WHEREAS it is provided by Section 195 of "The Roads Act, 1911," as amended by "The Roads Act Amendment Act, 1912," that a Beard may adopt in any townsite or in any area defined for that purpose by proclamation the system of valuation on the annual value: And whereas it is desirable to approve of and define the areas hereinafter described as areas within which the Lower Blackwood Road Board may adopt the system of valuation on the annual value: Now there-fore I, the said Governor, by and with the advice and consent of the Executive Council, do hereby approve of ,ind define the following areas situated within the Lower Ilackwood Road District, viz.:—

(1) the Barrabupp Mill Site, situated on part of Location 692;

(2) Band Mill Site (sometimes called the Ellis Brook Still Site), situated on part of Permit 61/11, and being the subject of Mill Site No. 7/11, containing 50 acres,

eis areas in which the Lower Blackwood Road Board may adopt the system of valuation on the annual value.

Metropolitan Water Supply, Scluerage, and Drainage Act, 1909.

ORDER IN COUNCIL. At the Executive Council Chamber, at Perth, this

7th day of February, 1917.

The Honourables—The Premier, The Minister for Lands, The Colonial Secretary.

W.S. 2546/15. WHEREAS by "The Metropolitan Water Supply, Sewerage, and Drainage Act, 1909," it is provided that, subject to the provisions of the Act, the Minister of Water Supply, Sewerage, and Drainage shall, with the approval of the Governor, have power to construct and extend Water Works, Sewerage Works, and Stormwater Drainage Works: And whereas it is further provided

that the Governor may exempt reticulation works from certain sections of this Act: Now, therefore, His Ex-cellency the Governor, with the advice of the Executive Council, hereby approves of the construction and exten-sion by the Minister of \\Tater Supply, Sewerage, and Drainage of the following works under the said Act, and (Ices hereby' exempt such works front the operations of Sections 20, 21, 22, and 23 of the said Act:-

Dcseril'tiorn and location of Reticulation Works approved and exempted.

A double pipe drain constructed of 2ft. Gin. diameter Al oilier pipes, together with concrete manhole and all apparatus to replace about 114 feet of old box drain at the intersection of Beach and James Streets, :Fre-mantle, Division No. 221, as shown en Plan W.S., S., & B.D., No. 3001.

This Order in Council shall take effect from the 111th day of February, 1917.

WHEREAS by an Order in Council dated the 20th day of December, 1916, published in the Government Gazette of the 22nd December, 1916, page 2269, the number of members of the Roebourne Road Board was increased as from that date, and in manner therein appearing: And whereas it is desirable that all the existing mem, bers of the said Board should go out of office at the time hereinafter provided, and that a new election of members for the Wards of the Roebourne Road District should be held: Now, therefore, His Excellency the Governor, by and with the advice of the Executive Coun-cil and in pursuance of the powers conferred on him by Section 17 of "The Roads Act, 1911,'' and of all

APPLICATIONS are invited by the Commonwealth Public Service Commissioner from persons qualified for appointment to the following positions.

Applicants outside the Public Service are eligible for appointment to the Administrative and Professional Divisions, but are not eligible for appointment to Clerical or General Division vacancies unless they were in the service of a State on 1st January, 1901, or have retired from the service of the Commonwealth or of a State.

Applicants who are officers of the Public Service of a State should state the date of their appointment to the service, present position, and salary.

Applicants from outside the service should state their qualifications for the office they seek. Copies only of diplomas, references, testimonials, or certificates should be forwarded. If the originals are required they will be asked for.

Date and year of birth should be stated, and applications must be in applicants' hand-writing.

Applications should be addressed to the "Commonwealth Public Service InSpector" of the State in which the vacancy exists, and in the case of officers of, the Commonwealth Service be forwarded through the chief officer of the department to which the applicant belongs.

Minimum and maximum salaries, where shown, in dicate the limits of the class or grade in which the position is classified. Subject to the provisions of the Public Service Act, appointments may be made at any salary within those limits. Regulation 196a. Every holder of a 111111111g tenement • shall keep full

records of all bore holes put down and which may from time to time be put down on his milling tenement, and copies of such records shall be supplied by the holder of the mining tenement or his manager for the informa-tion of the Minister on demand by an Inspector of Mines or other officer authorised by the Minister, provided that the information contained in the copies of such records so supplied shall not be, inade public except with the consent of the Minister. The records of such bores shall show the following information:-

1. Number or other designation of the bore. 2. Precise position of the bore in the lease, or other

mining tenement, or in the mine. 3. Direction, and angle of inclination of the bore

from the horizontal. 4. Exact depth bored. 5. Section showing thickness and description of each

and every sort of rock passed through by the bore.

6. Assays, analyses, and/or tests made to ascertain the composition and/or value of any mineral deposits bored through.

Any person committing a breach of this Regulation shall be liable to a penalty not exceeding Twenty' pounds.

WESTERN AUSTRALIAN GOVERNMENT RAILWAYS.

NOTICE is hereby given that, under the powers Con-ferred by the above-mentioned Act, the Minister of Water Supply, Sewerage, and Drainage has ordered a Rate of Two shillings in the £ for the Albany Water District, to be made and levied for the year ending 31st December, 1917, upon all the rateable land entered in the Rate Book, the making up of which is published in the Government Gazette of 16th February, 1917, and the local newspaper; that the minimum rate for the above-mentioned period for each separately assessed parcel of land the annual rate of which at Two shillings (2s.) in the pound would not exceed shall be El, and that a memorandum of such order has teen duly entered in the Rate Book and signed.

A discount of Threepence in the £ will he allowed on all rates paid on or before the 31st day of March, 1917, subject to a minimum -payment of ill, but such discount shall not apply to minimum rates or minimum fees, which shall be paid in full.

THE LICENSED SURVEYORS ACT, 1909.

'egulations for the Conduct of Examinations and Issue of Certificates and Licenses under Section 26 of " The Licensed Surveyors Act, 1909 " (9 Edw. VII., No. 25).

The Land Surveyors' Licensing Board, appointed under he above Act, has with the approval of His Excellency lie Governor made the following Regulations for the onduct of Examinations and issue of .Certificates and ,icenses under the said Act, and revoked the Regulations azetted on the 24th May, 1912.

1. In the interpretations of these Regulations the allowing words within quotation marks shall, unless he context necessarily requires a different meaning, .ave the meanings set against them respectively :

" Articles "—An Indenture or writing containing a Contract or an Agreement for the tuition of land surveying made between the Crown or some qualified surveyor or surveyors and a person seeking to qualify himself for the purpose of obtaining a License to practise as a land surveyor.

" Board "--The Land Surveyors' Licensing Board constituted under " The Licensed Surveyors Act, 1909."

" Reciprocating Board "—A duly constituted Land Surveyors' Licensing Board in one of the reciprocating States.

" Reciprocating State "---Any State, Colony, Dominion, or Commonwealth within His Majesty's Dominions with which reciprocal arrangements have been made by the Board for the recognition of the status of surveyors.

" Qualified Surveyor "—Any person entitled to practise as a Land Surveyor in any part of the British Empire where the preliminary conditions and the standard of examination and of field work are, in the opinion of the Board, equivalent to those prescribed by these Regulations.

" University "—A University in the Commonwealth of Australia or in the Dominion of New Zealand or a University recognised by any such University.

2. , An examination of candidates desirous of qualifying hemselves to be registered as licensed surveyors will be told in Perth in the month of September of each year, nd at such other times as may be deemed advisable. )ne notice of such examination shall be given in the iovernment Gazette.

PRELIMINARY CONDITIONS.

3. A candidate shall forward to the Secretary of the board :—

Notice of his intention to present himself for ex-amination, with documentary evidence of having complied with the preliminary conditions, and a fee of £5 5s., all of which must reach the Secretary at least ten days before the date fixed for the exam-ination.

4. A candidate shall satisfy the Board that he will be the full age of 20 years at thd time of examination, but

so license to practise as a Surveyor will be issued until he candidate attains the age of 21 years.

5. A candidate shall produce satisfactory evidence as ;o character.

6. A candidate—

(a) Shall have passed, at a University, the matricu-lation examination, or such other examination as shall in the opinion of the Board be equiva-lent thereto (this shall be termed the " entrance examination ") and shall have been pro-fessionally employed under Articles for not less than three years, two of which must have been in the field.

(6) Or shall have taken the degree of Bachelor in Engineering at a University, and have been professionally employed under Articles in field work for a period of 18 months with some qualified surveyor or surveyors.

Note A.—The following shall be considered equivalent to the matriculation examination :—English, Mathematics, and any other three subjects in the Junior Public Ex-amination of the University of Western Australia and Trigonometry in a special paper to be set by the University of Western Australia for surveying candidates only.

Note B. The following shall be considered equivalent to the matriculation examination and one year's office experience :---The School Certificate as a mining surveyor of the Western Australian School of Mines, provided that one of the examiners is a licensed Surveyor.

7. In addition to evidence of service, a candidate shall produce in the following form, or to like effect, a certi-ficate from some qualified surveyor or surveyors with whom he has served, that he is competent to undertake surveys.

FORM OF CERTIFICATE FOR PRESENTATION TO THE BOARD.

1, A.B., a qualified surveyor, hereby certify that C.D. has been professionally and continuously employed under Articles with me in the practice of land surveying for a period of from to (of which have been in the field), and that he is fully competent to undertake surveys. (Here describe the survey work on which C.D. was engaged.)

S. A candidate shall produce—

(a) The plan and field notes of the survey of an area of not less than 40 acres, one of the boundaries of which shall be a water course or other natural feature, or an irregular road.

(b) The plan and field notes and description of a survey of a Town Lot, upon which buildings have been erected, as made for the purpose of an application under the Transfer of Land Act.

Note.—Each plan shall bear the following certificate signed and dated by the Candidate :-

" I hereby certify that this survey was made by me personally and that this plan and the accompanying field notes are entirely my own work."

9. If the foregoing preliminary conditions, and the conditions relating to the registration of Articles are complied with to the satisfaction of the Board, the candi-date shall be admitted to examination.

SUBJECTS OF EXAMINATION.

10. A candidate shall undergo an examination which shall embrace the following subjects :—

Mathematics.—Trigonometry, plane and spherical ; geometry and algebra. These subjects will be treated as far as they are applicable to surveying.

Computa lion. --Reduction of traverses, computation connected with triangulation and the setting out of roads and curves ; adjustment of discrepancies in surveys, computation of areas, including such as have irregular and curved boundaries.

Principles and Practice of Surveying.—Detail of field practice, including the keeping of field notes, topographical, trigonometrical, and underground surveying, setting out of areas, re-determination of boundaries, laying out of roads, setting out of curves, plotting by co-ordinates and from field notes, stadia surveying, barometric and other measurement of heights, surveying under the Transfer of Land Act, writing descriptions of boundaries.

(Candidates may he required to effect surveys under supervision.)

Design. —The use of contour maps, the location thereon of well graded streets and roads, designs for subdivision into town and suburban allotments, drain-age, and necessary reserves for public utility.

Engineering Sur veys . —Levelling and contouring ; grading, setting out, and measurement of earthworks, including practical tests.

Use of Instruments.—Principles of construction, ad-justment, and use of the following instruments :—Theo-dolite, plane-table, sextant, tacheometer, level, compass, clinometer, barometer, thermometer, and steel band.

Field Astronomy, Geodesy, etc.—Determination (in-cluding practical tests) of tinve, latitude, and azimuth ; the use of ephemerides ; elementary geodesy, including spherical excess and convergence of meridians ; declination of the magnetic needle.

Drawing.--Plan drawing, drawing of sections and contours, compilation of plans, projections of maps and charts.

Miscellaneous.--Elementary physics, elementary

geology, elementary forestry.

(The scope of the examination in elementary physics will be that covered by " Stewart's Elementary Physics," fourth edition, omitting chapters 8, 10, and 11 ; and the scope of the examination in elementary geology will be that covered by " (leikie's Class Book of Geology," Fourth Edition.)

11. Candidates producing satisfactory evidence of

having passed the entrance examination or taken the

degree referred to in sub-clause (b) of Regulation No. 6, may be exempted from working out papers in elementary

geometry, trigonometry, and algebra, and if so exempted shall be credited with 60 per centum of the maximum marks allotted those papers. Candidates holding certi-ficates satisfactory to , the Board from recognised public technical schools may be exempted from working out papers in physics and geology and if so exempted shall be credited with 60 per centum of the maximum marks allotted those papers.

P. A candidate who has failed in not more than two subjects but has otherwise passed a satisfactory exam-ination may be allowed to present himself again for ex-amination within twelve months in the subject or subjects in which he failed.

13. Each candidate presenting himself for examination shall provide himself with a book of logarithms, 40-20 scale, a parallel ruler, protractor, and necessary appliances for plan-drawing, except paper,

15. Each application shall be accompan by the prescribed fee.

16. A Surveyor holding a license entitling him practise in any reciprocating State, applying to the Bo, for registration as a Licensed Surveyor without ext ination, shall produce—

(a) His license.

(b) Evidence that such license is still in force.

(c) Evidence as to character and identity sa factory to the Board ;

and on compliance with the conditions of the Act E. these Regulations shall be registered,

(a) Provided that should such license have been iss] upon examination held prior to September, 18 he shall further produce a written recommen tion dated not more than twelve months r viously from the Board issuing the Licen:

Each applicat shall be accompanied by the prescribed fee.

17. The Board may grant a Letter of Recommendat to any surveyor licensed in Western Australia, tit.] without examination or on such viva voce examination in the opinion of the Board, may be necessary. Applicat for such Letter of Recommendation shall be accompan by the prescribed fee.

REGISTRATION OF ARTICLES.

18. All articles made in Western Australia for teaching of surveying by a qualified surveyor shall submitted for registration to the Secretary of the Doe within three months after the cornunt,ncement of the to of Articles, and a copy of such Articles deposited w him. Applications for registration shall be accompan by evidence that the Applicant has passed the entree examination. Transfers of Articles shall be register within three months of date of transfer thereof. Ee application for registration of Articles or transfer sh be accompanied by the prescribed fee.

19. By-law No. 96 of the Municipality for regulating Motors and Vehicular Traffic and Licensing Motor Cars and other Vehicles and for regulating the Standard Lights to be carried, published in the Government Gazette of 16th April, 1915, is hereby amended by the omission of the words "licensed under this By-law" in Sections 47 to 50 inclusive, 52 to 73 (a) inclusive, and 75 to 87 inclusive.
