    Purpose of the workshopsCamden Council is in the process of preparing a Place Plan for West Hampstead. As part of thisprocess the Council invited representatives from one hundred local groups and organisations toworkshops held on the 16th and 29th of June 2011. The Council had collected data andinformation about the area and prepared a Key Issues document which was sent to the invitedgroups as a starting point for the discussions. The Key Issues Document is available to downloadfrom the Councils web site at www.camden.gov.uk/placeshaping .

    Candy Piercy and Aidan Piercy from Midas Training Solutions facilitated both workshops.

    Midas Training Solutions has worked with voluntary organisations and local government for over10 years, helping them to achieve a wide variety of goals.

    The primary objectives for these workshops were: To work towards a shared vision for this area To find out what the key issues were for the stakeholder representatives present To identify the priorities for a positive future for this area

    The workshopsWorkshop 1 had 16 participants from the stakeholder groups invited, Workshop 2 had 19participants.

    Both workshops followed the same structure, with a series of exercises and group activitiesdesigned to meet the objectives.

    The workshops were divided into four distinct sections:

    Where are we now? Exercise and discussion The issues in our area

    What factors will influence the future of our area? Exercise Mapping the influences on our area The role and impact of Place Shaping

    Where do we want to go? A vision for the future.

    What do we need to do to achieve the vision? Exercise Top priorities

    The results of the exercises and observationsfrom both workshops are gathered together inthis report.

    The Place Plan team gave us the following background information

    Why a Place Plan?

    Camden Council is committed to addressing the needs of the diverse communities that live in,work in and visit the places that make up the borough, recognising that different places have theirown particular needs and priorities that need to be addressed in ways that best suit them.

    This Place Shaping approach is about taking the opportunity to think and act strategically abouthow to address these needs in terms of investment decisions, service delivery and physicalchanges.

    Understanding local concerns and priorities is at the heart of this approach, particularly as thiswork is being done against a backdrop of reduced Council resources arising from reductions inCentral Government funding.

    Place Plans are being prepared for a number of areas of focus to agree an overall vision for eacharea based on the priority issues identified with local communities and stakeholders. A set ofactions then forms a key part of each plan to show what can be done to achieve the vision over

    the short, medium and long term.By having a clear overview of the actions that will make a difference to the people in an area thecouncil will be able to work with others to make these places better for the people who live there,work there and visit.

    What will the plan for West Hampstead cover?The plan for the West Hampstead area will focus on the interchange area comprising of the threestations located on West End Lane. It includes the West End Lane retail strip and adjoiningresidential areas and industrial sites. This is where planned change and investment is occurringand where the main development opportunities will arise. The plan will also cover a relatively widearea which includes the area up to the Finchley Road to the east, up to Kilburn Grange Park tothe west, Abbey Road to the south and Mill Lane to the north. The plan will have no fixedboundaries. Neighbouring areas such as Kilburn High Road and Finchley Road will be covered inmuch greater depth through the Kilburn and Swiss Cottage plans. These areas may be of interestto local residents and businesses and linkages with West Hampstead will be considered.     What was this consultation asking?Some background work has already been carried out to inform this consultation. This draws on

    the work of the Council across a wide variety of services and takes into account what previousconsultations with people and community groups in the area have told us about local priorities.

    From this the Council has identified a series of key issues that the plan could address. Thepurpose of these workshops was to provide an overview of the issues and to check whether theissues identified by the Council are the important ones, and if there are other issues that areimportant locally.

    In order to do this the consultation was aimed at community and voluntary sector groups that areknown to be active in the area and who represent a range of views and interests.

    We recognise that there are a diverse range of views and perspectives, and we dont expecteveryone to agree on everything. But we do know that if this work is really going to make adifference to existing and new communities the Council needs to hear a wide range of voices andwork hard to balance competing views in the emerging vision and plan.

    In this first exercise, the participants were asked to consider what they felt were the importantissues in the area of West Hampstead. The groups were asked to not only consider negativeissues, but to also think about whether there had been any issues with positive outcomes.

    Each group in turn was asked to give one of their main issues, until all of the groups had eithergiven all of their issues, or they had been raised by other groups.

    The majority of issues discussed focused around the following points: Fragmentation of the community High Street (West End Lane) businesses Transport Planning Community facilities

    Both workshops identified that the West Hampstead community is fragmented, with limitedinteraction between different demographics in the area. It was noted that different groups havewidely different issues- and some have directly opposing points of view. It was identified thatdifferent groups can be engaged using different media- such as Twitter, blogs and Facebook toengage with younger groups.

    The impact of the national and local economy on High Street businesses was identified by bothworkshops. The decrease of diversity of independent and niche stores was a major source ofconcern, as was the proliferation of chain stores- in particular the number of supermarkets in thearea, and the increase in the number of Heavy Goods Vehicles (HGVs) stopping to resupply them.

    The amount of congestion around the stations at peak hours was frequently mentioned, as wasthe impact that this has on the roads. The number of HGVs was also identified as having animpact.

    Both workshops noted that there were many buildings being left empty, particularly around thestation area and side streets. Rather than these being redeveloped for use, there was instead afocus on the creation of new buildings, leading to pockets of unwanted buildings. The participantsfelt that these buildings should be redeveloped for community use.

    The following three pages list the issues identified by the groups in each workshop. The issueshave been roughly grouped by topic. Some issues cover more than one topic, and appear morethan once.

    The range of influencing factors identified in this exercise was very diverse.

    For each group, there is a photograph of their Flip Chart sheet, a list of the influences identified,then on a second page, a second copy of their Flip Chart sheet transcribed for ease of reading. Allof the issues retain the same proximity to the centre.

    What factors will influence the future of our area?

    The table on page 25 shows that the most commonly recognised factors which influence WestHampstead are:

    It is worth noting that not every group identified all of these specific influencing factors and theperceived level of impact varied for each influence.

    Looking at all of the commonly identified influences, it would be possible to group them intodifferent, or more general groupings than we have done here.

    This exercise showed the wide variety of influences recognised as having an impact on WestHampstead. It also demonstrated how different groups perceive different aspects of overarchinginfluences as being of key significance.

    This was probably the least useful exercise for precisely this reason.

    Where do we want to go?

    This exercise effectively created a visual representation of each groups vision for the area.

    Both workshops created shields with similar themes: A settled, cohesive and diverse community Green areas Strong transport links Flourishing local economy

    Overall, the shields and descriptive sentences showed a strong communal vision of a prosperousfuture for West Hampstead. The collected sentences are shown below:

    for its outstanding transport links, which will bewell managed and continue to benefit thecommunity.

    What do we need to do to achieve the vision?

    Each identified priority was put onto a separate Post-It note. If a group created a priority whichcame close to one already suggested, they were offered the chance to combine the two, or leavethem separate if they felt the two were distinct priorities.

    This exercise clearly showed the variety in opinions regarding the priorities in taking WestHampstead forwards.

    Several of the priorities relate to specific initiatives, some of which already exist, the majority aremore general directives.

    The common themes included:

    1. More diverse shopping environment Aimed at locals needs

    2. Green initiatives Open spaces More of them Better use of existing Green corridors Environmental initiatives

    The range of priorities shown in this exercise show that whilst there is a strong shared vision, thereis no consensus on what the first steps to achieving it should be. The groups all felt that actionswith measurable successes were needed.

    How useful and relevant did you find the workshop?

    To help gauge the participants reactions to the workshop and the content discussed, at the end ofeach workshop, all the participants were invited to fill in an evaluation form. This was composed ofseveral questions about the workshop, such as how useful the exercises were. Each question wasscored on a scale from 1 to 5, with 1 being very poor, 5 very good, and 3 as acceptable. Anexample of this is shown below:

    As the final part of the evaluation form, participants were invited to use 3 single words to describethe workshop best.

    The following table (page 34) gathers these words together, along with the individuals score onhow useful and relevant they found the workshop to be. Not all participants filled in 3 words- inthese cases the words are left blank, but the score for the workshop is still included.

    Common words used to describe the workshops were:

    Informative; Interesting; Useful; Fun; and Friendly.

    The majority of the verbal feedback from the participants was positive.

    There was a lot of enthusiasm in the workshops for helping West Hampstead succeed andimprove.

    The participants want action oriented planning with measurable outcomes. Some participants wereinitially sceptical about whether the Place Shaping plan would take all of the workshop results intoconsideration. By the end of the workshop, a number of these people had moved to a morehopeful position. Others said that they would wait to see what actually happened as part of theongoing Place Shaping process.

    Many of the participants appreciated meeting representatives of other stakeholder organisations.The opportunity for greater interaction and co-operation between stakeholder groups was widelywelcomed.

    Participants in both workshops identified concerns that different demographic groups in the

    community were under represented or absent entirely.There was much discussion about how best to engage with the missing groups. In particular, theyounger age range was identified as being less involved in community decision making.

    The transitional nature of a high percentage of the areas population was noted by both groups.Both groups expressed a desire to integrate and involve non-permanent residents, butacknowledged that this was not an easy task. Many participants expressed a desire to have alarger percentage of the local population as long term residents, but identified that housing pricesand availability present barriers to this.

    Helen Peacock-Sevilla, Place Plan and Investment Team Manager has told us:

    The work on priorities, issues and a vision for West Hampstead done by the participants at theworkshops will be used by Council officers to inform the development of a Place Plan for WestHampstead. This is the continuation of an important conversation with and between organisationswith a role in West Hampstead. The Council will set up a web forum on the Council web site underthe WeareCamden banner, so that groups can explore further the issues for the area and hearfrom each other.

    When a draft Place Plan is ready, later this year, the Place Plan Team will be arranging a follow upworkshop to consult local stakeholder group representatives on the content of the plan, includinghow to take forward the proposed actions to deliver the plan.

    In conclusionThank you to all the organisations and individuals who attended the workshops. They put a greatdeal of thought and hard work into their contributions.

    We hope that they will stay involved in the Place Shaping process through the online forums andthrough future events which Camden Council is planning to hold.
