From the President’s DeskFall is in the air. Cool nights, perfect for sleeping, are

upon us. The crazy heat waves of the summer are gone. The 2 week period of plus 90 degree weather really did a real number on our Lake level, but with the cooler temperatures, the pumps are slowly adding water back in. The heavy rains from last January recharged our aquifers, so they are able to produce the needed water flow more consistently. We are down only 10 inches compared to the -20 inches we were at in October of last year.

Your Board has been very busy these past few months. We have updated both the Island Rules and Regulations and the Architectural Rules and have incorporated your comments into them. Final copies will be mailed shortly.

We are undertaking a major landscape initiative this year. It will likely be implemented in three phases. The first phase, improving landscape maintenance, is already underway. We have added an additional eight hours of maintenance crew time per week to our contract and have also increased the irrigation times during the hot summer months. The resulting improvements are quite noticeable. The grass areas are greener, the fingers are more manicured, and in general the Island looks better.

Phase Two and Three are more ambitious. The common area landscaping is nearly 50 years old and needs major upgrading. Our grass areas have more varieties in them than I can count. Trees are overgrown, the sprinkler system is ancient, the soil is barely porous; well, you get the picture. To that end we are looking at revamping all of the common area landscaping. It will include new designs, drought tolerant plants, new grass areas, sprinklers and drip systems, and LED lighting. Plans and costs are still in process, but our thinking is Phase 2 would be the LaVenta Median and Phase 3 would encompass all 9 fingers.

By now the remodel of the Guard House should be complete. Like our landscaping, the Guard House is over 25 years old and has never been updated. When the wild winter rains were blowing in under the door and soaking the carpet, we decided it was time. Water resistant laminate tiles will replace the carpet. Doors, light fixtures and cabinets are being painted and upgraded. LED lighting will be added as well.

On a more somber note, the Island had its first vehicle involved pedestrian accident in September. I know most of you are tired of me droning on about keeping your speed down and not blowing thru the apparently invisible Stop Signs, so I won’t belabor the point. However, please be aware that the Board has taken a more aggressive stance on hazardous drivers and that the minimum fine for an offense is now $500.

With the holiday season around the corner (except at Costco when it started September 1st), the Island Holiday Light Committee has put together another exciting new design. The Annual Island Holiday Party is set for Thursday, December 14 at 6pm at the Yacht Club and is always a fun time to catch up with neighbors while enjoying complementary dinner and drinks. And don’t forget the annual Yacht Club Parade of Lights on Sunday, December 3.

MaintenanceBy Al Baker

Autumn is upon us, and it is a good time to inspect your home for those minor problems that can turn into bigger issues during the winter season. Making sure the roof is sound and all windows are caulked can save you a lot of grief when the winter rains begin.

In May, the Board made an inspection of the Island and determined that many homeowners are doing an outstanding job of maintaining their properties. A few relatively minor corrective needs were noted, and those homeowners were asked to remedy the problems. To date most of the corrections have been made, and reminders have been sent about the remaining issues. We appreciate the efforts of all homeowners in keeping the Island looking beautiful.

One area of maintenance that requires constant attention is the need to trim trees and shrubbery that interferes with unimpeded access to the sidewalk. We have lots of residents who like to walk the Island, and they should not have to avoid overgrown landscaping on their walk. Trees should be trimmed to at least ten feet above the sidewalk, and shrubs should not overhang the sidewalk.

Landscape maintenance is an area that has taken on more importance as water usage has become more critical.

In response, homeowners have demonstrated great creativity in keeping their landscaping attractive, including the use of artificial turf. The Board continues to review each application for artificial turf to ensure that a quality installation will be made. Although the Board neither endorses nor recommends the use of artificial turf, we have noticed that the quality of the materials being offered has greatly improved over the past few years. We require a minimum of an 80 weight turf, but prefer the 100 weight products for their superior look.

Rules to Boat by: 5 Tips to All Island Residents

1. The Lake Patrol is available to call for assistance at 818-889-5377. It’s a good idea to save this number in your phone so you always have it with you. The Patrol does not provide law enforcement or medical aid, but can physically assist. Help and mutual courtesy are primary under Lake Rules for the Patrol. If the Patrol requests that you return to your docking space, you are expected to comply.

2. Boating safety is important. Be sure to have a life preserver on board

for each passenger, and carry a cell phone for emergencies. Courtesy and camaraderie are also important, and the expected norm on the Lake.

3. Our Lake is a catch and release fishing Lake. The State of California

requires a fishing license for ages 16 and older; WLMA requires a fishing badge for all persons fishing regardless of age. The badge must be displayed and visible to the Lake Patrol. No live or food type bait is allowed, as well as no barbed hooks.

4. WLMA guards against invasive species (Quagga Mussels, etc.) and

the Lake Operations Manager, whose permission is required to take WLMA-registered boats away from the Lake, inspects ALL watercraft and equipment – both initially and on each return to the Lake regardless of having a current permit sticker. Your craft and equipment must be pre-dried out for inspection; mussels can survive for up to 10 days out of water. Remember, there is a $10,000 fine for anyone that introduces an invasive species into our Lake.

5. Beware of underwater rocks, buoys, and other hazards including in

the inlets. Like any body of water, you must keep your eyes on the course before you. Be especially vigilant at night and remember that all watercraft must display lit position lights after sundown. Kayaks are not permitted on the Lake after sunset. They can’t be seen.

Want to save some $$ on your Waste Management bill! Perhaps you don’t need a large blue trash can anymore – a smaller one would work. Maybe you converted your landscape to drought tolerant and no longer have a need for a large green can and a small one would suit your needs. Contact Waste Management for rates on smaller cans versus larger ones.

HELPFUL INFORMATION

Trash, Green & Recycling Cans – Please actively participate in sorting your waste responsibly and correctly. Green containers are for your garden cuttings. Recycling containers are for all items that have recycling symbols or have been designated as recyclable. Foam or plastic bubble packing materials are not recyclable and should be placed in the blue trash containers. Breaking down shipping boxes allows for more recyclables in your can. All other waste goes in the blue trash container.

Please help with the Friday morning collection of these cans by placing them at least two feet apart if you have the street space so the mechanical arms can safely pick them up. Residents are reminded that the Waste Management trucks begin their pick up at 7am Friday mornings so please park your cars in your garage or in your driveway so the trucks can drive down the street and reach the cans. The street sweeper also cleans the island streets on Friday morning. Your cooperation is appreciated.

Sprinklers – Fall is a good time to check your timers. Your timers should go on and off before 9:00am in the morning or after 5:00pm in the afternoon. Water costs have gone up so be a smart consumer by checking the timers on your sprinkler stations. If the water is running down the sidewalks and into the street gutters, you are watering too long. It’s time to adjust the timing and perhaps the direction of your sprinklers. Be Water Wise – you are paying for every drop! Water when you need to and for the duration your landscape requires. All changes in landscaping require review and approval by the Island Architectural Committee.

“Stickin’ to the Rules”

Maintaining your landscape is one thing, but it’s important to remember that your front and back yards should be maintained to adhere to the Architectural rules and guidelines.

It’s every homeowner’s responsibility to keep their landscape and hardscape in a “well kept” condition as stated in rule 5.14. Any violations that you inherited from a previous owner are not “grandfathered” in any way. If you purchased your home with landscape violations, you are responsible to make the corrections to meet the current guidelines.

Here are some examples of common landscape violations:

5.9a: Side lot bushes and hedges from the top of slope to the water are technically prohibited. But they are examined on a case by case basis.

5.13e: No walls, structures or shrubbery are allowed to be installed or planted within 9 feet from the back of the sidewalk. Shrubs bordering a driveway are not to exceed 36 inches high.

5.14a: Plants within 2 feet from the lake shoreline are not to exceed 10 inches in height.

5.14c: No palm trees are allowed on the lake side of a property. Some yards have palms that have grown wild. They must be removed.

Some quick tips…

There are many TREES on the Island that are not maintained properly. If trees are to last a long time, they require regular maintenance. This may include trimming, thinning, deep root fertilization and watering. Use a vendor that knows what they’re doing. Most of your regular gardeners don’t have the knowledge or experience.

Outdoor LOW VOLTAGE LIGHTING needs regular cleaning, re-lamping and occasional repositioning and support. There’s nothing worse than path lights that are leaning over or are totally blocked by overgrown plants.

If you have a xERISCAPE (drought tolerant) garden, remember that wood mulch needs to be supplemented or replaced regularly as it is an organic material, so it will decompose over time. Installing wood mulch is not a one-time process. To keep weeds to a minimum, install a weed cloth below the mulch. Mulch and rock scape may not exceed 50% of the plantable area and plants and grass areas must be maintained at 50% or higher coverage.

LANDSCAPING can make a huge impact on the appearance of your home and property. It always looks great when it’s first installed. The long term trick is proper maintenance.

The team at the Westlake Island gatehouse appreciates the opportunity to continue to serve the residents of Westlake Island and provide access control and patrol services. Should residents ever have questions, concerns, or comments, please do not hesitate to contact us.

Access Control System

The gate access officers at the entrance to the community use an access control system that contains information about each resident, including their contact details so we can reach residents in the event a guest arrives to visit. The system also contains the names of potential visitors that have been added to a resident’s permanent or temporary guest list, and is used to print out the passes that are issues to each visitor. The system keeps data on who has visited the Island, and a visitor’s name and vehicle information is recorded each entry. As Eimer describes the system, it’s “the brains of the gatehouse.” Recently all residents were sent a form showing the information in the system for their address, and asked to update (if necessary) and return the form to the gatehouse. Please return those forms to the gatehouse if you have not done so already.

Resident Lane / Visitor Lane

Community rules dictate that only residents driving a vehicle with a current Westlake Island sticker or a temporary pass issued by security are permitted to enter the community in the resident lane. If you are a passenger in another vehicle (friend’s car, limousine, taxi, etc.) or are driving a loaner or new vehicle and have not yet been issued a temporary pass, you are required to enter via the visitor lane. You will be asked to turn around and go back through the visitor lane if you are in a vehicle without a current sticker or temporary resident pass.

Holiday Season

It’s hard to believe but the holiday season is upon us. If you are having parties, please be sure to provide guest lists to the gatehouse in advance of your event. Thanksgiving, Christmas, and New Year’s Day are all considered “Holidays,” so no workers are permitted on the Island.

See Something, Say Something

Your gate team conducts frequent patrols of the community, but can’t be everywhere at all times. We rely on residents to help us by reporting suspicious activity, safety concerns or rule violations, so we can immediately respond. Please help us by calling the gate to report anything unusual that you might observe immediately. We are happy to take anonymous calls if you would prefer not to have your name associated with a report.

Stolen VehiclesBy Senior Deputy Damian Alvarez, Thousand Oaks Police Dept.

Thousand Oaks is still one of America’s safest cities but unfortunately our community has experienced a 22% in-crease in stolen vehicles over just the last two months. As in the case with other crimes, some of these situations are avoidable by doing very simple things.

First of all, lock your vehicle’s doors or motorcycle / moped’s handlebar locks. Many criminal types go around at night checking vehicle doors and locks to determine whether or not they can be opened.

Secondly, DO NOT leave your keys in your vehicle. Make sure you take your valet and spare keys with you as well. Criminals are clever and many are professionals. They know where to look in your vehicle to find the keys you think you are hiding.

Finally, DO NOT leave your garage door opener in your vehicle when it is parked outside. If you are unfortunate enough to have your car stolen and the opener is inside, you may also be the future victim of a residential burglary as well. Remember, small preventative steps go a long way.

Facilities ManagementBy Dave Whitney

We are still monitoring the common area water usage and will be cutting back our current usage by 20%. We had in-creased the water usage after the drought was declared over during the hot summer months and with the cooler climate are cutting back to conserve water.

We could not get the scrawnier Little Gem Magnolias plant-ed along the LaVenta median to respond to the deep feeding, so our landscape company replaced them at no cost to us. This new group of trees appears to be doing well and will soon be equivalent in fullness to the remainder of the trees. We have two trees to replace in the common areas. The first, a willow, that blew over in the recent winds as you exit on La Venta, and the second, a Flowering Pear at the gate that we had to remove to allow the water company to repair a water leak. The water company is paying for the tree replacement.

We are still working on the landscape appearance at the entry gate and will be adding roses to the center circle. The variety of rose that was chosen (Cheri Kolorscape) will match the red/pink rose that is used by the City of Westlake Village in the center medians on Agoura Rd. and Lindero Canyon across from Costco. We will continue to add the annuals on the outer edge of the circle, in front of the guard house, and in front of the gate.

We will be repairing the hole in the roadway at the exit gate on La Venta within the next few weeks. As soon as we get some colder weather, the Canary Island pines on La Venta and the Stone Pines on Oakshore between Mariner Circle and Freshwind Circle will be pruned. The pines reach a height of over 90 feet and the arborist recommends we take about 10% off the height and 20% off the breadth from the trees.

An interior remodeling proj-ect is underway for the Guard House. Leaky doors are being repaired along with updated cabinets and flooring. We are in the process of selecting a Landscape Designer to re-view all of the common areas and make recommendations on how to update them with drought tolerant plants.

Pet CornerBy Michael Meisel

Lake living affords us beautiful views and amazing wild-life. Magnificent swans grace our waters. Geese, ducks, cor-morants, and the occasional heron are there for us to enjoy.

Of course, wildlife also includes our infamous coots and more recently, families of rabbits. The Island used to be rab-bit free, but it only takes two to create an unmanageable problem. Do you know what happens when you feed a rab-bit? You get a lot of little rabbits. I think they are born preg-nant. Your Island Board has tried to have them removed. But a 2-week effort resulted in one caught rabbit. The problem is that we can only place traps in the common areas. I don’t need to tell you that they prefer your front and back yards to the green belts.

You can help to rid the Island of rabbits by not feeding them (I assume that is obvious to everyone) and setting “no kill” traps. These are essentially cages that trap the rabbit and allow for a quick and safe release. It does, however, re-quire you to take the cage (and rabbit) off the Island and release the rabbit at least 2 miles away. The open space at Truinfo Canyon and Lindero Canyon roads is ideal. The Guard House has a couple of these traps available for your use. Apple slices make good bait for our furry friends and offer a tempting alternative to your flowers.

I am open to other suggestions as well as to how to get these conejos back to the valley where they belong.

Island Cleanup Day

On May 13, Larry Schalk organized our most successful Island Cleanup Day ever. A record number of packers loaded two huge dumpsters, donated by the Community Enhancement Program of the City of Thousand Oaks, to the brim.

Thanks to the expert packing skills of Al Hallden and Brian Nelson along with Mike Meisel, Larry Schalk and Al Baker, we tossed, trashed, and recycled hundreds of pounds of “stuff”. A special thanks goes to Ali Yadzi for loaning us his truck, and to Richard Countess and Alan Jeffrey who went to over 20 homes and picked up donated and trashed items. Gordon Klass rented a U Haul trailer and emptied half of his garage. Richard Young assisted loading the shredding truck donated by Joan Young and Penny Singer.

We shredded 1,000 pounds of top secret documents, including tax returns and bank statements. Rose Jeffrey collected old batteries and Pam Zegers from The Emmons Company took away the electronic waste. The ARC Foundation of Ven-tura County provided the charity truck. Next year they said they will bring a bigger truck. It was filled by 10am.

Our “empty your garage” contest winner was Mr. and Mrs. Zimring at 1330 Southwind Circle. Great job everyone!
