Wheelchair Basketball Ontario Games Technical Package Version 2 (2011.04.14) SAO 1 Technical packages are a critical part of the Ontario Games. They assist the organizing committees by detailing tournament formats and scoring procedures, help with all aspects of Games planning including transportation budget, meals, accommodations, etc. by identifying the number of participants permitted (including gender etc.). Every participating Games PSO coach and/or manager has an obligation to read and understand every aspect of the Technical Package. Failure to do so could cost an athlete his or her eligibility for the Games or could affect final standings or the delivery of the competition. If someone does not understand an aspect of the Technical Package, he or she is to seek clarification from the Provincial Sport Organization or the Sport Alliance of Ontario. If an individual wishes to initiate change to a Sport Technical Package, the request should be directed to the Provincial Sport Organization. Sport Technical Packages are reviewed and negotiated with the Sport Alliance of Ontario and the hosting Games Organizing Committee approximately 12 - 14 months from the games. 4.0 COMPETITION 4.1 Rules IWBF rules shall be followed with Canadian Wheelchair Basketball League Regulations (see Appendix D – CWBL Regulations)

The tournament will be a 4-team, one-pool, round-robin competition. Tie Breaking Rule: see Games Schedule (5.0) for tie breaking explanation 4.2 Disciplines N/A 4.3 Facility standards

CLASSIFICATION OF TEAMS D.1 Procedure

Teams shall be classified according to their win-loss records, namely two (2) points for each game won, one (1) point for each game lost (including lost by default) and zero (0) points for a game lost by forfeit. D.1.1 If there are two teams in the classification with equal points, the result(s) of

the game(s) between the two teams involved will be used to determine the placings.

D.1.2 If the points and the goal average in the games between the two teams are still the same, the classification will be determined by the goal average of all the games played in the group by each team.

D.1.3 If more than two teams are equal in the placing, a second classification will be established, taking into account only the results of the games between the teams that are tied.

D.1.4 If there are still teams tied after the second classification, then goal Average will be used to determine the placing, taking into account only the results of the games between the teams still tied.

D.1.5 If there are still teams tied, the placing will be determined using the goal average from the results of all their games played in the group.

D.1.6 If, at any stage, using the above criteria, a multiple team tie is reduced to a tie involving only two teams, the procedure in D.1.1 and D.1.2 above will be applied.

D.1.7 If, at any stage, it is reduced to a tie still involving more than two teams, the

procedure, beginning with D.1.3 above, is repeated. D.1.8 Goal average will always be calculated by division.

D.2 Exception:

If only three teams take part in a competition and the situation cannot be resolved following the steps outlined above (the goal average by division is identical), then the points scored will determine the placing.

In addition, the Tournament Technical Committee may decide to relegate the team to be the last in the placing. This happens automatically if violations are committed repeatedly by the same team. Nevertheless, the results of the games played by this team shall remain valid for the purpose of the general classification of the competition.

6.0 QUALIFYING PROCESS Results from the 2010-11 and 2011-12 CWBL play will be used to

determine which four teams will compete at the Ontario Games; Current league play involves all regions of the Province.

Wheelchair Basketball Canada Canadian Wheelchair Basketball League Open Division Regulations

2010-2011 1. PARTICIPANTS 1.1 A team must have a minimum of 7 players and 1 staff in attendance to be eligible to play games at CWBL Open Finals. 1.2 For 2009-2010 all teams/clubs must be registered in the CWBL Open through Wheelchair Basketball Canada 1.3 A team may not register more than 6 impact players. An all female team is excluded from this rule. 1.3.1 An impact player is defined as: Any national team program player (past or present) who has been involved in the men’s or women’s National Team Program; or, any able-bodied athlete, male or female, who has five (5) years or more experience in wheelchair basketball and has played at the National Championships. 1.3.2 A National Team Program Player is understood to be one that has been on the National Team 12 player roster having been carded for more than one year or one that has played an IWBF sanctioned event. (Paralympic or Gold Cup.) 1.4 No more than 3 current National Team players will be allowed on the team roster. 1.5 Teams must identify their 6 impact players on the roster sheet that is submitted with their registration to the Wheelchair Basketball Canada. 1.6 Teams may have as many players on their roster as they wish, but only 12 players may be on the score sheet for each game at Open Finals. 1.7 The Commissioner in consultation with the national office will rule on eligibility as requested. 2. CLASSIFICATION 2.1 Wheelchair Basketball Canada classification system (0.5) through (4.5). 2.2 Able-bodied athletes classified as (4.5). 2.3 Total number of points on the court not to exceed 15 except: 2.3.1 If a team plays a female player the team will be entitled to add one (1) additional point to the total for each female player that is on court. 2.3.2 If a team plays a player who is age eligible for the Mini Division (born in 1994 or later), the team will be entitled to add one (1) additional point to the total for each eligible player that is on court. 2.3.3 If a team plays a player born in 1966 or earlier, the team will be entitled to add � additional point to the total for each eligible player that is on the court. Current National Team players are excluded from this rule. 2.3.4 If a team plays a player born in 1961 or earlier, the team will be entitled to add one (1) additional point to the total for each eligible player that is on the court. Current National Team players are excluded from this rule. 2.3.5 A player may earn a maximum of one (1) additional point on the floor for their team. 3. ELIGIBILITY 3.1 A player’s name may only appear on the registration form of one CWBL Open Division team during the season with the exception that a player may transfer to a new team in accordance with the transfer rule.

3.1.1 Players transferring to a new team must play at least 3 games with their new team prior to the appropriate Championship (as per 3.2 and 3.3). 3.2 All CWBL players must compete in at least five (5) games in order to be eligible for postseason play (these games must be played at least 30 days prior to the Championship, as in 3.3). 3.3 All CWBL players must have competed at least 30 days prior to post season play or receive approval from the respective Commissioner if there are extenuating circumstances. 3.4 Teams must submit their final rosters to the Wheelchair Basketball Canada office no later than February 25, 2011 3.5 POST SEASON TRANSFER (Teams that qualify for CWBL Open Finals but are requesting additional roster support due to the following circumstances) 3.5.1 Minimum participant ratios can not be fulfilled (7 players and 1 staff) 3.5.2 Team attending CWBL Open Finals requests additional roster support as current registered team member can not attend Finals due to circumstances (Injury, work , family matter) 3.5.3 Team requesting additional roster support must look for players in their respective conference. 3.5.4 Team requesting additional roster support must request players that are of equal calibre and classification of the current team member that can not attend 3.5.5 All player transfers for CWBL Open Finals will receive approval from national office, CWBL Open Commissioner, VP Domestic and Conference Commissioner of where the request is originating from.

______________________________________________________________________ 4. DOPING CONTROL

The Canadian Centre of Ethics in Sport (CCES) may perform random doping control test at these Championships. The CCES is authorized to administer the collection of urine samples in accordance with the Canadian Anti-Doping Program, as adopted by Wheelchair Basketball Canada. More information about the Canadian Centre of Ethics in Sport can be found at http://www.cces.ca/ . 5. COMPETITION 5.1 Unless otherwise stated, IWBF rules and regulations will be followed. 5.2 The pools will be based on rankings from the previous year, and the geographical make up of the teams. The Open Commissioner, in consultation with the National Office, will present a tournament schedule for the approval of the VP Domestic. The official ranking will be: 1 – British Columbia (conference champion) 2 – Great Lakes (conference champion) 3- Quebec (conference champion) 4- Alberta (conference champion) 5 – Prairies (conference champion) 6 – Maritimes (conference champion) 7- British Columbia (conference runner-up) *second run through 8 – British Columbia (host) 5.3 5.3.1 Teams representing their respective conference in either the first or second spot will be required to submit an official letter of intent to participant and a performance bond ($350) to

Wheelchair Basketball Canada a minimum of 30 days before the start of CWBL Open Finals; March 8, 2011. 5.3.2 Should a conference not confirm the second spot allotted to them by the set date the opportunity will move to the next conference immediately following the 30 day deadline. Preliminary Round The 8 participating teams will be divided into 2 groups (A & B) of 4 teams each. Each team will play all the other 3 teams in its own group. Semi Finals Classification Round: I. A3 - B3 (Position 5 & 6) II. A4 - B4 (Position 7 & 8) Or I. A3 – B4(loser to 7th/8th – winner to 5th/6th) II. B3 – A4(loser to 7th/8th – winner to 5th/6th) (Gym time permitting) Medal Round: III. A1 - B2 (Loser to Bronze - winner to Gold) IV. B1 - A2 (Loser to Bronze - winner to Gold) Finals Medal Round: V. Loser III vs. Loser IV (3 - 4) VI. Winner III vs. Winner IV (1 - 2) 6. TIE BREAKING RULE - ROUND ROBIN Tie breaking for round robin competition as per IWBF rules. 7. COMPETITIVE UNIFORM 7.1 All teams must have “light” and “dark” uniforms. 7.2 The first named on the schedule is the home team and must wear light. 7.3 Eligible jersey numbers: 4-15. Players wearing jersey numbers that do not correspond to this rule will not be permitted to play at CWBL Open Finals. For more information on what constitutes a “legal” uniform, please consult pages 15-16 of the IWBF rulebook. Additional note: uniforms include undershirts and shorts / pants. Both of which must be of the same dominant colour of the playing shirt. 7.4 Teams will surrender their teams performance bond if they are unable to meet the requirements of the competitive uniform. 8. EQUIPMENT 8.1 Game Ball: The game ball will be designated on January 1st of the year in which the tournament is played. Molten - Size 7. 8.2 Athlete chairs are not allowed to have any other logo on their chair except for chair manufacturer logo, team crest or athlete sponsored logos. All other logos must be removed of blacked out for CWBL Open Finals competition. Athletes will not be allowed to enter the competition floor until the logos are either covered or removed.
