I. Legal Basis
Directs local authorities to simplify and rationalize their civil application systems
1. Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003
Aims to provide a one-stop action center which shall facilitate the processing and documentation of all paper requirements necessary for the establishment of a business enterprise in the region.
2. Republic Act No. 7470 of 1992, creates the National Economic Research & Business Assistance Center (NERBAC) that shall be placed under the Department of Trade & Industry.
