Introduction: Airport CDM – the concept
© e10CDM | aviation consultancy 3February 23, 2015
EUROCONTROL definition:
Airport CDM is about partners working together more
efficiently and transparently in how they work and sharing data.
Improved decisions based on more accurate and timely
information are possible with Airport CDM implementation,
resulting in all airport partners having the same operational
picture, with the same meaning to all involved.
It allows each Airport CDM Partner to optimise their
decisions in collaboration with other Airport CDM Partners,
knowing their preferences and constraints in actual and
predicted situations.

• Initiating Partners: Airport, Air Traffic Control, main GroundHandlers & Airlines
• Objectives:
• Improve predictability
• Improve on-time performance
• Reduce ground movements
• Optimise use of resources
• Reduce (ATFM) slot wastage
• Flexible Departure Planning
• Reduce apron/taxiway congestion
• Overall Sustainability “scoreboard”:
• Culture change for operational staff
• Reducing costs & improvingquality for all partners
• Reduced noise, NOx & CO2 emissions at/around airport
A-CDM Implementation Objectives

A-CDM Concept Elements
• Airport CDM Information Sharing
• Milestone Approach: CDM turn-round process
• Variable Taxi Time calculation
• Collaborative Pre-departure Sequence
• CDM in Adverse Conditions
• Collaborative Management of Flight Updates

A-CDM Information Sharing
“The Airport CDM Information Sharing Element defines the sharing of accurate and timely information between the Airport CDM Partners in order to achieve common situational awarenessand to improve traffic predictability.”

Milestone Approach: A-CDM turnaround process
“The CDM Turn-round Process Element (Milestones Approach) describes the progress of a flight from the initial planning to the take off from a CDM Airport by defining Milestones to enable close monitoring of significant events.”
March 14, 2013February 23, 2015 © e10CDM | aviation consultancy 9February 23, 2015
A-CDM Variable Taxi Time calculation
“The Variable Taxi Time Calculation Element consists of calculating and distributing to the Airport CDM Partners accurate estimates of taxi-in and taxi-out times to improve the estimates of in-block and take off times. The complexity of the calculation may vary according to the needs and constraints at the CDM Airport. The aim is to improve the traffic predictability.”

A-CDM Collaborative Pre-departure Sequence
“The Collaborative Predeparture sequence is the order that aircraft are planned to depart from their stands (push off blocks) taking into account partners’ preferences. It should not be confused with the pre-take off order where ATC organise aircraft at the holding point of a runway.”
March 14, 2013February 23, 2015 © e10CDM | aviation consultancy 11February 23, 2015
A-CDM in Adverse Conditions
“The CDM in Adverse Conditions Element consists of a collaborative management of the capacity of a CDM Airport during periods of a predicted or unpredicted reduction of capacity”.
March 14, 2013February 23, 2015 © e10CDM | aviation consultancy 12February 23, 2015
Collaborative Management of Flight Updates
“The Collaborative Management of Flight Updates Element consists of exchanging Flight Update Messages (FUM) and Departure Planning Information (DPI) messages between the CFMU and a CDM Airport to provide estimates for arriving flights to CDM Airports and improve the ATFM slot management process for departing flights.”

Accelarate implementation: real partnerships
• Good intentions are there:
– ACI Europe / Eurocontrol / CANSO MoC
– Industry Efficiency Programs (initial targets)
– ATM Masterplan & Update (new: EU funding!)
– SESAR, Nextgen & ICAO ASBU alignment
• Missing key ingredients:
– thrust & drive
– collaborative leadership

In summary
The A-CDM Experience Key recommendations
• have common objective
• respect all partners
• be transparant
• share & learn
• formalise commitment
• no simple IT project..
• needs “doers”, not talkers
• How airports should work
