The Victorian Government is proposing a large-scale, strategically focussed Western Road Upgrades program to transform Melbourne’s outer suburban arterial road network and address the infrastructure gap generated by rapid land use change. The program is sometimes known as the Western Road Upgrades Program or The Project.
Western Road Upgrades Program scope will include:
- Development Phase Works:
• Arterial road upgrades: design, financing and construction of eight arterial road upgrades in Melbourne’s western suburbs.
• Initial rehabilitation works: delivery and financing of rehabilitation works within a maintenance area encompassing approximately 800 lane km of arterial roads (the Project Maintenance Area).
- Maintenance: delivery of maintenance (routine and periodic) and rehabilitation of arterial roads, structures and road side assets in the Project Maintenance Area, including incident response, with maintenance obligations commencing during the Development Phase. Duration of the Maintenance Phase is 20 years following completion of the Development Phase.

improve the reliability and performance of arterial roads and reduce vehicle operating costs through enhanced
maintenance outcomes;
promote investment and employment creation by improving the access to key economic centres and employment
clusters;
contribute to the creation of a safe and accessible road network that supports the health and wellbeing of all users and the
liveability of communities; and
seek a value for money solution for road users through innovative design, optimum risk allocation between the Project
parties and a whole of life approach to the design and maintenance of the arterial road network in scope.

The winning bidder will be responsible for the design and construction of the upgrades on eight arterial roads:
1. Dunnings Rd & Palmers Rd to Overton Rd
2. Palmers Rd from Overton Rd to Western Freeway
3. Derrimut Rd from Sayers Rd to Dohertys Rd
4. Leakes Rd from Fitzgerald Rd to Derrimut Rd
5. Dohertys Rd from Fitzgerald Rd to Grieve Parade
6. Dohertys Rd from Foundation Rd to Palmers Rd
7. Forsyth Rd from Old Geelong Rd to Princes Freeway
8. Duncans Rd Interchange
The winning bidder will be responsible for the duplication of these roads and upgrade of existing pavements and structures.
Key element of the works will involve staging of all works to reduce disruption.
PROJECT OVERVIEW – INITIAL REHAB WORKS

Initial rehabilitation works on pavements and structures is required to meet the Project requirements. This is expected to include major resurfacing, regulation and/or rehabilitation of the pavements.
The diagram indicates the Western Road Upgrades network and the current pavement condition of roads within the Project Maintenance Area. Different levels of rehabilitation will be required to bring the entire network up to a consistent level of service.
Rehabilitation/strengthening works on nominated, or otherwise identified, structures is also to be completed during the Initial Maintenance Phase.
- For example, bridges and pedestrian overpasses at Dynon Road, Geelong Road, Princes Highway and Lewis Street that are expected to require rehabilitation works.
- It is expected that this work will include bearing replacement and replacement of expansion joints.
Rehabilitation Work to be undertaken concurrently with the arterial road network upgrade works.
PROJECT OVERVIEW – MAINTENANCE

The maintenance services for the pavements, structures, drainage and roadside assets within the Project Maintenance Area (approx. 800 lane km of arterial roads) include:
- routine maintenance (including inspections, incident response and reinstatement);
- periodic maintenance;
- rehabilitation; and
- the development and maintenance of asset management systems.
VicRoads will continue to be the Operator of the network and interface with customers through the existing Traffic Management Centre.
PROJECT SCOPE AND PROCUREMENT

The Western Road Upgrades Program is being procured as an availability based PPP with the Victorian Government with a term of 20 years commencing from the completion of the Development Phase.
This RFP is in relation to the “Western Package”
- First road upgrade package that the Government has committed to funding and delivering under a PPP model. As such it is tendered on a stand-alone basis.
- Scope, procurement approach and timing of other road packages will be advised by the Government.
- Likely two other similar road packages to be procured consecutively (TBC).
The scope of the Project specifically excludes:
- Delivery of maintenance and rehabilitation of traffic signals, street lighting, and intelligent transport systems in the Project Maintenance Area.
- Operational responsibility and control of the Project Maintenance Area (which will remain with VicRoads).

The 27km LBJ Express managed lanes
project features some of the most
innovative congestion-management
solutions in the US. A tollway within a
freeway, users are provided the choice of

dynamic pricing based on traffic, the toll
lanes allow for the movement of traffic at
more consistent and reliable speeds.

The Sheffield Streets Ahead Project is designed to upgrade and maintain the entire
infrastructure including the city’s roads, pavements, street lighting, bridges and street

treatment of over 1890km of carriageways and 3290km footways , Street lighting LED
upgrades, strengthening and refurbishment of over 40 structures, drainage
