Welcome to the New Year !! And it’s starting out great with plenty of rain. No more complaining about low water, and no more need for any “Pray for Rain” parties (but still plenty of other reasons for a party – if there’s even any need for a reason). With all the local rivers having plenty of water, we have numerous great possibilities for runs at all levels right in our own backyard. However, if you’re looking to do some traveling, we have the information you need. It all starts on January 21 st with the club’s “Trip Permit Party” (remember – any excuse for a party) to fill out permits for the Rogue and Idaho rivers. There’s also an opportunity to join the OWA club for a joint club trip down the Rogue. See page 4 for details on both these events. In addition, there’s permit information for a variety of other rivers inside this issue. With the rivers at high levels and the cold waters of the winter season, it is important to be concerned with boating safely. We all have a responsibility not to put ourselves, and subsequently, other boaters and/or rescuers, at risk. Welcome to the New Year !!

And it’s starting out great with plenty of rain. ACA Waiver Information

The ACA has new wavier forms with separate forms for adults and minors. The ACA will be responsible for collecting them from its members and keeping them on file. The good news is that the club, after a transition period, won't have to deal with them anymore except when signing up new members or when taking non-members on club trips. President's Day Weekend Rogue Trip

OWA (Oregon Whitewater Association - a club made up primarily of rafters) has extended an invitation to members of OKCC to take part in a three-day trip on the Rogue River over President's Day weekend, February 18, 19 and 20. This trip will put in at Grave Creek near Galice and take out at Foster Bar near Agness. There will be around 20 to 25 rafters and room for 10 to 12 kayakers. Dave Summers is the overall trip leader with Michael Williams and Mark Adams from OKCC leading kayakers down the river.

OWA will plan and purchase food for group meals on Sat dinner, Sun breakfast / dinner and Monday breakfast. You will be on your own for the lunches and snacks. Talk nice to a rafter and I'm sure you can get a short case or two of PBR down the river too! The rafters will also carry one drybag per kayaker. We will most likely camp at two different camps going down the river, so the rafters may request the kayakers help with loading and unloading the common gear. The OWA will take care of getting all the required common equipment down the river. There will be two large tarps set up for the kitchen and group activities. Remember: a good tent is much better than a bad tent when it is cold and raining! Over the years, OWA has had amazingly sunny and warm weekends for this trip, but also cold, drizzly trips as well. All the trips have been great fun. If you are prepared, you can work around any kind of weather in camp.

There will be a cost of about $30 per person for food with a check made out to Dave Summers required when you sign up to reserve a spot. If you cancel due to a last minute problem, you will then need to find another person to take your place or likely forfeit the cash. Dave Summers will work with you as much as possible, but supplies will be bought weeks in advance and once spent, the money is gone. If funds are left over after the trip, the leftover funds will go to OWA and OKCC based on number of people on the trip. Please don't sign up without being very committed to going. OWA has limited the number of members going on this trip in order to invite the OKCC and the OWA limit is already full.

The $30 per person above will not cover the shuttle from Grave Creek to Foster Bar or the transportation to / from the river. The plan is to use one shuttle service so we can get a group discount, with the current preference being Samantha Waters in Galice as she has been very good in the past. Her fees per vehicle as of November were $80 for the short route and $120 if they have to go down to California and back via Gold Beach - it will be cheaper by the dozen. The long or short version depends on snow level. We will not be sure of status until we go.

Note: This is an OKCC sponsored event, therefore the WOD (waiver of doom) is required by river participants. If you are not an ACA member, there will be a $10 insurance fee.

This year, the Forest Service has an opportunity to acquire the Wild and Scenic White Salmon Hopper property along the White Salmon Wild and Scenic River. An appropriation of $280,000 from the Land and Water Conservation Fund (LWCF) through the FY 2007 Interior Appropriations bill is needed to preserve this land. This parcel is located along the BZ Section of the White Salmon just downstream of Husum Falls and its preservation will protect the scenic qualities of this river corridor which is one of the region's most popular whitewater rivers. The Trust for Public Land is providing the leadership in this effort necessary to bring this key parcel into public ownership (see past article on BZ Access), but your voice is required to make it happen

YOUR MESSAGE IS KEY TO SECURING CRITICAL FUNDING IN FY 2007! Available for acquisition in FY 2007 is the White Salmon/Hopper property, located near the Columbia River Gorge National Scenic Area. Flowing southward for approximately 45 miles from its origins in the alpine forests on the slopes of Mt. Adams to the transitional oak and pine woodlands by the Columbia River, the White Salmon is one of only three Wild and Scenic Rivers in the state of Washington. From early times Native Americans lived and fished along the river in a valley marked by its lush vegetation, steep canyon walls, and swift rushing streams. When settlers found the river, the stock of spawning fish provided it with a lasting name. In addition to fisheries, the riparian corridor of the White Salmon supports habitat for bald eagles, black bears, ospreys, and many other wildlife species. Congress nationally recognized the corridor for its scenic and wild character in 1986. Beyond the biological and cultural significance of the river, the corridor is a critical recreational resource for many visitors. It is one of the premier kayaking and whitewater rafting rivers in the Northwest, attracting visitors and whitewater enthusiasts every summer and fall. The 4.5 acres of the White Salmon/Hopper property are just downstream from Husum Falls and BZ Corner near state Route 141 and is adjacent to a new river access site proposed by the Forest Service. Protection of this property through a $280,000 Forest Service appropriation through LWCF will provide public access, buffer other public conservation land (Goal 3 of the USDA Forest Service Strategic Plan) and ensure continued integrity of the Wild and Scenic River corridor.

Cold Weather Boating

The rain is finally here!! But in the Pacific Northwest, boating season also means cold temperatures. Weather can be unpredictable and we may find ourselves paddling in icy water with near or below freezing air temperatures, often combined with wind, rain, sleet, and snow. If unprepared, these conditions could quickly become life threatening. Exposure to the elements is the greatest danger we face in the outdoors. Some facts: • Hypothermia can develop within minutes. • Water doesn’t have to be icy cold to cause hypothermia. Any water temperature lower than body temperature

will cause the body to lose heat. • Alcohol and drug use lowers the body’s ability to retain heat, although you may still feel warm inside. Signs and symptoms of hypothermia: • Slurred speech • Confusion, impaired motor functions • Abnormally slow rate of breathing • Cold, pale skin • Fatigue, lethargy, or apathy Basic treatment: • In all cases – seek dry shelter avoiding the wind, remove wet clothing and put into dry clothing if possible,

insulate the body and head with anything dry • If they feel cold and are shivering – exercise but avoid sweating, give warm and sweet drinks and high calorie

food • If they are clumsy, confused, and have stiffening muscles – handle gently, provide warmth to the core body,

give warm and sweet drinks and high calorie food, monitor pulse and breathing, restrict activity and have them lie down with feet slightly raised

• Do not give anything by mouth to a semi-conscious or unconscious person. Get to a medical facility as soon as possible.

Note: I strongly encourage all boaters to take a first-aid/wilderness survival course, as well as a swift water rescue class. Tips for a safe winter boating season: • Dress for a rescue. If you would succumb to hypothermia while standing and working in the water, you’re not

dressed warm enough. Warm clothing should include a drytop/bib combo, drytop/wetsuit combo, or a dry suit with enough polypro and fleece layers underneath. Wear appropriate socks and footwear, gloves/pogies, and a head-heater under your helmet.

• Drink plenty of water and make sure to intake enough calories. Caffeine and alcoholic beverages can be detrimental to staying hydrated and warm.

• If you wear pogies, keep gloves in your boat for use while not paddling (e.g., during a rescue). • Hand-heaters and a space blanket should be included in your first aid/survival kit. Aside from ibuprofen and

band aids, pocket-sized warmers are the most pilfered item from my med kit. These will help keep a victim warm and comfortable if exit from a river is not immediately available. They are also handy at the take-out to expedite the warming process.

• Keep warm beverages at the take-out (or even in a thermos in your boat).

The Third Annual Down the River Clean Up on the Clackamas River It’s been several months, but the OKCC wanted to share some of the statistics from the 3rd Annual Down the River Clean Up on the Clackamas River and to thank club members that supported and participated in this event. This year’s Clean Up was held September 11, 2005 and with the help of more than 200 volunteers, 5140 pounds of beer cans, lawn chairs, railroad ties, tires, canoes, flip-flops and other garbage and recyclables were removed from the banks and bottom of the Clackamas River! That's 660 more pounds than last year.... Salmon, waterfowl and those that drink from the Clackamas River as well as other river runners and anglers will benefit from the efforts of those of you who participated. Additionally, proceeds from t-shirt purchases and the raffle and silent auction helped raise $1200 for Hurricane Katrina relief efforts, donated to River Network’s Gulf Coast Watershed Recovery Fund and Mercy Corps. The event was organized by Kristin Dahl of eNRG Kayaking, and Jo Anne Dolan, assistant director of the Clackamas River Basin Council. OKCC’s arrangement with the ACA (American Canoe Association) is as follows: 1) For new members the club collects both the OKCC fee and the ACA fee. The club enrolls the new member in the ACA and forwards the ACA fee. 2) For continuing OKCC members the billing become separate and the ACA will send you a bill when your ACA membership expires.

ACA membership allows the club to sponsor trips and events that have the security of liability insurance for the trip leaders and event organizers. Other benefits to club members include a subscription to Paddler magazine, the American Paddler newsletter, free and unlimited participation in ACA-sanctioned events, and member-only discounts.

MEMBERSHIP APPLICATION/RENEWAL

The Oregon Kayak and Canoe Club (OKCC) is a group of boaters in the Portland area who have joined together to pursue a common interest in whitewater boating. The OKCC’s primary focus is to organize river trips at various skill levels. Safety, as well as enjoyment, is considered important on all club-sponsored trips. The OKCC is also active in ocean kayaking, slalom races, instruction, and river conservation. Membership entitles you to all issues of our newsletter, trip schedules, conservation updates, social events, affiliation with the American Canoe Association and American Whitewater, and an outlet/source for used equipment. Membership is contingent upon the receipt of dues and a signed waiver. Each adult member of a household must sign the waiver below.

The ACA’s Paddle America Club provides liability insurance for OKCC trips and events. OKCC members who choose ACA membership in addition to OKCC membership will receive OKCC benefits in addition to the benefits of ACA membership (Paddler magazine, ACA paddling events, and member-only discounts). OKCC members who are not ACA members will be charged $10.00 for every club trip or event in which they participate. This fee covers the cost of liability insurance.

OKCC members who join American Whitewater will receive a subscription to American Whitewater magazine and member-only discounts as well as support American Whitewater’s mission to conserve and restore America’s whitewater resources and to enhance opportunities to enjoy them safely.
