• Most bank employees can obtain internal r ecords to produce additional bank ATM card

s for themselves or their customers. With th e use of this fake but functional card, the em

ployee or accomplice can withdraw funds fro m any ATM. The only way to deter this type o

f fraud is to provide cameras, an ATM interfa ce and VCR on the ATM.

• Most bank employees can obtain internal r ecords to produce additional bank ATM card

s for themselves or their customers. With th e use of this fake but functional card, the em

ployee or accomplice can withdraw funds fro m any ATM. The only way to deter this type o

f fraud is to provide cameras, an ATM interfa ce and VCR on the ATM.

Using the LawUsing the Law

• Banking laws in the US protect the consumer when problems happen at the ATM. Our lawstates that if a customer has a dis

crepancy in their bank account the bank has a limited period t o respond. In general if the bank can not prove the customer

made the transaction, the bank has to absorb the loss and the customer only pays $5 0 .0 0 total. A typical ATMfraud wou

ld be the following. You would deposit $5 0 0 0 .0 0 in a ba nk that had ATMs but no video on them. Everyday you would

withdraw$2 0 0 .0 0 or the maximum daily amount the AT Mwould allow. When you got your first statement you would p

rotest it to the bank. If they could not prove it was you withdra wing the money you would get all the money back except $5

0 .0 0 . This scam would be repeated at the next bank.

not dispensed until the card is removed from th e ATM. In this environment clever criminals hav e devised a clip that catches the card so it can n ot be ejected. The customer gets frustrated and

leaves the ATM after not getting back their card or money after attempting a withdrawal. The cr

iminal then quickly inserts the special release c ard and the customer card is ejected and so is t

he money. The criminal gets both card and mon ey and reinserts the clip for the next customer.
