On September 7, 2016, the City of Winnipeg City Clerk’s Department received your
request for access to the following information:

signs in large numbers along major roads which include but are not limited to Nairn Aye,
Henderson Highway, Pembina Highway. The information in general for the decision toimplement new policies and signingpractices which include much shorter sign spacing

Traffic Management has completed a Technical Guidelines based review of speed limit signs using the paper notes
referencing the original installations that were provided to us by Traffic Services. Attached is a summary of our review
notes and recommended action items (the ‘Comment’ and ‘Other’ columns are primarily for our own reference). Please
review the action items and provide a cost estimate to complete all of the work identified under the Action Item
column. Once we have a cost estimate we can assess options for budgeting to complete the work.

change our understanding is that the 80 km/h limit (which is a modified speed regardless of City or Province jurisdiction)
extends to 150 metres south of Chrypko Drive as per Section 933 (Ii) of MR 204/92.

Hi Stephen, the province agrees with the additional speed sign installation.
MI will install the NB ‘max 90’ sign just north of the ‘urban restricted’ sign (south of Greenview RD).
Please proceed with the COW installing the SB sign (North of the floodway) as this is in the city’s authority.
Also, I noted the existing speed change (from 90 to 80) north of the floodway seems to be in the wrong location.
The correct location according to the regulation is “200m south of Fraser RD”. Perhaps this should be adjusted at the
same time.

Hi Darren,
We are reviewing the speed limit sign setup at the south end on the City on St. Mary’s Road near the floodway. The
jurisdictional situation is a bit different here. The City limit is a fair distance south of the floodway and in this area the
City limit is also the boundary of the Urban Restricted Speed Area. However, PR 200 is a declared highway for some
distance into the City and the boundary between PR 200 (Province) and St. Mary’s Road (City) is actually north of the
floodway at a point approximately 125 metres south of Chrypko Drive. The speed limit on PR 200 is 90km/hand the
speed limit on St. Mary’s Road is 80 km/h.
Currently, we have an Urban Restricted Speed Area sign (i.e. 50 km/h unless otherwise posted) northbound on PR 200
south of Greenview Road (which is south of the floodway). Because the speed limit is 90 km/h on PR 200 we have
identified the need to have a MAX 90 sign installed northbound on PR 200 north of the Urban Restricted sign. We also
believe that there should be a MAX 90 when traveling southbound on PR 200 prior to the floodway, as there is quite a
distance between the change from 80km/h to the current MAX 90 south of the floodway.
We would like to know if the Province agrees that there is a need for these two MAX 90 signs on PR 200 and if so
whether the Province would endeavor to install these signs or authorize the City to do so within the Province’s highway.

Jeff Tanner is off today. From what I can tell, his crew has completed up to and includingNotre Dame Ave. between Hargrave St. and Brookside Blvd., which is the 2 last location on theattached list. As far as I know, all that is left are the 11 locations for Disraeli Fwy. I Henderson Hwy.between Main St. and Glenway Ave.. I would estimate this would take a couple of days or so, IiSpeed (RB-I (60) signs and other materials. As Sharon has sent out the costs so far are $26, 424.11.
I estimate the cost to finish to be around $3000.00 or so. So let us know if we should stop, orcomplete the list.

I will ask Jeff and our Accounts Clerk (Sharon) to keep a weekly account of what is completed
and the cost. Jeff plans to start next Monday, and do it in the order as shown on the spread sheet,until we reach $ 25OOO. Once that is done, we will be able see exactly how much is left to completethis project. Let us know if any more funds come available for this project. As part of Jeff’s survey, he
marked/painted the roadway to assist his crew in placing the Speed signs precisely. So the more wecan get done this year, the less he will have to remark next year, and it would be nice to have this
project completed.

Here is the spreadsheet back with the higher priority locations highlighted in green. There has been some changes on
the budget side as we are attempting to close out the 2014 and 2015 TEIP accounts. As such, please charge up to $25K
to the 2016 Traffic Sign Upgrades account 1831000416 for this work. This will exceed the $5K budget but that is okay as
we will be under budget in other accounts.
Please keep track of the locations completed and the budget (preferably using the attached spreadsheet) so that we can
figure out a scope and budget number to complete the remaining locations in the future.
If there are any questions please contact myself, Tanner and Michelle.

Thanks Greg and Jeff. According to my last update in June there is about $23K remaining in the 2015 Traffic Sign
Upgrades account that could be dedicated to this work. That means we are only able to tackle about half of the
locations this year (which may be appropriate based on resources). Tanner, Michelle and I will go back through the list
of locations to identify higher priority routes to tackle in 2016 and get back to you with that list. We would leave the
rest to address ri the future with a new budget.

Jeff has completed his Speed Sign survey. The estimated material costs (Signs, Poles, Posts,
Clamps, Bases, Straps, etc.) are around $15,000 and the survey and installation cost is around30,000. So my estimate cost to complete Speed Limit sign Work is around $ 45,000, and should
take about 30 working days (a month and a half). Depending on staffing levels, ( and Jeff’s holidays)we may not be able to keep a crew on it for 30 consecutive working days. So it we start on it by themiddle of July, it could take us a ways into September to complete. Again, this is just an estimate, andwe will only charge what it actually costs us to complete this project.. Let us know if this is a “Go” ornot.

Sorry for not getting back to you sooner. At our Foremen meeting this week Jeff tells me he isabout half way through his surveying. There has been a huge influx of Railway X Closures in the lastcouple of weeks, ongoing School Speed Zone issues, and now he is looking after the Bike Pathsignage, so he hasn’t been able to devote as much time surveying your Speed Limit signageadjustments as he had hoped to. However judging by the time he has put in already (10- 12days),and the materials he has listed, it may take more than a month to complete Speed Limitsignage adjustments. Unfortunately Jeff is off next week, but will get back on his surveys the followingweek.

This week Jeff is checking out/surveying and marking locations to determine exactly whereand what the Speed signs can/need to be installed on (Wooden poles, 2” posts, highway posts, orlamp standards), and how many bases or clamps need to be installed. His survey should help usdetermine if a month or so ( of Regular hours for 1 area crew — Mon. to Fri.; 07:30 to 15:30) is arealistic time frame to have all the Speed signs installed and/or relocated. If a month or so for 1 areacrew is adequate time, I would estimate our labour costs to survey, then have I area crew completelyinstall the Speed signs would be around $ 30,000. I would estimate the cost of the Speed signsthemselves around $ 50.00 each (so that would come to around $ 5000.00 I $ 5500.00 or so).Once Jeff completes his survey and determines what materials (Poles, Posts, Clamps, Bases, Straps,etc.) are needed to install/relocate all the Speed Signs, and determines if a month or so (of Regularhours for 1 area crew — Mon. to Fri.; 07:30 to 15:30) is a realistic time frame, we can give you anfinal cost estimate. We would want as much of this Speed Limit sign work completed this year as possible. The priority would be the higher
volume Regional Streets like Regent and Ness first with lower volume roads like Brady and Forbes later. I believe there
are just over 100 installations and about 30 relocations. Please have Jeff look at the details and come up with a cost
estimate. We will be using 2015 funds so we need to confirm numbers before proceeding. Also, when you quote a
month is that to fabricate, install posts where required and install signs or just to install signs? Would this work be
completed on regular time?
In terms of 12” street signs we weren’t planning on doing anything beyond what would be included through capital
projects at this point. The lack of a proper up-to-date inventory is an impediment to a supplemental program for these
types of signs.
