    RoN RobisonLast year, during the Western Hockey League’s 50th season, we were privileged to reflect on our rich history and honour the many distinguished builders and alumni who have helped to make the WHL the finest junior hockey league in the world today. As we open the 2016-17 WHL season, the same ideals that fostered the growth our great League still serve as its foundation – a commitment to providing our players with a world class experience from both a hockey and education standpoint.

    The WHL and our 22 member Clubs take great pride in providing our players with the best possible environment in which to succeed both on and off the ice. On the ice, our high calibre of coaching and arena facilities continue to offer an ideal setting to grow and develop as a player. Off the ice, the WHL Scholarship remains the most comprehensive hockey scholarship in North America with a WHL record of over 350 graduates utilizing their WHL Scholarship at post-secondary institutions across the continent last year alone, representing an investment of over $2 million by WHL Club ownership.

    The WHL Scholarship is one of many commitments WHL Club ownership makes to ensure the success of our players. The WHL Players First support services program expanded last year with the addition of a League-wide WHL Security Network and Police Impact Program which engages local police officers in a liaison capacity with all of our teams to ensure our players are in a safe and respectful environment at all times. This year, the WHL has partnered with the Canadian Mental Health Association to launch the Talk Today program with all of our WHL member Clubs. Talk Today is a proven and important mental health initiative that will help our players and team staff identify and address mental health issues.

    The development opportunities the WHL provides on the ice and the assistance offered off the ice to our players through the WHL Scholarship and WHL Players First support services programs would not be possible without the support of our great fans as well as our corporate partners, broadcasters and media.

    The 2016-17 WHL season promises to be another highly entertaining campaign and we look forward to supporting our players and all of our WHL Clubs as they continue to set the standard for development both on and off the ice.

    The Western Hockey League started with just seven teams based in the provinces of Saskatchewan and Alberta in 1966. Today, the WHL has representation in all four Western Canadian provinces and the U.S. states of Oregon and Washington. The WHL now consists of 22 member Clubs with 17 based in Cana-dian markets and 5 in the U.S. Pacific Northwest.

    The WHL is a member of the Canadian Hockey League (CHL) whose membership is comprised of three major junior hockey leagues: Ontario Hockey League (OHL), Quebec Major Junior Hockey League (QMJHL) and the Western Hockey League (WHL). At the conclusion of each League’s playoffs, the CHL hosts the MasterCard Memorial Cup, a national championship tournament involving each of the three Leagues’ Champion and the tournament host.

    The WHL is regarded as one of the finest development Leagues in the world today. Each season, the WHL is one of the top Leagues from which players are selected from in the NHL Draft. Currently, 20% of all NHL players are graduates of the WHL. The WHL is also a leading provider of post-secondary scholar-ships with over 400 scholarships awarded each year to current and graduate WHL players, more than any other League in North America.

    ED CHYNOWETH CUPIn 1973 Ed Chynoweth was appointed the first full time president of the WHL, and soon after became the first ever president of the Canadian Hockey League, positions he held for over 20 years.

    In 2007, the WHL renamed their championship trophy the Ed Chynoweth Cup in recognition of the extraordinary leadership Ed provided to major junior hockey and the game in Canada. Ed, who passed away in April 2008, was inducted into the Hockey Hall of Fame posthumously in November 2008.

    REGULAR SEASON & PLAYOFFS

    All WHL member clubs will be required to comply with the following Media Services Policy, which will apply to all games staged during the 2016-17 WHL Regular Sea-son and Playoffs.

    Media Access to Players and other Team PersonnelGame Day/Night – Players, Coaches and other Team Personnel will be available upon request for media interviews up to 90 minutes before game time. The dressing rooms of each team are considered restricted access – no access is granted without the permission of the team concerned. Access to the dressing room, by the media or other personnel, is strictly at the discretion of each team.All players requested for post-game interviews must be available (immediately outside the dressing room, or in an area designated by the home team) within 15 minutes following leaving the ice at the conclusion of the game. Should a player be injured or receiving medical treatment following the game, he will not be required to participate in the interview.A member of the coaching staff of each team must be available to the media for interviews within 15 minutes following the game.The post-game interview sessions, for team members, must not exceed thirty (30) minutes in duration.

    Press Box SeatingThe home team must provide a minimum of four (4) seating positions, in press box or other acceptable location, for all visiting accredited media (includes radio broadcast positions).

    Practice Sessions The media shall have access to attend all team practice sessions and game day skates. In the event of a team meeting after a practice session, media will be allowed access to the Team Personnel immediately following the conclusion of the meeting.

    Visiting MediaEach WHL member club must provide both the home and visiting print media with a dedicated telephone line to file stories from. These two lines, which are in addition to Broadcast and the Real-Time Results re-quirements, will be shared on a first come first served basis for both home and visiting media in attendance.

    2016-17 WHL DATES TO REMEMBER

    The WHL Eastern and Western Conferences will use a Divisional / Conference hybrid playoff format, with the inclusion of Wild Card qualifiers, for the 2017 WHL Playoffs. All playoff series are best-of-seven affairs.

    The new format will see the top three Clubs in each Division make up the first six playoff qualifiers within each of the two WHL Conferences. The remaining two spots per Conference will be filled via Wild Cards, with the next two highest-placed Clubs in each Conference earning playoff berths based on their regular-season record, regardless of Division.

    In the First Round, the Division winner with the best record in each Conference will be matched against the wild card team with the lesser record; the wild card team with the better record will play the other Division winner. The second and third-place teams within each Division will also meet in the First Round.

    First-round winners within each bracket play one an-other in the Second Round with the four winning Clubs advancing to the Conference Championships.Home-ice advantage through the first two rounds goes to the Club that placed higher in the regular-season standings.

    The two Clubs winning second round series in each Conference will advance to the third round (WHL Con-ference Championships), where they will be ranked in order of regular season points.

    The Eastern and Western Conference Champions will advance to the best of seven WHL Championship Series, with the Club having the most regular season points receiving home ice advantage. If an East Divi-sion Club is involved in the WHL Championship Series, the best-of-seven series will utilize a 2 - 3 - 2 format.
