Goal:
1. Understand the biological and chemical nature,population dynamics and environmental effects of harmful algae and their bioactive products
2. Prevent ill consequences caused by HABs, through providing scientific knowledge useful for establishment of reliable cost-and load-effective management systems including monitoring and research
Research on Harmful Algal Blooms
HABs’ trend in WESTPAC region
Increase in frequencyin variety of typesin distribution andin severity
Expansion of HAB problems in WESTPAC area Ciguatera (commonly occurred in tropics) in JapanCyanobacteria poisoning recurred in the PhilippineCochlodinium in Japan, Korea and China, Malaysia
and Indonesia (and now middle East)
Region shares same HAB problem in areas of similar environmental condition by similar mechanism (eutrophication, upwelling, organism transport, etc.)
Adverse consequences caused by HAB events will become more serious in future, UNESCO/IOC/WESTPAC wish you to work together to save earth and people.

Flow for establishment of a new project
Project establishment1. Circular letter (CL) for calling new projects from
WESTPAC Secretariat to National Focal Point for IOC of member states,
2. The Focal Point announces scientists of his (her) state on preparing new project proposal,
3. Individual scientists submit their proposal to the National Focal Point
4. National Focal Point submit the proposal to WESTPAC Secretariat with endorsing the implementation of the project,
5. The WESTPAC advisory group reviews the proposal and submit recommendation of establishment of otherwise to the WESTPAC Session,
6. The Session decides the establishment or otherwise.
Responsibility of project leader1. Synthesize idea of the new project,2. Contact national focal point and get
endorsement of establishment (support),3. Observe condition of budget acquisition,4. Submit proposal to WESTPAC Secretariat
through national Focal Point,5. Reform the proposal, if necessary, following
the advice from the Advisory Group,6. Attend the WESTPAC Session and explain the
proposal to get approval.

Strengthening HAB research activity
1.Keep the current WESTPAC-HAB as one project and Reform it from Single-host to Multi-hosts
2.Reform the current WESTPAC-HAB from single project to multi-projects style with keeping WESTPAC-HAB as an umbrella of the multi projects for coordination of each project
3.Reform the current WESTPAC-HAB from single project to multi-projects style with dissolving WESTPAC-HAB
Strengthening HAB research activity
Keep the current WESTPAC-HAB as one project and encourage scientists to establish new projects to work together with HAB projects, but with different foci.
Reform WESTPAC-HAB from Single-host to Multi-hosts, if possible.
Select a new leader by consensus.
Prioritize activity subject under the new leader.
