What is CCS?

The WHO Country Cooperation Strategy (CCS) is WHO’s medium

term strategic vision to guide its work in and with a country in

support of the country's National Health Policy, Strategy or

Plan (NHPSP).

It is the strategic basis for the elaboration of Biennial Country

Work Plans to ensure WCOs' contribution to GPW outcomes.

It is the main instrument for harmonizing WHO’s cooperation in

countries with that of other UN system organizations and

development partners.

The timeframe is flexible to align with national planning cycles. It is

generally 4–6 years depending on country context.

WHY DO A CCS and HOW FAR?

WHO established the development of Country Cooperation Strategies with

countries in 2000 to:

- respond to Member States' call of greater relevance to country health needs

- articulate WHO's strategic agenda in each country in consultation with different partners

that provides the umbrella within which all WHO's country work takes place

- foster strategic thinking and internal coherence across the organization

- to put into practice new ways of working that can strengthen WHO corporate performance

at country level

WHO has thus far developed 120 CCSs with about 145 countries, territories and areas.

South-south and International Cooperation in CCS

CCS is a two way process: identifies priorities for technical

cooperation in a particular country and defines contribution to regional

and global health cooperation.

BRICS network – China and India organize China -Africa and India-

Africa partnerships – health is one of the components

MICs - Dialogue on how to strengthen international/regional

cooperation on the prevention and control of noncommunicable

diseases within the framework of North–South, South–South and

triangular cooperation

Pacific Open Learning Health Net – Pacific NCDs Alliance etc.

Linkage between CCS and UNDAF

The UNCT is the platform through which WHO can strengthen dialogue among UN

agencies, foster multisectoral response to health challenges, and mobilize

additional resources to achieve national health goals;

The CCS and the health dimension of the UNDAF should be harmonized and

mutually reinforcing for better health results in the country;

WHO to ensure and support the participation of the Ministry of Health in UN

country-level processes.

WHAT IS THE CCS USED FOR?

informing the Bottom-up planning process starting with the 12th

GPW; 2016-2017 Programme Budget, etc. and formulating the Country Biennium Work Plans.

reviewing / adjusting country presence and cooperation

dialoguing for cooperation with partners

negotiating support inside and outside WHO

communication on WHO's involvement in the country

advocacy and resource mobilization

shaping the health dimension of the CCA/UNDAF and other partnership platforms in countries.

CCS and NCDs: The Role of CCS in setting

programmatic direction

WHO reform: the Strategic Agendas of CCSs/BCAs of 142 countries

were analysed for country health priorities as basis for setting the

programmatic direction in the 12th GPW (2014-2019).

Below is the number of countries that prioritized the different components

of the Non-communicable Diseases for intervention.
