NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk-Treasurer of Glasgow, Montana, until 5:00 p.m., May 7, 2018, for the purpose of securing the best interest rate for Repurchase Agreements for the City of Glasgow. It is estimated that the City will maintain funds in the Repurchase investment within a range of $250,000.00 to $8,000,000.00.

The City of Glasgow will make deposits on a daily basis. All City warrants would be cleared through the bank with the successful bid. The bank will deduct for all warrants and checks clear-ing that day and the excess money will be invested into a day to day agreement to repurchase securities sold to the City at a daily interest rate stated by the successful proposal. The City will furnish its own checks and warrants and will require a daily bank statement.

The bank will pay an interest rate, as established in your bid, upon a daily balance of funds in the investment account at noon each day. This balance is all to be considered collected funds. The rate of interest bid is to be tied to the rate established at the weekly auction on the U.S. Treasury Bills 26-week maturities, which could vary from week to week. The interest rate bid would be effective from Tuesday noon of one week through Tuesday noon of the following week and be paid to the investment account each Tuesday.

The bid will be for a one year period (1) period beginning June 1, 2018, and ending May 31, 2019. Bids shall be sealed and marked “Interest Bid for City Repurchase Agreement” and be delivered to the City Clerk-Treasurer at City Hall, 319 Third Street South, Glasgow, MT 59230. The dirt operation will be located approximately 1.5 miles south of Opheim, MT along MDOT’s Opheim Culvert Replace/Repair construction zone on Highway 24 in Section 31, T36N, R41E in Valley County Montana. The permitted area will be accessed from a temporary access road constructed within and along the highway right of way. The area to be permitted will cover approximately 4 acres. Approximately 20,000 CY of material will be removed to construct a temporary traffic detour on Highway 24 while new culverts are installed. All but an estimated 6,000 CY of material will be returned to the borrow area and reclaimed to natural contours. The proposed operation is tentatively scheduled to begin June 1, 2018 and end sometime in September 2018.

BUDGET AMENDMENT PROCLAMATIONGLASGOW SCHOOL DISTRICT 1A

VALLEY COUNTY At a regular meeting of the board of trustees

of School District #1A, Valley County, Montana, held April 18, 2018 at 6:00 p.m. at the School District Boardroom, the following resolution was introduced:

WHEREAS, the trustees of School District 1A, Valley County, Montana, have made a determination that as a result of safety issues related to the degradation of the fire alarm & intercom systems at Glasgow High School and the intercom & door systems at Glasgow Middle School, the district’s budget for the Building Reserve Fund does not provide sufficient financing to properly maintain and support the district for the entire current school fiscal year; and

WHEREAS, the trustees have determined that an amendment to the K-12 Building Re-serve fund budget in the amount of $100,000 is necessary under the provision of Section 20-9-161(6) MCA; for the purpose of address-ing safety issues at Glasgow High School & Glasgow Middle School; and

WHEREAS, the anticipated source of financing the budget amendment expenditure shall be a School Safety Transfer from the Bus Depreciation Fund;

THEREFORE BE IT RESOLVED that the Board of Trustees of School District 1A, Valley County, Montana, proclaims a need for an amendment to the K-12 Building Reserve Fund budget for fiscal year 2017-18 in the amount of $100,000 under Section 20-9-161(6), MCA, for the purpose identified above; and

BE IT FURTHER RESOLVED that the Board of Trustees of School District 1A, Valley County, Montana, will meet at 6 p.m. in the District Boardroom located at 229 7th St. N., City of Glasgow, on May 16, 2018 for the purpose of considering and adopting the budget amendment.

a violation in Glasgow.Tuesday, April 17, 2018

0204 An interior burglar alarm went off at a Glasgow business. Interstate called back and can-celed as they got a hold of the key holder and it was a false alarm.

0903 A Glasgow female re-quested someone stop by her residence to speak with her about someone possibly being in her house. Officers were notified.

0940 A Hinsdale male received a call from Publisher’s Clearing-house saying he had won. They gave him a number to verify the call, but he wanted to check first and see if it was a scam. He said he does enter their sweepstakes through the mail. Dispatch told him Publisher’s Clearinghouse only communicates through the mail, they do not call. He was satisfied with this and didn’t need anything further.

1156 An officer advised that the hospital called the PD and reported a female in the ER with a dog bite. It was stated who the dog belonged to. An officer spoke with a male who said this was an accident and they didn’t want to press charges. At 5:14 and 5:29 p.m., and at 2 a.m., the female caller called back to speak with an officer and was told one would be getting in touch with her.

1314 A St. Marie female man-ages a property in St. Marie. She had some people move out recently and they asked her to leave the door unlocked so someone could come in and clean the house. She said they went and looked three days later and no one had come in to clean. There was graffiti spray painted all over the walls and fridge. She was told dispatch would have a deputy give her a call back when one was available. The caller was going to leave the house as is, but lock the door until a deputy could see it.

1459 A Hinsdale male said his neighbor who lived two houses to the west of him, had their dog chained up while they were gone and the dog has barked all day yesterday, all night last night and had started up again today. He wanted to know if there was

anything that could be done about it. Dispatch told him they would have an officer call him back. At 3:32 p.m., the caller called back and said he had solved the prob-lem and didn’t need an officer to call him.

2039 A Valley County female wanted to speak with a deputy concerning a violation of a No Contact Order, and she also gave the suspects’ names.

Wednesday, April 18, 2018 1134 A Nashua female ad-

vised a male was drinking while at home. She said she didn’t want anything done about it, but would like it on record. She advised he was on probation. A deputy was notified.

1201 A Glasgow female couldn’t find her 3-year-old granddaughter. She said she was wearing a pink shirt with a purple coat. She then started talking to someone in the background. She came back on the line and said they found her granddaughter down the street and everything was fine.

1217 A Hinsdale caller ad-vised they received an email from a man who advised another male had gotten a No Contact Order on a male suspect. No further action was required.

1240 A Glasgow female re-ported receiving two scam calls from someone stating the IRS was coming after her. She said one was last night and one was earlier this morning. She said she knew it was a scam and had just hung up on them, but thought the PD should be aware as well.

1502 A St. Marie male advised a man was telling people they weren’t going to be anything and saying he was in the Marine Corps. This caller posted some-thing on Facebook about the subject talking like he does. Now the male subject is calling the St. Marie man and threatening him and the caller wants it to stop. A deputy was notified.

1505 A Glasgow male advised that an officer told him that they told a male he had 24 hours to get his items cleaned up and moved. The caller said it has been over 24 hours, and although he did pick his stuff up, he just moved it behind the granary towards the alley, and was still on the caller’s property. An officer was notified. At 5:14 p.m., the caller called back and said an officer told him to call back if the male hadn’t

moved by 5 p.m. The caller ad-vised the man was still there. Two officers were notified.

1549 A Glasgow male advised he was at a Glasgow address re-building the gas meter and could hear water running. He said when he looked in the windows of the basement, he believed there was standing water. Dispatch notified the bank that has the note on the residence.

1719 A Glasgow male re-ported the door being wide open at Dr. Wilson’s building on Hwy. 24 S. Dispatch called Dr. Wilson to make him aware of the situ-ation.

1812 A deputy checked out a subject riding their scooter along Hwy. 2 near Nashua as well as a welfare check on an older Nashua man.

2042 A Glasgow male report-ed that some kids were harassing people in the middle of the street and would like an officer to come make them stop. The caller stated who one of the kids was, also stat-ing that kid had flipped him off and was cussing at other drivers. Officers spoke to this caller and told the kids not to cuss in public anymore and not to be out in the streets.

2058 A Valley County driver was following along with her boyfriend, who was walking, and they had an argument but things are okay now.

2129 A male reported a train blocking the crossing for at least half an hour and he would like it moved.

Thursday, April 19, 2018 0629 A Hinsdale male re-

ported his four-year-old female yellow lab and 11-year-old male black lab went missing about an hour and a half ago from a Hin-sdale location. The caller asked PD to keep an eye out for them. At 10:14 a.m., he called back say-ing he had found his dogs.

1201 A 911 call was received from a vehicle involved in a col-lision. Dispatch was able to speak to the female driver of the vehicle that was struck by a pickup and get the location of this accident. The caller didn’t think there were any injuries and the other driver was out of the vehicle. The caller said she was unable to get out of her car, but believed it was a safety feature on her vehicle and it would reset itself. She also stated she was eight months preg-nant and would probably need to

be checked out, but did not want an ambulance at this time.

1805 A St. Marie female had been trying to reach her friend for a week now. She tried both her home and cell phone, but doesn’t get an answer at either one. She would like a welfare check because the friend has had some falls. If located, she would like the friend to call her.

2056 A Glasgow caller re-ported that her neighbor has two vicious akitas that are on the loose. She already called them to let them know that the dogs were out. She was told to call in when the dogs were out.

Friday, April 20, 2018 2213 A Glasgow caller was

away from home from 7-9 p.m. She reported that someone tried to break into her house while she was gone.

0314 A Glasgow male report-ed he just had $500 stolen from him. He stated that the person or persons were going to sell him a TV and they just took his money. His speech was quite slurred so dispatch was having a difficult time understanding him. At 3:38 p.m., a male at the Cottonwood called to let PD know that they have video of the person who stole the money. Dispatch passed this information on to an officer.

0935 A Glasgow male advised his female Australian shepherd/border collie mix dog got out and her name was Zoey. She had a red collar with tags and weighed about 45 pounds. He also advised the dog was a blue merle with blue eyes. At 12 p.m., he called back stating he found his dog.

0954 A Glasgow female called in stating there were two large white utility BNSF vans parked in front of the store since Wednesday. She said they were so big they blocked the store. She believed they may be going out to the derailment site at night and are parked there during the day. She had called BNSF in town and got no answer. She called the Rundle Bldg. and spoke to someone who told her yesterday they would check to see if it was any of their tenants, but the vans are parked there again today and no one has gotten back to her. She would like an officer to come and see if they can mark the vehicles or something and have them moved. An officer advised he would try to get a hold of the train master about the three vans.

The train master will get with the crews to these vans when they wake up and get them moved.

0958 A Glasgow female stated her vehicle was hit in the Mar-kle’s parking lot between 5 and 9:30 p.m. last night. Her vehicle was a 2009 Bronze Ford Flex. It was hit on the driver’s side back door. She is at work right now, and hadn’t noticed it last night because it was dark and only saw it this morning.

1057 A female came to the GPD and had a dog in her car. A person from the GPD advised the dog was an older female chocolate lab with a blue collar that had a key chain with a deer horn tip on it. A message was left for the pound. An officer advised he dropped the dog off at the pound. At 1:05 p.m., a male called in stating his chocolate lab was missing. He stated he hadn’t seen her since this morning and it wasn’t like her to run off. Dis-patch told him about this dog and that he would need to go to the GPD office and talk to them.

1157 A St. Marie female called in stating her car had been stolen. It was a brown 2008 SAAB. The keys were in it. She had parked in a garage by Cedar St., but it was on Spruce St. on the corner in St. Marie. The garage door was shut, but not locked. She parked the vehicle there on approximately Oct. 5, 2017, and doesn’t know when it was stolen. She stated she rented a unit to a deputy. She had told him about this and they had gone looking for her car, but didn’t locate it.

1310 Blaine County faxed over a warrant to be served on a subject already incarcerated here. A deputy will serve the warrant.

1428 A traffic control was investigated in Nashua.

1509 A card was started at an officer’s request regarding harassment and threats to another person in Valley County.

1613 A card was started at an officer’s request for traffic con-trol in Valley County.

1829 A Fort Peck male was missing a male blue heeler (no collar). The dog had been miss-ing for three to four hours. By 7:01 p.m., he advised he found his dog.

2031 An officer reported be-ing out at a female’s house in Glasgow for a dog at large. No action required.

2142 A Glasgow caller report-

ed a suspicious white pickup that was driving along his property line and in his pasture. He was patched up with a deputy.

2257 A Glasgow male wanted to speak to an officer about dropping a Contact Order with another male. A deputy will go speak to the man. The officer reported telling the man that the order would be in effect until at least Monday when he could talk to his superiors about it as he didn’t have the authority to drop it.

2324 A Glasgow female called in saying a male was tearing up her bar stool. He was headed out the door, probably to the Oasis or Alleys. A deputy was notified.

Saturday, April 21, 20180055 A Nashua caller reported

a black Chevy Silverado with Montana plates that was driving drunk on its way from Nashua to Glasgow. A deputy got behind the vehicle at MM 550 westbound, and iniated a stop at MM 546 for speeding. The driver logged a PBT of 0.248, and an arrest was made.

0224 A Glasgow female was concerned about calls she got tonight about an earlier incident and would like an officer to escort her to her car. An officer was notified.

0651 A Glasgow male called in stating at the rest area west of Glasgow the toilet was continu-ally flushing and wouldn’t stop. Dispatch notified a person who would take care of this.

0755 A Nashua male driv-ing a school bus out of Circle stating they were just east of Nashua heading west. A small black sports car with Washing-ton plates passed them at a high rate of speed and almost caused a head-on accident. The driver was willing to sign a complaint. He couldn’t get the tag number as the car was going by too fast. The bus was on the way to Glasgow for a track meet. By 7:58 a.m., MHP had the vehicle stopped. The driver admitted to the bad pass and the officer will cite him for this. It occurred on the reservation, so will go through tribal court.

0850 A Glasgow male called in stating two people were harass-ing and threatening her kids at the bus stop yesterday. She would like to speak to an officer.
