  • • The Regional Planning Process is a standardized approach to identifying needs, selecting the appropriate mechanism to study needs, and identify preferred solution(s)

    • Under this process, each region in Ontario is studied every five years, at minimum

  • Two IRRPs have been initiated:

    • Barrie/Innisfil is primarily focused on addressing capacity needs in and around Barrie TS anticipated in the mid term, driven by new development. The impact of End of Life (EOL) refurbishments and potential for non-wires alternatives (NWA) will also be considered

    • Parry Sound/Muskoka is primarily focused on capacity needs emerging at Waubaushene TS and Parry Sound TS, and consideration of EOL issues and emissions reduction potential

  • IRRP complete February 2020, with a focus on accommodating urban growth:• Near-term need for a new step down

    station in Markham

    • Medium- to long-term need for two additional stations; one to supply northern York, and one for Vaughan

    • Long-term supply capacity need along Claireville to Brown Hill circuits. Given lead time in development, a preferred solution should be identified during the next regional planning cycle (~2025)

  • GTA North: Non Wires Demonstration Project• Given the large number of capacity related needs emerging over the next decade, southern York Region was selected to host a project to study the ability of distributed energy resources (DERs) to meet capacity needs.

    • The IESO’s York Region Non Wires Alternatives Demonstration Project is currently underway, and consists of DER participants competing in local capacity auctions (for securing DERs) and local energy auctions (for operating DERs) when local system conditions become constrained.

  • • An IRRP is currently under development for the GTA West (Peel/Halton) region, and is expected to be complete in Q2 of 2021

    • Focus is on accommodating urban growth, particularly in the areas of Milton, Halton Hills, northern Brampton, and Caledon. Additional needs are primarily related to supply security and restoration.

    • IRRP is being carried out in coordination with the Bulk FETT study, to ensure consistent assumptions and identify opportunities for common solutions

  • An IRRP was completed and posted in August 2019. Key outcomes:• Recommendation to proceed with upgrade

    of the Richview x Manby corridor

    • Proceed with End of Life (EOL) replacements for several facilities, while continuing with studies to select a preferred outcome for other assets approaching EOL

    • Preserve options to address capacity needs not anticipated until the long term

  • Toronto: Addendum Study

    An addendum to the 2019 IRRP has recently been initiated and is currently underway with a target completion of Q2 2021. Objectives:• Evaluate the impact of potential changes to the demand forecast (including impact of new transit projects and COVID), and new information regarding EE potential from the 2021-2024 CDM framework

    • The addendum will provide a revised need date, and enhanced discussion of the potential for non-wires solutions to address or defer the Richview x Manby corridor need. Other needs identified in the 2019 IRRP are not being studied as part of the addendum at this time.

  • Bulk System Planning

    • Bulk planning addresses system needs and policy direction at the provincial level

    • The IESO carries out bulk panning as part of its mandate• An initiative is currently underway to formalize how bulk planning is carried out, including coordination with other IESO processes and initiatives

  • The FETT interface delivers electricity from western Ontario to the eastern part of the province. On warm high demand days in the summer months the two double-circuit 230 kV lines on the Trafalgar TS x Richview TS path are limited and restrict the FETT capacity.

    Higher FETT capacity will be required when Pickering GS retires by the end of 2025. Upgrades to Trafalgar TS x Richview TS lines are recommended for 2025 in-service. They will ensure reliable electricity supply in the Greater Toronto Area (GTA) and the areas as far east as Ottawa. Further increase of the FETT capacity will be considered along with resource options located east of FETT.

  • • Ontario’s Ministry of Transportation (MTO) is currently conducting an environmental assessment (EA) for a new 400-series highway

    • Provincial policy encourages colocation of linear infrastructure

    • IESO/Ministry are conducting a joint study mirroring the highway EA to protect land for a future transmission corridor

  • GTA West Corridor

    • New transmission built along this future corridor could address capacity related needs in both the GTA West (Peel/Halton) and GTA North (York Region) regions, including those anticipated in York Region in the 2030+ period

    • Although no preferred solution to address long-term capacity needs has been identified at this time, preserving this corridor now will ensure that the ability to explore technically feasible options exist to serve load growth in northern Halton, northern Peel, and western York for decades to come

  • Canada’s first distribution level local electricity market. Act as an independent Distribution System Operator (DSO) - procure, secure and dispatch local participating DERs as Non-Wires alternatives, powering local communities; defer or avoid the need for traditional wires infrastructure investment.

    Enable the move towards Net-Zero Energy Emission homes by integrating a hybrid set of electrical and thermal equipment into a Virtual Power Plant (VPP) platform. This novel solution adjusts heat and electricity consumption within a home to minimize its carbon footprint.
