WISCONSIN ADMINISTRATIVE CODE251.05(1)(i)(i) Certificate. Each administrator, center director and child care teacher shall obtain a certificate from The Registry (the Wisconsin early childhood professional recognition system) within 3 months after assuming the position. An administrator, a center director and teachers in a school-age only program shall obtain a certificate from The Registry within 6 months after assuming theposition. Persons holding a teacher license issued by the department of public instruction are not required to obtain a Registry certificate.The certificate from the Registry does not need to be renewed in order to meet the licensing rule.Prior to the receipt of the Registry Certificate, new employees must have evidence qualifications on file.Students enrolled at a technical college, private college or university who work in a child care program operated by the college, private college or university have an additional 3 months to obtain a registry certificate.

There are two ways to submit your application to The Registry.

1. List of past and current employers including license number if worked at a licensed facility, address and  start and end dates of each employment. And if applicable:

2. Copy of Entry Level postcards

3. Copy of CPR and First Aid card

4. Copy of High School diploma (if you did not attend college)

5. Copy of official transcripts (internet copies not accepted)

6. Training certificates from the past year

7. Certificates of attendance from the Registry and any barcodes – not matter the date of the training

8. Professional Contribution documentation – membership cards, accreditation verification, cooperating teacher verification, etc.

Entry Level Completion PostcardsWISCONSIN ADMINISTRATIVE CODE 251.05(1)(h)Beginning July 1, 2000, all persons completing a department-approved course offered by a private agency that is used to meet entry-level qualifications will be issued a certificate of completion from The Registry. This is the only documentation of successful course completion that will be accepted for department-approved courses offered by private agencies taken after July 1, 2000*. (this has been amended as of Sept. 1, 2010)Successful completion of entry-level classes taken at technical schools will be documented on a transcript.High school courses that meet the entry-level training requirements will result in a certificate issued by the Department of Public Instruction—a grade report or high school transcript is not sufficient. A person holding a DPI paraprofessional or teacher aide license will need to document that they havecomplete the appropriate entry level training.

Staff Education and Qualifications. The first time you update your Program Profile you will be able to see a list of staff that have worked for your program. You’ll notice that there may be past employees that you will need to add an end date. Once “cleaned up” you will be able to keep your list current.

Program Profile Self Evaluation. Areas to evaluate include: Capacity, Program Type, Staff Benefits, Program Curriculum, Business & Professional Practices, Child Outcomes, Parent/Family Involvement and Health and Wellness. 

There is now a classroom detail section where you can identify each classroom, and assign staff members. Per YoungStar guidelines, each classroom must have one lead teacher.
