INSPECTOR GUIDELINES
1. The Board of Elections is not responsible for any lost or stolen items at the Poll Site. Leave valuables home: do not bring large sums of cash to the site, expensive jewelry, prescription drugs that are not a necessity(if needed for use during the day discuss options with the PSC, perhaps leave locked in your car.)
2. An area is designated for coats, do not assume this is a secured area. REMEMBER WE ARE IN PUBLIC FACILITIES!
3. Breaks are given at the discretion of the PSC. We can not allow inspectors to walk away from their duties at their own leisure! REMEMBER MOST POLL SITE LOCATIONS – DO NOT ALLOW SMOKING ON THE GROUNDS!
4. Cell phones are allowed on the premises, however they are to be secured while you are assisting a voter! If you have a situation where you may need to receive a call during your shift, be sure your PSC is aware of this possibility so they can make necessary arrangements!

Election Day Morning Meeting
Your POLL SITE COORDINATOR (PSC) will meet with all inspectors to assign
you to one of three Bi-Partisanteams. As teams are assigned, the
PSC will give you instructions for the proper setup of your station and issue
any bags needed.

Why does the Board of Elections send these reports?
You need to confirm that: You received the proper ballots by use of ballot identification numbers.
1. You are confirming the number of booklets and ballots you received.
2. You are confirming you have all the ballots sent by the BOE staff. We do this by verifying the starting and ending numbers.
This is a legal receipt for ballots pertaining to this election.

OUR TIP: Let your close friend, the voter, know that you have to ask everyone
their name. This will also save you embarrassment when you can’t remember

If you still cannot find a voter’s name, ask if he/she changed their name since
the last time they voted.

Occasionally a voter will ask how they can update their signature in the Poll Book?
The voter may update their signature by filing a new voter registration form.

NO VOTER TURNED AWAY!
No voter with a residence in New York State is to be turned away
from a poll site. Voters should be allowed to:
Vote on the machine, or
A provisional affidavit ballot will be issued to the voter not in the poll book and researched after the election, or they are to be issued a REFERRAL
form to the proper location.
The provisional affidavit ballot voter will be notified:
If their ballot was or was not counted.
That the BOE has updated their registration.

PROVISIONAL AFFIDAVIT BALLOT
After you have determined that the voter’s name is NOT in the poll book and the voter IS in the correct poll site . The voter is issued a Provisional Affidavit Envelope that must be completed by the voter.
1. Issue the Notice to Voter Statement that outlines the voter’s legal options. The Election Inspector will answer any questions the voter may have.
2. Give the voter the Provisional Affidavit Envelope and have the voter complete the ENTIRE front side of the envelope. You may assist the individual if necessary.
3. When the voter returns the Provisional Affidavit Envelope, check to make sure it is properly filled out.4. Using the address provided by the voter, the Inspector will use AskEd or the Street Finder to determine which
ballot the voter should receive. Record in the rectangle at the bottom of the envelope the: Town/City and the Ward/Election district that the voter currently resides. (SEE HANDOUT)
5. The Election Inspector:a. Issues the appropriate Provisional Affidavit Ballot in a privacy sleeve. REMEMBER: Provisional Affidavit
Ballot ID numbers start with the number 2.b. Next instruct the voter to proceed to the privacy area to fill out their Provisional Affidavit Ballot. Ask the
voter to insert the COMPLETED Provisional Affidavit Ballot into the Provisional Affidavit Envelope, seal and return the completed Provisional Affidavit Envelope to the table from where it was issued.
6. When the envelope is returned check the following:a. That the envelope is COMPLETELY FILLED OUTb. That the envelope is SEALEDc. That the envelope is SIGNEDd. Bi-Partisan initials in the rectangular box on the front of the envelope verifying the envelope was
properly completed? (SEE HANDOUT)e. Complete the Challenge Report.f. Place completed envelope into the BLUE AFFIDAVIT BALLOT BAG.g. Notation in the Inspector Notebook is NOT NECESSARY unless you have a voided ballot.

To ensure a “Successful Voting Experience”,
the Machine Team will: Make sure the voter can easily
identify the location of the machine and create a flow of easy access.
REMEMBER: OUR JOB IS TO ASSIST BUT NOT INTRUDE.
Be ready to assist with any ballot difficulties.
Ask the voter to stay at the machine until the LCD screen reads you have
“Successfully Cast”.
The PSC will issue the Red Key Bag which

3. PSC calls your Area Director for assistance IMMEDIATELY!

Assure voters that a bi-partisan team will insert ballots when the unit is back in operation.

At 9 p.m. after all voters in the building have voted, the PSC announces the polls are closed.
Firmly contact the Ibutton to the security keypad to enter the “Administrative Menu” on the
LCD Screen.
Press the “Close Poll” option on the screen. The following message will appear: “Are you certain you wish to close the polls?” – Press “YES”

After pressing YES, the detail report tape will now print. After printing, the screen will ask if you want more copies. If none required, press "NO”.
The inspectors that signed the Zero Report will now sign the End of Day Report.
Record on the Seal Report the “Public Count” found on the LCD and from the End of Day Report, the “Protected Count”.
Place the End of Day Report into the “Blue Speed Bag”

The Administrative menu will now re-appear. Power down the machine by touching “Power Down”. You will now see the message:
ARE YOU CERTAIN YOU WISH TO SHUT DOWN THE TABULATOR? Touch “YES”.
LCD screen will go black.

MACHINE CLOSING – GONE IN FIVE
Be sure the “Blinking Lights” on the front of the machine are off and then remove the “Poll Worker Card Door Seal”. Place the broken seal into the Red Key Bag IMMEDIATELY and remove “Poll Worker Data Card” .
Place the DATA CARD and the END of DAY REPORT into the BLUE SPEED BAG! After you have double checked that the End of Day Report and Data Card are in the bag – SEAL THE BAG!

We must repeat that it is very important at the end of the day the following supplies are packed in the BLUE BALLOT BAG and returned to Mayville that night to allow BOE staff to start reconciling ballots Wednesday morning!

Emergency/Un-Scanned Door
When the machine is packed: lock, seal and cover the unit for return to Mayville. Place keys in the Red Key Bag and return the bag to the PSC.
