What is Well Woman Healthcheck?

• Established in 1993• WWHP is the local name for the

National Breast and Cervical Cancer Early Detection Program• Since 1995:

• over 73,595 mammograms• 40,563 pap tests

• Goal is to provide low-income, uninsured and underserved women access to timely, high quality screening and diagnostic services to detect breast and cervical cancers at the earliest stage

Target Population• Women 40 yr old & older

• Women younger than 40 if symptomatic:

- family history of breast cancer

(breast pain is not considered a symptom)

• Uninsured or underinsured

• Not AHCCCS eligible

• Between 0% - 250% federal poverty level

ATTENTION!!!• WWHP: cervical cancer screening to women

(<40 yo non- childbearing)• Woman with a mammogram outside of the

WWHP, requiring diagnostic procedures, MAY qualify for WWHP. Prior reports reviewed by a Well Woman site provider

• Women already diagnosed with breast or cervical cancer CAN NOT be enrolled

• Women currently undergoing breast or cervical cancer treatment are NOT eligible

What is BCCTP?

A comprehensive breast & cervical cancer treatment provided by the Arizona Health Care Cost Containment System (AHCCCS)

The BCCTP of the PastCDC National Breast &

Cervical Cancer Early Detection Program

Provides:• Access to breast & cervical cancer

screening services to underserved women in all 50 states

• WWHCP: AZ contractor to provide these screening services

• 2002: BCCTP has provided treatment ONLY to AHCCCS eligible women screened & diagnosed through the WWHCP

• If an uninsured or underinsured woman was diagnosed outside of the WWHP, she was ineligible for the BCCTP

BCCTP Expansion - AZOn or after August 2, 2012

Uninsured women diagnosed (breast or cervical cancer)

May be able to receive comprehensive treatment through the Breast and Cervical Cancer Treatment Program (BCCTP) provided by AHCCCS

BCCTP, AHCCCS coverage for women who are found to have breast or cervical

cancer, regardless of where they were screened. Change in Arizona law (ARS 36.2901.05)

BCCTP Eligibility Requirements

• Be diagnosed as having breast cancer, cervical cancer, or pre-cancerous cervical lesions

• Be under age 65 • Provide a verifiable Social Security Number • Be a resident of Arizona • Be a U.S. Citizen or a non-citizen qualified to receive Medicaid • Meet the financial eligibility requirements for the WWHP • Be uninsured or have insurance that does not cover the treatment

of breast and/or cervical cancer • You may also qualify if you are insured but your insurance excludes

cancer treatment as a pre-existing condition, OR • You have exhausted the lifetime limit for all benefits under your

insurance plan including breast or cervical cancer treatment • You must not be eligible for AHCCCS Health Insurance under any

other Medicaid group • If you are eligible for AHCCCS Health Insurance under another group,

you must be approved under that program. • If you do not meet the eligibility requirements for the BCCTP,

BCCTP Application Process: • Step 1. The uninsured woman diagnosed with breast

or cervical cancer will work with her healthcare provider to compile a completed application packet. (The list of documents required in a packet is on page 3.)

• Step 2. The woman will submit the completed application packet to the WWHP via fax, mail, or in-person. (Submission information is on page 4.) Please Note: Complete application packets are required. Incomplete pack-ets will not be submitted to the BCCTP. Submitting incomplete packets causes time delays and lengthens the time between diagnosis and treatment initiation. Prompt treatment initiation supports the best out-come for women.

• Step 3. The WWHP reviews the BCCTP application packet for eligibility and completeness. The WWHP maintains a 24-hour turn-around time for completed BCCTP applications. If the application is complete, the WWHP promptly faxes it to the BCCTP unit at AHCCCS for processing.

• Step 4. Once AHCCCS receives the completed application, the processing time is 7 days. Please contact AHCCCS at (602) 417-5061 if you have questions or concerns about the processing time for an application.

• Step 5. Once BCCTP eligibility is approved, the woman receives treatment through the BCCTP, managed by AHCCCS, Arizona’s Medicaid Program.

Provider’s Role in BCCTP:

• Become informed of the BCCTP expansion to improve your patient care and survivor rate. (review BCCTP provider packet)

• Download the 2-page BCCTP Referral Form at: http://azdhs.gov/hsd/healthcheck/wellwoman/bcctp/index.htm

• Complete page 1 of the BCCTP referral form• Give your patient a copy of the Laboratory Pathology

Report indicating a diagnosis of:- Invasive Cervical Cancer, CIN 2, CIN3, - Breast Cancer, DCIS, Infiltrating, Invasive

What is the Patient Responsible for?

• Step 1. Pick up an application packet from their health care provider or print one online at www.wellwomanhealthcheck.org/bcctp

• Step 2. complete the application packet. • Step 3. Fax or mail in your completed application packet to the

The Benefits of WWHP

• Your uninsured or underinsured patients receive FREE Breast & Cervical Cancer screening and diagnostic services.

• You have access to reports• WWHP has a tracking system to insure the timely

follow-up of required procedures• Patient diagnosed with breast or cervical cancer, the

WWHP Case Manager will assist with the BCCTP • If ineligible for AHCCCS (immigration issues) WWHP

has access Komen grants.
