INTRODUCTION - PEOPLE AND NEEDS

The number of refugees and migrants that crossed into Greece in 2015 was unexpected. According to the statistics compiled by the UNHCR , 856,723 refugees crossed the North and South Aegean Sea from Turkey to Greece on unsafe boats in 2015. Mainly, over half a million refugees landed on the island of Lesvos in 2015.

The latest figures (24/06) from the International Organization for Migration (IOM) show an estimate of 214,691 migrants and refugees entering Europe by sea in 2016. Last year, during the same period, the total number of arrivals was about 59,000. Greece received most of them ; over 157,000 arrived during that period, while 55,000 refugees arrived in Italy. Additionally , 1,352 asylum-seekers reached Spain and 28 landed on Cyprus at the same time.

RESPONSE - PROGRAM OVERVIEW

OBJECTIVES :

Phase 1: Winter accommodation and support for vulnerable refugees and migrants during their journey in Greece and elsewhere.

Phase 2: Safe accommodation and social services for vulnerable refugees and migrants while applying for asylum, relocation or other possible options.

TARGET GROUP : Families with at least a child under 24 months, elderly, people with disabilities, women travelling alone with young children (<8 years old), pregnant women in their last trimester and/or complicated pregnancy

TIMING : 15/11/2015 - 31/08/2016

PROGRAM PHASES AND OBJECTIVES

PHASE 1

• Implementation timing : 15/11/2015 to 15/04/2016

Vulnerable refugees and migrants:

• Objective 1: have access to safe accommodation on Lesvos and in Athens during the winter months and receive timely, appropriate and accurate information, essential for their safe onward journey.

• Objective 2: receive sufficient and appropriate food and services for their daily needs.

• Objective 3: are assisted to meet their essential hygiene needs.

PHASE 2• Implementation timing : 16/04/2016 to 31/08/2016

Vulnerable refugees and migrants:

• Objective 1: are provided with temporary hotel accommodation.

• Objective 2: are provided with longer-term shelter accommodation.

• Objective 3: are provided with social services within the accommodation sites or by referral partners as well as through a CAHE-run Social Services Center (SSC).

PROJECT IMPLEMENTATION – PHASE 1Vulnerable refugees and migrants have access to safe accommodation on Lesvos and in Athens during the winter months and receive timely, appropriate and accurate information, essential for their safe onwards journey.

Outcome 1 : For this purpose one hotel was rented on Lesvos with a capacity of 220 people and two hotels in Athens with a total capacity of 220 people, too. By the end of this phase (by April 15, 2016), 8,250 people have found shelter and support in our project hotels on Lesvos and in Athens and a total of 33,288 overnight stays within the shelters has been provided to beneficiaries.

Vulnerable refugees and migrants hosted receive sufficient and appropriate food and services for their daily needs.

Outcome 2: All beneficiaries of the project received breakfast and one meal per day. In Total, over 72,000 meals have been served. Additionally, snacks were provided through donations at various times throughout the project. On Lesvos and Athens, an outdoor space was created with hot water and sinks where laundry was done by hand and air-dried.

All hotels had child friendly spaces established. In all locations both staff, volunteers and NGOs such as Save the Children did activities with the children in addition to having access to play on their own. A total of 4,125 children from infants to 18 years old stayed in the shelters and had access to the child-friendly spaces.

Information desks were established in all 3 hotels providing essential information in Arabic, Farsi and English in the following ways: orally through the social services team, written information sheets and printed material with key logistic, legal and journey information. A total of 4,153 beneficiaries received information.

PROJECT IMPLEMENTATION – PHASE 1

Vulnerable refugees and migrants are assisted to meet their essential hygiene needs.

Outcome 3: All hotels provided soap and shampoo in the rooms. Additionally, donations were received and distributed including: clothing, underwear, socks and shoes, female hygiene items, baby diapers and baby cream, toothbrushes, toothpaste, razors, wet-wipes, deodorants, extra shampoo and soaps.

PROJECT IMPLEMENTATION – PHASE 2 Provide temporary accommodation at hotel sites

Outcome 1. On Lesvos 31,740 nights (230 people x 138 nights) of safe accommodation will be provided to refugees and migrants. With an average occupancy of 85% at any given night, the target is set at 26,979 nights. In Athens, it is anticipated that 9,660 nights (70 people x 138 nights) of safe accommodation will be provided. With an average occupancy of 95% at any given night , the target is set at 9,177 nights. The total target is : 36,156 nights

Since the second phase started our hotels on Lesvos and in Athens have 100% occupancy. The number of beneficiaries and the nights (until 15/06/2016) are the following :

• Athens: number of beneficiaries: 115 Total number of nights : 5.637

• Lesvos: number of beneficiaries: 350 Total number of nights : 11.284

• Total number of beneficiaries : 465 Total number of nights : 16.921

In Total, 47% of the target has been achieved by June 15th.

PROJECT IMPLEMENTATION – PHASE 2

Longer-term shelter accommodation

Outcome 2. The long-term accommodation site will become active throughout the project period, enabling a gradual transfer towards longer term solutions. Within this accommodation site in Athens 11,780 nights will be provided throughout the project period: 200 people x 62 nights (July 1-August 31) = 12,400 nights x occupancy of 95% = 11,780 nights.

It is anticipated that 150 -200 beneficiaries will be moved to the longer-term accommodation sites by August 1st.

PROJECT IMPLEMENTATION – PHASE 2

Social services provided within the accommodation sites or by referral partners as well as through a CAHE-run Social Services Center (SSC)

Outcome 3. The SSC will be established in Athens during the project phase and will target on broader groups of refugees and migrants that may not be served through accommodation due to overcrowded or ineligibility status under the vulnerability criteria for the accommodation. It is assumed that 4.000 people can be assisted throughout the project phase with additional services provided through the SSC

The operational scope of SSC is to provide to vulnerable refugees and migrants the following : A safe and child friendly space for mothers and children that will provide both lessons and activities. Assistance with referrals to legal, medical, social services and schooling for children to both government and non-government

actors. Psychosocial support and cultural sharing activities to begin preparation for long term stay in Greece. Development and organization of other activities by the beneficiaries themselves.

Since June 24, the SSC has started to accept and serve the beneficiaries in order to fulfil the goals of the program and the mission of CAHE.

PROGRAM STRENGTHS Due to quickly modifying changes in the external environment, it has been necessary to make adjustments to the initial

project:

This project initially aimed to provide emergency transit ( 1-3 days) shelter to highly vulnerable people during the winter and their transit through Greece. When the borders closed, the project changed and provided hotel accommodation for more days. Additionally since the border closure, the project team spotted the need to change the existing model of providing temporary shelter and services to a more sustainable and cost efficient model of creating longer-term shelters.

This change from the short-term response through hotel sites as accommodation to longer-term shelter structures is being implemented during the current phase of the project.

During the implementation of the above program, fast reactions and decisions taking are required to tackle emergency situations concerning the life and health of vulnerable people; therefore the need for flexibility and adaptability is very important.

Strong partnerships with other NGOs and referral systems have strengthened the program and created the over- value for the program and for our Organisation.

LOOKING AHEAD

From September till December 2016, the longer term shelters in Athens, Thessaloniki and Lesvos will provide to the beneficiaries (of all type) safe accommodation and in-cash support.

Also ,from January until December 2017, the longer term shelters will provide safe accommodation and in-cash support to the beneficiaries.

Once the current situation for vulnerable refugees and migrants is overcome, it is anticipated that CAHE will continue to use the existing social services structures and shelters to provide relief to people in need within Greece, including homeless and people without a social safety net and income.

The program team will continue to monitor the needs of refugees and will continue to develop approaches that meet the needs of the most vulnerable, while supporting the local economy of Greece and completing the mission of CAHE in the Greek Society.
