Retail Work Instruction - Installation of Earthing Electrodes

1. Purpose

Applies to: To all personnel (BP or contractor) who install earthing electrodes on BP Retail Sites.

Objective: To safely install earthing electrodes at BP Retail Sites

Risk Assessment This work instruction has been generated from a BP Task Risk Assessment for the task, reference BP TRA WI-MT-001

Pre-Requisites

• Performed by BP Accredited Contractor or BP Employee • WPCG accredited person to complete WPCG form associated with

the task • Persons performing the task shall be trained and competent in this

procedure, including familiarization with the associated BP Task Risk Assessment (BP TRA WI-MT-001). Training records to be kept by BP Asset Management.

2. Instructions

1 Complete WPCG on arrival to site

Report to site. Introduce yourself to site manager/ console operator. Inform staff of intended work and notify of the area affected.

WPCG form to be completed. Insert cross-referencing to this work instruction WI-MT-001 Installation of Earthing Electrodes.

WPCG must be signed by both the WPCG accredited contractor and the BP site representative to authorise the work.

2 Confirm proposed location is outside hazardous areas.

Refer to site specific hazardous area drawing (if available) or WPCG service station hazards map to confirm that the work area is not within a hazardous area.

If the location proposed is inside a hazardous zone, STOP WORK. A work permit must be obtained from BP.

3 Take 5 to be completed

Dedicate enough time for a thorough inspection of the work area and equipment to be used.

• Take 5 1. Stop, Step Back, & Observe 2. Walk Through the task 3. Identify hazards 4. Control and Communicate 5. Safely Complete Task

Inspect the ground surfaces around the proposed location for potential hazards. Consider weather impacts on the work (wet weather, storms, heat); the health and competence of team members on the day; and other work in the area than may either impact the task or be impacted by it. Prepare Site Specific SWMS, listing all the hazards identified and risk control measures required to prevent workers from being harmed by the hazards.

4 Set up work area

Barricade the work area using pencil bollards/cones, safety flag rope, tiger poles & signage as applicable to the location to protect workers. Use water barricades if near motor way traffic.

Place vehicle where required to work; inside the work area whenever possible. Ensure clear & safe passage in & out of work area.

5 Carry out line location and physical inspection of proposed location

Obtain site plans where possible. Underground service location must be completed by a trained and competent person. The contractor performing this work must supply a SWMS and reference this on the WPCG work clearance form. If this contractor is not BP accredited, they must be supervised by a contractor accredited by BP to supervise sub-contractors. Correct PPE equipment must be worn, which as a minimum includes a safety helmet, safety boots, and Hi-Viz cotton neck to toe clothing. Where locating extends towards canopy or areas of heavy traffic, a second person as a spotter is required. If any location is required in a hazardous zone. STOP WORK and contact your BP representative. A Hot Work Permit is required for this scope of the work before it can proceed.

6 Check for other unidentified services

Review the work area for services that may have been missed by underground service locator, e.g. PVC water pipe or airlines. Look for signage and other signs of ground disturbance.

7 Verify proposed location of earthing electrode is more than 0.5m from existing services located.

Only proceed if all identified services in the work area are located and the location for installation of the earthing electrode is more than 0.5m from these services. If this cannot be achieved, STOP WORK and contact your BP representative for a Ground Disturbance Certificate as this work instruction cannot be used.

8 Install earthing electrode

When installing the earthing electrode use only a percussion hammer drill or mallet. Minimum PPE is safety helmet, safety boots, Hi-Viz cotton neck to toe clothing, safety glasses and gloves.

The use of jack hammers, concrete saws, etc. is not permitted by this work instruction. Additional authority by BP is required.

9 Document earthing electrode location

Once earthing electrode is installed, de-energise switchboard complying with requirements of PRO-4.5-0001-1-02 Energy Isolation. Confirm switchboard is not in a hazardous area. If it is, STOP WORK and report to BP representative. A Hot Work Permit will be required for access.

Test case with multimeter, verify conductive parts are not live. Minimum PPE low voltage insulating gloves, safety boots, Hi-Viz cotton neck to toe clothing, safety glasses, and use rubber mat.

Connect Main Earth cable, label and re-energise switchboard.

Document on Main Switchboard the location of the earthing electrode.

Never leave an open switchboard unattended.

Cease works on external switchaboards and make safe if weather deteriorates or if there is risk of rain.

10 Clean up, pack up, and report completion to site.

Pack up all equipment. Clean the work area. Ensure appropriate controls remain in place during this process to protect workers from traffic, e.g. work vehicle remains located to protect workers as the barricades are removed.

Report to the site representative and sign out the work as complete on the WPCG form.
