    1. We had a very productive meeting yesterday. We heard comprehensive and insightfulpresentations from our invited presenters and discussants on many topics that inform ourinitiatives under the HRD Strategic Frameor! and Action "lan.

We learned that our efforts are $eing recogni%ed at the highest levels of the &'S ( at thelevels of the &'S Senior )fficials* the &'S 'inisters and the &'S +eaders. ,his reaffirms thate are on the right trac! toards achieving hat e had set out to do under our HRD Action "lan*and our collective commitment to further promote su$region cooperation in HRD* particularly inthe context of $uilding competitiveness in the su$region. We recogni%e that W&HRD ill continue

    to play in the context of the cross-cutting element of the &'S "rogram and in implementing andmonitoring HRD proects in the &'S Regional /nvestment Frameor! and Action "lan.

    . /n our discussion of the &'S HRD Agenda and Demographics* Human 2apital* and+a$or 'ar!et Developments in the &'S* it $ecame clear to us that amid groing economicintegration and cooperation in the &'S* a high degree of la$or mo$ility 3$oth internal and acrosscountries4 is to $e expected. ,hough much progress has $een made* additional pu$lic policies arecalled for to ease the interregional migration of professionals and s!illed or!ers. A maor policychallenge relates to the migration across $orders of uns!illed or!ers. As regional integration andcooperation proceed* o$ search and la$or flos ithin the &'S are expected to strengthenthrough time. ,he ultimate goal is to have efficient o$-or!er matches that replace inferior ones./n this connection* !noledge and s!ill ac5uisition are essential. 2ooperation in !noledge and

    s!ill ac5uisition is ell advised* especially in higher education* and technical and vocationaleducation and training. 2onstraints to financing higher education and postsecondary ,67, must$e overcome. 8oint actions on capacity $uilding for policy design are indicated. /mproving thenetor!ing among institutions of higher learning and among ,67, schools involving* for instance*academic unit transfers and mutual recognition in selected s!ills are thus ell advised.

Regarding our ongoing initiative on the Development of ,echnical 6ocational 7ducationand ,raining 3,67,4 S!ills and :ualifications Recognition Frameor!* e heard that activitiesunder the direction of &/; are proceeding toards the identification of s!ill areas and thedevelopment of the mutual recognition frameor! in consultation ith various sta!eholders.Some challenges identified include the different systems in the < countries* the regulated hiringprocesses and education* and that access in some countries is dependent on nationality. ,hereill $e discussions during the intervies and the second or!shop planned in 'arch #01=.
