A Powwow was held on Veteran’s Day at the Blackhawk Community Center gym in Honor of all our Winnebago Veteran’s. Miss Charlie Earth was chosen as the new Winnebago Powwow Princess by the Veteran’s & Women’s Auxiliary. The day was full of song, dance and eats, the Women’s Auxiliary served up their usual noon feast with help from HoChunk Inc. and the Little Priest Tribal College.

Records of the Enrollment Offi ce of the Omaha Tribe of Nebraska [the “Tribe”] show that the Tribe is holding unclaimed funds of benefi ciaries pursuant to the Omaha Tribe of Nebraska’s “Children’s Per-Capita Master Trust Agreement” dated July 11th, 1994 [the “Trust Agreement”] for the purpose of providing for the deposit, maintenance and distribution of certain per-capita distributions to minors from funds available for such purposes in the years 1992 to 1993. Pursuant to Resolution No. 14-28, dated January 24th, 2014, the Omaha Tribal Council resolved to amend the Trust Agreement and terminate the trust for the reason it is no longer economically feasible to administer, in that the value of the funds is insuffi cient to justify the continuing costs of administration. All funds attributable to the individuals named herein are benefi ciaries with more than one hundred dollars in their account that have had notice sent to their last known address and have not responded. Notice is hereby provided that such individu-als must apply for a distribution within two years from the date of publication of this Notice. After two years, the account will be closed and the funds transferred to the Tribe’s Aid to Tribal Government/Enrollment to be used for the general welfare of tribal members. MY LITTLE REFLECTIONWinter came upon us without much

warning. We had our first snow-fall during the night and we had to contend with the icy roads early in the morning. I exclaimed, “It’s our fi rst snow-fall this year, but we did not get to see it falling.” I can hear my friend saying, “That is the way the cookie crumbles.”

Last week we had a busy week with a Parish Mission at our Catholic Church. Father John Cavanaugh, a Native Ameri-can Priest, came from Fargo, North Dako-ta and led the Parish Mission. He gave us much to think about. We also had much time to spend in prayer. He did a wonder-ful job leading the Parish Mission with his spiritual insights, experiences, his inspir-ing stories and his delightful humor. He even was a Navy Lieutenant Colonel, but he was not accepted by his own people, something that Jesus and Saint Kateri Tekakwitha also experienced. All those who came to share the evenings together were glad for the opportunity and went home enlightened. For those of you who, for one reason or another, could not make it to the Parish Mission this time, I hope you will have an opportunity another time to experience it. I would like to express my thanks to Kateri Circle members who provided meals each evening. I want to thank Fr. John for coming and thanks also goes to our priests, Fr. Dan and Fr. Dave for allowing us to have this renewal opportunity.

Yesterday, one of my friends sent me this story and I’d like to share it with you now. The story goes…

“A young man named John received a parrot as a gift. The parrot had a bad

television show. Do you know who said them? This expression states what is good in this life. Next week we as a nation can take time to thank God for all the bless-ings found in this life. By the way, it was Jackie Gleason who said ‘How sweet it is!”

We have many blessings showered down daily from God above. What are you most thankful for? For me, on Thanksgiving Day: family, food and football come to my mind.

When it comes to family one must thank God for his or her mother. The joy of giving birth comes after a mother goes into labor. They don’t call birthing a child ‘labor’ for nothing. A mother goes through months of discomfort, maybe morning sickness, and usually being tired day & night. A caring father, might have sympathy pains or be moved to run to the store to satisfy cravings of the mother. A loving father pro-vides food, shelter, clothing and protection for his wife and their children. Yes, there is much sacrifi ce that precedes the joy of raising a family. How sweet it is to be blessed with family and extended family!

Another blessing on Thanksgiving Day, or at the community Thanksgiving or Har-vest celebration, is food. Turkey, venison, wild rice, squash, mashed potatoes and gravy, cranberry sauce, sweet potatoes, corn soup, fry bread and pumpkin pie with cool whip are served up. For some they simply come and partake of these blessings. However, there is a price for all this good food. There is much preparation that goes into hunting, cooking and bak-ing these delicious items. Yes, prior to the feast there comes sacrifi ce as one gives so that others can enjoy. How sweet it is to eat such a meal!

I am aware that there are some who

don’t look forward to Thanksgiving Day. Maybe such holidays bring up the feelings of missing a loved one and they dwell on their loneliness.

For others they see it as any other day. They don’t get together with family or friends. They have no one to invite them or are unwilling to accept the invitation of others.

I do have good news even for those who are not blessed with family or food. No, I was not going to go on to offer you football. One who believes in Jesus knows the love of being a member of God’s fam-ily. Each and every person can live with the hope of one day sitting down to a feast on the new earth. What a feast that will be when the Day of the Lord comes. There will be no diffi cult preparations on our part. How sweet it is to be assured of such a blessing!

The preparations for this feast came at a price. For Jesus, the Lamb of God, there was His sacrifi ce. Prior to the resurrection of Jesus there was His death, prior to the joy of Easter there was Good Friday. The Day of the Lord is drawing near when the feast will begin. How sweet it is for the believer in Christ!

Sadly for the one without faith in Jesus, how bitter that day will be. And it will never end. The wrath that Jesus took upon Himself for all sinners will come upon those who reject His sacrifi ce, who take a pass on His offer to this feast. Those who live only for themselves and the joys of this world will hear the words of Jesus who will say ‘I never knew you.’ God forbid.

Come and hear the Good News from God’s Sacred Word, taught and preached each Sunday at Jesus Our Savior Lu-theran Church: Sunday school at 10 a.m. followed by Divine Service at 11.

rude, obnoxious and laced with profanity. John tried and tried to change the bird’s attitude by consistently saying only polite words, playing soft music and anything else he could think of to ‘clean up’ the bird’s vocabulary.

Finally, John was fed up and he yelled at the parrot. The parrot yelled back. John shook the parrot and the parrot became angrier and even more rude. John, in des-peration, threw up his hand, grabbed the bird and put him in the freezer.

For a few minutes the parrot squawked and kicked and screamed. Then suddenly there was a total quiet. Not a peep was heard for over a minute.

Fearing that he’d hurt the parrot, John quickly opened the door to the freezer. The parrot calmly stepped out onto John’s outstretched arms and said ‘I believe I may have offended you with my rude language and actions. I’m sincerely remorseful for my inappropriate transgressions and I fully intend to do everything I can to cor-rect my rude and unforgivable behavior.’

John was stunned at the change in the bird’s attitude.

As he was about to ask the parrot what had made such a dramatic change in his behavior, the bird spoke-up, very softly, ‘May I ask what the turkey did?’ ”

Happy Thanksgiving to you and your loved ones.

I am grateful for all little and big things and people in my life.

Letter to the Editor…“Lazy Students, Lazy Adults”This is something I was caught up in

and I know about this.When parents do not require their

kids to do their homework everyday and complete all work assigned. The kids get the message that school isn’t important, and the kids feel that they aren’t important.

When students do not grow up work-ing hard in learning they end up as lazy adults and not able to learn anything this usually lasts a life time. It’s up to the parents and kids to make sure the kids are learning. They are the ones who are responsible for this, not the teach-ers. Blaming the teachers for your own lack of effort doesn’t work does it?

Take any adult and to fi nd out what kind of student they were fi nd some who were in the same grade. They can tell you exactly what kind of a student they were. A good hard working student or a lazy student. Choosing to be a lazy stu-

dent is really dumb. Choosing to let your kids to be a lazy student is very cruel.

Each generation must push and en-courage the next generation to do better. I heard that somewhere.

“Marching Band”All of the students in the schools

band program you are looking good. Congratulations on a good job.

If you all would stay in the program until you graduate from High School and continue on after High school you could end up being a Professional Musician. Include the summer classes.

Parents if you would all buy your kids, in band, a musical instrument, it would do a lot for the kids, like self worth. Music makes a better education.

Would it be possible that all students be required to take band? (5-12)

On October 29th the Elder Abuse Prevention Program held a “Golden Oldies Bash” at the Hochunk Center in Winnebago. Everyone was requested to come dressed in their dance era. Everyone had fun and got some good exercise along with good information on Elder Abuse Prevention. As they signed in they were given an Elder Abuse Prevention Brochure and asked to read it, because we were having trivia questions from that brochure throughout the evening. Prizes were awarded for the fi rst correct answer, and a prize for the best dressed won a 32” TV. There was a tie, so we had a “Dance Off” between Sandra Whitewater and Dot Houghton doing the “Twist”, and the Winner was Sandra Whitewater by audience cheer. So congratulations to Sandra.

I want to thank Winnavegas for donating the bingo passes, and thank my daughters, son-in-laws and companion Mike for helping me set –up, and clean-up for the event. I appreciate the help and donation. Just to mention that the funding I used for this event was from a speaker fee I received for conducting a presenta-tion on Elder Abuse Prevention at the Indian Country Conference in Mayetta, KS.

Sacred Hoops Basketball Camp

The Whirling Thunder Wellness Center recently sponsored their annual Sa-cred Hoops Basketball Camp this year held at the Winnebago Public Schools. The Staff at the Whirling Thunder Wellness Center along with visiting coaches opened the gym for the young boys & girls in the morning while the afternoon was reserved for the high school aged young men and women. The Tribal Council authorized Ho-Chunk Community Development Corpo-ration (HCCDC) to submit an application for Indian Community Development Block Grant funding (ICDBG) in January 2012. The grant was approved in June 2012 for approximately $750,000. The Winnebago Housing and Development Commission (WHDC) has committed $300,000 of the Indian Housing Block Grant (IHB) received annually from HUD through its Offi ce of Native American Programs (ONAP).

The projected cost of renovating 15 houses is $l,050,000. The budget allows up to $50,000 per house. There are 8 two-bedroom units, 5 three-bedroom units and 2 four-bedroom units designated for this project.

The Invitation to Bid was published on October 8, 2012 in the Omaha World Herald. On November 8, 2012 a pre-bid meeting was conducted at the Housing Authority. This meeting is held to clarify the scope of work on this project. This assists the interested construction con-tractors to fully understand what they are bidding on. Deadline for submitting bids is November 20, 2012.

The Housing Authority maintenance force account has performed “demoli-tion work” on these units. That is, they removed all cabinets, floor covering,

NEWS FROM HOUSINGplumbing and electrical fi xtures and damaged insulation and sub-fl ooring. They also removed the stoves, refrigera-tors, water heater and furnaces. The HA has also replaced driveways and parking pads that needed the work. The Housing Authority also contracted with a construction company to remove the old shingles and replace new sheathing where needed and new shingles. All this in preparation of the ICDBG project.

The ICDBG project will fi nance the major renovation activities. These hous-es will receive through this “substantial renovation” project: new fl ooring, new drywall, new insulation, new bathroom walls and fi xtures, new kitchen cabi-nets, new fl oor covering throughout the house, new lighting fi xtures, new fur-naces, water heaters, stoves and refrig-erators. New energy effi cient windows and doors, and siding.

The houses are scattered throughout the Village of Winnebago, a few are on the half circle development going east on Hwy 77. We are appreciative of the Tribe’s support, of HCCDC doing a great application, and look forward to 15 houses that will be like “brand new” when they are done a year from now.

HOUSING AUTHORITY – FYIWinter is fast approaching. Tenants, please pay your utility bills on time. The

lease you signed requires that you maintain all applicable utility bills. Failure to pay results in a disconnection of service. Re-connection requires payment of the full amount of the past due bill, PLUS a reconnection fee, and often requires a new deposit.

The snow, wind and cold of winter has descended upon the Winnebago Indian Reservation. Seems like just yesterday the rough winter of 2014 was over, and now we got the winter of 2015 knocking on our door.

PUBLIC NOTICE WINNEBAGO TRIBAL CODE PROCURING ALCOHOL FOR A MINOR & MANDATORY MINIMUM SENTENCING At a duly convened Tribal Council Meeting held on February 19, 2014, a motion

was passed to adopt Resolution #14-47 to approve revisions to the Winnebago Tribal Code Section 1B-503 General Sentencing Provisions, Section 1B-706 Maximum Fines & Sentences and Section 3-715 Contributing to the Delinquency of a Child.

Section 3-715 of the revised code states, in part, that “any person who gives, sells or otherwise provides alcoholic liquor to a person under the age of twenty-one commits the offense of procuring alcohol for a minor.” The code further states that “procuring alcohol for a minor is a Class II offense and shall be subject to a mandatory minimum penalty of thirty (30) days imprisonment and a fi ve hundred dollar ($500) fi ne.”

This will be effective March 21, 2014. A complete copy of the Winnebago Tribal Code including these sections can be
