Dear Members and Friends:

Tom Schmitt WRWA President

2014 has been anything but a quiet year at the WRWA. We went through a year-long executive leadership transition. In May we bought and are now working on adaptation of the Head Garage. We initiated a two-year study of Cockeast Pond nutrient loading. And we secured over $1.0 million though a Massachusetts bond bill and the Army Corps for the Hix Bridge rubble removal and oyster bed project. These along with ongoing programs and projects have kept us busy and on our toes.

We’re proud to have faced and addressed those challenges and initiatives. In fact we thrived on them—mainly because of the board and staff members whose support and leadership sustained us throughout the year. Here’s a sampling of that commitment:

WRWA vice president Charley Appleton, whose leadership, spirit and wisdom on the Head • Garage initiative has been invaluable. He also chairs the WRWA leadership committee that recruited the splendid class of seven new board members for 2015.

Science Director Roberta Carvalho—for having served with distinction as interim executive • in November and December.

Board member Linda Findlay and the Deveolpment Committee—who oversaw and • executed an aggressive development program that exceeded goals for every fundraising initiative, and spearheaded new ones.

Office Assistant Dachelle London who early this year ably took over WRWA’s bookkeeping • and promptly taught herself about accounting and how to use software that tracks it.

Board member and secretary, Tom Robinson, energetically and meticulously organized • and executed a four-month search that led to hiring Deborah Weaver, our executive director.

Advocacy Director Betsy White—whose imagination and initiative led to the Cockeast • Pond study.

Most of all we are proud of you, our members, whose support and assistance—of all kinds—enables us to protect, preserve and restore our beloved estuary. 2015 and the years ahead offer promise of even greater challenges and opportunities. The WRWA board and staff thank you for all you have done to sustain our success over our 38 years. We will do our best to continue earning your trust and commitment in our mission.

2014 was a successful year for WRWA. Membership is the foundation from which all activities spring. Without our members WRWA could not accomplish all that it does. Membership, Annual Fund Drive, and Summer Gala are the major fundraising campaigns that the Development Committee sponsors. The Summer Gala this year was held at Westport Point at the lovely home of June and Ted Moore. Over 450 guests enjoyed a beautiful evening and a live auction with new Westport resident and Skinner auction pro Steve Fletcher.

New in 2014 was “Buoy the Winter Blues”, a silent auction held at The Dedee Shattuck Gallery where 54 artists displayed their ingenuity with hand painted and sculpted wooden buoys. The evening was so successful it is being repeated in March 2015 at Buzzards Bay Brewing.

Eighteen watershed businesses joined our ranks as year-round Corporate Sponsors. Over 54 local businesses supported River Day that was a beautiful day complete with the traditional family paddle, music, environmental exhibits and children’s activities. We even opened our recently purchased building at the Head of Westport to show visitors the exciting space we will be moving into.

In the Strategic Plan for WRWA, one major goal was to locate and purchase a site for a headquarters. This dream became a reality in May 2014 with the purchase of the historic “Head Garage”. The site provides a perfect opportunity to expand WRWA services, to promote community engagement and to provide a beautiful, environmentally sensitive resource center for the entire watershed. WRWA will have a “habitat” of its own, right on the Head of the Westport River.

We are thankful to the over 200 volunteers who helped with various activities throughout the year, but we are especially grateful to you our members who helped us exceed our financial goals while having fun and celebrating the mission of the organization.

2014 Education ProgramsOver 2,000 school children participate in WRWA’s watershed education programs. Our award-winning program enhances the existing school curriculum with hands-on, science lessons and field studies in order to build a sense of local stewardship for our amazing natural surroundings. During 2014, our education programs made impressive advances:

WRWA led unique teacher-training • opportunities for educators at the Westport Community Schools.

WRWA partnered with the Lloyd Center for the Environment and received • grant funding from SEEAL to update the 3rd grade Feathery Focus lessons to be Smart-Board compatible. Additional lessons were added to the curriculum to teach the students about shifting bird populations as a result of climate change.

The 24th year of Adopt-a-Watershed was led by our staff in collaboration • with the Environmental Science class at the Westport High School.

Fifth graders at Westport Middle School planted the • 12,000th dune grass seedlings as part of the Dune Restoration Project, which was supported by a grant from the Buzzards Bay Garden Club.

WRWA also expanded its Preschool River Rats program • to include more students in the head start and special needs classrooms as well as creating materials to link student learning with take home activities bringing the message home to their families. This project was made possible by a grant from the Helen Ellis Trust.

Once again our summer science programs for children • were a big hit. We hosted seven weeks of summer science programs, reaching over 100 participants ages 3 to 16 throughout the season.

2014 Science ProgramsOur water quality monitoring data is crucial in identifying, substantiating, and measuring everything that WRWA undertakes in order to improve the health of the river. We continually improve our ability to share our data with government agencies, planners, and other environmental groups.

A great deal of staff and volunteer effort is deployed in maintaining one of Massachusetts’ longest ongoing fecal coliform bacteria volunteer monitoring programs. WRWA also participates in the Buzzard’s Bay Coalition’s Baywatchers project, which continues to show that nitrogen is the major threat to the river’s overall health.

Last year we had several important advances in this key program:Over 180 samples were collected to analyze salinity, temperature, pH, • turbidity and bacteria. Our dedicated volunteers are out testing, rain or shine. These water quality samples are also a means for us to evaluate the effectiveness of remediation projects, such as the Westport River Stormwater Project at the Head of Westport.

We successfully applied to the Massachusetts Environmental Trust for • funds to perform bacteria source tracking in the West Branch. This grant also allowed us to produce a flyer on pet waste pollution prevention. The flyer was mailed to all Westport residents and made available at many public locations and pet related businesses. We also have volunteers counting waterfowl on the West Branch.

Our staff is constantly working with Town of Westport staff • and departments. In 2014 we assisted the town with its National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer Systems (MS4s) Annual Report as well as the stormwater remediation project at the Westport Middle School (319 project). We continue to work with the Westport Highway Department on stormwater issues and to prioritize and identify culverts that need replacing and which will improve stream crossing for fish and wildlife.

In 2014, WRWA continued the testing of Cockeast Pond for • nutrient levels and worked with the Coastal Systems Program at SMAST-UMass Dartmouth in assessing the data. Cockeast Pond will be investigated intensely over the next two years.

2014 Advocacy Action IssuesIt was busy year for Advocacy, with a number of ongoing projects and many new ones as well. The WRWA continued to work with Dartmouth residents to lobby the MA Department of Environmental Protection (DEP) to explore all options by which to close the unlined, uncapped landfill in North Dartmouth, near the headwaters of the Westport River. We continue to advocate for the preservation of the environmentally sensitive areas along Beach Avenue while still allowing public access for the appreciation for the beauty of the locale. We attended meetings regarding the Lincoln Park Development in Dartmouth, MA to keep an eye on their stormwater management plan. We continue to work with the Westport Agricultural Commission to refine the Massachusetts Estuary Project data for farm land use.

In the summer, Cockeast Pond was sampled for water quality for the seventh year in a row. Relative to that, a fund raising campaign was started to support Phase One of a two-phase study to determine nitrogen sources to the pond. Rain gardens were planted at Sam Tripp Brook and Cockeast Pond to help control stormwater runoff, supported by a grant from the Desrosiers Memorial Fund. The Drift Road Stormwater Management Study was completed, which provided the Town with engineering plans to reduce flooding on that road. This study was funded by a mini-grant written by WRWA and submitted to the Buzzards Bay National Estuary Program.

Progress was made toward removing the rubble from under Hix Bridge as the U.S. Army Corp of Engineers and the Town of Westport agreed to fund a feasibility study for the project. WRWA also worked with the Westport Board of Health to write a grant proposal which would provide financial help for those residents wanting to put in a nitrogen-reducing septic system. And, in December the Bread and Cheese Brook Study report was submitted by the scientists at UMass Dartmouth, which pinpointed specific areas in the watershed that were the largest sources of nitrogen to the East Branch of the Westport River.
