WHAT IS JICA?

Japan International Cooperation Agency (JICA, is the implementing agency for Japan’s bilateral Official Development Assistance (ODA).

JICA aims to promote international cooperation, as well as sustainable growth of the Japanese and global economy by supporting the socio - economic development, recovery, and economic stability of developing nations.

Official Development Assistance is provided through three primary aid instruments: namely, the Technical Cooperation Programme, Loan Programme, and the Grant Aid Programme.

JICA’s approach to development is to encourage the participation of all stakeholders at all stages, and to maximize flexibility to adapt to constantly changing ground situations, to ensure effective and sustainable assistance.

JICA’s VOLUNTEER PROGRAMMES

Under its Technical Cooperation Programme, JICA implements two volunteer programmes:

1. The Japan Overseas Cooperation Volunteer Programme (JOCV)

2. The Senior Volunteer Programme.

These two programmes have common objectives as follows:

• To contribute towards socio-economic development, and reconstruction activities at grass-roots level in developing countries.

• To promote friendship and deepen understanding between Japan and developing countries.

• To promote Japanese citizens’ international understanding through volunteers who have served overseas.

JOCV members first came to Sri Lanka in 1981. The Senior Volunteers started coming in 2002. Since the commencement of these programmes, over 900 JOCV members and 75 Senior Volunteers have served in various parts of the country.

JICA’s volunteers are highly trained and qualified professionals in a variety of disciplines. They work at grass-roots level in order to cater to the needs of the host country effectively.

Such assistance at local level results not only in the transfer of valuable technology, but also in deepening the understanding of cultures and traditions; and most importantly, building genuine friendships between volunteers and hosts.

The volunteer programmes are purely human resource programmes. The volunteers carry out their respective roles in partnership with their counterparts; in line with the objectives and policies of relevant host organizations. The terms and conditions of the volunteer programme are based on an agreement between the Government of Japan and the Government of Sri Lanka.

The JOCV programme applicants ages range between 20 to 39. In the SV programmes the volunteers are aged between 40 to 69. Volunteers are selected on the basis of the academic qualifications and experience required by the host organizations in recipient countries.

Once recruited, candidates are trained in various skills including the local languages of host countries. They are also equipped with knowledge and information on the culture, norms, and socio-economic backgrounds of the host countries. Thereafter, volunteers are sent to relevant host countries, usually for a period of two years.

The focus of the volunteer programme in Sri Lanka has changed from time to time, in keeping with social and economic changes that have taken place in the country.

Some of the key areas in which volunteers have worked are:

• Education - pre-school education and teaching subjects such as IT, Japanese language, ceramics/jewellery/furniture design, tissue culture, mathematics, science, western music etc.

• Community development - beneficiaries include urban/rural poor and communities in the estate sector

• Vocational training - in systems engineering, automobile/construction machinery/agricultural machinnery maintenance, pottery etc.

• Social services - community based rehabilitation, rehabilitation of physically and mentally handicapped children and nursing of the elderly

• Sports - football, baseball, volleyball, badminton, tennis, judo, karate etc.

• Other fields - includes tourism, water/waste water purification, sewerage, mechatronics, air-conditioning and refrigeration, agriculture, fisheries (freshwater aquaculture), food processing, archeology, and non-communicable disease prevention

The contribution by JICA’s volunteers towards development activities at grass-roots level is greatly valued by the organizations that have benefited from their services.

The strength of these volunteers is their practical approach to problem solving, and grasp of local languages, which enable them to interactively communicate with local people. These volunteers use extremely creative means of communication, which is essential to conduct activities effectively. JICA’s volunteers are able to positively influence those whom they work with due to their attitudes, strong sense of discipline, and high emphasis on team work. They not only transfer technical skills, but also share knowledge on culture and most importantly, build strong and long lasting friendships with local people that outlast their stay in Sri Lanka.

SOCIAL WELFARE

Over 141 volunteers from Japan have engaged in various social welfare programmes in support of the differently abled and the elderly in Sri Lanka. Several volunteers are currently working on a pilot project in Rajanganaya, which is implemented under the National Community Based Rehabilitation (CBR) Programme of the Ministry of Social Services. This programme brings together the differently abled, their families/communities and service providers in the health, education, poverty alleviation, and social welfare sector. The combined efforts of these three groups are harnessed to empower the targeted communities, and ensure their inclusion in the mainstream of society.

The Japanese volunteers take on the responsibility of facilitation in this programme. Volunteers specialize in disciplines such as special education, physiotherapy, social work, youth activities and community development.

Volunteers’ activities include the establishment of community based organizations (representative of the differently abled and their families), for the purpose of conducting various self-help and income generating programmes, inclusion of differently abled children in the school system, introducing teaching methods and training persons engaged in the social welfare sector on best practice.

COMMUNITY DEVELOPMENT

Community development activities conducted by JICA volunteers have been tailored to support urban and rural underserved communities. In this context, the volunteers have played a facilitation role with the aim of empowering such communities through the utilization of resources within and outside of the community.

While some volunteers have worked with local authorities to improve the living standard of under-served communities, others have worked with various institutions in order to upgrade the standard of living of underprivileged or marginalized communities in various parts of the country.

Examples of community development work by volunteers are: facilitating programmes aimed at providing access to health, education, housing, drinking water, sanitation and self-employment opportunities. The volunteers have also worked in support of JICA projects, where they helped communities that were relocated due to development projects, to settle down in their new environments. The volunteers assisted with activities aimed at obtaining access to basic infrastructure and helping them establish their livelihood.

Similar activities were conducted in support of communities affected by the 2004 tsunami, where volunteers helped displaced people to settle down in their new environments. Some volunteers made a strong impact through their support in the context of income generating activities. These volunteers identified products that could be made by community members (e.g. wooden, leather or knitted handicrafts, food items.) arranged training (in some instances using the skills of volunteers specialized in knitting, leather craft etc.), provided advice on maintaining product quality , managing cash flows and book keeping. They also helped to link producers with buyers; some of them being lucrative business enterprises in Colombo.

EDUCATION

Primary and Secondary Education

JOCV supports teacher training programmes in the National Colleges of Education, and teaching in rural schools through the zonal education offices in several provinces. Some of the subjects covered by JOCV members are: information technology, science, mathematics, home science, western music, and physical education. JICA has identified these as subjects for which JOCV members with appropriate skills and experience could be easily recruited.

Volunteers working in various educational programmes have not only introduced new technologies in their respective fields, but also set bench marks for their local counterparts.

For example a JOCV mathematics teacher, after identifying the weaker students in her class, commenced a special class for them after school hours, so that they could reach the standard of those who were considered better in the class . This culture of ensuring that weaker students are helped, in order to be on par with stronger ones, is engrained in the Japanese education system.

Pre-school Education

A large number of JICA volunteers have supported the pre-school sector in Sri Lanka. These JOCV pre-school teachers serve in various parts of the country, covering rural, urban and plantation sectors. The purpose of sending volunteers in this field is to identify areas in which the quality of education could be improved and to introduce appropriate child care/development and pre-school management techniques to bring about these improvements.

One volunteer stated that “creating a happy environment for children is the most important task when it comes to child development”.

This volunteer did not limit her activities to the pre-school, but also visited children’s homes with the aim of talking to parents, and helping them to create a home environment conducive to child development.

Japanese volunteers have been able to introduce various techniques aimed at enhancing children’s cognitive abilities, so that a sound foundation for their future development could be established at an early age. Creativity and fun have been an integral part of JOCV activities in the pre-school sector.

JOCV’s most significant achievement in the pre-school sector was the successful role it played in the establishment of the Wayamba Pre-school Teacher Training College, and it’s affiliated Model PreSchool (Sakura), during the 1990s’.

This was an initiative of the National Youth Services Council and the North Western Provincial Council, which was supported by JOCV. Under this programme, several volunteers were sent over a period of ten years for the purpose of training pre-school teachers, developing teaching material, conducting surveys to assess the standard of pre-schools and evaluate childcare methods adopted in the region.

The technical inputs provided by volunteers have made a tremendous contribution towards making these institutions models to the entire nation. These models can bring immense benefits if replicated in other parts of the country.

VOCATIONAL TRAINING

JOCV and Senior Volunteers have transferred technology in several fields including Information technology, automobile/farm machinery repair and maintenance, aquaculture, ceramicware, furniture, jewellery and fashion design. These volunteers have supported vocational training programmes in universities, technical colleges and other training institutions at national, district and rural level.

Volunteers who support the vocational training sector focus on practical training and not only simply transfer technology, but also add a lot of value by introducing activities aimed at building worker confidence , discipline and proper work attitudes. This is done through formal training and most importantly, by personal example.

For example, one senior volunteer introduced the Japanese system of training to a Farm Machinery Repair and Maintenance Course, where trainees were required to carry out practical activities individually (e.g. disassembling, reassembling and starting an engine successfully), and completing such activities within a specific time-frame. Therefore, each trainee learnt the subject matter thoroughly, and gained confidence in his/her abilities. The volunteer’s aim is to see that all trainees successfully pass the examination without anyone lagging behind.

SPORTSSports is an area in which volunteers have been able to help those training under them not only to improve their sporting skills, but also to strengthen their level of discipline, teamwork, individual/collective responsibility, coordination and the ability to correctly respond to success and failure (which are strengths of the Japanese in general). Senior Volunteers and JOCV members have contributed much towards the improvement of sports such as baseball, judo, karate, volleyball, football, netball, basketball, badminton and tennis.

Some volunteers were responsible for bringing about tremendous changes in the skill level of players they coached. For example, several national football players had their initial training under a JOCV who conducted training in Badulla. One JOCV tennis coach enabled the girls’ team of a rural school in Karandeniya to win second place in an all island schools’ tennis tournament, while its boys’ team ended up participating in the final rounds of the same tournament. This was significant because, while tennis in Sri Lanka has been mostly confined to the urban elite, JOCV has been instrumental in improving the quality of the game in several places outside of Colombo and offering opportunities to players in these regions to compete.

Baseball is another game which owes its current standing to the technical input made by several JOCV coaches. After JOCVs started training the National Team, it was able to beat several Asian teams. In 2009, the national team reached the Semi Finals of the Asian Baseball Cup, beating more experienced teams such as Thailand and Malaysia.

The activities of the JOCVs so far assigned to the country have resulted in the enhancement of baseball skills amongst an increasing number of youth who have taken a liking to this sport. Moreover, these JOCVs have helped teams representing Sri Lanka too obtain better results in the international arena. Thus in 2012, Sri Lanka rose to rank 30th, amongst 72 countries in the world.

WHO CAN APPLY FOR THE SERVICES OF JICA VOLUNTEERS?

Public agencies and registered Non-Governmental Organizations which have a specific plan to utilize the services of the volunteer.

• The plan should fit into the host organization’s long term plan which should incorporate activities that are sustainable.

• Two year draft work plan relating to the work to be carried out by the volunteer should be prepared.

• Ensure that the volunteer’s services benefit a substantial number of beneficiaries.

• Are able to provide the following resources for the volunteer to carry out activities:

Financial Resources:

• Allocation of financial resources necessary for the volunteer to implement activities

• Provision of equipment/ machinery and raw material necessary for the volunteer to carry out activities

Transportation:

Provision of transport for official duties. Volunteers are not allowed to travel on motorcycles or drive any vehicle. However, volunteers use public transport (bus) or push bicycles when traveling to work sites (if such modes of transport are practical for the assigned tasks). Therefore, host organizations should pay careful attention to this point when selecting work sites.

Accommodation:

Accommodation should be provided in a secure environment in close proximity to the workplace. It is necessary to provide a single room with an attached toilet (preferably a separate annex), with basic furniture (bed, desk, chair, cupboard and fan). Accommodation with facilities for cooking (kitchen with a cooker and LP gas cylinder) is preferred. The volunteer will bear the cost of meals and utilities (electricity, water, telephone and LP gas).

Successful candidates are then trained in various skills including local languages of host countries and provided knowledge and information on the culture, norms and socio- economic background of the host countries. The training is conducted for approximately three months in Japan (after which the volunteers are sent to the host countries) and one month in Sri Lanka. After the training in Japan and Sri Lanka is completed the volunteers are assigned to host organizations.

Usually it takes about one year from the time host organizations apply for the services of volunteers, until the time they are sent to host countries. Volunteers are usually sent in three or four batches (in March, June, September and December), each year.

Requests for the services of JICA volunteers should be made on application forms obtainable from the JICA Sri Lanka Office.

Vocational Training Authority programmes strengthened

“The services provided by JICA volunteers have contributed immensely towards the success of the vocational training programmes conducted by the Vocational Training Authority (VTA).

These volunteers assisted trainers and students in our training institutions. They shared their knowledge in modern technology and practical skills. Some of the skills transferred by volunteers were on modern equipment and techniques on the efficient use of such equipment. I consider this a great opportunity for our future generations.

The volunteer who works in support of training courses in the field of tourism also teaches Japanese language. This I see as being invaluable to those who have chosen tourism as their career path.

Teaching mathematics made easy with Japanese methodology

“My name is Ayesha Rambukwella. I am a mathematics teacher at the Amupitiya National School in Theldeniya, Kandy. I have had the opportunity of associating with JICA Volunteer, mathematics teacher, Ms. Machiko Okada, since the time I took up my first appointment at the Amupitiya National School in 2011.

Ms Okada visits our school once a week. I learn many new things every time she visits our school. The advice and knowledge on modern learning methods I receive from her are very useful to me as a new teacher.

I consider it a privilege for me and my students to have received an opportunity to learn about mathematics teaching methods in Japan. Teaching mathematics to students has become easier since I started using the teaching methods taught by Ms Okada.

Whilst being extremely friendly with our staff members, Ms Okoda displays a strong sense of humility when imparting knowledge to us.

Volunteers relate closely to the rural communities

“The JICA Volunteer Programme has been implemented in the Rajanganaya Divisional Secretariat Division during the past 5 years. This can be described as a special programme conducted within the Community Based Rehabilitation (CBR) Programme, implemented in Rajanganaya.

The volunteers who support the rehabilitation of persons with disabilities (PWD), work closely with them, theirfamily members and others in the community.

I believe that the volunteers’ ability to speak Sinhala, their friendly temperament , humility, good example, and their simple life style has drawn them closer to the rural community they serve.

While working with PWDs, the volunteers provide valuable service by making decisions based on listening to them, encouraging them to express their ideas and even analyzing issues that are generally considered insignificant.

Since the volunteers are assigned to work with various institutions such as those that cover youth activities, social services , special education, the Samurdhi Programme etc., it has become easier for the CBR Programme to obtain the cooperation of this network of organizations.”

JICA part and parcel of progress made in the game of Baseball in Sri Lanka

“JICA has been involved in developing the game of Baseball in Sri Lanka since 2002. When we were struggling to develop the technical skills of our players, it is JICA who came forward to assist the Sri Lanka Amateur Baseball / Softball Association.

Since 2002, JICA deployed 04 Baseball Coaches in Sri Lanka. All of them contributed tremendously to uplift the standard of the game.

Under the Baseball Coaches provided by JICA, our national teams won many medals in Asian Baseball Championships, including the Bronze medal at the Asia Cup 2009.

At present, we have with us, Mr.Watanabe who is the Head Coach of both the national youth and senior teams. He was instrumental in initiating a project to construct a baseball field in the country.

We are extremely thankful to the Japanese Embassy, JICA, the Sports Ministry and the Mahinda Rajapaksa Sports Development Foundation for their valuable contribution towards this first ever Baseball Field in the country.

We are happy to state that JICA is part and parcel of the progress we have made so far in the game of Baseball in Sri Lanka. We look forward to their continuous support in developing the game.”
