Workers erected steel columns that made its unfinished skeleton a lit- tle over 1,250 ft. high, just enough to peak over the roof of the observation deck on the Empire State Building. The milestone is a preliminary one. Workers are still adding floors to the so-called “Freedom Tower” and it isn’t expected to reach its full height for at least another year, at which point it is likely to be declared the tallest building in the United States, and third tallest in the world. WTC Is Back on Top in New York City By Sean Murphy ASSOCIATED PRESS OKLAHOMA CITY (AP) The first of nine new weigh and inspection stations for heavy trucks entering Oklahoma has opened for business, and state officials are pushing ahead with a nearly $100 million project to build the rest, the head of Oklahoma’s Department of Transportation said May 7. The first station along Interstate 35 near the Kansas border opened April 27, and a second station along Interstate 40 in far west- ern Oklahoma is scheduled to open in a few months, ODOT Director Gary Ridley said. Eight permanent, manned stations are being constructed at key ports of entry into Oklahoma, along with a ninth unmanned “virtual” station that will allow regulators to use special equipment to weigh and check trucks as they move along the highway, Ridley said. Stations will be built along inter- states 35, 40 and 44, U.S. Highway 69 in Bryan County, and U.S. Highway 271 in Choctaw County. The remote station will be along U.S. Highway 412 in Delaware County. “The whole idea is to allow the trucks free flow of movement without interruption, pro- viding they are hauling a legal load or they have a permit to haul the load,” Ridley told members of the Oklahoma Transportation Commission during its regular meeting May 7. Each station will cost about $11 million to build, with most of the money coming from a 1-cent assessment on the wholesale pur- chase of gasoline and diesel fuel. asterisk. Crowning the world’s tallest buildings is a

little like picking the heavyweight championin boxing. There is often disagreement aboutwho deserves the belt. In this case, the issue involves the 408-ft.-

tall needle that will sit on the tower’s roof. Count it, and the World Trade Center is

back on top. Otherwise, it will have to settlefor No. 2, after the Willis Tower in Chicago. Experts and architects have long dis-

agreed about where to stop measuring super-tall buildings outfitted with masts, spires andantennas that extend far above the roof. Consider the case of the Empire State

Building: Measured from the sidewalk to thetip of its needle-like antenna, the granddad-dy of all super-tall skyscrapers actuallystands 1,454 feet high, well above the markbeing surpassed by One World Trade Centeron April 30. Purists, though, say antennas shouldn’t

count when determining building height. An antenna, they say, is more like furni-

ture than a piece of architecture. Like a chairsitting on a rooftop, an antenna can beattached or removed. The Empire StateBuilding didn’t even get its distinctive anten-na until 1952. The record books, as the argu-

ment goes, shouldn’t change every timesomeone installs a new satellite dish. Excluding the antenna brings the Empire

State Building’s total height to 1,250 ft. Thatwas still high enough to make the skyscraperthe world’s tallest from 1931 until 1972. From that height, the Empire State seems

to tower over the second tallest completedbuilding in New York, the Bank of AmericaTower. Yet, in many record books, the twoskyscrapers are separated by just 50 ft. That’s because the tall, thin mast on top of

the Bank of America building isn’t an anten-na, but a decorative spire. Unlike antennas, record-keepers like

spires. It’s a tradition that harkens back to atime when the tallest buildings in manyEuropean cities were cathedrals. Groups likethe Council on Tall Buildings, and Emporis,a building data provider in Germany, bothcount spires when measuring the total heightof a building, even if that spire happens tolook exactly like an antenna. This quirk in the record books has bene-

fited buildings like Chicago’s recentlyopened Trump International Hotel andTower. It is routinely listed as being between119 to 139 ft. taller than the Empire StateBuilding, due to the antenna-like mast thatsits on its roof, even though the average per-

son, looking at the two buildings side byside, would probably judge the New Yorkskyscraper to be taller. The same factors apply to measuring the

height of One World Trade Center. Designs call for the tower’s roof to stand

at 1,368 ft. — the same height as the northtower of the original World Trade Center.The building’s roof will be topped with a408-ft., cable-stayed mast, making the totalheight of the structure a symbolic 1,776 ft. So is that needle an antenna or a spire? The needle will, indeed, function as a

broadcast antenna. It is described on the PortAuthority’s Web site as an antenna. On theother hand, the structure will have moremeat to it than your average antenna, withexternal cladding encasing the broadcastmast. Without that spire, One World TradeCenter would still be smaller than the WillisTower in Chicago, formerly known as theSears Tower, which tops out at 1,451 ft. (notincluding its own antennas). Debate over which of those buildings can

truly claim to be the tallest in the UnitedStates has been raging for years on Internetmessage boards frequented by skyscraperenthusiasts. As for the Council on TallBuildings, it is leaning toward giving OneWorld Trade the benefit of the doubt.

“This is something we have discussedwith the architect,” Hollister said. “As weunderstand it, the needle is an architecturalspire which happens to enclose an antenna.We would thus count it as part of the archi-tectural height.” But, he noted, the organiza-tion also has chosen to sidestep these typesof disputes, somewhat, by recognizing threetypes of height records: tallest occupiedfloor, architectural top and height to the tip.Hollister also pointed out that, technicallyspeaking, One World Trade Center isn’t arecord-holder in any category yet, as it is stillunfinished. The debate doesn’t quite end there. Neither the Willis Tower nor One World

Trade are as high as the CN Tower, inToronto, which stands at 1,815 ft. That struc-ture, however, isn’t considered a building atall by most record-keepers, because it is pre-dominantly a television broadcast antennaand observation platform with very littleinterior space. The tallest manmade structurein the Western Hemisphere will continue tobe the 2,063-ft.-tall KVLY-TV antenna inBlanchard, N.D. As for the world’s tallest building, the

undisputed champion is the Burj Khalifa, inDubai, which opened in 2010 and reaches2,717 ft.

Performance The upgraded DL450 has an option-

al hydraulic locking differential avail-able as an alternative to the standardlimited slip differential. A hydrauliclocking differential provides increaseddriving power when one wheel spins orloses traction, allowing the machine to

navigate tough terrain. The differentialmay be locked manually or automati-cally, based on ground conditions.Another common option for the

DL450 is a torque converter lockupclutch. This enables the machine toclimb grades easier and faster, increas-ing productivity as much as 20 percentin certain stockpiling applications.The operator can set upper and lower

limits for both the lift arm and bucketstop positions from inside the cab. Thisprovides improved control of the liftarm and bucket positions and is partic-ularly useful when setting return-to-digpositions for the lift arm and bucket,which reduces cycle times in diggingand loading applications.

ComfortThe DL450 is now equipped with

optional electric steering to decreaseoperator fatigue during repetitive cycleoperations on the job site. A joystickhas been added to the left armrest thatallows the operator to control the direc-tional movement without having to usethe steering wheel. A new door makesgetting in and out of Doosan wheelloaders — and cleaning the inside ofthe cab — much easier.Interior cabin improvements also

include a number of multi-function dis-play panel upgrades on a centralizedmonitor that allows the operator toview comprehensive machine systeminformation. The centralized monitor

Equipment Co. announcedthe introduction of the firstwheel loader models to meetEPA Tier IV Interim emissionstandards on April 30.The first of these models to

be introduced to the U.S.market is the L580 wheelloader.The new engine series fea-

tures common rail fuel injec-tion. A diesel particulate filteris used to reduce emissionsfurther. In most applications,active regeneration can beutilized, allowing uninter-rupted productivity duringfilter cleaning.Additional fuel savings

and performance is providedby the newly developed sys-tem “Liebherr PowerEfficiency” (LPE). Drawingon the characteristic perform-ance parameters of thehydraulic components and engine, LPE electronicallyensures that the performance profile is adjusted to the maxi-mum performance efficiency, resulting in an additional fuelsavings of up to eight percent.

Liebherr continues to focus on the hydrostatic drive con-cept as it offers outstanding fuel efficiency, minimal tire wearand brake wear as well as exceptional traction control,according to the company. The new generation of machines

has been further optimizedwith an increase in enginehorsepower, as well as tip-ping load.The cooling system

remains mounted directlybehind the cab with trans-versely mounted radiators,improving visibility. Theaccess panels have beenredesigned and are nowhinged upward to makemaintenance and cleaningeven easier.The operator cab remains

one of the most comfortablein the industry. The newmounting system signifi-cantly reduces vibrationand noise, while the newoperator’s seat integratesthe control console so theunit adjusts and moves asone. Multi-function joy-sticks, air conditioning andtouch-screen display are

Case 621F Wheel Loader Delivers Improved Fuel EconomyThe 621F wheel loader model from Case Construction Equipment

provides up to a 10-percent increase in fuel economy over the previ-ous model, while delivering faster acceleration, quicker cycle timesand higher travel speeds, according to the manufacturer. To meet U.S. EPA Tier IV Interim emissions standards, the Case F

Series wheel loaders use selective catalytic reduction (SCR) technol-ogy, which results in lower temperatures in the exhaust system whileoptimizing combustion. The Case 621F wheel loader features a 6.7-L Tier IV Interim-cer-

tified engine that delivers up to 162 hp (121 kW). Classified as a 2.75cu. yd. (2.1 cu m) wheel loader, the Case 621F has an operatingweight of 26,641 lb. (12,084 kg).The Case 621F offers four programmable power modes to save

fuel and increase available power. These power modes — economy,standard, max and auto — give operators flexibility in matchingengine power to their jobs. Other models in the Case F Series wheel loader lineup include the

Attachments Add Value Case offers a range of attachments for the 621F wheel loader,

responsible for building the weigh station along Interstate 44in far northeast Oklahoma. Oklahoma’s current weigh stations were constructed in the

1950s and 1960s and are some of the most outdated in thecountry, Ridley said. “They’re about as old as any of them can be, because they

were built around when the interstates were built,” he said.“They are antiquated. There’s no restroom facilities. We’vehad operators that have operated them standing in waterbecause of heavy rains and problems with them.” The Oklahoma Trucking Association supports the con-

struction because it ensures that the trucks operating onOklahoma roads are not overweight and have all the properpermits, said Dan Case, the association’s executive director. “It will be a better situation for those of us who do things

correctly,” Case said. “People who cheat, they probablyaren’t properly permitted. They’re overweight. They’re get-ting by with things they shouldn’t be able to.” The weigh stations will be manned by employees of the

Oklahoma Corporation Commission and Department ofPublic Safety.

Volvo Construction Equipment (Volvo CE) experienced astrong first quarter in 2012, seeing sales rise 17 percent andrecord levels of income and operating margin for a first quar-ter. These positive results come despite a flat total world mar-ket for construction equipment, compared to last year, and aChinese market that was down by 26 percent. Despite thisdecline in the Chinese market, Volvo CE maintained sales inChina and reinforced its number 1 position in the Chinesewheel loader and excavator market together with its joint-venture partner, SDLG. A further highlight for Volvo CE inthe quarter was an 111 percent increase in sales in NorthAmerica.The company’s net sales during the first three months

were driven by favorable demand for construction equip-ment in most markets outside of China, rising by 17 percentto SEK 17,999 M (SEK 15,422 M in Q1 2011). VolvoConstruction Equipment also demonstrated strong profitabil-ity during the period, posting a 21 percent increase in oper-ating income to SEK 2,131 M, (SEK 1,755 M) and an oper-ating margin of 11.8 percent, up from 11.4 percent in thesame period last year. Both measures of profitability arerecords for the company in a first quarter, and are attributa-ble to sales price realization, currency effects and internalcost reductions.The value of Volvo CE’s order book on 31st March 2012

also was improved, being 35 percent higher than the previ-ous year.“The strong sales growth and high profitability is a com-

bination of growth in all regions, especially in North

America, and our success in achieving sales and profitabili-ty is on a par with the preceding year in China, despite thesignificant weakening of that market,” commented VolvoCE’s President Pat Olney. “Our success in China was due toour continued ability to capture market share, thanks to astrong product portfolio and our efforts to establish stabledistribution channels.”

Market SituationThese results come amid a generally flat total market sit-

uation. In Europe and North America the market increasedby 16 percent and 35 percent respectively, while SouthAmerica increased by 3 percent, Asia (excluding China) wasup by 24 percent and China decreased by 26 percent.The prospects for the rest of the year remain positive.

Europe is expected to grow by 10 to 20 percent, NorthAmerica by 15 to 25 percent and South America by 0 to 10percent. Asia (excluding China) is expected to grow bybetween 0 to 10 percent, while China is forecast to declineby between 15 to 25 percent.

date for federal approval of theKeystone XL oil pipeline. TheWhite House has threatened to vetothe measure if it retains the Keystoneprovision. And there are other points of dis-

agreement between the GOP-con-trolled House and Democratic-con-trolled Senate, including how to payfor transportation programs.Transportation Secretary RayLaHood has said it’s unlikelyCongress will pass a final bill untilafter the November elections. Despite LaHood’s pessimism,

lawmakers and transportation lobby-ists said they believe prospects areimproving for passage of a final billby June 30, when the government’sauthority to spend highway trustfund money expires. The fund,which pays for roads and transit, isforecast to go broke sometime nextyear. A House-Senate conferencecommittee was scheduled to beginformal negotiations May 8. It has taken Congress years to get

this far. Work on a transportationoverhaul began before the last long-

term transportation bill expired in2009. The Senate finally passed a$109 billion bill with broad biparti-san support in March. The bill wouldgive states more flexibility in howthey spend federal money, step upthe pace of road construction byshortening environmental reviewsand impose a wide array of newsafety regulations. House Republicans, after failing

to corral enough votes to pass theirown plan, recently passed a place-holder bill that allows them to beginnegotiations with the Senate. Thatbill included the Keystone provision, “I feel like people are worn out on

this issue and would like to getsomething done,” said Jeff Shoaf, alobbyist with the Associated GeneralContractors of America, a tradeassociation for the constructionindustry. “I think the prospects aregood.” Winning approval of the

Keystone provision, which wouldgive federal regulators no choice butto approve a pipeline to transport oilfrom Canada’s tar sands, appears tobe House Speaker John Boehner’s

top priority, lawmakers and trans-portation lobbyists said. Republicans portray Obama’s

delay in the pipeline as a contributorto high gasoline prices. “Boehner wants to push Keystone

as hard as he can because he sees itas a political winner,” said JoshuaSchank, president and CEO of theEno Center for Transportation, anonprofit foundation dedicated toimproving transportation. Senate Democratic conferees on

the bill appear to have enough votesto block inclusion of the Keystoneprovision in the final product. Sen.Jay Rockefeller, D-W.Va., one offour Senate committee chairmenresponsible for a portion of the bill,has announced he’ll opposeKeystone and other House environ-mental provisions. An open questionis whether House Republicans willbalk on an overall transportation billif they can’t get Keystone. Similarly,despite their public statements, it’sunclear whether Senate Democratswould be willing to sacrifice the billin order to block a Keystone provi-sion, and whether Obama would fol-

low through on his veto threat, espe-cially if the Keystone language weresoftened in negotiations. A transportation construction bill

would boost employment and theeconomy, but “the HouseRepublicans are refusing to pass abipartisan bill that could guaranteework for millions of constructionworkers,” Obama said, referring tothe Senate bill. “Instead of making the invest-

ments we need to get ahead, they’rewilling to let us all fall furtherbehind,” he said. The transportation bill “is incredi-

bly important to the president,” saidEd Wytkind, president of the trans-portation trades department of theAFL-CIO. Both sides ultimatelymust decide whether they want anissue to be used as a campaignweapon or an accomplishment theycan tout to voters. Dave Bauer, a lobbyist for the

American Road and TransportationBuilders Association, cautionedagainst reading too much into whatcongressional conferees say at thispoint.

Pavement Preservation Helps Contractor Meet ChallengesBy Peirre PeltierSPECIAL TO CEG

When Intermountain Slurry Seal, a divi-sion of Granite Construction Inc., submittedits bid in 2009 to repair more than 430,000sq. yds. (359,535 sq. yds.) of roads and park-ing lots along the Grand Canyon’s NorthRim, the company knew the job would comewith challenges. The magnitude of thosechallenges, however, wasn’t known untilafter the bid was accepted. The significant changes in the job param-

eters, a heavy snow, forest fires and uniqueenvironmental and federal regulationscaused Intermountain Slurry Seal to get cre-ative. The flexible nature of pavementpreservation processes, especially as theycompare to other methods of paving such asmill and fill, allowed the company to suggestalternative treatment combinations. Itreduced costs, sped up the work and patchedmore area to meet the original expectationsand overall budget, ultimately leading to itreceiving the 2011 President’s Award fromthe International Slurry SurfacingAssociation (ISSA).The remote road system leading from

Jacob’s Lake, Ariz., to the North Rim Lodgehad deteriorated to a point that the FederalHighway Association’s (FHWA) CentralFederal Lands (CFL) Highway Divisionopted to use ARRA (American Recoveryand Reinvestment Act) funds to repair them.No one knew exactly how long it had beensince the roads and parking areas hadreceived any real maintenance, but long-time staff members at the park estimate thatno major work had been done for at least 15years — and up to 25 years in some places.The area was 80 to 100 mi. (129 to 161

km) away from aggregate sources and viablelodging for contractors. The high altitude(greater than 8,000 ft. [2,438 m]) created ashort season to complete the job. The factthat it was a national park meant there wereunique environmental stipulations. Andbecause it was an ARRA job, there wereadditional federal stipulations and collateralpaperwork involved.“But, we were excited. We often do the

same things day in and day out,” said NathanNiemann, project manager of Intermountain

Slurry Seal. “This wasn’t going to be a terri-bly profitable job, but it was unique and his-toric.”

Changing the GameThe original Grand Canyon National Park

Pavement Preservation-North Rim projectoutline called primarily for chip sealing onall of the main roadways, micro surfacing forsmaller roads and parking lots and someType 1 and Type 2 flexible patching. Muchof the asphalt surface within the park wasoriginally multi-lift chip seal. And with theexception of Route 14 (the main parkentrance road) and some patched areas onother routes, chip seal was still the function-ing surface. Intermountain Slurry Seal was scheduled

to begin work in April 2010 so it could becompleted before the height of the touristseason. What the contractor didn’t know wasthat between bidding and the start of theproject, the parameters for the job had dras-tically changed. In addition, a heavy-snowyear at the North Rim pushed the job’s start-ing date back by almost a month.“Because of the heavy snow, the roads

weren’t cleared until May 15 for us to get onsite,” said Niemann. “When we got there, werealized the project owner had added sixtimes the patching quantities over the origi-nal bid amounts.” Niemann explained that in addition to the

roads being in worse shape overall than any-one anticipated, a forest fire occurred afterthe bidding closed and further damagedroads to a point that more work was neededover and above the original bid parameters.“We realized then that the project was

going to not only push us into the busiestweeks of the season, but it would also be achallenge to complete before the weatherstarted to cool off. There was going to be avery narrow work window for the chip seal-ing and micro surfacing,” said Niemann.A good contractor can roll with changes

and make suggestions for better alternatives.Once it was on site, but before it started theNorth Rim patching work, IntermountainSlurry Seal recognized that Type 1 and Type2 patching were in excess of what was need-ed in many areas to effectively repair the sur-faces. Type 1 patching requires removal of

12 in. (30.5 cm) of material, replacing it with6 in. (15 cm) of base and two 3-in. (7.6 cm)lifts of hot mix asphalt (HMA). Type 2patching removes 6 in. of material andreplaces it with two 3-in. lifts of HMA. Butat the North Rim, most areas of the existingsurface had only 1.5 in. (3.8 cm) of asphalt.“It didn’t make sense to put in a 6-inch

deep patch,” Niemann said. “So because ofthe projected overrun of patching, we pro-posed to do Type 3 patching which wouldrequire removal and replacement of only 3inches.” The Park Service agreed, and patching

commenced from June through the end ofJuly. “The additional 2,117 square yards of

patching added 20 days to our schedule,which was already behind because of thesnow,” added Niemann.

The Challenges GrowWith the completion of the patching at

July’s end, the micro surfacing had to be fin-ished by the end of August, with chip sealingto follow. Niemann explained that hadIntermountain Slurry Seal applied the microsurfacing and chip sealing concurrently, it

could have expedited the process, but thepractice also would have severely impactedtourists’ access to the park during its busiestmonth. “We chose to run a more linear schedule

to reduce the impact on the park and its vis-itors,” he said.Micro surfacing was planned for a total of

43 parking- and camping-related surfaces.Scheduling was critical, and IntermountainSlurry Seal posted pre-notification for eacharea seven days in advance. “On average, it took three days to clear a

parking lot, and we had to get creative onoccasion,” Niemann said. For instance, up to 20 percent of the park’s

visitors did not speak or read English, whichcaused some confusion. In addition, backcountry campers often

left their cars parked for days at a time, andseveral did not see notification about themicro surfacing. “On one occasion, we had to send some-

one on horseback to locate the campers andget their car keys so we could move theirvehicle,” Niemann recalled. “But, we did nothave to tow a single car.”

Flexibility Helps Paving Challenges in Grand Canyon ProjectAdding to the difficulties was the fact that

because of trees and obstacles, many camp-ing areas, including 87 campground stalls,could not accommodate equipment. In manyof the parking areas, the rock curbing is con-sidered to be a National Historic Landmark.To avoid asphalt emulsion splash or damagein these locations, Intermountain Slurry Sealhandled almost 25 percent of the total microsurfacing for the project by hand.Chip sealing began at the end of August,

which also ushered in monsoon season forthe park. By this time, morning temperatureswere too cool for the chip sealing process,and Niemann said on most days work couldnot begin until 9:00 or 10:00 a.m.Although the initial bid indicated 430,000

sq. yds. of chip sealing, Intermountain SlurrySeal worked with the CFL and the ParkService to modify that amount to just over390,000 sq. yds. (326,090 sq m). “Because of the extra patching, we

reduced the quantity of chip sealing to offsetthe cost. Cape Royal [Route 13] is 19.5miles long, but because it was due to havereconstruction done in the next five years,we eliminated the chip sealing on the lastseven miles of it,” said Niemann.Like the other processes preceding it, the

chip sealing required modification to theoriginal plans, as well as ongoing good com-munication with the Park Service. Forinstance, the project plans for the bid indi-cated that the roads were 22 to 24 ft. (6.7 to7.3 m) wide. All of the scenic drives, how-ever, are only 18 to 20 ft. (5.5 to 6 m) wide— consisting of winding, mountainousroads. Intermountain Slurry Seal requestedroad closures for safety. Although the ParkService preferred not to close roads, man-agement realized it was the only way to keepthe public and Intermountain Slurry Seal’semployees safe. The road closures added tremendous pres-

sure to keep the schedule, which had to bepublished a month in advance of the workand only allowed three days to completeeach closed road. In addition, the narrowroads required a modified method for chipsealing application. All of the dump trucksran in a group from the site to the stockyardin order to cover the full width of the road inone pass. Niemann explained this wasbecause there was no way to allow the trucksto pass around the chipper without moving itoff the road, which would have been impos-sible because of the mountainous terrain andenvironmental requirements stipulated bythe Park Service.

“The Park Service also required us to pickup excess chips and take them to our desig-nated disposal site, rather than sweep themto the side, which is typical for chip sealing,”Niemann said. This requirement is stipulated on all

National Park jobs because the chip materialis typically not native to the area. “But in general, the parks like to use these

processes because chip sealing and slurryand micro surfacing are very environmental-ly friendly,” Niemann adds.

Quirky Considerations The fact that this project was a FHWA

CFL project in conjunction with the NationalPark Service, funded by ARRA, coupledwith its remote, mountainous and historiclocation, created some additional challenges:• Crew lodging was not available near the

park, so Intermountain Slurry Seal crewshad up to three hours of travel time to the jobsite each day.• Radio and cell phone communications in

the park were limited due to the terrain, put-ting added emphasis on planning.• Emulsion was shipped from Tucson,

Ariz., and required the crew to place orderstwo days in advance.• The terrain also contributed to the

biggest project risks: limited-sight distance,sharp curves, narrow roadways and steepdrop offs directly adjacent to the roadway.• Material for chip sealing on federal proj-

ects is subject to quality acceptance testing,which was required every 20,000 sq. yds.(16,722 sq m). This equated to 20 samplesthat were collected, split and processed dailyduring the chip sealing process.• There was limited availability of ade-

quate or approved staging areas and multipleforest fires caused the crew to consistentlyrelocate its micro surfacing stockyard andequipment, which then required retesting ofmaterial.• Foot traffic in the parking areas was a

consistent problem.

A Job Well DoneNiemann said the care taken to meet every

challenge paid off in several ways. When theproject was complete and all of the paper-work finalized, a federal ARRA audit ratedthe job at an A-. “For all that we had to work with — the

stipulations, additional work, weather andvisitors — it went very well,” he said. “Weall had our preferences as to what we want-ed done and how we wanted it done, buteveryone was willing to work together andfind the best solutions. And, the differentpavement preservation processes availableallowed us to be flexible.” Ultimately, Niemann said, “With every-

thing we went through, to receive the gradewe did from the ARRA audit, and to be rec-ognized by ISSA with the President’s Awardfor 2011 — it was really rewarding. We werenever notified of any complaints and whenwe were finished and visitors pulled in, thepark had something to be proud of.”
