1. The quality of sewage and trade effluent to be discharged from your factory shall satisfy the permissiblelimits as prescribed in IS: 2490 (Pt. I) of 1974, and/or its subsequent amendment and Environment (Protection)Rules 1986.

2. Suitable measures to treat your effluent shall be adopted by you in order to reduce the pollutionalload sothat the quality of the effluent satisfies the standards mentioned above.

3. You shall have to apply to this Board for its consent to operate and discharge of sewage and trade effluentaccording to the provisions of the water (Prevention & Control of Pollution) Act, 1974. No sewage or tradeeffluent shall be discharged by you without prior consent of this Board.

4. All emission from your factory shall conform to the standards as laid down by this Board .

1) Stacks should have sampling port, platform and ladder as per the Emission Regulation Part-IIIof CPCE. Continuous stack monitoring facilities should .be provided with sponge iron units,ferro-alloy plant & CPP.

2) New Standards for sponge iron plant issued by MoEF vide G.S.R 414(E) dated 30th May,200Bshall be complied with.

3) A dedicated system consisting of adequate suction system and the bag-fllter should be providedat the SEAF to arrest the tap hole emission ..

4) The National Ambient Air Quality Emission Standards issued by MoEF vide G.S.R 826(E) dated16th November,2009 should be complied with.

5) As proposed the unit shall not operate DR! kilns without WHRB-ESP operation.

B) Eft1uenl:-1) Process (Industrial) - No effluent is to be discharged. Process water is to be totally reused after

treatment and 'Zero' discharge should be adopted.2) Domestic - to be discharged to soak pit through the septic tank.3) Proper storm water collection system to be developed and stored in rain water harvesting pond

for further utilization.

C) Solid Waste:- to be disposed off as per the conditions of the Environmental Clearance F. No.]-11011/695/2009-IA-II(I) dated 31.12.2010.

• Waste oil shall be sold to recyclers or properly disposed off as per the Hazardous Waste(Management, Handling & Transboundary Movements) Rules,2008 and its amendment thereafter.

• . Fly ash shall be collected in dry form & used as per the provisions of the notification issued byMoEF on Fly ash utilization vide no. S.O. 2804(E) dated 3rd November,2009.

• Under no circumstances indiscriminate disposal of char is permitted. Char & Coal fines will beused in FBC boiler:

• Kiln dust, accretion, kiln ash will be used for land tilling.

• Scrap will be recycled in SMS, scales from rolling mill and iron ore lines [rom RMHS to be sold tosinter plant.

D) General:-1) Noise Control - Ambient noise level & D.G. Set noise level not to exceed the permissible limit.2) No additional machineries / equipments can be installed without prior permission from this Board.

No change in raw materials, products and production capacity should be made without priorpermission from this Board.

3) The unit should not start operation of the expansion project without obtaining 'Consent-to-Operate'from this Board after complete installation of pollution control devices.

4) Standards/GuideLines for control of noise from stationery D.G. Sets prescribed under Notification ofMoEF, GOT dated 1'7.05.2002 namely Environment (Protectionlfz'" Amendment) Rules,2002 to befollowed.

5) The unit should obtain clearance from the Directorate of Electricity as per the Indian ElectricityRules,1956 for installation and using of DG set. .

6) The unit should submit copy of service contract for operation and maintenance of pollution controldevices.

7) The unit should not start additional production without installation of dedicated energy meter foremission control equipment.

8) Process effluent discharge is not permitted. The cooling water will be reused and recirculated inthe process after settling. Domestic effluent to be treated through septic tank and soak pit.

9) Groundwater shall not be abstracted without prior permission of competent authority as per TheWest Bengal Ground Water Resources (Management, Control and Regulation) Act, 2005. Wfltr.rRequirement for the proposed activity shall be met from Akhalpur reservoir, ADOA and existingrain water harvesting pond, as proposed.

10) Storing of iron are, coal & coal-char to be done strictly within covered area.11) Under no circumstances the industry shall store any dust, coal-char, coal fines etc. in open space.] 2) Raw material handling section to be enclosed from all sides.] 3) Platform of Raw material feeding chute to be enclosed from all sides.14) Conveyors carrying raw material, finished product etc. are to be completely enclosed from all sides

for controlling fugitive emission.15) Conveyor belt tightening area/column also to be enclosed.16) Collection hoppers of the all Bag houses to be enclosed all sides with opening door for removal of

bag filter dust.17) Fully enclosed structure along with separate Bag filter to be provided around coal injection

platform.18) Intermediate bin to be fully enclosed.19) Product house area to be fully enclosed along with movable curtain at entry point.20) The dust collection system in the ESP should be provided with pneumatic control system along with

silo and pug mill.21) The industry must provide 'Dry Fog Dust Suppression System' for controlling fugitive emission.22) Adequate number of bag houses shall be provided at different transfer points.23) Water sprinkler at different location of the-industry to be provided to control fugitive emission from

the vuJnerable sources.24) At least two tankers must be provided by the industry for ensuring continuous water spraying

within and outside the factory premises. Contract agreement or documentary proof to be submittedto WBPCB for the same.

25) The char from the Sponge Iron Plant shall be utilized in AFBC Boiler of CPP and no char shall bedisposed off anywhere else. AFBC boiler shall be installed simultaneously alongwith the DRTplantto ensure full utilization of char from the beginning.

26) The AFBC boiler should be operated for maximum quantity of char utilization. In such case, apartfrom using the char from existing and also the proposed kiln, if additional char is to be collectedfrom other units and the unit should maintain specific log and other records for collection.transport and use of char. Coal char to be transported in environment friendly manner.

27) Regular monitoring of ground level concentration of parameters such as PM\o.PM~.5,NOx,SO? perthe National Ambient Air Quality Standards shall be carried out in the impact zone. At least throenos. ambient air quality monitoring stations should be inst.alled for monitoring of ambient airquality as per the Emission Regulations Part-III of CPCB.

28) Dense phase pneumatic ash handling system to be provided for collection of ash from the WHHBand AFBC. Common silo for storing of ash should be provided with Dust extraction system

29) Fly Ash and Bottom 'Ash from AFBC Boiler should be collected in separate hoppers. Fly ash shouldbe used for cement and brick manufacturing as proposed. Bottom Ash should be collected properly'and should not be disposed off indiscriminately under any circumstances.

30) Covered storage yard for raw materials to be ,provided. Water sprinkLing arrangement should beprovided at Coal stockyard. Loading and unloadinq operations should not be carried out in openareas. Adequate measures should be adopted for controlling fugitive emission duringtransportation of raw materials and fly ash.

31) The unit should comply with the CREP recommendations for steel sector.32) Good house keeping shall be maintained33) Tree plantation - to be carried out as per conditions of the Environmental Clearance. Green belt to

be developed over at least 40% of the project area.34) Water bodies must be developed for storing of harvested rainwater. Recharging of Groundwater is

not permitted.35) All the internal roads should be paved and adequate measures to be taken to control vehicular

pollution due to transportation of raw material and finished product.36) The unit shall have to follow the Environmental Standards and Code of Practice for Pollution

Prevention for Sponge Iron Plants of Central Pollution Control Board.37) The unit shall have to follow the Order No. EN/1769/T-N-l/002/2008 dated 18.08.2008 of the

Department of Environment, Government of West Bengal.38) The proponent should strictly abide by the conditions stipulated in the Environmental Clearance F.

No. ]-11011/695/2009-1A-ll(I) dated 31.12.2010 accorded ,by the Ministry of Environment. &Forests, GOI.

30) All the environment management measures given in the ET/\/EMP report shall be implement.ed andcomplied with.

1\0) The unit should comply with the NOC conditions conferred to ADDA by the State Board vide memono.31-2N-232/2005 dated 10.04.2006 and also abide by t.he condit.ions specified in theEnvironmental Clearance conferred to ADDA by the MoEF, GoT vide no. 21-170/2006-TA-lTT dated06.11,2006 for est.ablishment of industrial estate at]amuria.

41) The unit shall comply with the directions issued by the State Board vide memo no. 1044-4/WPT1/CE-IT/GE~/2008 dated 01.06.2012.

42) This NOC is valid up to 31.08.2019 for the proposed expansion of the Sponge iron Plant (57000TPA) to integrated Steel plant (0.18 MTPt<.) for manufacturing the following products: -
