Deadline: September 11, 2015 Position Description: The Office of International Affairs' (OIA) responsibilities include securing the return of fugitives from foreign countries; obtaining foreign evidence and other assistance needed for the investigation and prosecution of criminal offenses; and meeting the United States’ reciprocal obligations to return foreign fugitives and obtain evidence for foreign prosecutors and judicial authorities. In addition, OIA is responsible for the negotiation of bilateral and multilateral law enforcement treaties and for representing the United States’ law enforcement interests in various international fora. Responsibilities include:

• Develops and implements strategies to ensure OIA is structured to meet the needs of the Department’s growing international caseload and to address the increasing number of foreign requests for legal assistance, including the design and implementation of streamlined processes for handling mutual legal assistance requests and other functions.

• Motivates attorneys and staff to achieve goals and objectives—with quality results and customer service—despite substantial caseloads and limited resources.

• Oversees litigation in U.S. and foreign courts of extradition and mutual legal assistance cases and related issues.

• Oversees the development of policy and procedural guidance to address developments in foreign and U.S. law in international criminal practice.

• Directly supervises attorneys in the provision of legal advice to U.S. prosecutors and agents, both federal and state, regarding obtaining fugitives and evidence from abroad.

• Develops effective relationships with the U.S. Attorneys’ Offices and federal law enforcement agencies involved in international cases, as well as with foreign law enforcement counterparts.

• Participates in and directs the negotiation of bilateral and multilateral law

enforcement treaties and ensures that negotiations promote the law enforcement priorities of the United States. Establishes regular consultations with most active treaty partners to assure effective implementation of treaties and resolution of recurrent problems.

• Represents OIA on undercover and sensitive case review boards of federal law enforcement agencies. Handles sensitive case matters involving critical foreign policy interests, intelligence and national security matters, and other law enforcement interests.

• Represents OIA and the Criminal Division at intra-departmental and interagency meetings, and briefings for Congressional staff and members. Represents the Department of Justice at international meetings. Briefs the Attorney General and other Department leadership on international issues and law enforcement relations with particular countries.

• Develops and leads programs for training and outreach to federal, state and foreign prosecutors and agents and police on issues including tools for securing international cooperation and legal and policy guidance.

Qualifications: Interested applicants must possess a J.D. degree and be duly licensed and authorized to practice as an attorney under the laws of any State or territory of the United States, or the District of Columbia. Applicants must be an active member of the bar (any jurisdiction) in good standing and have at least five years post-J.D. experience. Applicants must also have a high level of management/supervisory experience.

• Experience in federal criminal practice and sophisticated criminal prosecutions and investigations involving international issues and related interagency coordination.

• Experience leading and managing a large organization, including guiding it through significant change.

• Working knowledge of key national goals and priorities regarding international cooperation in criminal and/or national security cases.

• Experience in representing an organization at meetings with foreign counterparties, and strong negotiating and conflict resolution skills.

Cyber Threat Intelligence Senior Analyst, Target, Brooklyn Park, MN Posted: September 14, 2015 Position Description: The Cyber Threat Intelligence Senior Analyst is responsible for Target’s cyber threat information and intelligence collection analysis, and dissemination of finished product to Target’s population of security operations teams, information technology teams, enterprise risk management teams, and overall executive decision makers. The Senior Analysis also coordinates with external peer groups and information security circles over cyber threats and on the development of global cyber policy to address events ranging from intrusions, malware, DDoS, unauthorized access, insider attacks, and loss of proprietary information. Responsibilities include:

• Serve as an open source Cyber threat intelligence analyst • Partner with the Cyber Incident Response (CSIRT) team in the effective

detection, analysis, and containment of attacks • Operate the workflow and processes necessary to collect threat information,

fuse with other relevant information, analyze data for patterns and actionable information

Intelligence Specialist, Department of the Army, Aberdeen Proving Ground, MD Deadline: September 14, 2015 Position Description: Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Responsibilities include:

• Generates products internally from available sources across Department of Defense (DOD) for the Commander and test managers using intelligence reports as a basis for understanding of threat environment of the equipment and material being tested to design tests that are representative of current threat environments.

• Conducts research of foreign intelligence activities to provide requisite

intelligence and threat products, assessments, analyses and studies to support operations.

Specialized experience is defined as: Intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. Position Description: This position is in USAID’s Office of the General Counsel (GC), Africa Division. The incumbent serves in an attorney-advisor role, providing overall legal advice and guidance to the Africa Bureau (AFR) and the PA. In particular, the incumbent works closely with the PA Coordinator’s Offices in Washington, D.C., and Pretoria, South Africa and with Resident Legal Officers throughout Africa on PA implementation issues. Many of the transactional activities planned by PA will necessarily involve the division within GC that provides legal advice to the Global Development Lab and the Bureau for Economic Growth, Education and the Environment (GC/LAB &GC/ E3). The incumbent assumes a broad range of responsibility, consistent with his/her experience and expertise. The U.S. Agency for International Development (USAID) is a key foreign affairs agency, formulating and implementing the President’s international development strategy. USAID carries out this mission in over 100 countries around the world. Power Africa (PA) is a Presidential Initiative to increase electricity supply and access in Africa. PA plans to achieve its objectives through an innovative model of collaboration with the private sector, other U.S. Government agencies, international institutions and foreign governments. USPSC Training Specialist, USAID, Washington, D.C. Posted: September 25, 2015 Position Description: The Training Specialist is an integral part of the humanitarian training team that provides critical analysis on humanitarian issues, coordinates closely with other parts of HPGE and OFDA, develops curriculum for humanitarian training courses, and facilitates training for other USAID Bureaus and federal agencies on the international humanitarian architecture, humanitarian assistance, and disaster response. She/he will provide dedicated support to the Training Manager and help plan organizational strategies and approaches to external training, course development, validation, delivery, and review. The assignment involves providing expert analytical and advisory support on humanitarian issues and training for the planning, development and execution of U.S. foreign policy within a broad and complex geographic or functional specialty area. The work requires applying a rigorous analytical and detail-oriented approach to the training development. The role requires significant interaction with other offices, demanding strong diplomatic, facilitation, and communication skills to accurately represent U.S. positions in a complex multilateral setting. Contacts will be within the USG, training counterparts in UN and other agencies, experts, and representatives of non-governmental organizations.
