Inlate2008,theHaddonfieldBoroughCommissionerswerepreparingtoissueaRequest for Proposals for an architect to studytheexistingPublicLibrarybuilding.The Commissioners wanted expert advice onhowthebuildingcouldbemadeADA-compliant, and how 7,500 or 15,000 sqft ofspacecouldbeadded. InDecember2008,aHaddonfieldresident proposed to the Commissioners thattheAllenAvenueparkinglot–whichhadneverbeforebeensuggestedasapotentialsite–beconsideredalso. Ataboutthesametime,a“blueribbon”committeebeganinvestigatingvarioussitesaroundthetown.Thecommitteeevaluated14sites,dismissed12,and–after18months–concludedthattwowere“worthyofseriousconsideration”:theexistinglibrarysiteand...AllenAvenue.The committee released its report on June 9, the same date the architect presented his proposals to the community fortheexistinglibrarysite. So, we have two sites that are deemed “worthyofseriousseriousconsideration,”but only one has been studied in detail. Theclockisticking.ThecommissionersplantoholdareferendumonthelibraryinNovember2011,sotheyneedtosettleonasiteintherelativelynearfuture. If the commissioners were to instruct thearchitecttobeginworknow, he should beabletosubmitplansandcostsbyLaborDay,andpresentthemtothecommunityinearlySeptember.Then,withcomparabledocumentationinhandfortheonlytwositesintownthatare“worthyofseriousconsideration,”thecommissionersandthecommunitywouldbeabletodecidehowbesttoproceed.Finally.

Building an addition in front of the Public Library building would be a huge mistake, for many reasons. The Commissioners and the community need not make such a mistake, because an alternative site for a new library is available. In a report dated June 2010, a blue-ribbon committee concluded that the Allen Avenue Parking Lot is “worthy of serious consideration.” We, the undersigned residents of Haddonfield, hereby petition the Commissioners – before deciding to renovate the existing building and erect an addition in front of it – (a) to order an independent, detailed investigation and evaluation of the Allen Avenue site and (b) to commission the preparation of conceptual plans, with estimated costs, for at least two building configurations on that site.
