INTRODUCTION
William Consulting Sdn Bhd (WCSB) was established to promote the application of effective
project management knowledge, skills and techniques for the construction industry. WCSB
specializes in providing project management consultancy and project management training to
construction companies where its focus is on building and establishing effective and simple
project management sub-systems and processes and applying proven project management
tools and techniques to critical construction areas which will improve the project performance
and provide assurance to the project owners that the planning, execution and control systems
of the project will deliver the results expected. WCSB assists its clients to achieve sustained
results through our unique approach that combines process management expertise, facilitation
and knowledge transfer. Our goal is to help clients achieve measurable results through the use
of established construction management methodologies and effective planning, tracking and

(1) Project Management
At William Consulting, Project Management is our core service and is a result of our
competency in construction management and our ability to understand our client's
needs. We identify which configuration of our services will achieve our client's
required outcome. We then provide solutions to achieve these objectives, while also
adding value and completing projects within budget.
William Consulting Firms (WCF) had been providing project management consultancy
since 2003. In 2012, William Consulting Sdn. Bhd (WCSB) was incorporated to
provide strategic services to meet the need for integrated Design-and-Build consultancy
services that include Civil & Structural Design, M&E Design, QS, Interior Design,
Architectural and Green Index Consultation & Compliance, Forensic Engineering and
Contract Management.
William Consulting Sdn Bhd has also join hands with Jurutera Konsult Maju Sdn Bhd
to set up JKM Konsortium Sdn Bhd to provide holistic integrated consultancy services
to our clients and also team up with Conject Asia Pte Ltd to provide Web-based Project
Information Management System.
At William Consulting, our teams look beyond conventional Construction Project
Management services by adding value at every step of the project and thereby enabling
us to move ahead of our competition. The rich experience we have gained from
successful projects that we have executed, constantly helps us to overcome complex
issues in a project life-cycle.
Our Project Management Processes are developed based on established Project
Management knowledge and follows the guidelines established by the Project
Management Institute (PMI) of USA.
Many of our clients in the construction industry engages our services to assist in
developing Customized Integrated-Project-Schedule incorporating the Critical Path
Network Diagram together with the Bill of Quantities, Project Interim Payment, Earned
Value (Work done), and Tracking and Monitoring System (IPSwBQ).
Our services also include assisting our clients to develop effective Project Reporting &
Information Documentation System for their onward submission to the Project Owners
or Project Consultants. The service also include preparing and submitting periodic
monthly or bi-weekly Project Progress Report that incorporate the Critical Path
Analysis, Earned Value Analysis, Status Report, Schedule & Cost Variance Analysis
and Forecasting the Project Completion.
We also assist in drafting letters for Project Owners, Contractors, Consultants and Key
Stakeholders of the Projects ensuring the contractual rights and obligations are
adequately communicated, managed and recognized.
(2) Contract Management
Over the years, most construction companies have experienced an increasing numbers
of claims disputes, liability exposure along with increasing difficulty in reaching
reasonable settlements in an effective, economical, and timely manner. This is largely
due to the consequences of the inefficiencies inherent in the construction contract
management processes in the course of the project operations. Construction claims are a
reality and management must be prepared for the eventuality of a claim. Disputes and
claims can be traced back to failure by one of the parties to the contract to do his work
efficiently, to express clearly, or to understand the full implication of the instructions
issued to, or received by him. Claims for damages for delay are often subject of
disputes. Construction claims and disputes are the result of failure of the owner and/or
contractor to recognize contractual entitlement or a changed condition in the context of
contract obligations.
WCSB have the expertise and profound knowledge to design and establish effective
methodologies to guide key project personnel in construction industry. An in-depth
knowledge of contractual rights and obligations together with the knowledge of
contract administration is now a prerequisite to managing a successful and profitable
project. WCSB provide our clients with the required knowledge and competencies in
the area of contract administration and control systems in the administration of
construction projects. We also provide advisory services on contractual matters and
improvement measures to enhance the project contract management systems.
(3) Project Management Training Services
Regardless of the job titles in an organization, almost everyone has responsibilities for
managing project(s). However, not everyone may have the necessary skills and
competencies required for the successful planning, managing and controlling of
projects. Projects can vary in magnitude, scope and complexity.
WCSB designs and conducts trainings for the key project personnel in the construction
industry. In the construction industry, an in-depth understanding together with exposure
to the new dimensions in project management continues to pose challenges to the
industry. The construction industry continues to be an important sector of the
Malaysian economy and it is important that the disciplines such as project cost
management, planning, implementation and monitoring and termination are well
understood. Equally important are key principles of contract administration.
The problem of cost and time overrun are always common with the construction
projects. The ability of the Project Managers and Contractors managing the projects
effectively is most crucial for the efficient implementation of projects.
WCSB training programmes will provide the participants with the required knowledge,
skills and competencies for managing construction Projects and we focus on building

KEY PERSON
Dr. Yeoh is the Chairman of William Consulting Sdn Bhd and CEO of William Consulting
Firms and he dedicates his time to promote project management knowledge, skills and tools
and techniques for the construction industry.
Dr. Yeoh is a Project Management Professional (PMP) certified by Project Management
Institute (PMI), USA, and a Certified Financial Planner (CFP) accredited by Financial
Planning Association of Malaysia (FPAM). He graduated with a Bachelor Degree in
Construction Management from Greenwich University and Master of Science in Engineering
Business Management from University of Warwick. He received his Doctorate in Business
Administration (DBA) from Greenwich University and PhD in Project Management from
University of Honolulu. In 2007, Dr. Yeoh was awarded the Bachelor of Laws (LLB) from
the University of London. Dr. Yeoh is also a qualified Lead Assessor/Auditor, Quality
Management Systems, ISO 9000.
Dr. Yeoh has been actively involved in promoting Project Management knowledge through
developing and delivering project management training programmes and providing project
management consultancy services.
Dr. Yeoh has more than 30 years of experience in managing project and is a member of PMI,
USA. He has worked as a project manager in various companies such as Suncon Bhd, Pilecon
Bhd, Mancon Bhd, Anson Perdana Bhd, and Pelangi Bhd. He was involved in managing
projects such as Menara Celcom, K.L., Robson Height Condominium, Plaza Angsana
Shopping Complex, Duty Free Shopping Complex and Eden Garden Hotel in Johor Bahru.
In 2006, Dr. Yeoh started William Consulting Firms which provide Project Management
Consultancy and Construction Contract & Legal Advisory Services. His was involved in
projects such as Integrated Transport Terminal (BTS) Bandar Tasik Selatan, KL, Banting
Matriculation College, POIC Jetty, Jelas Expressway, MEX Highway, Penang 2nd Bridge, PJ
Trade Centre, Mentakab Mega Mall, Maktab Polis Cheras, KLIA2, Seremban-Gemas Double
Tracking Railway, Hospital UKM, KK Times Square, Pusat Pentakbiran Negeri Sabah and
various Projects at Putrajaya.
Dr. Yeoh had conducted seminars and training programmes for institutions, and corporations
amongst them, Project Management Institute (PMI), Public Works Department (JKR,
Malaysia), Business and Advance Technology Centre (BATC), EMC, MTBE, Petronas,
Huntsman Tioxide, Shell, MAB, BP Amoco, DBKL, IWK, PKNPK, Golden Plus, MMHE,
IKRAM, etc. He also serves as a visiting lecturer/tutor to: University Technology of
Malaysia (UTM), University Malaya, University of Greenwich, University of Newcastle, and
University of Honolulu. He has been a lead speaker at various public forums.
KEY PERSON
Nor Mohd Amin is the CEO of William Consulting Sdn Bhd. He has more than twenty four
(24) years of working experience in managing projects that include, building and civil works,
project tendering, contracting and costing. Has been in position of Senior Manager since
2001 with total contract value of approximately RM 1.5 billion and able to work
independently.
Nor Mohd Amin was the former Director of Construction for Maju Holdings Construction
Division where he reports to the Group CEO on high level monitoring and management of
the Construction Division. He was responsible in solving critical issues by analyses all
technical, contract, financial information, legal and risk as to achieve the objectives. He
represented the company in liaising with client, government agencies, Statuary Board
Officers, Consultants (Architect, Engineer, QS), Contractors & Sub-contractors, Suppliers
and others related parties and ensure project(s) viability and profitability through negotiations
with clients, contractors and suppliers.
Amin was the Project Director for ITTBTS (Integrated Transport Terminal, Bandar Tasik
Selatan, Kuala Lumpur) and Banting Matriculation College, Selangor. He was also involved
in the management of Port Klang Marina project, Sabah Oil and Gas Terminal, Kimanis, Al
Fareeda Community Housing Project, Jeddah, Saudi Arabia, MEX Highway Extension,
Sandakan Integrated Trade Exchange Terminal, Sabah, Kota Kinabalu CBD Extension,
Sabah, SPNB Housing at Ulu Langat, Cheras, East Coast Highway, Trengganu, Tanjung
Pelepas Port, Storm Water Management & Road Tunnel (SMART TUNNEL), Kuala
Lumpur, Universiti Industri Selangor campus project, Serdang Power Station project, Sultan

Amin has wide experience in project feasibility study, project proposal, project/product
costing and project planning.
KEY PERSON
Ahmad Fahmi Bin Hussin holds a Bachelor Degree in Construction Management from
UiTM. He was the technical executive of Maju Construction Sdn Bhd before joining William
Consulting Sdn Bhd as the Project Manager. At Maju Holding, he was responsible to assist
Project Director/ Head of Operation to oversee and monitoring projects and updating and
reporting the progress and any interfacing during the construction. He was involved in
projects such as, ITTBTS (Integrated Transport Terminal, Bandar Tasik Selatan, Kuala
Lumpur) and Banting Matriculation College, Masjid Temoyong, Langkawi, The Paradigm,
Kelana Jaya, Selangor, and SRJK Gua Musang School.
At William Consulting, Ahmad Fahmi is the Project Manager and handles all the project
planning tasks including Project Information Management Software and System Integration
(PIMS). He is currently involved with projects such as Paragon Residences@Straitsview,
Johor Bahru and Pusat Pentakbiran Negeri Sabah. Ahmad Fahmi is an expert in Project
Management Information System.
KEY PERSON
Emizam Bin Nomel @ Jamil is the QA/QC Manager at William Consulting Sdn Bhd. Prior to
joining William Consulting, Emizam was the QAQC Manager and QMR for Maju Hoidngs
Sdn Bhd. where he reports directly to the Project Director on the day-to-day quality control of
the works at the project site and ensures the effectiveness of the Project Quality Management
System.
As a QAQC Manager, Emizam’s key responsibilities include, but not be limited to, the
following:-
Establish the Project Quality Management System at the early stage of the project
Brief and educate the project team and the subcontractors on the Project Quality
Management System and other Client’s requirements which relate to quality
Instill the awareness of quality of works to the project team, subcontractors and
suppliers
Coordinate and issue the Method Statement/Work Instructions/ITP for Client’s
approval
Coordinate and issue Project Quality Plan and other management procedures which
require Client’s approval
Coordinate with Client on the submission and approval of material/product samples
Arrange for pre-delivery inspections and factory acceptance tests (where applicable)
Control of monitoring and measuring equipment and the calibration records
Establishment and implementation of non-conformance, corrective and preventive
action procedure
Coordination and management of project document control and records
Review the effectiveness of the Project Quality Management System every six
months for continual improvement
Prepare QA/QC Report for submission to Client and management on a weekly and
monthly basis respectively
Compilation of project documentation for handing over
KEY PERSON
Ku Helrulnizal Bin Ku Radzali is the Construction Manager at William Consulting Sdn Bhd
and he is currently managing Pusat Pentakbiran Negeri Sabah project.
Prior to joining William Consulting, Ku Helrulnizal was the construction manager of
Setiakon Construction Sdn Bhd and had also served as the architectural and structural project
coordinator with Maju Holdings Sdn Bhd. His project experiences include, ITTBTS
Integrated Transport terminal, Integrated Business Park (Phase 8), Tasik Selatan, Kuala
Lumpur Flood Mitigation Project, Package B, 275KV/132KV GIS Sub-station, and many
other high-rise building projects.
