In June the semester drew to a close as we celebrated with our MPP and PhD graduates. In the new Academic Year we will be expanding our programme offerings in the fields of development and international affairs with the launch of the Master of International Affairs and a new Executive Certificate in Managing International Cooperation and Development. A new set of indicators are available on The Governance Report website - a great resource for academics, policymakers and journalists. We also launched a new platform for our joint project with the LSE and Mercator Stiftung, The Dahrendorf Forum. The Academic Year 2015/2016 will open with a series of interesting events with speakers including Anthony Giddens. Make sure you save the dates and join us in September. Ulrich K. Preuß’s Definition of the State (Nomos) with Hertie School Pro- fessor Claus Offe and the book’s editors, Tine Stein and Claudio Franzius and a closing remark by Hertie School Emeritus Ulrich K. Preuß. The book is part of a Nomos series on definitions of the state. Preuß is one of Germany’s leading theorists of the state and the book contains a comprehensive collection of analyses and commentary on his work. >> www.hertie.school/events Graduation 2015: Hertie School Confers Doctoral Degrees for the First Time The excitement in the air was palpable at the Graduate Program- mes graduation ceremony on 5 June, where the Hertie School conferred its first Doctoral Degrees since being awarded the right to do so in 2012. Seven PhD and 125 MPP graduates were presen- ted with their degrees amid clapping and a flurry of smiles – and even some cheering. The commencement speaker, Transparency International’s Managing Director Cobus de Swardt, addressed the graduates and 500 guests including family and friends from around the globe. He charged the new crop of leaders to choose career and life paths that go beyond the limits of comfort and privilege and to stand for a fairer tomorrow: “The fight against corruption is central to the struggle for human rights and social justice. I hope you – Class of 2015 – will add your voice and energies to the tasks of demanding and building transparency and accountability a- cross all sectors of society”. De Swardt’s own contribution to this fight began as a young activist against South Africa’s Apartheid regime. Almost half of this year’s MPP cohort either completed an exchange semester or a Dual Degree. In addition, all of the MPP graduates have gained professional experience during in- ternships and, in some cases, a Professional Year. >> www.hertie.school/graduate-programmes Law and Politics: Ulrich K. Preuß’s Definition of the State The Majority of Young People from the Balkan States Want to Emigrate A new study under the leadership of Her- tie School Professor Klaus Hurrelmann, has found that the majority of people bet- ween the ages of 14 and 29 in the Balkan states are very skeptical about the politi- cal developments in their home countries and thus see little chances of building a successful career there. For this reason many of them want to emigrate to Ger- many, the United Kingdom, Switzerland or the USA. Hurrelmann cooperated with leading researchers from Albania, Kosovo, the for- mer Yugoslav Republic of Macedonia and Bosnia-Herzegovina for the study com- missioned by the Friedrich Ebert Founda- tion. “The pessimism of the young people is worrying and should alarm the EU,” said Hurrelmann. “Young southeast Europeans display disconcertingly little interest in politics and their lack of trust in political and social institutions is strong. Dear Friends of the Hertie School, As we prepare for the well-deserved summer break we take a moment to reflect on the highlights from the past months. Graduation 2015: Hertie School Confers Doctoral Degrees for the First TimeThe excitement in the air was palpable at the Graduate Program-mes graduation ceremony on 5 June, where the Hertie School conferred its first Doctoral Degrees since being awarded the right to do so in 2012. Law and Politics: Ulrich K. Preuß’s Definition of the State

Anke Hassel Joined Expert Group “Work of the Future”The modern working environ-ment is changing rapidly and is set to change even more so within the next one or two deca-des. Hertie School’s Anke Hassel has been appointed as part of an expert commission “Work of the future”, initiated by the Hans Böckler Foundation, to help na-vigate a safe path through dem-

ographic change, technological developments and changes in participation of employees.

The panel includes experts from academia and the government, as well as members from executive boards and works councils who will meet and strategise with rep-resentatives from different sec-tors. >> www.hertie.school/hassel

Berlin to Moscow for HSE Young Experts’ WorkshopWhat role does innovation play in enhanc-ing sustainability – especially in the NGO sector? Hertie School faculty and students had the opportunity to participate in an expert workshop at the Higher School of Economics (HSE) in Moscow in May, where this exciting question was discussed.

Faculty members of both universities, including HSE’s First Vice Rector Lev Yakob-son and Hertie School’s President Hel-mut K. Anheier and professors Michaela Kreyenfeld, Mark Hallerberg and Senior Fellow Jobst Fiedler, provided academic input while students added their voices with insights from their research projects. Doctoral student Alexandra Ioan who pre-sented her findings on social enterprises noted, “Our perspectives were sometimes very different, which made the debate in-triguing”.

In addition to rigorous debate, partici-pants took part in trips to Moscow and a visit to an NGO in the health sector. The journey is not over, however, as the Hertie School will welcome its Russian peers in Berlin this autumn.

One of the biggest challenges facing German public administration agencies is the implementation of the e-governance law Digitale Agenda 2014-2017 and the related digitalisation processes.In short: Germany’s public administration is still lagging behind when it comes to digitalisation. This was one of the core findings of a recent Hertie School study State, Public Administration and the Degree of Digitalisation conducted by Gerhard Hammerschmid.

The study, which was presented at the

Hertie School on 29 May in the lead -up to the third Zukunftkongress Staat & Verwaltung, analysed 1200 public administration offices in Germany, and found that although around three quarters are planning to digitise

more effectively, funding and coordination have been lacking and it is unclear when exactly these strategies will be implemented. Budgetary pressure and the implementation of a new staffing policy likewise count among the current biggest pressures facing German administration.

German Public Administration is Lagging Behind with Digitalisation

The Governance Report 2015 indicators are now available as publication-ready graphics for use online or presentations, on the report’s website. The indicators were designed to help users better under-stand how economic and political issues in the EU have evolved, especially in the wake of the euro crisis. The indicators al-low for analyses that:• describe whether EU countries have

been moving closer together or further apart;

• show whether convergence or diver-

gence has been more pronounced within clusters of countries;

• examine associations between mac-roeconomic trends and aggregate pu-blic opinion; and

• highlight specific groups of countries and time periods to determine where and when these governance challen-ges were most acute.

Users can also explore the indicators on-line with interactive tools highlighting convergence indicators and conditional associations. The time series tool (pictured

above) examines trends in a given variable in individual EU countries over time, while the interactive map shows geographical and temporal trends for each variable.

Renowned Sociologist Anthony Giddens will deliver the Opening Lecture of the Academic Year 2015/16 on 3 September. Giddens will speak on Into the Digital Age - the World in the 21st Century. + On 4 September the Opening Ceremony of the Academic Year and the launch of the MIA will feature keynote lectures by, among others, Katrin Suder, Secretary of State in the German Federal Defence Ministry on the topic, Leadership in an Interconnected World. + The Hertie School will celebrate the success of its EMPA Graduates and welcome the incoming cohort on 11 September

with a commencement speech by Alison Smale, New York Times. + As part of a cooperation with the World Health Summit 2015, which is taking place in Berlin in October, Hertie School students will have the opportunity to attend the event and members of the faculty will contribute to the programme. Events Recap: Climate Change, Infrastructure, Corruption, Fiscal Rules and More

The Executive Seminars, Skills Training and Workshops for the Academic Year 2015/2016 are now online and registration is open.

In addition to the themes covered in past years, a range of Executive Formats focused on Development Policies, Sustainable Development and the Security-Development Nexus have been added to the calendar.

Participants interested in these fi elds may opt to complete individual Seminars or Skills Trainings, but they can

also combine four of these executive seminars or courses to complete the new Executive Certifi cate on the Management of International Cooperation and Development.

Convenors include Hertie School Professor Wolfgang Ischinger (also affi liated with the Munich Security Conference) and Ursula Müller from the World Bank.

EMPA Alumni Retreat 2015

Hertie School Re-Certified as Family-Friendly University

From 5-7 June, the 4th Executive Alumni Retreat took place at scenic Lychensee, about an hour north of Berlin. Alumni tra-velled to the retreat from as far as Belgi-um, Czech Republic, Estonia, Kenya, Swit-zerland, the Netherlands, the UK and from all over Germany to reunite with their for-mer Executive MPA classmates.

This year’s retreat focused on behav-ioural economics (nudges) as a tool for effective governance and saw inspiring presentations from the UK government as well as the European Commission. It was complemented by a review of the “Open Government” measures in the state of North-Rhine Westphalia, which had been discussed in detail at last year’s retreat.

The alumni also had the opportunity to

share their professional experiences and to exchange with Hertie School faculty. Of course, there was plenty of time for more informal discussions, joint lunches and dinners. Other highlights were a boat race, a challenging quiz organised by the Exe-cutive MPA Alumni Council and the gath-ering at the bonfire at night.

The Hertie School of Governance has, for the third time in a row, been awarded with the certificate “audit family-friendly uni-versity” by the initiative “berufundfami-lie gGmbH”. The certificate confirms the university’s dedication to being a family-friendly organisation for students and em-ployees.

Anna Sophie Herken, the university’s managing director, supports the audit’s goal: “It raises awareness about creating an environment that facilitates the recon-ciliation of family with study and work. We believe the certificate is a stimulus to develop this further.“ >> www.hertie.school

Nicholas CrawfordNicholas Crawford (UK) graduated with a Master of Public Policy in June. Helmut K. Anheier thanked him during the graduati-on for his work as President of the Hertie School Student Association (HSA), spear-heading various initiatives to improve stu-dents’ overall experience at the School.

Niklas Anzinger & Sascha SchusterMPP Alumni Niklas Anzinger and Sascha Schuster (Germany) were among the au-thors of the study on large public infra-structure projects (p.1). Under the men-torship of Genia Kostka and Jobst Fiedler they contributed to the study, which was widely reported on in the German media.

Meet our AlumniKatharina Gnath Dr. Katharina Gnath (Germany) is one of the first graduates in the Hertie School’s Doctoral Programme in Governance.
