ProjectSummary

MonitoringoftheEckmann/BischoffWetlandMitigationSite,MadisonCounty,Illinois,wascompletedon24October2011.Allpotentialwetlandsandallplantcommunitieswithinthespecifiedprojectareawereexamined.SixsitesmetthethreecriteriaofawetlandestablishedintheCorpsofEngineersWetlandsDelineationManual(EnvironmentalLaboratory1987)andwere,therefore,determinedtobewetlands.Fourplantcommunitieswereidentifiedatthesite:marsh,wetfloodplainforest,shrublandandwetmeadow.Summaryinformationregardingthewetlanddeterminationsitesispresentedinthewetlandmonitoringreport.WetlanddeterminationformsarefoundinAppendixAandwetlandsiteplantspecieslistsareincludedinAppendixB.WetlandboundarieswererecordedusingaTrimbleGlobalPositioningSystem.ThespatialdatahavebeendigitallyuploadedtotheIllinoisSiteAssessmentTrackingSystem(http://frostycap.isgs.uiuc.edu/idot_extranet).Locationsofdeterminationsiteswereoverlaidonadigitalorthophotoquadrangle(DOQ)usingArcGIS;theresultingfigureisincludedinAppendixC.AdditionalmapsandfiguresarealsoincludedinAppendixC.Inaddition,thestatusofthedecurrentfalseaster(Boltoniadecurrens)atthesiteisdiscussed.

IntroductionandSiteDescriptionWetlandmitigationsitemonitoringwasconductedontheEckmann/BischoffWetlandMitigationSite,locatedapproximately1.4miwestofCollinsville,insouthwesternMadisonCounty,Illinois(AppendixC,Figure1).ThesiteconsistsoftwoadjacentareasthatwereacquiredbytheIllinoisDepartmentofTransportation(IDOT)formitigationoflostwetlands.TheEckmannPropertywasacquiredin1995andtheBischoffPropertyin1997.PriortoacquisitionbyIDOT,bothsiteswerecropland.Sinceacquisition,bothsiteshavebeenallowedtoreverttonaturalvegetation;nothinghasbeenplantedateithersite.TheEckmann/BischoffWetlandMitigationSiteisapproximately59.46acresinsizeandislocatedintheAmericanBottoms,thebroadfloodplainoftheMississippiRivereastofSt.Louis.Thepre‐settlementenvironmentofthisareaconsistedofbottomlandforest,marsh,wetprairieandmesicprairie(Schwegmanetal.1973).Oxbowlakesandsloughswerealsocommoninthisregion,withmanyofthempersistingtothisday.TheEckmann/BischoffWetlandMitigationSiteislocatedwithinasediment‐filledoxbowoftheMississippiRiver(Rorick,1994).BorderingtheEckmann‐BischoffWetlandMitigationSitetothesouthisSchneiderDitch.Alarge,wetfloodplainforestcalledLeveeLakeislocatedtothesouthofSchneiderDitch.LeveeLakewasrecognizedasanaturalareabytheIllinoisNaturalAreasInventory.AgradeBshrubswamp/pondoccurswithinthenaturalarea.TotheeastoftheEckmann‐BischoffWetlandMitigationSiteareanotherdrainageditchandawetfloodplainforest(theRadicProperty).Theareanorthofthesiteismarshandcropland.WestofthesiteistheCahokiaCanal.Aleveewithsteepembankmentsseparatesthesitefromthecanal.Severalreportsonthissitehavebeenpreviouslysubmitted.Rorick(1994)evaluatedthepotentialforwetlandhydrologyontheEckmannProperty.MitigationsiteassessmentswerecompletedfortheEckmannProperty(Plocher,KetznerandKeene1995)andfortheBischoffProperty(KeeneandKetzner1997).VegetationcovertypemappingandawetlandsurveywereconductedbyKetzneretal.(2001).Monitoringwellshavebeeninstalled,andtheIllinoisStateGeologicalSurvey(ISGS)hasbeencollectingdatatoassessthehydrologyofthesite.WellswerefirstinstalledontheEckmannPropertyinearly1997andontheBischoffPropertymidwayintothegrowingseasonof2000.TheISGShassubmittedseveralreportsdetailingresultsofhydrologicmonitoring.TheIllinoisNaturalHistorySurvey(INHS)moniteredthesitein2002(Larimoreetal.2002)and2003(Larimoreetal.2004).Monitoringwasdiscontinuedforseveralyearsbutresumedin2008.ThemitigationsiteassessmentwasconductedontheEckmannPropertyinNovemberof1994(Plocher,KetznerandKeene1995).Atthattime,thesitewasawetagriculturalfieldthathadnotbeencroppedthatgrowingseason.Thesitewasmostlydominatedbyweedyherbaceousspeciestypicalofdisturbed,wetsites.AmitigationsiteassessmentfortheBischoffPropertywasconductedinAprilof1997(KeeneandKetzner1997).Atthattime,thesitewasfallowcroplandthatwasplantedthepreviousseason.Vegetationconsistedofalowcoverofherbaceousspecies,mostofwhichwereannuals.Nowoodyplantswerepresent.In2000,

threevegetationcovertypeswerefoundatthesite:marsh,wetshrublandandforbland(Ketzneretal.2001).For2011,fieldmonitoringofthemitigationsitewasconductedon24Augustand24October.Thisreportdetailsresultsofthefourthcontinuousyearofmonitoring.ResultsofotheryearsofmonitoringcanbefoundinLarimoreetal.(2002),Larimoreetal.(2004),Larimoreetal.(2008),Larimoreetal.(2010)andLarimore,PlocherandMarcum(2011).MonitoringwillcontinueonthesiteuntilfurthernoticeisreceivedfromtheIDOT,andadditionalannualreportswillfollow.MethodsAllpotentialwetlandswithinthespecifiedstudyareawereexamined.Characteristicsofvegetation,soils,hydrologyandtopographywereevaluatedduringfieldinvestigationandon‐sitewetlanddetermination.Locationsofobservationpointsforwetlanddeterminationswereselectedbasedonplantcommunitybordersandtopographicchanges.Thefollowingsourceswereexaminedwhilesurveyingtheprojectcorridortodeterminewetlandlocationsandboundaries:aerialphotographs;U.S.GeologicalSurveytopographicmap(MonksMound7.5minutequadrangle);NationalWetlandsInventory(NWI)map(MonksMound7.5minutequadrangle)(U.S.FishandWildlifeService);IllinoisWetlandsInventory(U.S.FishandWildlifeService,IllinoisDepartmentofNaturalResources,IllinoisNaturalHistorySurvey1996);NationalListofPlantSpeciesthatOccurinWetlands:Illinois(Reed1988);RevisionsoftheNationalListofPlantSpeciesthatOccurinWetlands(Reed1997);theCorpsofEngineersWetlandsDelineationManual(EnvironmentalLaboratory1987);theUSDA‐NRCSOfficialSeriesDescriptions;andtheUSDA‐NRCSWebSoilSurvey.Positionalinaccuraciesareknowntooccurwithdownloadedsourcesofdigitaldatalistedabove.Aspresentedonmapsandfiguresinthisreport,datacanbeshiftedfromtheiractualpositionwhencomparedtomodernaerialphotography.WetlanddeterminationswereconductedusingdefinitionsandguidelinesestablishedintheCorpsofEngineersWetlandsDelineationManual(EnvironmentalLaboratory1987).DatafromthesedeterminationswererecordedonU.S.ArmyCorpsofEngineers’WetlandDeterminationDataForms(AppendixA);adataformwascompletedforeachwetland.Allpotentialwetlands,includingallareasmappedaswetlandsbytheNWI,weredescribed.Resultsofthesedeterminationsaresummarizedinthefollowingtext.Adjacentuplandareaswerealsoinvestigated;formswerenotcompletedfortheseareas.Determinationofdominantvegetationwasbasedonvisualestimatesofpercentcoverofplantspecieswithinthevegetationunitasawhole.ComprehensiveplantspecieslistswerecompiledforeachwetlanddelineationsiteandarepresentedinAppendixB.PersonnelfromtheIllinoisStateGeologicalSurvey(ISGS),usingaground‐waterandsurface‐watermonitoringnetwork,havemonitoredhydrologyofthesiteyearlysince2009.Theirdata,alongwithourobservationsofwetlandhydrologyfieldindicators,wereusedinmakingwetlanddeterminations.AcopyoftheISGSestimatedarealextentof2011wetlandhydrologycanbefoundinAppendixC(Figure5).

WetlandboundarieswererecordedusingaTrimbleGlobalPositioningSystem(eithermodelPathfinderProXRorPathfinderProXRS),withapresumedaccuracyof+/‐0.5munderoptimalfieldconditions.SpatialdataweredigitallyuploadedtotheIllinoisSiteAssessmentTrackingSystem(http://frostycap.isgs.uiuc.edu/idot_extranet).Locationsofdeterminationsiteswereoverlaidonadigitalorthophotoquadrangle(DOQ)andapproximateareawasdeterminedforeachwetlandsiteusingArcGIS10.0software(ESRI2010).Resultingareasarecalculatedinacres,reportedtotwodecimalplaces.Eachnativeplantspecieswasassigneda“coefficientofconservatism”(C)(Taftetal.1997),asubjectiveratingofspeciesfidelitytoundegradednaturalcommunities,rangingfromzerototen.Conservativespecies‐thosemorelikelytobefoundin“pristine”naturalareas‐wereassignedhighnumbers,whereasnon‐conservativespecies‐thosethatoccurinanthropogenicallydisturbedareas‐weregivenlowernumbers.Non‐nativespeciesandthosenotidentifiabletospecieslevelwerenotassignedarating.TheFloristicQualityIndex(FQI)iscomputedasFQI=(meanC)X(√N),wheremeanCisthemeancoefficientofconservatismforallnativeplantspeciesatasiteandNisthetotalnumberofnativeplantspeciesatthesite.Inverygeneralterms,higherFQIvaluesforplantcommunitiesindicatemoresimilarityto“pristine”naturalareas,ascomparedtothosecommunitieswithlowerFQIvalues.BotanicalnomenclaturefollowsVascularFloraofIllinois(Mohlenbrock2002).VegetationFourplantcommunitiesarepresentwithintheprojectarea(Table1).Themarshisthelargestplantcommunityatthesite(AppendixC,Figure4),coveringapproximately32.21acres.Itoccursonthelowestgroundofthesiteandissubjecttofrequentandprolongedinundation.Tallgraminoidplantsdominatethiscommunity,andwoodyplantsareinfrequent.Thedominantplantsareriverbulrush(Bolboschoenusfluviatilis),galingale(Cyperusodoratus)andnarrow‐leavedcattail(Typhaangustifolia).TheFQIforthiscommunityis18.1andthemeanCvalueis2.7(AppendixB,Site1).Thesevaluesareindicativeoffairnaturalquality.Themarshmeetsallwetlandcriteriaand,therefore,wasdeterminedtobeawetland.Wetfloodplainforestcanbefoundinfourareasofthesite(AppendixC,Figure4).Thisforestisrelativelyyounggrowth,withallofthetreeslessthan20yearsold.Thefourareasofwetfloodplainforesttogethercoverapproximately19.43acresofthesite.Dominantwoodyplantsaregreenash(Fraxinuslanceolata),sycamore(Platanusoccidentalis),cottonwood(Populusdeltoides),peach‐leavedwillow(Salixamygdaloides)andsandbarwillow(Salixinterior).Dominantherbsvarybetweenthefourareas(Table1).Thefourareasofwetfloodplainforestmeetallwetlandcriteriaand,therefore,weredeterminedtobewetlands.TheshrublandcommunityislocatedonthehighestgroundattheEckmann/BischoffWetlandMitigationSite,andistheonlyplantcommunityatthesitethatisnotwetland.Thiscommunityisdominatedbyshrubbyeasternredcedar(Juniperusvirginiana)andwhitemulberry(Morusalba)andtheherbsgiantragweed(Ambrosiatrifida),Jerusalemartichoke(Helianthustuberosus),sericealespedeza(Lespedezacuneata)andCanadagoldenrod(Solidago

SoilsThesoilsurveyofMadisonCounty(SoilSurveyStaff,NaturalResourcesConservationService,UnitedStatesDepartmentofAgriculture)originallyhadBeaucoupsiltyclayloam,WakelandsiltloamandBirdssiltloammappedatthissite.Afterconductingthefieldinvestigationofthesite,itwasdeterminedthatBirdssiltloam,Ottersiltloam,BeaucoupsiltyclayloamandPetroliasiltyclayloamwerepresentinthisarea.Allthesesoilsarebottomlandpoorly(hydric)drainedsoils.Soilpermeabilityismoderatetomoderatelyslowinallofthesoilsmentionedabove.Allofthesesoilsareratedasgoodforpotentialforwetlandplantsandwetlandwildlife.Watertabledepthvariedwitheachsite.Moredetailedsoilsinformationcanbefoundwithinthewetlanddeterminationforms(AppendixA).HydrologyThehydrologicinputsatthissiteappeartobeprecipitation,sheetflowfromhighergroundtothenorth(cropland)andwest(thelevee),fromoverflowofawetlandtotheeast(theRadicProperty),andfrombackflowviaSchneiderDitchthroughaculvert(Rorick1994).SchneiderDitchemptiesintotheCahokiaCanalnearthesouthwestcornerofthesite.DuringperiodsofhighwaterintheCahokiaCanal,partsofthemitigationsiteprobablyreceivefloodingfromthecanalasbackflowviaSchneiderDitch.Inaddition,theCahokiaCanalissubjecttobackwaterfloodingfromtheMississippiRiver(Rorick1994).Althoughwithinitshistoricalfloodplain,theareanolongerreceivesdirectfloodingfromtheMississippiRiverbecauseofaleveesystem.Waterleavesthesitebywayofsoilinfiltration,evapotranspiration,andbysheetflowintoSchneiderDitch.InundationoftheEckmann/BischoffWetlandMitigationSiteappearstobehighestwhenbeaverdamSchneiderDitch,resultinginincreasedbackflowontothesite.Whenbeaverdamsarebrokenaspartofditchmaintenance,sheetflowawayfromthemitigationsiteincreases.BeaverdamswereobservedonSchneiderDitchinNovemberof2010(Larimore,PlocherandMarcum2011).However,nofunctioningdamswerefoundin2011.Anoldbeaverdamwaslocatedbutithadbeenbreached,apparentlyduringditchmaintenance.Atthetimeofthefieldsurvey,waterlevelswereverylow,withonlyasmallamountofstandingwaterneartheoldculvertsitefeedingintoSchneiderDitch.Mineretal.(2011)estimatedthattheentiresitesatisfiedthewetlandhydrologycriteriaformorethan5%ofthe2011growingseason,andtheareaofthesitethatsatisfiedwetlandhydrologyformorethan12.5%ofthe2011growingseasonwasestimatedtobe27.9acres(AppendixC,Figure5).In2010,theareaofthesitethatsatisfiedthewetlandhydrologycriteriaformorethan5%ofthegrowingseasonwas55.9acres,andtheareaofthesitethatsatisfiedthewetlandhydrologycriteriaformorethan12.5%ofthegrowingseasonwas51.6acres(Mineretal.2010).Fuccioloetal.(2009)estimatedthattheentiresitesatisfiedthewetlandhydrologycriteriaformorethan5%ofthe2009growingseason,whiletheareaofthesitethatsatisfiedthewetlandhydrologycriteriaformorethan12.5%ofthegrowingseasonwas56.0acres.

DiscussionBasedonourfieldworkandwelldatacollectedbytheIllinoisStateGeologicalSurvey,weestimatethatapproximately53.95acresofthesitesatisfiedallwetlandcriteriain2011.Mineretal.(2011)estimatedthattheentiresitesatisfiedthewetlandhydrologycriteriaformorethan5%ofthe2011growingseason,andtheareaofthesitethatsatisfiedwetlandhydrologyformorethan12.5%ofthe2011growingseasonwasestimatedtobe27.9acres(AppendixC,

Figure5).Althoughtheentiresitesatisfiedthewetlandhydrologycriteriaformorethan5%ofthegrowingseason,notallofithasdominanthydrophyticvegetation.Dominantsintheshrublandcommunity(WetlandSite5)includethreespeciesthatarenothydrophytes:easternredcedar(Juniperusvirginiana),sericealespedeza(Lespedezacuneata)andCanadagoldenrod(Solidagocanadensis).TheshrublandislocatedonthehighestgroundattheEckmann/BischoffWetlandMitigationSite,inanareahasnothaddominanthydrophyticvegetationanytimesinceourinvolvementwiththisprojectbegan(KeeneandKetzner1997;Ketzneretal.2001;Larimore,PlocherandMarcum2011).Giventherelativelyhightopographyofthearea,itseemsunlikelythatdominanthydrophyticvegetationwilldevelopanytimesoon.Hydricsoilsappeartobepresentthroughouttheentirewetlandcompensationarea.Vegetationqualityoftheplantcommunitiesatthesiterangesfromfairtogood(AppendixB),anddecurrentfalseaster(Boltoniadecurrens),afederallythreatenedspecies,wasrelocatedatthesitein2011.However,thenon‐nativecommonreed(Phragmitesaustralis),narrow‐leavedcattail(Typhaangustifolia),andsericealespedeza(Lespedezacuneata)continuetobedominantinoneormoreoftheplantcommunitiesatthesite.Larimore,PlocherandMarcum(2011)recommendedtheuseofglyphosateforcontrolofcommonreed.However,giventhecurrentabundanceofthisnoxiousweedatthesite,itseemsunlikelythatcontrolwithherbicidewillbepossible.Thisreportdetailsresultsofthefourthconsecutiveyearofmonitoringatthissite.Ifmoreintensivemonitoringisneeded,theIDOTshouldnotifytheIllinoisNaturalHistorySurveypriortothebeginningofthegrowingseason.Monitoringwillcontinueatthissiteuntilfurthernoticeisreceived.
