Capt Bob Wantuck was in the area on a training sortie and was contacted by Royalton UNICOM to see if he could assist. Capt Wantuck, although flying solo, performed a search of the area, located the downed aircraft and helped direct rescuers to the aircraft. This was an outstanding find by Capt Wantuck. Constant Watch 14 communications exercise - 21-22 JUN: HF radio stations at Jamestown and NFAFB operational both days. VHF mobile station active at Akron airport Sat, 21 JUN. 5 WNY members participated. NYW was very happy to have us join in. SAREX On The Border - 12-13 JUL: WNY Group was assigned a search area from the Peace Bridge along the Lake Erie shore to the NY/PA border, one of the longest segments in NYW. Last sortie was switched to cover Lake Ontario from the Niagara River to Braddock Bay near Rochester. Special thanks to Capt Bob Wantuck who flew all three sorties,and Lt Col Jerry Terhaar who flew as the evaluator on all three sorties. Also thanks to Capt Tom Joneson who acted as a mobile radio relay between Dunkirk and Ripley NY in his POV. One trainee was on every sortie. Very low turnout by qualified members, especially base staff. Base was understaffed, trained and trainee cadets handled most radio communications and MSA tasks. The cadets worked very hard and did an outstanding job! Upcoming Training events - NER Aircrew school Information sent to units. 17-23 AUG., SARTAC Ground Team School. Hampton Bays NY. Notes - We need to increase our member participation in training exercises. Col Perta has made this an emphasis item. Funding is available, if we need assistance with local training, we can request it from NYW & FLG on an as available basis. This is not fair. - It is incumbent on all the units in the group to make efficient use of this asset. Your sqdn/flight has the ability to request use of the van for a specific stated purpose - all that is required is that you inform Lt Col Terhaar and make arrangements to pick up the van when you require it. - Your responsibility is to carry the cost of fueling the van during the period in which you wish to use it. - Our Mission Readiness rating depends on our ability, and willingness to make efficient use of the assets provided to us by NY Wing, and the Air Force, and act IAW the new NYWg Policy of the use of the van emailed two weeks ago. In the future I need: 1. All units must use this asset when needed, especially when placed on a mission. 2. Refuel the van when required whenever you use the vehicle. 3. Shared responsibility. If we aren t stewards of the Air Force s assets, the van might be removed from the Group which will make us non-mission ready/capable and no longer a viable ES asset. CADET PROGRAM NEWS New CAPR 52-16 Cadet Program Management 19 June 2014 New Requirements Summary: Introduces the Cadet Wingman Course, wrapping the Currys introduction to CPP. Requires cadet and composite squadrons to have at least two TLC graduates on their roster (1 April 2015). Requires squadron meetings to fulfill the basic content requirements 1.5 hrs leadership, 1.5 hrs aerospace, 1 hr fitness, 1 hr character per month (1September 2014). Requires squadrons to match new cadets with mentors. Mandates the use of promotion boards, at least administratively, but in-person boards where the cadet discusses the CAPF 50 are required only once per phase (1 September 2014). Clears-up a previously ambiguous matter regarding activities outside the home unit; cadets will need unit, wing, and region approval, as the case may be, to participate outside the squadron (1 September 2014). See last page of CAPR 52-16 for a full summary. New CAPR 52-10 Cadet Protection Policy (CPP): All cadet program leaders must be familiar with this new regulation. Virginia Wing put together a good overview of the changes on their website at http://www.govirginiawingcap.com/overview-of-the-new-cadet-protection-policy/. http://www.govirginiawingcap.com/overview-of-the-new-cadet-protection-policy/ Educational posters are being sent to squadrons this summer. Drafts of an updated CAPP 52-23 Cadet Protection Policy Implementation Guide are scheduled to be available soon. Three new required training courses Cadet Protection Basic Course, Cadet Protection Advanced Course, and the Cadet Wingman Course will post to the Cadet Programs Proving Grounds and be fully available by September. Members who completed an earlier edition of CPPT before this regulation took effect will have until 31 March 2015 to complete. Overnight Cadet Activities: Beginning 1 October 2014 overnight activities with male and female cadets will require co-ed adult leader supervision. See CAPR 52-10 for details. Per NYWG/CC: Emphasis item is to have a list of senior member staff that supervise and are present. Will work on an on-line reporting format to document this requirement. Until then, please forward an after activity report through channels to the Wing and Vice Commanders. New CAPF 32 Cadet Activity Permission Slip: New CAPR 52-10 mandates that the CAPF 32 Cadet Activity Permission Slip will be used for all activities beyond weekly squadron meetings or for activities that take place in a location other than the units normal meeting facility. Additional forms (31, 160, 161, etc.) may also be required depending on the activity. Hamburg Fly in flights canceled due to illness. 2. Dunkirk. We had a last minute opportunity to hold O-flights at the fly in breakfast. Weather did not cooperate and aircraft will be unavailable during NYW encampment, being used for flight academy. Dunkirk, please see if there would be a weekday afternoon when your cadets would be available, will try to schedule flights. - Model Rocketry - Units participating, please let 1st Lt Schmid know if you need any assistance and when you will be flying. Also, photographs of building and launching rockets are needed for AAR to NHQ. - WPAFB Trip, see Southtowns report. - Pine Hill R/C Jet rally. See Southtowns report - Unit/Group AEX activity - Southtowns is almost complete, other units, please report progress by end of month. - Remember to file completion reports on e-services by end of August to receive credit. Promotions: 5 Cadet promotions this month. Major Activities during the past 30 days: - CAEF Golf tournament,30 JUN. 1 Senior and 2 cadets attended to assist with refreshments. - One cadet attended and graduated PJOC. - SAREX 12 members, 3 seniors, 9 cadets attended. One new GTM3 fully signed off, multiplemembers received significant training, at least three only need CAP Test 117 &/or FEMA courses to complete qualification. - New unit patch, design is in final stages, color selections. Awaiting colorized drawing to submit for approval. -Constant Watch 14. 2 Senior members were at Akron and NFAFB Sat 21 JUN, both at NFAFB Sun 22 JUN. Exercise went well, also practiced VHF base mobile communications. - Emergency Services: New qualifications, 1 OSC, 1 GTM3. Multiple members approaching qualifications including AOBD, GTL, GTM2 & 3, MRO, MSA. One working on IC3. Upcoming events - Pine Hill R/C Jet rally. 23-24 JUL. Pine Hill Airport & event team will be having a planning meeting shortly, we have been invited to send a member to this and will attend. Email with preliminary event information will be out to unit commanders later this week. Requesting use of the group van. WPAFB Trip. Due to very high costs for charter bus, we will be forced to use CAP vans. NYW LG, Lt Col Lefeber has informed us that we can have as many COV's as needed. Cost to use COV is significantly less than a charter bus. May also have access issue with bus at WPAFB. Preliminary itinerary and cost estimate will be out ASAP. Cost cannot be finalized until shortly before trip due to possible change of rate at Air Force Inn at beginning of new fiscal year. SARTAC Mission Base school.
