Dear Community Residents:

Everyone has a stake in public health. Some fourteen years ago, the Institute of Medicine (IOM) in its landmark report on “The Future of Public Health” envisioned that public health is“what we as a society do collectively to assure the conditions for people to be healthy.” This Department has proudly and diligently over the past year, as in many previous years, attemptedto provide the encouragement, support and willingness to partner with other segments of the community to more comprehensively address our community’s health needs.

This Department, together with the Rockford Public School District, the Rockford Health Council, Janet Wattles, the University of Illinois School of Medicine, the 61104 Collaborative andthe Children’s Home and Aide Society, worked together to successfully compete for an IDHS grant to develop a school-based health clinic in the Rockford Public School District. This clinicis being designed to serve three elementary schools, Beyer, Kishwaukee, and Rock River.

Additionally, FCM and WIC services were moved to the West State Street Crusader Clinic location and to the Illinois Department of Human Services office in an effort to enhance partneringwith both of those organizations and to provide more direct services to our shared clients. This has further allowed the closing of our small Arthur Avenue office and opening of office spaceat the Millennium Center, 220 S. Madison, to relieve severe space problems at our main facility at 401 Division Street. This has provided badly needed program space for adolescent healthservices and a wide variety of health education and community health screening services. One of those services was the anti-tobacco initiative that worked in partnership with IDPH’s “IDecide” Project and the Regional Superintendent of Schools Office to touch virtually every middle and high school in the community with anti-tobacco programming. This included over thepast year the launching of a highly interactive website entitled “TEENZ247” to facilitate encouragement and support for teen smoking cessation efforts.

This Department’s bioterrorism efforts started considerably before the tragic events of September 11, by applying for and successfully receiving funding from IDPH to develop a bioterrorismplanning annex to the community’s existing emergency disaster plan. The Department’s response capacity during 2001 was tested in a number of ways in the process of dealing effectively withviral meningitis, cryptosporidiosis, Hepatitis A, tuberculosis and syphilis outbreaks. All of these outbreaks would have been considerably worse without the astute observations of outstandingclinicians and prompt reporting of the same to the Department for appropriate follow up and intervention to assure disease spread is controlled. This early detection and timely responsedepends on a solid local public health infrastructure that must continue to be supported at even greater levels of investment if we are in fact to realize our vision for a safer and healthierWinnebago County in this new age of “preparedness.”

Comments: In Winnebago County, we have increasing cancer deaths and decreasing Heart Diseasedeaths, with Heart Disease still the leading cause of death. The top four cancer deaths in WinnebagoCounty are: 1. Lung, 2. Colon, 3. Breast, 4. Prostrate.
