Thank you for your March 21, 1994 letter proposing to tum over geothermal test hole Lani Puna 1 to our Department for use as an observation hole.

As you well know, we are in the process of taking over the three scientific observation holes drilled by Hawaii Natural Energy Institute and Well KA1-1 drilled by True/Mid-Pacific to establish a network of monitoring wells in the Kilauea East Rift Zone. The purpose of these wells is to allow us to gather data for developing and monitoring a model of the geothermal reservoir as part of our regulatory role. At this time we have no need to establish a monitoring well in the direction of Lani Puna 1 since HGP-A already covers this area.

I have been in communication with the owner of the land on which the geothermal test hole Lani Puna 1 is located regarding the plugging and abandonment of that well. In the past, there has been some interest in maintaining the well for use as an observation hole. If the Department of Land and Natural Resources ("DLNR") is interested in acquiring the well for that purpose, Barnwell Geothermal Corporation ("BGC") would be willing to transfer the well to the DLNR under the condition that the DLNR assume the obligation to plug and abandon the well.

If the DLNR wishes to acquire the well, BGC will attempt to purchase the property in order to assure access to the well. If the DLNR has no need for the well, BGC will begin to organize the plugging and abandonment of the hole.

As you know, we are conducting a monitoring program of water wells on Kilauea's lower east rift zone in connection with geothermal development upgradient from this area.

Part of this program will be to install low capacity sampling pumps in five wells in the lower Puna area. Accordingly, we would appreciate your approval to accP.ss and install a pump in the Kapoho Shaft well. We wish to monitor the well approximately once every two weeks for an indefinite period of time. We understand that the Department of Water Supply plan to abandon this well. The pump to be installed is a Model ST1101P which was purchased from QED Groundwater Specialists, 6095 Jackson Road, P.O. Box 3726, Ann Arbor, Michigan 48106, (800) 624-2026 and is of stainless steel construction. All materials which will be installed in the well will meet EPA drinking water standards. Upon completion of our work, the pump and all materials will be removed and the site restored as near as practicable to its original condition.

Should approval be granted, please be assured that reasonable precautions will be exercised to prevent any damage. However, should damage occur, the damage will be restored as reasonably as possible to its original condition. To the extent permitted by law, you will also be held harmless from any injuries and/or damages resulting from the State's exercise of this approval.
