According to the Federal Highway Administration (FHWA), 27 percent of annual accidents at that location are caused by vehicles overturning on associated ramps, which are not designed to current standards. I-25 handles traffic from El Paso, Texas, and southern New Mexico, while I- 10 —widened last year from four lanes to six — is a major highway for Mexican and southwestern traffic. “The best feature of the I-10/I-25 Interchange Reconstruction Project is improving the overall traffic safety by con- structing an interchange that meets current American Association of State Highway and Transportation [AASHTO] design cri- teria,” said a spokesperson of the New Mexico Department of Transportation (NMDOT). “The I-10/I-25 interchange was built almost 50 years ago and no longer met the demands of increasing vehicle traffic. There also were several safety deficien- cies, such as inadequate deceleration and acceleration lanes and tight ramp turning radii which resulted in vehicles exiting the interstate at 65 mph and quickly reducing to 25 mph to avoid overturns, especially for trucks, on the connecting ramps.” An additional safety improvement included constructing new I-10 bridges that cross I-25. The old bridges, were lim- ited to the amount of load weight they could safely carry, the NMDOT spokesperson said, adding that “Other best features of the overall project are measures to reduce traffic noise experienced within the project corridor. Highway Program ‘Year Zero’ Could Cost Industry $2.3BThe crisis facing the federal highway pro-

gram will send shockwaves through the con-struction equipment industry, AssociatedEquipment Distributors (AED) ViceChairman Tim Watters said July 25. According to data released by the

Congress Budget Office (CBO), in FY 2015the Highway Trust Fund (HTF) will beunable to support any highway or transitspending, jeopardiz-ing more than $50billion in annualinvestment. The potential loss

of almost $36 billionin core annual high-way investmentalone would take anenormous toll on theequipment industry.Each dollar in high-way spending generates 6.4 cents in equip-ment market activity (sales, rental and prod-uct support) and dealerships average$606,000 in sales per employee. AED esti-mates the HTF “year zero” scenario will costthe equipment industry $2.3 billion in lostmarket activity and threaten more than 3,700dealership jobs. “For me, those numbers aren’t abstract,

they’re terrifying,” Watters, the presidentand CEO of Hoffman Equipment inPiscataway, N.J., said. “Those are myemployees, my coworkers, my colleaguesand my friends, and they could very wellfind themselves out of work if Congressdoesn’t get its act together and solve thisproblem.” Watters was speaking at a press confer-

ence organized bySenate Environment& Public WorksCommittee ChairmanBarbara Boxer (D-Calif.) to draw atten-tion to the highwayfunding crisis. Watterssaid AED would standwith Boxer as sheworks with her Houseand Senate colleagues

Demo Contractors Ask for Bigger Role in Disaster ResponseDemolition contractors can

strengthen government’s responseto natural and man-made disastersby getting highly involved duringthe planning stages for emergen-cies, not after the tragedies occur,said Jeff Kroeker, president of theNational Demolition Associationat its annual convention in SanDiego this spring.Kroeker’s comments followed a

compelling presentation by threedemolition professionals who wereat ground zero in Christchurch,New Zealand, following a magni-tude-6.3 quake in 2011. SinceChristchurch is the country’s sec-ond largest metropolitan area, theexperiences of the demolitionexperts and the city’s leadershipcan provide valuable lessons toothers responsible for emergencymanagement, especially in earth-quake-prone areas.John Weber, former president of

Iconco/LVI Demolition Services inOakland, Calif. — who travelled toChristchurch to handle the disasterresponse — described the“immense and widespread” dam-age the quake did to the large city.Mark Loizeaux, president ofControlled Demolition Inc., one ofthe world’s leading implosion con-tractors, explained how govern-ment entities should remove dan-gerous buildings by whatevermeans is in the public interest topromote both worker and publicsafety. Peter Ward, president ofWard Demolition Ltd. headquar-tered in Auckland, NZ, focused onhow conventional demolitionmeans were used to take down sev-eral damaged structures, includinga 26-story hotel.The presentation showed the

damage of the city, comparing thedamage to other quakes and earth-quake zones here in the UnitedStates, including greater LosAngeles, the San Francisco Bayarea, and potentially even Seattle. The National Demolition

Association is intent on alertingcommunities in the United Statesthat may be unprepared for aChristchurch-like event, said

Michael R. Taylor executive direc-tor of the association. To this end,the association has formed a disas-ter response committee, which hasprepared a disaster response man-power and equipment survey forlocal and state governments to useto help them prepare in advance tohelp save lives, facilitate fasterresponse, and avoid the conse-quences of delayed decision mak-ing. The survey is available on theassociation Web site in its new dis-aster response section.“The U.S. Geological Survey,

the science organization of the U.S.government, has predicted with a99 percent certainty that there willbe a similar magnitude earthquakein California in the next 30 years,”said Taylor. “Our committee,including those experts who havebeen working in Christchurch for

the last two years dealing witheverything from downed utilities,lack of food, housing, and power,hazardous materials disposal, andthe safe demolition of damagedstructures can share some invalu-able lessons with other communi-ties needing assistance with disas-ter planning.” The National Demolition

JCB Debuts Tier IV, Tier IVi JCBEcomax Powered Backhoe RangeMarking the 60th anniversary of the invention of the back-

hoe loader by Mr. JCB, the company that bears his initialsnow introduces the world’s most productive, efficient, pow-erful and comfortable backhoe loader available. JCB’s solu-tion to Tier IV and Tier IV interim emissions legislation areon display as the expanded JCB backhoe loader range, withthe introduction of the new entry level specification 3CX,powered by the JCB Ecomax engine make their debut. JCB, with its Ecomax engine, is the only leading equip-

ment manufacturer in the world to have met the stringentTier IVF (74 HP) and Tier IV interim (91 and 109 hp) emis-sions legislation without the use of diesel particulate filter(DPF) or after-treatment, according to the manufacturer. JCB has met the legislation through the use of in-cylinder

technologies resulting in a cleaner, more efficient combus-tion process. This has eliminated the need for any externalexhaust after-treatment meaning no diesel particulate filter(DPF) or additives such as Ad-Blue, significantly reducingoperating costs.

History of Innovation The JCB Ecomax builds on the success of the original

Dieselmax engine and retains the same key characteristicssuch as high torque at low engine revs, robustness and relia-bility as well as low noise and vibration. It has been devel-oped following a $126 million investment program and hasundergone more than 110,000 hours of testing across a rangeof diverse applications, machines and environments.

Customer Benefits As well as the obvious environmental benefit with the

reduction in emissions, the JCB Ecomax engine also willoffer customers improved torque throughout the rev rangecoupled with noticeably reduced fuel consumption andlower running and ownership costs.

JCB Ecomax engines can run on standard engine oils,unlike engines with after treatment solutions, which requirea more expensive heat resistant lube oil to function correctlyresulting in lower serving costs.The no-after treatment approach also allows for a recali-

bration option that makes it possible for JCB dealers to recal-ibrate the Ecomax engine to a non emmissionized state,without any hardware changes. In effect, this recalibrationtakes the engine out of the EPA emissions tier system, andopens it up for export to non-legislated countries that onlyoffer lower quality, higher sulfur content fuels. This maxi-mizes the residual value of the machine for customers, with-out sacrificing the Ecomax advantages. With no DPF or other after-treatment solution required,

this also means that the dimensions of the engine and itsspace claim on the machine are unchanged from Tier III.This removes the need for any increase in mainframe lengthor hood size maintaining the machines’ maneuverability andvisibility. The JCB Ecomax engine range has been extended, both

up and down in terms of power output, and will be fitted intomachines spanning the 74 hp (Tier IVF) and 91 to 173 hp(Tier IVi) range, including JCB backhoe loaders, Loadall tel-escopic handlers, wheel loaders, the TM range of telescopicboom wheel loaders, JS excavators, rough terrain forkliftsand skid steer loaders.

Backhoe Loader The introduction of the Tier IVF (74 hp) and Tier IVi (91

and 109 hp) solution sees an expansion of the JCB backhoeloader range, with the introduction of the new entry levelspecification 3CX-14. This new entry level 3CX is poweredby the Tier IV Final compliant 74 hp JCB Ecomax engine,providing a 5 percent reduction in fuel usage, as well as thenew dual synchro JCB SynchroShuttle transmission as stan-dard giving the operator smoother and easier gear changes allwhile being a quieter transmission. The new 3CX retains thetriple gear pump EcoDig hydraulic system, allowing theoperator to drop the engine revs while operating the backhoeand still maintain the high flow rate needed for fast cyclestimes and productivity but using up to 16 percent less fuelthan its competitors, added benefits of this system are lowerengine noise and wear and tear to the engine. The cab heighton the 3CX is 6 in. (15 cm) lower than that of the deluxemodel 3CX Supers, without sacrificing the operator space.From there, the deluxe end of the range starts with the

family of 3CX Supers, powered with the larger 91 hp and109 hp Tier IVi compliant JCB Ecomax engine and comingstandard with the JCB Powershift transmission along withthe new 44 gpm (166 Lpm) variable flow hydraulic pump.These pumps are configured to perfectly match hydraulicflow and pressure to the demands placed on the systemyielding up to 6 percent fuel efficiency improvement on topof improved efficiency already achieved by the Ecomaxengine itself. The new variable flow pump also results inlower lever efforts, reduced noise levels and rapid controlresponse for up to 30 percent faster cycle times, according tothe manufacturer. Rounding out the top of the range are the four-wheel steer

4CX Supers, coming in at 109 hp, and also featuring the JCBPowershift transmission and the new 44 gpm variable flowhydraulic system. All of the new Ecomax engines offer increased, usable

torque over their Tier III predecessors. The increased torqueis low in the rev range, where it is needed for pushing into apile with the loader end of the machine and where thehydraulic pumps are tuned to provide good digging power ata lower engine rpm with good torque backup for tough dig-ging applications. All of these advantages come with size-able fuel savings. The growth of the backhoe range also sees an expansion

in the types of controls offered. All machines will haveJCB’s classic controls (mechanical “wobble stick” style) tooperate the backhoe as standard, while the 3CX Super and4CX Super will see two additional control options. With JCBEasycontrol, the excavator is controlled via two seat mount-ed joysticks, giving the operator the same feel and feedbackas the classic controls, but with the added benefits of lowlever efforts and short throws. With the introduction of theTier IVi Super range, JCB also has launched its new JCBAdvanced Easycontrol, which offers many of the same fea-tures as JCB EasyControl, while incorporating the loadercontrols into the right hand seat controller, giving the opera-tor a low lever effort and short throw servo loader control, aswell as simplifying overall operation.A new in cab monitor is standard on all models, reporting

fuel consumption and also allowing operator to bypass dailychecks by automatically reporting any fluid levels that arebelow acceptable levels.

TLB840 Backhoe Loader Now Available in North AmericaPowered by an electronic, Tier IV interim

Perkins 1204E-E44TA engine and anoptional 4-speed servo power synchro trans-mission with automatic shifting, the 94-hp(90 kW) Terex TLB840 backhoe loader isnow available in North America. Engineeredto excel in digging, reaching, lifting andloading applications, North American cus-tomers will notice the TLB840 boasts hightorque, powerful performance, as well asstrong climbing and digging capabilities,according to the manufacturer. The Tier IVi-compliant engine on the

TLB840 is designed with EGR (exhaust gasrecirculation) technology, which is well-suit-ed for lower horsepower engines operatingin high-duty applications. EGR enginesincorporate diesel oxidation catalyst (DOC)systems and sometimes diesel particulate fil-ters (DPF) to reduce nitrogen oxide (NOx)and particulate matter exhaust emissions.The new Perkins Stage III B/Tier IVi EGRengines, like the one in the Terex TLB840,include a DPF and allow auto-idle to beincorporated in machine. “The Perkins DPF has a 10,000-hour

service life, so maintenance needs arereduced,” said Jon Beckley, Terex globalproduct manager of backhoe loaders. “Thisbackhoe loader does not require diesel

exhaust fluid, also known as AdBlue, orforced regeneration. Also, we have had along heritage of strong global support withPerkins.” Also according to Beckley, “The Tier IVi

TLB840 offers 14.6 to 36.9 foot-poundhigher torque through the rev range than theprevious model. This means it is moreresponsive on pick-up under load and han-dling while transporting materials.”The curved boom design on the TLB840

offers operators greater clearance to reachover obstacles and the ability to load closerinto trucks for greater productivity. With adig depth of 14 ft. 9 in. (4.5 m) — extendedto 18 ft. 1 in. (5.5 m) — and a reach up of 18ft. 9 in. (5.7 m) — extended 21 ft. 11 in. (6.7m) — the TLB840 is designedwith a slew system that provideshigh torque for easier backfillingand slewing uphill. For high-pro-ductivity trenching, this back-hoe loader brags 7,958 lbfdipper tearout and11,892 lbf bucket tearoutforces.With a loading height of

11 ft. 3 in. (3.4 m), the TierIVi Terex TLB840 can easilyload high-sided trucks, and

with a 10,485 lbf bucket breakout force, aloader lift capacity of 7,291 lbf and bucketcapacity of 1.32 cu. yds. (1 cu m), this back-hoe loader offers high-capacity production.With “return to dig” feature at the press of abutton, the Tier IVi TLB840 reduces cycletimes and provides quick loading capability.The hydro mechanical self-leveling featureon the TLB840 enablesthe operator to avoidspillage and allows forload retention at fullheight. I-10/I-25 Rehabilitation Addresses Structural Deficienciesthat was conducted by MolzenCorbin following the NMDOTlocation study procedures. Duringthe study several design alignmentalternatives, including the no-buildalternative, were developed basedon roadway design criteria recom-mended by AASHTO. The resultof the study was the preferred proj-ect design ultimately used for theinterchange.Several public meetings were

held during the study to inform thepublic of the study and designprogress including presentations ofthe preferred design and requestsfor public input for bridge aesthet-ics.Upon completion of the study,

the construction plans for the I-10/I-25 InterchangeReconstruction Project were devel-oped and the project bid onDecember 9, 2011. It wasawarded to A.S. Horner Inc., ofAlbequeque, N.M., whose bidamount was $36.642 million.A groundbreaking ceremony

held on April 24, 2012, attendedby New Mexico Gov. SusanaMartinez, New MexicoTransportation Secretary AlvinDominguez, and Victor M.Mendez, head of the FederalHighway Administration,kicked off the project.A. S. Horner Inc., began

work on April 26, 2012 andcompleted the job on April 17,2013. A ribbon cutting ceremo-ny was held on April 23, 2013.Guests included Gov. Martinezand other dignitaries.A spokesperson of A. S.

Horner described the job as“unusual,” given its combina-tion of work on the “spread-out”I-10, ramps, frontage roads, andthe I-10/I-25 interchange,adding that it involved earth-work, two flyover curved steelgirder bridges, four otherbridges, concrete box culvertand wall barrier, drainage struc-tures, curb and gutter, piling,and MSE wall, as well as paving,lighting, striping, guardrail, signstructures, aesthetics, and seeding.

Two I-10 bridges posted withload limits were replaced withspans meeting present day designstandards, enabling them to beused by the large trucks commonly

needed for commerce and busi-ness. At present about 43,000 vehi-cles use the interchange each dayand their numbers are increasing,underlining the state motto CrescitEundo, “it grows as it goes.”In addition, the I-25 bridge

spanning the Fillmore arroyo wasreplaced, two new flyover ramps

— one connecting north-bound I-25 to eastbound I-10 and the second connect-ing I-10 westbound tosouthbound I-25 — werebuilt, and local frontageroads were realigned.

The majority of the fundingcame from federal sources and theproject required A+B bidding,which the A. S. Horner spokesper-son said meant “the owner assignsa daily user cost based on con-struction delays experienced by thedriving public and the contractorbids time to complete the project as

well as the base bid. If the contractor does not com-

plete the project within the time hebid, he pays the owner the dailyuser cost, a penalty for each day theproject is delayed. Selection of thesuccessful bidder is based on thetotal amount — base bid plus thenumber of days times the dailyuser cost.”“For this interchange, the daily

user cost was $46,000 and Hornerbid 373 calendar days, with 324calendar days for the full incentiveof $46,000 per day for up to 49days, for a total of $2.25 millions.

Thus Horner’s base bid was$36,642,001.04 for a total bid of$53,800,001.20,” he continued.“However, this amount is onlyused to select the contractor withthe best bid (money and time) butthe base bid is the real contractamount. With a completion date ofApril 17, 2013, the project wascompleted 60 days ahead of sched-ule, earning the full bonus.”The project’s combined lane

mileage amounted to 9.560 mi.(15.4 km) of roadway and .296 mi.(.48 km) in major structures.Overall the job required:• 140 cu. yds. (107 cu m) struc-

tural concrete, class A• 450 cu. yds. (344 cu m) struc-

tural concrete, class AA• 2,840 cu. yds. (2171 cu m)

substructure concrete• 3,886 cu. yds. (2,971 cu m)

high performance concrete• 3,044 linear ft. (927.8 m) con-

crete barrier railingFor this project, “numerous

pieces of equipment, includingCaterpillar scrapers, loaders, exca-vators, backhoes, paving machine,and rollers, John Deere, Volvo,Kobelco and Manitowoc cranes,and Hitachi excavators, were usedin two shifts to not only meet thedeadline but also beat the deadlinefor the full bonus,” Horner’sspokesperson said. Horner, Inc.general superintendent CharlieJohnson, project engineer JimmyWayne, and quality control super-visor Bryan Olivas worked on thejob along with craftspersons whosenumbers ranged from 120 compa-ny employees and 50 from varioussubcontractors at peak to 60 and 30respectively at the lowest level ofactivity.Twenty-two subcontractors

worked on the project for a totalsub-contract amount of $9.9 mil-lion. The companies involvedincluded:• Guzman Construction

Now completed and open to traffic, the rehabilitation of thebusy I-10/I-25 interchange in Las Cruces, N.M., has not onlyaddressed structural deficiencies but also ensuresmotorists will enjoy a safer ride through this aestheticallypleasing interchange.

Two I-10 bridges posted with load limitswere replaced with spans meeting pres-ent day design standards, enabling themto be used by the large trucks commonlyneeded for commerce and business.

An additional safety improvement included constructingnew I-10 bridges that cross I-25. The old bridges were lim-ited to the amount of load weight they could safely carry.

GOMACO’s Unveils New G+ Connect for GHP-2800 G+ Connect is GOMACO’s new CAN-

based network on GOMACO products thatallows fast, two-way communicationbetween all accessories and the exclusiveG+ controller. The GOMACO G+ controlsystem has been used around the world onthe GOMACO T/C-600 texture/curemachine, IDBI, GT-3200 curb and guttermachine, 4400 barrier machine, and GP-2400 paver, and is now ready to be unveiledfor the GOMACO GHP-2800 and mainlinepaving. GOMACO’s G+ Connect is a closed-loop

control system for both the electronics andhydraulics on GOMACO pavers. Theclosed-loop system between the paver’svalves and various sensors means increasedaccuracy. The sensored feedback ensurestighter, faster, and more accurate machinecorrections. G+ Connect utilizes a CAN(controller area network) network allowingall of the components of the system to easilycommunicate with each other for precisionsetup and paving. At the heart of G+Connect is the G+ control system andGOMACO’s new paving software. The new G+ control system’s interface

hardware includes simple but durable dialsand push buttons for machine control. It fea-tures a flat-panel 6.5 in. anti-glare displayscreen with sensor-controlled backlight lev-els for visibility in all operating conditions.Its rugged, shock resistant construction pro-tects it against dust, moisture and rain. TheG+ control system has been programmed tooperate in most of the world’s major lan-guages to accommodate the customer’schoices. The operator can easily togglebetween English and another language onthe G+ screen while paving or troubleshoot-ing. A “run” screen on the control panel illus-trates the various aspects of the paver. Itincludes leg positioning, paving speed andpercentage of drive, steering, travel informa-tion, grade information, deviation meters,and more. Newly designed icons and colorgraphics make it easy to understand and easyto identify the targeted functions. G+ now features a detailed fault history

with a time stamp date and information totrack when each fault occurred. “After we introduced the G+ system,

there was an explosion in unforeseen controltechnology shifts. Our customers, our engi-neering staff and our service personnel keptsaying, if it can do this, can we make it dothat? And our controls team would say, yes,”Kevin Klein, GOMACO’s vice president ofengineering/research and development, said.“The majority of the breakthrough innova-tions for mainline paving have come aboutsince its introduction on our smaller paver in2010. What we have is a living control sys-tem that will continuously grow with ourability to change, improve and enhance the

system and the G+ Connect network in-house.” All of the software for the G+ control sys-

tem has been designed in-house byGOMACO’s own control specialists. G+Connect allows all the components of aGOMACO paver to be easily interfaced.Simply “connect” the 3D stringless controlsystem, IDBI, tie bar inserter (TBI), power

transition adjustors (PTA), GOMACOsmoothness indicator (GSI) and more, andthen pave the project with ease and accuracy.G+ Connect also allows the ability to easilyshare machine resources. For example, pulsepick-up sensors on the tracks of the pavercan log the distance the machine has trav-eled. This allows the odometer in the G+controls to share accurate speed and distance

measurements with any GOMACO barinsertion system, from TBIs to IDBIs, tomanage bar placements.G+ features an entire library of sensor

capabilities for controlling slope, grade andsteer with set-up configurations for any proj-ect requirement. This includes paving with3D stringless systems, laser control, sonicsensors, rotary sensors, slope sensors and allof their set-up requirements. Just connect toG+ Connect and the G+ controls automati-cally recognize them and communicateswith them. Unique applications such as fill-in lanes, tunnel paving, half-width concreteoverlays, and sonar steering off an existingbarrier wall are examples of projects that canbe accomplished through a variety of solu-tions from the sensor library, according tothe manufacturer. Digital slope control is now also a reality

on GOMACO pavers. Long and cross slopecan now be configured using high-resolu-tion, dual-slope sensors. A new option forGOMACO pavers this year is the A.I.R., thenew aluminum instrument rail for quickattachment and mounting of multiple CAN-based and rotary sensors from the sensorlibrary. G+ Ground Control offers the ability of a

viewing screen at ground level. The remoteoperator’s screen features the same G+graphical display as the operator’s station.Ground personnel can see everything on thescreen that the operator can see, and alsohave the ability to fine tune the machine,make settings adjustments and monitor theoperation from the ground.The new MiniMote available with the G+

controls provides on-the-spot assistance forfine adjustment of the GOMACO paver’sset up. The small, handheld remote control istethered to the machine and can be used toswing each of the paver’s legs into the trans-port or paving position. The MiniMote hasthe ability to jog or vertically adjust one legat a time, the two legs on either the right orleft side of the paver, or all four legs at onetime (All Jog). All four legs, two legs, oreach individual leg can be traveled in for-ward or reverse for exacting leg placement.“We put together a controls team, tied in

Steve Eddy said there area few reasons why his cityis paying so much morethan the $25.70 to $33.95per ton contractors fromoutside the state are charg-ing to remove about60,000 tons of debris fromOklahoma City. The first is that Moore requires its con-

tractor to pay the $17.54 per ton tipping feecharged by the city’s designated landfill.That’s an expense paid directly byOklahoma City, which means its contractorsdon’t need to include the charge in their bill. Another factor is that Oklahoma City

sought emergency bids specifically for tor-nado debris collection, while Moore’s con-tract with Silver Star was signed seven years

ago as part of a broader effort to strike a dealwith a company willing to perform a varietyof public works projects. Jim Lewellyn, program manager of

Oklahoma City’s public works department,said he believes Oklahoma City got a much

better price becausecontractors knew thatlarge quantities of thedebris to be removedwas concentrated inthe same residentialareas, lowering theirpotential transporta-tion costs. Contractors’ bids

are typically muchhigher for picking up debris after ice stormsand other types of disasters that leave debrisscattered over wide areas, driving up trans-portation and labor costs, Lewellyn said. Shawn agreed that was a factor, saying his

company lost money in picking up debris inMoore following ice storms in recent years.

quent homes, which is the maindriver of shadow inventory, is atthe lowest level since December2008, said Mark Fleming, chiefeconomist of CoreLogic.“We continue to see a sharp drop

in foreclosures around the countryand with it a decrease in the size ofthe shadow inventory.Affordability, despite the rise inhome prices over the past year, and

consumer confidence are big con-tributors to these positive trends,”said Anand Nallathambi, presidentand CEO of CoreLogic. “We areparticularly encouraged by thebroad-based nature of the housingmarket recovery so far in 2013.”For the construction industry

that means less competition fromexisting houses, and more con-tracts, more jobs and more sales ofequipment as more new homes arebuilt, said Crowe. “Reduced competition from

shadow inventory means moreconstruction in new homes and weestimate that 100 new single fami-ly homes generates 300 additionaljobs,” Crowe said.Construction equipment manu-

facturers are seeing the positiveeffects, too, said Dennis Slater,president of the Association ofEquipment Manufacturers. “My central message is we feel

good about it,” Slater said. “If youlook at the sales numbers by con-struction equipment manufacturers

as a whole, they are reporting goodnumbers.”But while the news is good, it

could be better, Slater said.The U.S. Congress’s inability to

pass critical legislation is creatingmarket uncertainty.“With the uncertain economic

conditions, particularly with thelack of funding for the highwaybill, contractors would be less like-ly to buy equipment at all,” Slatersaid. “One option would be to rentbecause they don’t have the longterm commitment. They aren’tcomfortable that they have jobsbeyond the current horizon.“So I think what you have is the

housing market is a good story, butI think the market uncertainty cre-ated by Congress does dampen thatoptimism. We are positive, but itcould be a better story.”
