MINUTES OF 6th MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 11th JANUARY 2008 AT PORT BLAIR
The TCC and 6th WRPC meetings were held on 10th & 11th January 2008
respectively at Port Blair. The list of the participants are at Annexure-I (A) & I (B)
respectively.
Shri R.S. Sharma, Director (Comm.), NTPC extended warm welcome to all the
Members, special invitees and participants attending the meeting of
WRP Committee. He informed that NTPC Ltd. have planed generating capacity
addition of 21400 MW in the 11th Plan, out of which 1240 MW has already been
commissioned and 1000 MW is in the process of commissioning by March 2008.
While expressing his concern about the difficulties in arranging RLNG and Naptha
for their gas based stations, he said that NTPC have been making all efforts to tie-up
the fuel availability to enable the operation of the gas based station to their full
capacity. He stated that the operation of the grid at low frequency and loss of
generation due to any reason is a matter of concern and on behalf of NTPC he
assured that all the required actions will be taken by them to do the needful.
Shri Rajib Ranjan, Chairman, WRPC / CSEB thanked NTPC for hosting this WRPC
meeting at Port Blair and for making excellent arrangement for the meeting and stay
of WRPC Members and participants. He stated that during the last quarter, which
was a part of Rabi season, the Western Regional Grid met the maximum load of
39,500 MW during October to December 2007 whereas the peak shortage was of
the order of 9,500 MW in the month of December 2007. The system frequency had
touched 48.8 Hz. on number of occasions and even gone below, which was a matter
of concern. As the irrigation load will continue up to the month of February, he urged
the constituents to take all necessary measures so as to maintain safe grid operating
parameters. He said that maintenance of grid frequency at appropriate level is
responsibility of all the constituents in the integrated operation. He stated that on
number of occasions, it has been observed that due to over drawal by NR
constituents, the grid frequency had gone below 49 Hz. even when, the WR
constituents were under drawing. This has resulted in otherwise avoidable operation

of UF relays in WR system. He said that on behalf of WR, he took-up the matter with
the Chairperson, CEA and requested for his intervention for safe operation of the
grid. He informed that Chairperson, CEA on 4th December 2007 called a Joint
Meeting of WR & NR and gave direction for utilization / scheduling of about 800 MW
unrequisitioned power available on Naptha fuel from NTPCs gas based stations in
WR & NR. As the operation of the grid at low frequency continued, a letter was
addressed to Secretary (Power), Govt. of India on behalf of WRPC requesting him
for immediate intervention in the matter. So far as, transmission system for
evacuation of power from Krishnapatanam UMPP is concern, he said that a meeting
was called by Chairperson, CEA with the beneficiaries of WR on 10th December
2007 at Pune and further meeting is excepted to be called by CEA shortly. He also
intimated that a meeting was held at New Delhi on 16th November 2007 among CEA,
APTRANSCO, PGCIL, BHEL and CSEB wherein, APTRANSCO and CSEB agreed
and gave their consent for shifting of HVDC terminals of Lower Sileru-Barsoer
National HVDC line to Kolhapur – Belgaum line as proposed by CEA. He informed
that during the last quarter 1000 MW capacity was added to the Western Regional
grid. Also, PGCIL commissioned Sipat-Seoni 765 kV Ckt.-I and 400 kV Bina-Nagda
D/C line. He requested the constituents to closely monitor the progress of
construction of new generating stations so as to avoid any slippages and timely
commissioning of the units. He said that on behalf of WRPC he has invited
Chairperson, CEA to attend this meeting. He then requested Chairperson, CEA to
address WRP Committee.
Shri Rakesh Nath, Chairperson, CEA thanked Chairman, WRPC / CSEB for inviting
him to attend the meeting of WRP Committee. On the issue raised by Chairman,
WRPC regarding low frequency operation of the integrated Western, Eastern, North
Eastern and Northern Regional Grid, Chairperson, CEA said that a Joint Meeting of
WR and NR was convened by him. It was observed that due to shortage of Gas /
LNG about 800 MW of capacity, operating on liquid fuel, was remaining unutilized in
NR and WR and accordingly it was decided to schedule this capacity to overdrawing
states of the two regions. However, due to Naptha shortage, NTPC could not sustain
the operation for all their stations even on liquid fuel, he said. Subsequently, ONGC
has taken shut down on gas platform resulting in reduction of gas supply to these
stations, which further created problems. He opined that shut downs on the gas

platform should be properly coordinated by ONGC with NTPC & other power
authorities as it was not desirable to take shutdown on gas platform when the
demand in all the regions is at peak. Regarding availability of LNG, he stated that
the CEA has requested NTPC to procure at least one ship exclusively for their gas
based stations and it is reported that NTPC is making effort to arrange the same. He
enquired from NTPC about the arrangements they are making for availability of LNG
on long term basis to meet the total requirements of their gas based stations.
As regard to other general issues concerning power sector, Chairperson, CEA
informed that we have a programme of capacity addition for about 78000 MW in the
11th Plan against which 6700 MW have been commissioned & more than 60000 MW
is under execution. He appreciated the fact that about 20000 MW is being executed
in the private sector compared to only 2000 MW is the 10th Plan. He urged all the
constituents to ensure placement of orders for all 11th Plan scheme by March 2008
and to monitor their program continuously. He highlighted various problems
experienced during executions of projects and requested the constituents to initiate
timely advance actions to achieve the capacity addition targets during their 11th Plan.
He also highlighted problems regarding coal availability and assured the constituents
that CEA is looking into these problems and trying to sort out the issues.
Chairman, WRPC/CSEB then requested other members to express their views on
issues, which are not in agenda.
Smt. V.L. Joshi, Principal Secretary, Govt. of Gujarat & Chairman, GUVNL raised the
issue concerning grid discipline for the region as a whole. She said that the
WRP Committee has been discussing this issue repeatedly and has expressed
concern about the grid indiscipline, specially, by Northern Region. Though the
attempt has been made to address the issue at the joint meeting level by CEA /
MoP, situation has not improved and requires major intervention for disciplining the
Northern Region.
While endorsing the concern expressed by Chairman, GUVNL, Shri A.B. Pandey,
MD, MSEDCL stated that Maharashtra have shortage of about 5000 MW. In order to
control the drawal they are carrying out load shedding in ruler areas to the extent of

12 hrs and in major cities in Maharashtra except Mumbai to the extent of 4 to 7 hrs.
He stated that the deficit states of Northern Region should also take adequate
measures to enforce the planned load shedding so as to control overdrawal from the
grid.
Thereafter, the Agenda was taken up for discussion.
ITEMS FOR DISCUSSIONS
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 5th MEETING OF
WRP COMMITTEE
1.1 Member Secretary, WRPC stated that the minutes of 5th meeting of
WRP Committee held on 6th October 2007 at Panjim, Goa were sent to the Members
vide letter No. A.S./Min./WRPC/2007-08/10135 dated 19th October 2007. The
comments were received from CSEB and GETCO, the copies of which are enclosed
at Annexure 1.1 & 1.2.
The Committee discussed the comments received as above and the minutes were
confirmed with the following amendments:
Para –2 of Item No. 4.2.4 (page -14) - “The matter was discussed and
WRP Committee gave their concurrence for the above transmission scheme” to be
replaced with “The matter was discussed and WRPC gave in principle concurrence
subject to the condition that all the WR constituents have confirmed the minutes and
have agreed for the proposed scheme.”
Para 16.1.4 (Page - 30) to be replaced with “It was finally decided after considering
various options and views expressed by constituents that DD & DNH shall withdraw
the petition from GERC and approach CERC for deciding the wheeling of
Central Sector Power.”

Para 16.1.5 (Page - 30) to be replaced with “Executive Engineer, DD & DNH
requested that their system should be fully connected to CTU network so that they
can draw their full requirement through CTU network.”
1.2 The Minutes of 5th meeting of WRP Committee held on 6th October 2007 were confirmed with amendments listed in Para 1.1 above. ITEM No. 2: SCHEDULING OF UNREQUISITIONED POWER OF KAWAS &
GANDHAR GPS OF WR IN JUNE 2007
2.1 Member Secretary, WRPC stated that on 7th, 10th & 11th June 2007, un-
requisitioned power of Kawas and Gandhar GPS was scheduled by WRLDC to
Northern Region, as NR was overdrawing from the grid. Since, the constituents of
NR to whom the above un-requisitioned power has been scheduled could not be
identified; NTPC took up this matter in the 4th meeting of WRPC held on
29th June 2007. It was decided that the matter should be taken up with NRPC.
Accordingly, WRPC secretariat took up the matter with Member Secretary, NRPC to
identify the NR constituents to whom this power should be booked. Member
Secretary, NRPC intimated that since this power was scheduled by WRLDC
unilaterally, NR constituents did not agree to accept the power. The matter
subsequently came up for discussion during the 6th meeting of NRPC held on 25th
October 2007 wherein, Chairman, WRPC/CSEB suggested that the above
unrequisitioned surplus power from Kawas & Gandhar GPS on 7th, 10th & 11th June
2007 may be booked to the constituents of both, the Western Region and the
Northern Region who had overdrawn power from the grid so as to resolve the issue.
2.2 Member Secretary, WRPC further stated that on the basis of 15 minutes time
block SEM data furnished by WRLDC, WRPC secretariat have identified the
constituents of WR & NR who have overdrawn power from the grid during the period
when the above mentioned unrequisitioned power was scheduled to NR by WRLDC.
On the basis of above, it is proposed to book the unrequisitioned power to the
constituents of WR and NR. Accordingly WRPC vide letter dated 16th Nov. 2007
sent the proposal to Member Secretary, NRPC for their examination and
concurrence. Out of total 1.7884 MUs of unrequisitioned power during the above

three days, the booking to WR and NR will be as follows:

2.3 Member Secretary, WRPC informed that Commercial Sub-Committee of
NRPC discussed this proposal in its 6th meeting held on 11th December 2007 and
NR constituents concurred to it as a special case and subject to the condition that
NR states would pay only variable charges of the energy booked post facto from
Kawas and Gandhar GPS on 7th, 10th and 11th June 2007. Other charges like
capacity charges, incentives, etc. would not be borne by NR states. The UI accounts
for the aforesaid days would be revised taking into account the post facto booking of
energy from Kawas & Gandhar GPS. This was subsequently endorsed by NRPC, in
its 7th NRPC meeting held on 20th December 2007.
The matter was discussed in 48th Commercial Committee meeting of WR held on
13th Dec. 2007 and the committee agreed to the following:
(a) The WR overdrawing States, to whom the above energy is scheduled, will
pay only variable charges to NTPC Kawas & Gandhar GPS as applicable.
(b) No incentive will be paid to Kawas & Gandhar GPS for post facto
scheduling of un-requisitioned powder from Kawas and Gandhar GPS on
7th, 10th and 11th June 2007.
(c) This proposal has been accepted as a special case.
(d) UI accounts for the concerned week shall be revised to account the above
scheduled energy.
(e) The recommendation of the Commercial Committee shall be put up to
WRP Committee for its approval.

2.4 The above recommendations made by Commercial Committee were discussed by the TCC in its meeting held on 10th January 2008 and agreed to as a special case. The WRP Committee discussed the matter and ratified the decision of the TCC as a one-time settlement of the issue. ITEM No. 3: SCHEDULING AND COMMERCIAL METERING LOCATIONS FOR
RGPPL 3.1 Member Secretary, WRPC informed that as per the information received from
RGPPL, their gas based power plant at Ratnagiri has been declared as ISGS by
Ministry of Power. MSEDCL has been tentatively allocated 95 % of power and the
remaining 5 % is to be allocated to other states within or outside the region, which is
under active consideration of MoP. However, in the absence of allocation for 5%,
entire RGPPL generation at present is sold to MSEDCL. RGPPL further intimated
that out of three blocks, two blocks are in operation at RGPPL and the third block is
expected to be put in operation shortly.
3.2 In order to facilitate all necessary activities related with scheduling, energy
accounting etc. RGPPL requested WRLDC to specify (i) Specification of the Energy
Meters to be installed, Make and Source, (ii) Location of the meters to be installed
and (iii) System of Energy accounting, scheduling etc. to be followed. Accordingly,
WRLDC have estimated requirements of SEMs and DCDs for RGPPL.
3.3 Member Secretary, WRPC further informed that the Commercial Committee in
its 48th meeting held on 13th Dec. 2007, discussed the matter. Since RGPPL has
been declared as ISGS, its scheduling and energy accounting has to be done as per
IEGC. As such, estimation of requirement/installation of SEMs etc. for accounting of
its energy is required to be done by RLDC/CTU. Considering this, the Committee
approved the estimated requirement of SEMs & DCDs i.e. 20 Nos. SEMs and 2 Nos.
DCDs, cost of which will be reimbursed by the beneficiaries of WR to PGCIL in lump-
sum in line with the earlier decisions of WRE Board / WRP Committee. RGPPL was
also requested to take up the matter with MoP to expedite allocation of power.

3.4 The TCC members in meeting held on 10th January 2008 discussed the above matter and opined that the SEMs / DCDs of such project which are not Central PSUs should be provided by the project and their cost be borne by the concerned beneficiaries of that station.
The WRP Committee agreed to the recommendation of the TCC. Accordingly, the cost of 20 Nos. SEMs and 2 Nos. DCDs for RGPPL will be borne by the RGPPL.
ITEM No. 4: REPLACEMENT OF PISON MODEL DCDs
Member Secretary, WRPC stated that WRLDC vide letter No. WRLDC/ OS/
1510/1207 dated 13th December 2007 intimated that presently WR is having around
115 Nos. of DCDs for down loading SEMs data. Out of these 65 Nos. are of PISON
model, which has become obsolete. WRLDC intimated that M/s Secure Meters is not
accepting AMC for the above model due to lack of internal parts and this model is
getting faulty frequently. In view of this, WRLDC proposed to replace the PISON
model DCDs with Analogic Model DCDs in a phased manner. The matter was
discussed in the 48th Commercial Committee meeting held on 13th Dec. 2007 and
the proposal of WRLDC to replace 65 Nos. PISON model DCDs with Analogic Model
DCDs in a phased manner was agreed to.
The TCC in meeting held on 10th January 2008 agreed to the proposal for replacement of 65 Nos PISON model DCDs with Analogic Model DCDs in a phased manner, the cost of which will be reimbursed by the beneficiaries of WR to PGCIL in lump sum in line with the earlier decisions of WRP Committee. The WRP Committee endorsed the decision of TCC.
ITEM No.5: BACKUP COMMUNICATION LINKS FROM SLDCs & STRATEGIC LOCATIONS IN THE NETWORKS OF ULDC SCHEME
5.1 Member Secretary, WRPC stated that WRP Committee in its 5th meeting held
on 6th October 2007 discussed the proposal of WRLDC for backup communication
links from SLDCs and strategic locations in the network of ULDC scheme of WR in

order to improve the data reliability from SLDCs to RLDC and vice versa. The
proposal included (i) stand by arrangement from SLDCs at Jabalpur, Gotri, Bhilai,
Kalwa and at strategic locations at Vindhyachal, Bhadravati and Raipur by availing
bandwidth from Telecom Deptt. of PGCIL through 7 Nos. E-1 and radio link from
Kalwa to WRLDC and (ii) payment of recurring expenditure of approx. Rs. 23.10
Lakhs per year for the above-proposed standby arrangement and one time
expenditure of approx. Rs. 4.00 Lakhs towards cost for radio links from Kalwa to
WRLDC. The WRP Committee directed that the above proposal of WRLDC may first
be discussed in the ULDC Project Coordination Committee and thereafter it may be
put-up to TCC/WRPC.
5.2 Accordingly, the matter was discussed in the 3rd meeting of SCADA / EMS
issues held on 6th November 2007 at WRLDC office, Mumbai. In order to arrive at a
comprehensive solution, it was decided that the matter be looked into detail by a
committee of Regional Constituents having one member each from the constituents,
member from WRLDC and with a member from WRPC Secretariat as convener.
WRPC Secretariat convened a meeting on 17th Dec. 2007 with the members from
the constituents wherein the proposal of PGCIL for back up communication scheme
was discussed in detail. The constituents agreed to the need for back-up
communication links between SLDCs/Strategic locations and WRLDC. At the same
time need for back-up links between Sub-LDCs to SLDCs was also felt. However,
instead of providing the stand by arrangement through bandwidth provided by PGCIL
Telecom network, it was proposed to have these links through VSAT/Radio link. The
constituents agreed to the following VSAT/Radio back up links:
(i) SLDC Gotri to WRLDC
(ii) SLDC Jabalpur to WRLDC
(iii) SLDC Bhilai to WRLDC
(iv) SLDC Kalwa to WRLDC
(v) Sub-LDC Indore to SLDC Jabalpur
(vi) Sub-LDC Bhopal to SLDC Jabalpur
(vii) Strategic locations Viz. Vindhyachal, Bhadravati, Raipur and Gwalior to
WRLDC
It was further agreed that since setting of VSATs may take some time, 2 Nos. E1
might be provided at Jabalpur and Bhilai to ensure availability of important data from

these areas. Necessity for continuation of these two E1 switching may be
reviewed after commissioning of VSATs/Radio back-up link. In addition OPGW link
between Gotri to Jambuva & Gotri to Asoj was also agreed to. PGCIL were
accordingly requested to revise their proposal for back-up communication scheme in
line with the above.
5.3 The TCC in its meeting held on 10th January 2008 discussed the above proposal. PGCIL pointed out that the cost of the revised proposed scheme would be very high. The other points which also emerged in the TCC meeting was that (i) the expenditure for sub-SLDC to SLDC link should be borne by the concerned SLDC and not loaded in the regional system and (ii) the commercial implications of VSAT vis-a-vis earlier proposal by PGCIL should be examined. Based on this, PGCIL was requested to give a comprehensive proposal indicating total financial implications / details. PGCIL agreed to the same. It was also agreed that the proposal will be discussed by the above referred committee and its recommendations shall be put up to TCC / WRPC for the decision. WRP Committee endorsed the decision of TCC.

ITEM No.6: RETROFITTING / REPLACEMENT OF OLD PROTECTIION SCHEMES / EQUIPMENTS BY PGCIL
6.1 Member Secretary, WRPC stated that PGCIL vide letter No. WRTS/ O&M/
R/141/ 2202 Dated 26.09.2007 proposed retrofitting of old protection schemes,
replacement of obsolete Protection & PLCC system, replacement of obsolete ABCBs
and replacement of Gapped LAs with Gapless LAs at their various sub stations. The
proposal includes the following works:
(i) Replacement of old and obsolete relays (172 nos.) at various sub-stations
- Rs. 6.10 Crores
(ii) Replacement of 16 nos. ABCBs at Bhilai, Indore & Asoj
- Rs. 6.54 Crores
(iii) Replacement of obsolete Protection and PLCC System under 220 kV Kawas Transmission System
- Rs. 2.53 Crores
(iv) Replacement of obsolete Protection and PLCC System at 220 kV Vapi Sub-station
- Rs. 0.39 Crores
(v) Replacement of Gapped Las with Gapless LAs at various Sub-station
- Rs. 2.71 Crores

This matter was discussed in 98th Protection Committee meeting of WRPC held on
23rd & 24th Oct. 2007. PGCIL in the meeting informed that the consent of
beneficiaries is required for filing of petition for additional capitalization on account of
these works. They also intimated that whenever new equipment / system replaces
the old equipment / system, the original value of the equipment / system will be
deducted from the gross block. The Protection Committee discussed the technical
aspects of the proposal. It was observed that the proposal was in line with the
protection philosophy discussed in various meetings of Protection Committee and in
the interest of secure and stable grid operation. The Protection Committee therefore
recommended acceptance of the above proposal of PGCIL.
6.2 The TCC in its meeting held on 10th January 08 discussed the matter and endorsed the recommendations of the Protection Committee. 6.3 The WRP Committee deliberated and accorded their approval to the proposal of PGCIL for retrofitting/replacement of old protection schemes/equipment as given Para 6.1 in phased manner. Also, whenever new equipment / system replaces the old equipment / system, the original value of the equipment / system will be deducted from the gross block. ITEM No.7: UTILISATION OF 25 % SHORT TERM OPEN ACCESS CHARGES BY PGCIL
7.1 Member Secretary, WRPC stated that under the provisions of CERC (Open
Access in Inter-state Transmission) Regulations, the transmission licensee, CTU or
STU as the case may be, shall retain 25% of the charges collected from the Short
Term Customer for use of its intra-regional Transmission system and 12.5% of the
charges collected from the short-term customers for use of its inter-regional system
and balance is to be adjusted towards reduction in the transmission charges payable
by the Long-Term customers. Further, the Commission in its order dated 30.01.04 in
petition No. 48/2003 (Suo moto), have directed that the short term open access
revenue retained by the transmission licensee, is expected to be utilised in the core
activity of building new transmission system. He informed that in view of these
provisions, CSEB vide letter dated 29.10.2007 desired to discuss the issue and know

from PGCIL - (i) the year wise amount of STOA charges (25% component) collected
by PGCIL after introduction of Open Access and (ii) year wise utilization of above
amount by PGCIL against specified / identified works.
7.2 The matter was discussed in 48th Commercial Committee meeting held on
13th December 2007 wherein PGCIL stated that the details of STOA charges
collected from all the regions viz. region wise payment received, payment made and
amount retained and calculations thereof towards reduction in transmission charges
payable by long-term customers are furnished to all the constituents on monthly
basis alongwith the monthly transmission charges bill. PGCIL intimated that in the
absence of clear guideline from the regulator, the money so collected are put into
transmission business as income which is their core activity and utilizing the same
for transmission schemes. PGCIL was requested to furnish year wise details of the
amount collected from Short Term Open Access customers for use of Intra-regional
Transmission system and inter-regional system in respect of Western Region,
amount adjusted towards reduction in the transmission charges payable by the
Long-Term customers and the balance amount retained/utilized by PGCIL for the
core activity of building new transmission system since the introduction of CERC
(Open Access in Inter-state Transmission), Regulation. 7.3 PGCIL stated that the charges so collected by them are deployed in their core activity. Member Secretary, WRPC stated that the TCC in its meeting held on 10th January 08 requested PGCIL to furnish the details of year wise amount of STOA charges (25% component) collected by them. PGCIL agreed to furnish the same. The WRP Committee discussed the issue and beneficiaries opined that the 25% component of STOA charges retained by PGCIL needed to be reflected in Capital Expenditure of any of the PGCIL projects. It was decided that this issue should be raised in CERC during the hearing on transmission tariff for new projects of PGCIL.

ITEM No.8: PERFORMANCE OF WR GRID DURING OCTOBER 2007 TO DECEMBER 2007
8.1 System Performance
Member Secretary, WRPC stated that during the period October 2007 to December
2007, the grid operated in the frequency range 49.0 Hz and 50.5 Hz for 85.70% of
time. The percentage time, when the frequency was within this range varied
between 81.64% and 91.99%. During December 2007, frequency remained below
49.0 Hz. for 18.36% of time. The maximum unrestricted demand of the region was
39449 MW as recorded during October 2007. The maximum demand met during
this period was 30835 MW, which was registered during November 2007. The peak
shortfall of the Western Region ranged from 7726 MW to 10104 MW. Capacity
shortage during this period was of the order of 20.04 % to 25.61 % and energy
shortage was in the range of 15.00 % to 18.14 %. The details of frequency profile
during the above period at Annexure-8.1 (a) and the details relating to registered
demand /unrestricted demand, energy availability and energy requirement during the
above period at Annexure-8.1 (b) were noted by the Committee.
He said that overdrawl by NR utilities from the interconnected grid at low frequency
had been continuously remaining substantially large since October 2007. WR utilities
as a result could not avail their due share of scheduled power as they had to resort
to large quantum of load shedding towards their commitment to maintain grid
discipline. In pursuance of the suggestion given by the Committee in 5th WRPC
meeting held on 6th October 2007, Chairman WRPC/CSEB had requested
Chairman, CEA to take joint meeting with the NR and WR constituents to address
the problem as no improvement in the above situation had taken place despite the
attention drawn by him of the NR constituents in 6th meeting of NRPC held on
25th October 2007 to this issue.
Upon above request, Chairman, CEA had taken a meeting of NR and WR
constituents on 4th December 2007 at New Delhi, wherein the issue of prevailing low
frequency scenario was discussed. To help improve the power supply situation in NR
& WR, NTPC were requested to pursue immediate procurement of RLNG with the
gas companies to fully utilise the capacity of gas based power stations of NTPC. In

the meantime, to ensure utilisation of about 800 MW liquid fuel capacity at NTPC
stations in NR and WR, WRLDC/NRLDC were authorized to schedule the un-
requisitioned liquid power to the overdrawing utilities, which were identified for the
purpose. Member Secretary, WRPC said that it has been observed that the capacity
at Kawas continued to remain unutilized till 26.12.2007. He further said that since the
first week of January 2008, due to reduction in supply of Naphtha fuel, the Declared
Capacity at Kawas GPS of NTPC had even dropped to around 100 MW.
Chairperson, GUVNL stated that persistent overdrawl by NR is causing continuous
low frequency operation which is posing serious danger to the security of entire
interconnected N-E-W grid. Even as heavy load shedding is being resorted to, by the
disciplined WR utilities to maintain the grid frequency, they are in turn getting
penalized in not getting their due share of power. Avoidable AUFLS relay operations
are taking place in WR further causing unplanned interruption to consumers' loads
for no fault of theirs inviting resentment and public-unrest.
Member Secretary, WRPC stated that GETCO vide letter dated 8.1.2008 had
intimated that UTs of DD and DNH continue to overdraw even at frequency below
49.0 Hz and no load relief is coming from them. Under these conditions Gujarat
State is compelled to take load shedding even under the condition of no overdrawl
by them. It has been requested by GETCO that appropriate action may be taken by
the above UTs to restrict continuous overdrawl by them at frequency below 49.0 Hz.
He said that the matter was discussed in TCC meeting on 10.1.2008. TCC has
suggested the UTs not to rely on overdrawl through UI but to make arrangements to
purchase power from other/outside sources to avoid overdrawl by them.
Representative of UTs agreed to initiate necessary action accordingly.
WRP Committee noted the same.
Managing Director, MSETCL stated that in the current Rabi season, the peak
shortage in Maharashtra has gone up to 5000 MW. Even with the generation
available at Dabhol plant of RGPPL, the major city areas like Pune, Bhandup and
Vashi are facing load shedding for 4 hours to 7 hours. The Maharashtra system is
not getting its due share and its underdrawl from the grid is between 700 MW to
800 MW. Frequent operation of rarely-supposed-to-operate AUFLS grid-security

mechanism has not brought any improvement in the situation. Consumers are not
able to understand as to what is happening, as the utilities of neighboring regions are
not able to contain their persistent overdrawls from the interconnected N-E-W grid.
GM, WRLDC said that the surplus power of Kawas GPS was not requisitioned by the
NRLDC till 26.12.2007 despite the joint decision taken by both the regions. The
overdrawl of power from the interconnected grid resulted the system frequency
frequently crossing over the first insecurity level of 48.8 Hz. The system frequency
went further low to 48.64 Hz on 28.12.2007. The defense mechanisms under AUFLS
had not been able to provide sustained and sufficient relief in load. The relief from
AUFLS at 48.8 Hz was too less compared to the overdrawl quanta thereby failing to
bring in any immediate improvement of system frequency. It appeared that AUFLS
relays were intentionally taken out of service by the utilities or the connected feeders
were not able to provide any appreciable relief in load.
Chairman, CEA said that nevertheless States in Northern Region are also facing
very heavy shortages. In many States, the power cuts prevail for 10-12 hours. He
said that as per the decision taken in joint meeting with NR and WR on 4.12.2007,
the overdrawing NR States were followed up to take surplus NTPC power upon
which schedule was being given by them but NTPC stations could not sustain on
Naphtha power for long. He intimated that power availability situation is likely to
improve in mid-January 2008 in Southern Region on account of Sankranti festivity
period. The surplus power in SR could be utilised by NR & WR utilities during that
period. Regarding fuel availability at NTPC's gas based generating stations; he said
that in the joint meeting of 4.12.2007, NTPC were requested to arrange
RLNG/Naphtha for its gas-based power stations in WR so that full capacity is
available for use. He enquired NTPC about the progress achieved in this regard.
Director (Commercial), NTPC said that while long-term arrangement of RLNG is tied
up which is expected to materialize soon, RLNG supply of full cargo by Petronet is
expected to commence by 25th January 2008. The supply is expected to increase
with the augmentation of the Petronet LNG terminal. He further stated that the
Naphtha fuel requirement for Kawas GPS at present is possible only through
physical transportation, which is not adequate to ensure full Capacity availability on

daily basis. Also Naphtha storage capacity at Kawas can last only up to 3-4 days,
whereas the Naphtha suppliers require procurement commitment for at least one-
month period. The utilities of WR viz. MP, DD & DNH, TPC (through MSETCL for
Mumbai) were requested to intimate their monthly commitment to avail Naphtha
power to NTPC so as to enable it to take action this regard. Director (Commercial),
NTPC further stated that as PMT gas availability is on allocation basis, the supply
being received is less than the requirements. It would be worthwhile in case the
authorities make an additional allocation to NTPC till long-term arrangement for
RLNG gets materialized. Chairman, CEA said that NTPC might formally intimate the
requirement to CEA, so that appropriate authorities are requested to help in facing
the shortage situation. NTPC agreed to do the needful.
The Committee further discussed the issue of overdrawl by NR utilities at frequency
below 49.0 Hz and emphasized the need for taking adequate and effective load
regulatory measures immediately by the overdrawing utilities and ensure operation
of AUFLS relays so that overdrawl by them is restricted and WR utilities are able to
draw their due share of power as per the schedule. The WRP Committee also noted
the revision in UI rates upwards with maximum rate of Rs 10.00 per unit vide
Hon’ble CERC order dated 28.12.2007, which has been implemented w.e.f.
7.1.2008. The Committee recalled that proposal for revision of UI rates was also
discussed in 3rd WRPC meeting held on 28.2.2007 wherein it was expressed that as
has been observed in the past raising UI rate was not likely to bring improvement in
grid discipline and had suggested introduction of penal rate. The penalty amount
payable by the overdrawing utilities could be computed for each 15-minute time-
block for each quantum of 0-50 MW (or part thereof) of overdrawl from the grid.
Chairman, CEA said that in case of consensus opinion the suggestion could be
brought to the notice of Hon'ble Commission for favourable consideration.
After deliberations, the WRP Committee was of the view that a second joint meeting
of WR and NR may be taken by Chairman, CEA to address the issue of low
frequency operation in the current Rabi/Winter season and review the position on the
extent up to which the decisions taken in the first joint meeting of 4.12.2007 were
implemented and problems encountered in implementing these decisions. In the
proposed meeting a consensus opinion may also be evolved for recommending

suitable deterrents to restrict overdrawls by the utilities at low frequency, which is
endangering the grid security. Chairman, CEA agreed and intimated that the joint
meeting will be arranged early.
8.2 Voltage Profile The WRP Committee noted the month-wise detail of voltages at important 400 kV
substations during the month of October 2007 to December 2007 is at Annexure-8.2.
During this period, low voltages were recorded at 400 kV Gwalior, Jetpur and Indore
substations ranging between 369 kV, 354-360 kV and 356-378 kV respectively. The
high voltages were recorded at Bina and Dhule ranging between 429-436 kV and
435-440 kV respectively.
It was noted that the low voltage was encountered at Indore for short periods in
October 2007 when 400 kV lines in the vicinity were taken out for shut down to
attend maintenance work and due to forced outage of 100 MVAR capacitor bank at
Indore. The voltage profile at Indore had improved after the capacitor bank was
taken into service and 400 kV Bina-Nagda d/c line commissioned in October 2007
end. The voltage at 400 kV Gwalior substation had improved from October 2007
onwards with loading on 400 kV Agra-Gwalior remaining within the permissible
range. The low voltage profile around Jetpur had also improved, with maximization of
generation availability and appropriate load regulatory measures taken in the vicinity.
The Committee noted other actions taken to ensure smooth voltage profile in the grid
as per the following:
i) Two 50 MVAR reactors, one each on both the circuits of 400 kV Indore-
Asoj line were removed at Indore end.
ii) Two 50 MVAR line reactors one each on 400 kV Bhusawal-Koradi ckt I
and 400 kV Parli-Lonikand ckt I at Bhusawal and Parli ends were removed
respectively.
iii) RBPH machines at SSP were operated in synchronous condenser mode
upon advise by WRLDC in the real-time as per the methodology approved
in 5th WRPC meeting.

The Committee further noted that as reported by the utilities or agreed to in the
earlier WRPC meetings, following actions were initiated to control high voltages
during the low load periods:
i) The installation by PGCIL of 63 MVAr reactor at 400 kV Damoh sub-
station is expected to take place in March 2008 whereas the installation
and commissioning of 125 MVAr bus reactors each at 400 kV Khandwa
and Dehgam sub-stations is expected to complete by June/July 2008.
ii) Shunt Controllable reactor at 400 kV Padghe s/s in Maharashtra is likely to
be commissioned by MSETCL in October 2008.
iii) The installation of 125 MVAr bus reactor each at Dhule, Indore, Kasor sub-
stations by MSETCL, MPPTCL and GETCO and 80 MVAr bus reactor
each at Karad and Nardipur substations by MSETCL and GETCO as was
agreed and later noted in the 4th WRPC meeting is to be taken up by the
concerned agencies on priority. During 5th WRPC meeting MSETCL had
intimated that orders for 2x50 MVAR line reactors at Dhule end for 400 kV
SSP-Dhule D/c line were placed. They are expected to be commissioned
in early 2008.
PGCIL, MSETCL, MPPTCL and GETCO were requested to ensure timely commissioning of these reactors, as it would help in smoothening of high voltage profile in Western regional grid. ITEM No.9 : REVISION OF SETTINGS OF THE df/dt UFLS RELAYS IN THE WR Member Secretary, WRPC stated that the settings of UFRs and df/dt UFLS relays
were upgraded after interconnection of the NR, ER/NER and WR grids in August
2006. However, the settings of df/dt relays are dependent upon the dynamic behaviour
of the interconnected grid upon sudden loss of large quantum of generation/load in a
particular area. A detailed study based on the experience of interconnected operation
and analytical data was therefore required to be done to adjudge the rate of change of
system frequency at important locations prone to initiating an uneventual major grid
disturbance for deciding most appropriate settings of the df/dt relays. Since in the
interconnected grid, disturbance in a particular region may affect all other regions, a

joint meeting was held between RPCs and RLDCs of NR, WR and ER on 27.11.2007
at Kolkata to discuss the df/dt settings. He said that after deliberations in that meeting
the following settings of df/dt relays were recommended: -
Stage-I - df/dt to protect the combined NEW grid from loss of generation of a large
power station.
Stage-II - df/dt to protect the split grid from loss of generation of a large power station.

In order to upgrade these settings to the settings decided in the Joint meeting, the cut-
off frequencies for df/dt relays in Stage-I and Stage-II are required to be raised to 49.9
Hz from 48.8 Hz and 49.0 Hz respectively.

The subject was discussed in the 382nd OCCM of WRPC held on 12.12.2007. The
members of the sub-Committee had opined that the rate of drop of frequency of 0.1
Hz/s is likely to take place in case of sudden large disturbance of loss of generation of
the order of 2000 MW when the N-E-W grid is interconnected. Under such
circumstances an instantaneous load shedding of 2000 MW at 49.9 Hz with df/dt
relays might result in rise in system frequency of the interconnected grid to unsafe
levels. Therefore, it would be appropriate if the recommended initiating levels of
operating system frequency of 49.9 Hz for df/dt relays for Stage-I and Stage-II are
instead set at 49.5 Hz.
In view of above and after deliberations the OC sub-Committee of WRPC
recommended that the initiating levels for load shedding at 0.1 Hz/s and 0.2 Hz/ s for
Stage-I & Stage-II by the df/dt relays may be set at 49.5 Hz instead of at 49.9 Hz, with
the existing levels of load relief at each stage.
Member Secretary stated that the above issue was discussed in the TCC meeting on
10.1.2008, wherein WRLDC was of the opinion that under contingency situations
encountered in interconnected grid the existing settings as above have worked as per
the expectations. In view of the same, WRLDC suggested that the initiating level as per
the existing settings of df/dt relays in WR should continue.
WRP Committee noted and advised WRLDC to discuss the matter with NRLDC and ERLDC and come out with the jointly agreed df/dt settings for final view and the implementation of the revised settings, thereafter. ITEM No.10: ANTICIPATED POWER SUPPLY POSITION FOR THE PERIOD
JANUARY 2008 TO MARCH 2008 The anticipated power supply position in the region for the period from January 2008
to March 2008 is furnished at Annexure-10.1. The WRP Committee noted the same
and observed that the regional demand is likely to remain high during this period. As
the regional grid would continue to face high shortfall during the above period, the
Committee agreed that all the concerned utilities shall have to ensure that system

frequency, voltage profile and transmission system loadings are maintained within
the permissible limits in the interest of security of the interconnected grid. All the
utilities were, therefore requested to take advance action to arrange maximum power
availability to overcome overdrawals at low frequency. All generating utilities may
ensure that the entire generating capacity is fully available. Also no capacity should
be left unrequisitioned from all ISGS stations. As discussed above, NTPC should
ensure availability of adequate quantity of Gas/LNG to enable full utilization of their
gas-based plants.
To meet any contingent conditions, all the concerned utilities of the region would strictly comply with the security measures and would ensure that the existing UFR and df/dt relays under the AUFLS scheme are operative and the load relief is obtainable as per the recommended quantum.
WRP Committee noted that the voltages profile of the grid may tend to drop below
lower permissible-levels. All concerned utilities shall, therefore, have to be ensure
that all HT capacitor banks at EHV sub-stations in the region would be in service.
SSP may follow real-time operational instructions by SLDCs /RLDC by operating
RBPH machine(s) in synchronous condenser mode for providing adequate reactive
power support and all thermal generating units in the vicinity of lower voltage profile
shall require to maximize generation of reactive power within their capability limits so
as to help in controlling low voltage in the grid.

MPPTCL intimated that they had recently made payment of Rs. 60 Crs. and balance
payment will be made before 31st Jan. 08. DNH stated that they would make the
payment by end Feb. 08. GUVNL requested that all payments due to them towards
UI charges may be made before 31st March 2008.
11.2 Chairman, GUVNL expressed concern about huge outstanding dues of UI
charges receivable by WR from Northern Region. CSEB pointed out that in TCC
meeting held on 10th Jan. 08, Member Secretary, NRPC intimated that about
Rs. 800 Crores from UP and Rs. 500 Crores from J&K are out standing towards UI
charges. MD, MSEDCL opined that some recovery mechanism has to be in place
for recovery of UI charges similar to that existing for recovery of NTPC dues. The
WRP Committee after detailed deliberations resolved the following:
“The non-payment of UI charges by some utilities is adversely
affecting other utilities who have to receive UI charges. As per
CERC regulations and Indian Electricity Grid Code, payment of UI

charges has a high priority and the constituents are required to
make payment within 10 days of the issue of weekly UI bill. The non
payment of UI charges amounts to indiscipline and excess drawal
of power from the grid without paying for the same causes
hardship to those constituents who are disciplined and helping the
grid for its safe and smooth operation. The constituents of Western
Region strongly felt a need to have a mechanism for recovery of
outstanding dues on account of UI charges. The one option could
be similar to the recovery mechanism for outstanding dues of
Central Sector generating Stations from the beneficiaries in case of
frequent default through deduction from their Central Plan
Allocations. A proven mechanism for timely recovery of
outstanding on account of UI charges will help in maintaining grid
discipline and safe operation of the Regional Grids. This will also
discourage the defaulting State utilities from defaulting in future
payment and regulating their overdrawal from grid’’
The Committee unanimously adopted the above resolution and requested Chairman, WRPC to take up the matter with Ministry of Power.
(Action WRPC) ITEM No.12: TESTING OF SPECIAL ENERGY METERS
12.1 Member Secretary, WRPC stated that Central Electricity Authority under the
provisions of Electricity Act 2003 has notified regulation called “Central Electricity
Authority (installation & operation of meters) regulation, 2006 which came into force
on the date of their publication in the gazette of India i.e. w.e.f. 17th March 2006. In
the above context CSEB vide letter No.CSEB/MIC/322 dated 29.10.2007 pointed out
that the interface meters are to be tested and calibrated at least once in five years.
Further, section 2 (p) of the aforesaid regulations defines “Meter” as a device
suitable for measuring, indicating and recording consumption of electricity or any
other quantity related with electrical system and shall include, wherever applicable,

other equipment such as Current Transformer (CT), Voltage transformer (VT) or
Capacitor Voltage Transformer (CVT) necessary for such purpose. As such, it is
imperative that testing of SEMs should include testing of associated CTs & VT /
CVTs also. Earlier WRE Board in its 125th Meeting held on 7th October 2004 gave
their approval for reimbursement of expenditure to PGCIL on account of calibration &
testing of Special Energy Meters on actual basis.
12.2 He further stated that the above matter was discussed in the 48th meeting of
Commercial Committee held on 13th December 2007 wherein PGCIL were requested
to intimate programme of testing of SEMs and their preparedness for testing of
associated CT/VT/CVTs etc. In the Commercial Committee Meeting Addl. GM
(Comml.), WRTS, PGCIL had intimated that in the Western Region, testing of
Special Energy Meters was carried out in the year 2004 and next round of testing will
be due in the year 2009. PGCIL pointed out that testing of CTs, VTs and CVTs
requires its disconnection and shutdown on the lines. Regular checking of CT, PT
and CVT etc. in their premises are being carried out by PGCIL and hoped that
constituents would also be carrying out routine maintenance of their equipment. So
far as testing of meters along with CT, PT, and CVT etc. in the premises of other
utilities is concerned, it involves close coordination with them. Also testing of CTs,
PTs and CVTs is time consuming process and requires shutdown of lines. PGCIL
intimated that they are exploring the possibility of arranging mobile laboratory for
testing of CTs, PTs, CVTs etc. As the testing of SEMs is due in the year 2009,
PGCIL will get geared up in this regard. PGCIL was accordingly requested to make a
detailed programme for testing of SEMs along with associated CTs, PTs and CVTs.
PGCIL was also requested to explore the possibility of planning the above
programme considering the requirement of all the regions as a whole as testing &
calibration cost may come down if the quantity of meters to be tested is large.
12.3 In this connection, during the WRPC meeting, PGCIL representative stated that as per Central Electricity Authority (Installation & Operation of meters) Regulation, 2006, testing of interface meters do not include testing of associated CTs, PTs and CVTs. As such, he opined that testing of associated CTs, PTs & CVTs is not required to be carried out along with the SEMs. However, the beneficiary states did not agree with their views. Chairman, CEA

said that IS specification on testing of meters will give the clear idea and the meter required to be tested accordingly. Member Secretary, NRPC informed that in Northern Region, PGCIL has agreed to carry out testing of associated CTs, PTs and CVTs along with SEMs.
The matter was discussed and Chairman, WRPC/CSEB stated that whatever the testing philosophy is followed by PGCIL in Northern region for testing of meters, in the context of Central Electricity Authority (Installation & Operation of meters) Regulation, 2006, the same should be implemented in Western Region as well.

ITEM No.16: ANY OTHER ITEM WITH PERMISSION OF CHAIR 16.1 Passing of benefit to WR beneficiaries by NTPC due to charging on
inflated capital base during the period 2001-2004 16.1.1 CERC in various tariff orders for the year 2004-2009 on the petition filed by
NTPC for Gandhar GPS, Vindhyachal STPS Stage-I, Vindhyachal STPS Stage-II,
Farakka STPS and Kahalgaon STPS have observed that, “the petitioner had been
charging tariff on inflated capital base till 31.03.2004. In these cases, the past period
calculation to assess impact on tariff have not been re-opened and are to be
mutually settled between the petitioner and the beneficiaries. In case of the dispute
any of the party may approach the Commission for appropriate relief”. As such the
benefit of charging on inflated capital base during the period 2001-2004 has to be
passed on to the beneficiaries.

16.1.2 Member Secretary, WRPC stated that the WRP Committee discussed the
above issue in its 4th meeting and suggested NTPC to reconcile the figures jointly
with all the concerned beneficiaries. It was also agreed that beneficiaries would work
out the amount based on data available with them and similarly NTPC would also
independently work out the amount payable. The process of working out the figures
may be completed within 15 days’ time and the results made available with NTPC.
The joint meeting between NTPC and the beneficiaries may be held within one
month’s time wherein the final payable amount may be jointly agreed to.
16.1.3 In the TCC meeting held on 10th Jan. 08 GUVNL stated that since the details
of asset-wise decapitalisation are not available with them and other beneficiaries of
WR, NTPC may work out the details. NTPC said that they are also unable to do this.
16.1.4 During the WRPC meeting, Chairman, GUVNL opined that since the matter
could not be resolved among beneficiaries and NTPC, beneficiaries might file a
petition in CERC for appropriate relief.
Director (Comml.) stated that they are not contradicting what WR beneficiaries are
saying regarding passing of benefit on account of impact of inflated capital base for
the period 2001-04. However, NTPC in the similar matter have filled an appeal
against CERC order for the period 2004-09 and what so ever ruling will come, NTPC
shall abide by that. As this will take some time, he requested the constituents to wait
for some time.
16.2 Implementation of revised UI charges w.e.f. 7th Jan 2008 as per CERC
order
16.2.1 Member Secretary, WRPC stated that CERC (Terms and Condition of Tariff)
(Fourth Amendment) Regulations, 2007 issued vide notification dated 28th Dec. 2007
have revised Unscheduled Interchange (UI) Charges w.e.f. 00.00 hrs of
7th January, 2008. As per the above Regulation the UI charges in case of generating
stations with coal or lignite firing and stations burning only APM gas, has to be
capped at 406 paise when actual generation exceeds the scheduled generation.
16.2.2 In the above context GUVNL vide letter dated 8th January, 2008 requested
for exclusion of UI charges receivable by coal, lignite based thermal power

generations and stations using APM gas when actual generation exceeds the
scheduled generation for arriving at the adjusted UI through averaging of payable /
receivable, as otherwise the very purpose of restricting UI for such stations @ 406
paise per unit will get defeated.
16.2.3 Member Secretary, WRPC stated that the TCC discussed the above matter
during its meeting held on 10th January 2008. So far as Western Region is
concerned the capping of UI will be applicable to coal based thermal stations of
NTPC i.e. Korba, Vindhyachal and Sipat STPS at present. The TCC recommended
that UI charges receivable by Korba STPS, Vindhyachal STPS and Sipat STPS
should also be frozen and should not be considered in the matrix of adjustment of
the receivable and other minor working details etc. may be discussed in the
Commercial Committee Meeting.
16.2.4 NTPC stated that they do not agree for the freezing and let Commercial
Committee address the issue first. Member Secretary, WRPC stated that the UI bill
for the week January 7-13, with the revised UI rates has to be issued shortly and as
such some guidelines need to be agreed to. The WRP Committee discussed the
matter and it was agreed that for the time being the UI bills may be prepared as per
the recommendation of the TCC i.e. UI charges receivable by Korba STPS,
Vindhyachal STPS and Sipat STPS should be frozen and should not be considered
in the matrix of adjustment of the receivable / payable. However, a meeting of
Commercial Group might be convened at the earliest to look into the working details.
16.3 National HVDC Project 16.3.1 Member Secretary, WRPC stated that as intimated in the 5th WRPC
meeting, in view of the difficulties in the revival of Lower Sileru-Barsoor National
HVDC project, CEA had proposed to relocate the two HVDC terminals of this project
to form a back-to-back link at Kolhapur on the 220 kV Kolhapur-Belgaum line. It
was proposed that the cost of relocation would be borne by BHEL and PGCIL and
O&M of the back-to-back link would be with PGCIL. Constituents of Western and
Southern regions would have to pay O&M charges to the PGCIL for this HVDC
station and the constituent who draws power over this link would have to pay

wheeling charges to Maharashtra, Karnataka and PGCIL. The WRP Committee
discussed the matter and observed as under:
i) O&M charges (excluding any wheeling charges) of HVDC back-to-back
link at Kolhapur may be shared by WR & SR regions on 50:50 basis.
ii) Only WR and SR transmission charges would be payable by the
importing utility and no wheeling charges will be payable to Karnataka
and Maharashtra.
The above decision of WRPC was communicated to CEA. In this connection,
Member (PS), CEA, has communicated that in line with the practice being adopted in
other cases, wheeling charges should be paid by constituents of Western and
Southern regions other than Maharashtra and Karnataka respectively for power
imports on the 220 kV Kolhapur-Belgaum line, in addition to O&M charges as per
CERC norms for HVDC link to PGCIL. He has requested WRPC to reconsider the
issue.
Member Secretary further intimated that subsequent to last WRPC meeting, CSEB
intimated that since the original link was between Chhattisgarh and Andhra Pradesh,
their consent for shifting the HVDC link is essential. In this connection, Chairman,
CSEB/WRPC took a meeting on 16.11.07 with CEA, APTRANSCO, Power Grid and
BHEL, wherein, the following decisions have been taken :
i) APTRANSCO and CSEB agreed and consented for shifting of NHVDC
link from Barsoor-Lower Sileru to Kolhapur-Belgaum as proposed by
CEA.
ii) The expenditure incurred would be shared by M/s BHEL.
iii) No compensation to APTRANSCO or CSEB would be payable for their
contribution, as contributions were towards R&D funding.
Chairman, GUVNL raised the query about the viability of operation of Kolahapur-
Belgum line with the relocation of two HVDC terminals of Lower Sileru – Barsoor
line. General Manager (Comml.), GUVNL stated that as stressed during last WRPC
meeting if, the importing utility is required to pay transmission charges to both
Karnataka & Maharashtra in addition to WR and SR transmission charges, it will not

be financially viable. The operation of the line is viable provided it is treated as inter-
regional link.
16.3.3 The WRP Committee after discussion, reiterated the views expressed in the
last meetings viz (i) O & M charges (excluding wheeling charges) of HVDC back to
back Kolhapur-Belgaum link shall be shared by WR & SR on 50:50 basis and (ii)
only WR & SR transmission charges would be payable by the importing utility and no
wheeling charges will be payable to Karnataka & Maharashtra. The WRP Committee further observed that CEA proposal for shifting of HVDC terminals to Kolhapur could be agreed to provided Kolhapur-Belgam line is treated as inter-regional link. 16.4 Presentation on Pumped Storage Scheme in WR by THDC
Director (Technical), Tehri Hydro Development Corporation Ltd. intimated that THDC
and Nuclear Power Corporation of India Ltd. have signed MoU for joint development
of Hydro Power Projects including Pumped Storage Schemes (PSSs) in India and
abroad. He further stated that the Hon’ble Minister of Power had drawn attention to
the peaking shortages in Maharashtra and had requested the Joint venture to take
up PSSs in the Western Region. He stated that in the Western Region, the potential
of PSSs is about 38,000 MW out of which it is 27,000 MW is in Maharashtra alone.
Presently, Malshej Ghat PSS (600 MW) in Shahpur Taluka & Humbarli PSS (400
MW) at upstream of Koyna have been identified for implementation. The Detailed
Project Reports of the above two schemes which is to be reviewed and updated is in
the process of discussion with the Govt. of Maharashtra. During the presentation
THDC indicated the various alternatives available for supply of power to PSSs, its
cost economics etc. and made a detail presentation to WRP Committee. THDC
further stated that the state of Maharashtra has the first right to supply the off-peak
power and get back the peak power from the above PSSs. However, other
constituents may also express their willingness in this respect.
Chairperson, CEA said that the Western Region should plan at least 1,000 MW of
Pumped Storage Schemes in the Western Region considering the addition of about
50,000 MW thermal capacities by the year 2011-12. In this context, Chairman,

WRPC / CSEB requested THDC to work out the project cost, its implications etc. and
write to each states of WR individually and discuss the scheme with them for further
needful. The copy of the presentation made of THDC is enclosed at Annexure-16.
16.5 Evacuation of power by new IPPS
Principal Secretary (Energy), Govt. of Chhattisgarh said that number of generating
plants belonging to IPPs are coming up in the state of Chhattisgarh and the matter
regarding evauation of power from these IPPs need to be addressed.
In this context, Chairperson, CEA stated that the concerned IPPs have to apply for
open access and whenever any IPP approaches CEA, they are being guided
accordingly. He further stated that CEA can prepare a master plan for evacuation of
power from these IPPs and transmission system could gradually be developed in
phase manner by PGCIL as and when new projects comes. He added that in case of
River Basin Projects, CEA has adopted the above philosophy.
Chairman, WRPC/CSEB stated that CEA is shortly calling a meeting of IPPs and this
matter may be discussed in that meeting.
16.6 Monitoring of on going generation schemes
Chairman, GUVNL stated that last year Secretary (Power) took a meeting on
monitoring of the status of construction of generating stations and issues related to
BHEL. As the problem with BHEL continue, she requested Chairperson, CEA to
intervene in the matter.
In this context Chairperson, CEA informed that all BHEL on going projects are
closely monitored by Prime Minister’s Office. Also, Finance Minister is regularly
taking meetings in this matter. Month wise COD programme drawn up by CEA is
brought to the notice of Finance Minister and the Prime Minister. CEA is also taking
up the meeting with BHEL directly. One of the reasons for delays in BHEL projects is
absence of price variation clause in their sub-contracts. He informed that BHEL have
been told at the level of Finance Minister to take corrective actions.

16.7 Guidelines for requirement of land, water for new projects
Principal Secretary (Energy), Govt. of Chhattisgarh enquired about the guidelines, if
any, framed by CEA regarding the requirement of land, water for construction of new
projects. In this context Chairperson, CEA said that the Authority has recently
finalized the guidelines for land requirement for Thermal Power Stations after
examining some international practices and consultation with some State utilities,
BHEL, NTPC, Consultants etc. CEA report containing guide lines for land
requirement for different capacity of thermal power plants is ready and will be
circulated to all the concerned shortly.
ITEM No.17: DATE AND VENUE OF NEXT WRPC MEETING
It was decided that the next (7th) meeting of WRP Committee shall be held in third
week of March 2008. PGCIL agreed to host the same.

provide a balancing load to the base load Thermal and Nuclear Power Stations including Wind Energy Generating Stations.
• The PSS is essentially a conversion facility, a banking transaction.
• THDC & NPCIL JV would be creating this conversion facility and the Users would be required to provide off peak power and receive back the power during peak hours after adjusting the losses etc. and paying the conversion charges.

• Considering the cost of input energy (for pumping operation) as Rs. 2.00 per unit, conversion charges as Rs. 2.40 per unit of the output energy and conversion losses @ 20% the output power would be costing approximately Rs. 4.90 per unit which is still cheaper than the full UI rate of Rs. 10.00 per unit and is at par with UI rate at frequency of 49.54 Hz.
• It may be seen that for considerable period of time, the frequency remained below 49.36 Hz in Western Region, thereby implying that the above parameters considered for conversion are quite economical for operation of PSP in Western Region.

It is worth mentioning here that despite the similar conditions of shortage of off-peak power in Northern Region, THDC has signed PPAswith Delhi, Rajasthan, Uttarakhand and Haryana for supply of power to 1000MW Tehri PSP for pumping and getting back the corresponding peak power after adjusting the conversion losses. The Tehri PSP is under implementation and is scheduled to be commissioned in the current five year Plan.
