USDA- NRCS RC&D’s lose their Federal funding
The signing of the federal budget for the 2011 fiscal year could mean the end for many of the 375
Resource Conservation and Development (RC&D) councils that were operating in the U.S. The
federal budget for 2011 did not include any federal funding for these councils that were first
authorized by federal legislation in 1962 and had obtained allocations of $50.73 million annually
since 2003.
Iowa has 17 RC&D areas. The federal budget, passed on April 8, zeroed out federal funding for
these 17 national resource conservation and development programs across Iowa. These organizations
had been federally funded through the Iowa Natural Resource Conservation Service (NRCS) and
each had a coordinator from the NRCS federal service. These area councils operated under of the
U.S. Department of Agriculture's Natural Resources Conservation Service (USDA-NRCS).
Individual area RC&D coordinators were being directed to work other assignments as of Monday,
April 18.

As of this time these 17 RC&D offices will continue to operate with what they have from grants and
local funding. Many of their services that were free is the past may have a fee associated with them
in the future.
10 Handy Online Trellis Installation Resources
This is for you folks who are or have planted your first vines this spring. You will want to get that

Topics: Information about growing grapes, making wine and the Kansas Wine Industry. During the
workshop, we will focus on getting started in the industry as well as seasonal topics such as first
spray application of the season, spray scheduling, pests and diseases, training vines, soil acidity,
petiole sampling, cluster thinning and fruit load, irrigation systems, cover crops for between
rows, and five things that must be done before planting a vineyard or opening a winery.

I was finally was able to meet up with Doug Bakker, owner & winemaker of Madison County
Winery on Thursday, 4-28-11 to check out his new tasting room and micro-brewery. Doug is a
former president of the Iowa Wine Growers Association who started planting his first vines in 2002.
He has approximately 5 acres of vines planted – Vignoles, Marechal Foch and Steuben. A building
was erected on the site in 2008 to house the wine making activities. The building that houses the
tasting room was erected this spring. Their grand opening was held on Friday, 4-15-11. I think you
will find the following pictures interesting and informative:

under the wire for soil erosion control in his south
facing sloped vineyard. He waits until the weeds get
fairly large each spring before killing with Roundup
(glyphosate). The large weed carcasses and root
systems also give additional erosion control. This
early season weed growth competes very little with the
