Whip.

During the Clinton Administration, Berry served as Deputy Assistant Secretary and Acting Assistant Secretary for Law Enforcement at the Department of the Treasury, where he had direct-line authority over 40% of the Federal law enforcement community, including the Secret Service and the ATF. He then served as Assistant Secretary for Policy, Management and Budget at the Department of the Interior.

From 2001 to 2008, Berry pursued his interest in conservation as Director of the National Fish and Wildlife Foundation and then as Director of the National Zoo, where John the Lion is named after him.

Kathleen Martinez Assistant Secretary of Labor for Disability Employment Policy Kathleen Martinez was nominated by President Barack Obama to be the third Assistant Secretary for Disability Employment Policy and was confirmed by the U.S. Senate on June 25, 2009. As head of the U.S. Department of Labor’s Office of Disability Employment Policy (ODEP), Ms. Martinez advises the Secretary of Labor and works with all DOL agencies to lead a comprehensive and coordinated national policy regarding the employment of people with disabilities.

Blind since birth, Ms. Martinez comes to ODEP with a background as an internationally recognized disability rights leader specializing in employment, asset building, independent living, international development, diversity and gender issues.

She was appointed Executive Director of the World Institute on Disability (WID), based in Oakland, California, in 2005. Ms. Martinez directed Proyecto Visión, WID's National Technical Assistance Center to increase employment opportunities for Latinos with disabilities in the United States, and Access to Assets, an asset-building project to help reduce poverty among people with disabilities. At WID, she also led the team that produced the acclaimed international webzine DisabilityWorld in English and Spanish.

In 2007, she was appointed a member of the board of the U.S. Institute of Peace, a Congressionally-created agency dedicated to research and projects in conflict management. In 2005, Secretary of State Condoleezza Rice appointed her as one of eight public members of the newly-established State Department advisory committee on disability and foreign policy. In 2002, she was appointed by President Bush as one of 15 members of the National Council on Disability, an independent federal agency advising the President and Congress on disability policy.

Barbara Otto, Chief Executive Officer, Health & Disability Advocates Under her leadership, HDA has grown into a nationally known advocacy organization and resource on health care, employment supports for people with disabilities, and inclusive public policymaking. Barbara is a sought-after speaker, giving workshops throughout the United States, and she served as Adjunct Faculty for Cornell University’s Program on Employment and Disability, and was a consultant with the Virginia Commonwealth University, providing technical assistance to states working to increase employment opportunities for people with

disabilities from 2000 to 2006. In 2000, the Coalition of Citizens with Disabilities in Illinois awarded Barbara the Justin Dart Award for Advocacy, and in 2003 she received a national commendation from the Social Security Administration. In 2011 President Obama appointed her to the national Advisory Group on Prevention, Health Promotion and Integrative and Public Health. Barbara’s work prior to HDA was in health policy and welfare issues. She is a graduate of Marquette University.

Bob Williams, Associate Commissioner, Office of Employment Support Programs, Social Security Administration Bob Williams is the Associate Commissioner for the Social Security Administration’s Office of Employment Support Programs. Prior to this, he was the Special Assistant to the Director of the DC Department on Disability Services. He also has advised the Kaiser Foundation, the Commonwealth Fund and others on policy issues affecting the health, independence and economic well-being of Americans with disabilities of all ages.

From 1993-2000, Williams served as Commissioner on Developmental Disabilities and then as the Deputy Assistant Secretary for Disability, Aging and Long Term Care Policy in the U.S. Department of Health and Human Services. In 1990, he worked on enacting the ADA and began his career serving on a court appointed

National Employment Conference An Introduction to “Café Conversations”

How can we enhance our capacity to talk and think more deeply together about the critical issues facing our community and our organizations? How can we access the mutual intelligence and wisdom we need to create innovative paths forward during challenging times?

As we’ve gone around the country, working with our grantees and talking with people who care about the employment of people with disabilities, these are two of the important questions we’ve begun to ask ourselves at RSA. There is no doubt that we are operating in a difficult environment, with fewer jobs available and constant concerns about funding. The nature of work is changing too—more skills are required for many jobs, more work is done on a contingent or part-time basis and skill requirements are evolving more quickly. And traditional funding sources for our work are drying up, forcing us to reconfigure what we do and how we do it. At RSA, these conditions have made us begin to re-think our “charge.” We are raising thought-provoking questions about the nature of our work, today’s economy and its future, the role and impact of technology in our field and what we need to do differently in order to stay relevant and achieve our goal of high quality employment for individuals with disabilities. The need for what we do has not changed—if anything, it has become more important. However what we do and how we do it is necessarily evolving, although at this point, it’s unclear to us where it will land. As we look to help people with disabilities find employment and advance in their careers, we are faced with both challenges and opportunities. How we respond to the changes in our environment depends on the questions we ask ourselves and the conversations that we have about how we can move forward. With these thoughts in mind, as we’ve planned the National Employment Conference, we’ve looked for new ways to spark the discussions that we know lead to renewal and revitalization of our work. We believe that its only by engaging all of us in discussions about the questions that really matter to what we do that we can find solutions and innovative paths forward to achieve our goals. The World Café is a structured conversational process that creates opportunities for people to engage with each other on important questions. It’s been used successfully by businesses, nonprofits, communities and government agencies around the world to get at the deep issues and create the energy for change. During the Conference, we have planned 5 Café Conversation sessions, each one centered on 1-2 critical questions. The goal of these conversations is to reveal the diversity of perspectives around the different issues we face and to uncover the possibilities for creative change and action. We also want to unearth assumptions we may need to test and discover where we may need more information to move forward. These conversations are only the beginning of a process we plan to continue in the weeks and months to come. We believe that is only through these kinds of ongoing discussions, not only with those who attend the

conference, but also within our own local areas and in our communities of practice, that we will begin to discover new paths forward. So we invite you to join us in these initial discussions, not only to share your perspectives and observations, but also to learn more about the process itself so that you can return to your own community and continue these conversations. We will need everyone’s best thinking, energy and resources to find the opportunities in our current environment. The more people we can engage in these discussions, the more we work to find the heart of the matter, the more we will be able to create the impact we all want to achieve.

1: The New Economy (9:45 AM-10:45 AM)

• What are the most important issues/questions we need to pay attention to as we look at helping people with disabilities find work in the new economy? What is our sense of what we mean when we talk about "the new economy?" What do we see as the key characteristics and changes?

2: Preserving What Works and Letting Go of What Doesn't Work (11:00 AM - 12:00 PM)

• What do you feel are the most important things to preserve or hold onto from our current system and processes as we look to meet the challenges of a new economy?

• What do you feel are the most important things for us to let go of in our current system in order to meet the challenges of a new economy? For example, many systems are tied to geopolitical boundaries. Is it possible to change that attachment of funding streams to geopolitical areas? Does this strategy allow for starting new programs or funding program infrastructure? Is there a need for some mechanism for funding programs?

3. Dilemmas and Opportunities (2:00 PM - 3:00 PM)

• Given our current sense of the "new economy" and it's impacts, what dilemmas do we see for people with disabilities and our ability to help them find employment?

• What opportunities do we see?

4. System Capacity (3:15PM - 4:15PM) • What capacities do we need to develop within our system to better serve the needs of people

with disabilities in the new economy?

• What capacities do we need to develop within our individual organizations?

• What capacities do we need to develop in ourselves as practitioners?

• What relationships do we need to develop and/or strengthen in order to support people with disabilities in finding employment in the new economy?

• How can we create stronger relationships among ourselves, so that we're better able to serve our customers?

5: Finding the Will (4:30 PM – 5:30 PM)

• What energizes and excites you about all that we are discussing? Where do you feel the most drawn to action and feel the most opportunity for change?
