How To Use the Book

Who Decides What is in three sections- subject entries arranged alphabetically, an Address Section and a comprehensive index. To use Who Decides What, first look up the most obvious entry heading (to repeat, they are arranged alphabetically). If this fails to identify the relevant subject (either directly or by using the cross-reference shown in bold type, e.g. Social security benefits), turn to the index, which covers the scope of the book in much more detail. For further information, consult the italicised enquiry point (or points) in each entry, e.g. Department of Health and Social Security- they will be found in the address section. Also check whether the facts have changed since the entry was approved for publication; in very many cases the relevant authority will be able to provide (usually free) leaflets or advice.

We all need, throughout our lives, to make contact with the numerous regulatory authorities which provide grants and services, issue licences and certificates, and otherwise help or hinder us- often in ways that baffie or annoy. Who Decides What charts this network of authorities - usually by starting from human activities and relating to them the authorities which impinge upon our lives. Who Decides What is not a neat academic study of the way policy is formulated; its untidiness reflects contemporary British society, which has grown for the most part piecemeal and without elegant structure. Thus Who Decides What can be seen as a map, or gazetteer, rather than as an encyclopaedia or law book. Certainly the entries are intended to include only sufficient information to assign the right activities to the right authorities; they do not purport to be a full account of the relevant rules, regulations and laws. Almost all the entries have been verified by the appropriate authority - often the government department most directly concerned, or otherwise by the relevant professional, sporting or other public body. All these organisations helped us enormously, but the errors and omissions which are inevitable in a first edition of this kind are of course entirely the responsibility of the editors. Suggestions for subsequent editions are most welcome.
