ORDERS IN COUNCILWHEREAS by section 33 of the Land Act 1933, it is madelawful for the Governor to direct that any Reserve shall vestin and beheld by any person or persons to be named in theorder in trust for the like or other public purposes to bespecified in such order; and whereas it is deemed expedientas follows:—

File No. 2750/05.—That Reserve No. 9629 (Williams Lo-cation 5484) should vest in and be held by the NationalParks and Nature Conservation Authority in trust for thepurpose of "Conservation of Flora and Fauna".

VALUATION OF LAND ACT 1978VALUATION DISTRICTS ORDER 1987

MADE by the Valuer General under section 17.Citation

1. This Order may be cited as the Valuation Districts Order 1987.Definitions

2. For the purposes of this Order—(a) the terms "district", "municipality", and "ward" have the meanings assigned to them

by section 6 of the Local Government Act 1960; and(b) a district and a ward also include land, whether covered by water or not and although

not otherwise within the boundaries of the district or ward, upon which is situate ajetty the approach to which is in the district or ward.

Application of Interpretation Act 19843. The Interpretation Act 1984 applies to this Order as- it applies to subsidiary legislation

within the meaning of that Act.Reconstitution of valuation districts

4. The State is reconstituted into valuation districts as set out in the Schedule, andaccordingly the notice published in the Government Gazette on 30 March 1979 at page 849under section 17 of the Act is revoked.

Schedule1. For the purpose of determining unimproved values—

(a) every ward of the district of the municipality of the City of Perth;(b) the district of every municipality, other than the City of Perth;(c) every area of land, whether within the metroplitan region or not, that is subject to a

separate or special rate under the Local Government Act 1960, notwithstanding thatthe land is contained within the area of a ward or district of a municipality;

(d) every townsite outside the metropolitan region that is constituted, defined or re-served as a townsite under the Land Act 1933, or any Act repealed thereby; and

(e) every area of land outside the metropolitan region that is declared a townsite undersection 686 of the Local Government Act 1960,

shall constitute a separate valuation district.2. For the purpose of determining gross rental values every area of land declared to be a

rating or taxing area by a rating or taxing authority under a rating or taxing Act shallconstitute a separate valuation district.

City of PerthThe Proposed works consist of the construction of:—

(a) A below ground sewage pumping station with aboveground superstructure.

(b) A partially above ground oxygen dissolver pipeworksystem in a below ground pit behind a screen wall.

(c) An above ground oxygen storage vessel and controlequipment.

(d) A 600 millimetre diameter below ground mild steelconcrete lined sewage pressure main together withall necessary apparatus approximately 750 metresin length.

(e) A 1 200, 900, 750, 600, 380 and 230 millimetre di-ameter below ground reinforced concrete mainsewer and P.V.C. reticulation pipeline togetherwith manholes and all apparatus approximately2 340 metres in length.

(f) A 900 millimetre diameter below ground mild steelwater pipeline complete with all valve pits and anynecessary apparatus approximately 1 900 metres inlength.

The localities of the above works are shown on plan AU63.

The purpose of the proposed works is to increase thecapacity of the Perth City Sewerage system to provide forincreasing development and to replace and relocate a sectionof the existing Mt Eliza water main.

Further enquiries may be made and plans of the proposedworks may be inspected at the Customer Services Branch ofthe Water Authority of John Tonkin Centre, 629 NewcastleStreet, Leederville between the hours of 8.00 am and5.00 pm Monday to Friday.

NoteSection 89 of the Water Authority Act 1984 provides that

any Council or person interested may lodge a writtenobjection with the Authority against the construction orprovision of the proposed works, within one month after thedate of publication of the above notice.

After the period of receipt of objections has expired andthe objections, if any, have been met by amendment of theproposal or are not sufficient to cause the proposal to beamended when considering the general public interest, theMinister may make a "Notice of Authorisation" which ispublishedin the Government Gazette, authorising the Auth-ority to carry out the construction or provision of theproposed works.

Report of the Auditor

1. The financial statements of the Shire of Wyalkatchem are prepared on thebasis of historical cost. In preparing its balance sheet it is not the policy of theCouncil

to write off the cost of each fixed asset over itsestimated useful life; and

(b) recognise all assets and liabilities which exist at balance date.2. The policy at (a) complies with the requirements of the Local Government

Act and the Accounting Directions, although it is not in accordance with gener-ally accepted accounting standards.

3. The policy at (b) does not comply with the Local Government Act, whichrequires an annual statement showing the assets and liabilities of the Council,nor does it comply with generally accepted accounting standards.

4. Council has spent approximately $12 000 for which no budget item wasraised in the 1985/86 budget. Such expenditure is unauthorised expenditure inaccordance with the Local Government Act.

5. The Local Government Accounting Directions 1985 require Council toprepare financial ststementa on the accrual basis of accounting. At 30 June 1986,with the exception referred to in paragraph 1 (b), the financial statementscomplied with these requirements, although throughout the year ended on thatdate there were minor inconsistencies with those requirements, and, in myopinion, the surplus of $54 536.96 at 1st July, 1985 on schedule 2 is incorrect. Netliabilities at 30 June 1985 of $14 414.81 which in my opinion should have beenrecognised through schedule 2, have been recognised as adjustments throughSchedule 1.

6. I have, with the assistance of my staff, audited the books of the Shire ofWyalkatchem for the year ended 30 June 1986. In my opinion, the financialstatements, comprising schedules 1 to 16, and 20 to 25 are in agreement with thebooks and records of the Council, and, subject to my comments in paragraphs 3to 5 are prepared on a basis consistent with the Local Government Act and theAccounting Directions.

(Tertiary Education Assistance) Act 1984 (as amended).2. Imposition of Charge:

(a) All students making application to the College for a Relevant Enrolment shall pay tothe College on the date of enrolment the charge fixed by the College for the RelevantEnrolment in respect of the year to which that enrolment relates.

(b) Failure to pay the Charge upon making application for Relevant Enrolment shallrender a person ineligible to attend the College and to pursue or gain credit in anycourse conducted by the College.

Statute No. 19Graduation Seal

1. In this Statute, unless the context otherwise requires "Graduation Seal" means theGraduation Seal of the College described in section 3 of this Statute.

2. The form of the Graduation Seal of the College is

3. The Academic Registrar shall hold the Graduation Seal in safe custody and available foruse as authorised by this Statute.

4. The Graduation Seal shall be used only by the authority of the Council and in accordancewith the provisions of this Statute.

5. The Academic Registrar may affix the Graduation Seal to all documents or classes ofdocuments which the Council have authorised to be sealed with the Graduation Seal.

6. Every certificate of an award to which the Graduation Seal is affixed shall be signed bythe Director and countersigned by such person as shall be appointed by the Council for thepurpose.

7. There shall be inserted at the end of every certificate of an award a sealing clause in thefollowing form—

"The Graduation Seal of the Western Australian College of Advanced Education washereto affixed on the day of 19 by the authority of the Council".

8. The Academic Registrar shall maintain a register of the use of the Graduation Seal inwhich shall be recorded, in respect of each certificate of an award to which the seal is affixed,particulars of the certificate, its date, the authority for it and the name and title of the personssigning and countersigning the document as required by section 6 of this Statute.

9. The Council may determine by resolution from time to time either generally or in anyparticular case or cases that in relation to any certificate of an award to which the GraduationSeal is affixed, the signature of the Director or the other person appointed by the Council tocountersign the affixing of the Graduation Seal or both may be affixed by some mechanicalmeans and be a facsimile of those persons' signatures in such manner as may be specified inthe Council's resolution.
