System Setting required for DSC registration
The computer (Desktop / Laptop) should have Windows 7 or above

All the ActiveX controls of the Internet Explorer should be Enabled as shown below.
Tools > Internet Options
Security > Custom level >
Uncheck “Enable protected Mode”

In the above case, the blue question mark sign indicates that the website wants to run
certain addon/s. That should be done by right clicking on the icon and running the add-
ons as shown in subsequent screenshots.
Right Click on the message and run the add-on/s as they appear.
Another add-on “TCS Signer” also needs to run similarly to allow DSC’s to sign digitally.
EOI SUBMISSION
Enter the Number of file in which EOI shall be uploaded
You are required to enter the number of files that you wish to upload. In case the
file size is very large then the file may be split into smaller size files. For example,
if the total file size is 20 MB then the file may be split into 10 files of approximately
2 MB each. The name of all the files should be different. The file to be uploaded
should be in pdf format. Enter 10 in the space provided and press the Submit
Choice button. The following page appears.
Assign some short name to the file and press the browse button for
selection of file from your system. After browsing all file press the upload
button.

You have the option to delete any or all the files and
again upload the files you want to replace. To
replace a file delete the file you want to replace and
then enter the no of files you want to upload and
again press the Submit Choice button.
In case you want to upload some more files repeat
the above stated process.
The uploading of EOI should be completed within
the timeline specified.
Payment of Bid Security & Process fee
1. The bidder should take a print out of the RTGS
fund Transfer Application form and remit the
amount through their Bank account.
2. The bidder should send their payment transfer
details like buyer number, company name, UTR no.
name of bank amount at the e-mail
3. Please note that beneficiary account(MSTCER0XXXXXX) details contain bidder’s registrationnumber and so bidders are advised to follow theabove method only for remittance of fund.
IPO Submission
A Bidder has to quote for discount in paisa (INR) against the respective source. If
for a particular source the bidder does not want to offer any discount then he may
not quote for that source. A bidder cannot offer same discount for two or more
sources. Thus all the sources where the bidder is quoting non-zero value shall
have different discounts.
Bidders are advised to read the Important Points for IPO submission available on
the bidding screen before proceeding to submit their IPO bids.

After entering the discounts in the system press the Final Submission button. The
bid shall be signed by the registered DSC of the bidder
If a bidder wants to delete his bid the bidder has to press the Delete Bid button

Once the bid has been deleted the bidder has the option to submit fresh bid
After successful submission of BID the bidder also has the option to withdraw its
bid. To withdraw its bid the bidder had to press the “Withdraw Bid” button. Once
the bidder withdraws its bid then the system will not consider the bidder’s offer for
future computation.
If a bidder wishes to re-submit its IPO bid after having withdrawn the previously
submitted bid, it can do so by first deleting the withdrawn bid and then submit fresh bid.
To delete the bid, bidder has to press the Delete Bid button.
Bidder can submit its bid again.
A Bidder can modify his bid by deleting the bids any number of times during the
period IPO is live. Once IPO duration is over no modification shall be allowed. For
all transaction like submission of Bid, deletion of bid and bid withdrawal confirmation
mail is send at registered e-mail.
