This event was held Mon- day, October 13 and Tuesday, October 14, 2014 at the Inverness Hotel and Conference Center in the Denver Tech Center and was hosted over two full days including a recepon with two amaz- ing local comedians that kept us in stches. The conference provided both general sessions and three track sessions that focused on leadership and management; technical and maintenance; and financial and funding to provide presenta- ons on a variety of topics. The APWA Colorado Chapter held its First Annu-al Conference focused on Facing the Challenges Together and it was a remarkable success! Over 200 people attended the first chapter confer-ence. Thanks to so many that came together to make this happen including a fantastic com-mittee, great speakers, wonderful sponsors, and you, the attendees. This event was held Mon-day, October 13 and Tuesday, October 14, 2014 at the Inverness Hotel and Conference Center in the Denver Tech Center and was hosted over two full days including a reception with two amaz-ing local comedians that kept us in stitches. The conference provided both general sessions and three track sessions that focused on leadership and management; technical and maintenance; and financial and funding to provide presenta-tions on a variety of topics. These presentations can be found on the Colorado Chapter website http://colorado.apwa.net/ under Resources/Conference Presentations.

We merged the Annual Awards Banquet with the Annual Chapter Conference to better posi-tion our chapter to pursue national recognition of our people and accomplishments with the National deadlines for applications. There are also more opportunities to network and under-stand how we are making a difference around the state by including the awards banquet with the Annual Conference. See the separate article on the awards luncheon in this newsletter (Page 4).

We are in the process of preparing for next year’s annual conference. The theme is Building Resil-ient Communities and will be held on October 26 and 27, 2015 at The Village at Breckenridge.

Message from the President

It is January, 2015, but before I say anything about the New Year, I want to thank Pete Adler for his great leadership in 2014. His year, as President of the Colorado Chapter, will be remembered as the inaugural year of the Chapter’s Annual Con-ference. It was a fantastic event! Isn’t it amazing, that after decades of existence, there was never one event to draw all of the Chapter’s members together in one place, until 2014? Kudos to Pete and all of the members of the Annual Conference Committee!

2015 should be another great year for the Colorado Chapter. Elsewhere in this newsletter, Pamela has provided the Calendar of Events for the entire year (page 11). Before your read any further, I would encourage you to open your desktop calendar and enter all of these events. You may eventually decide not to attend a couple, but you will have saved all of the dates, just in case. As you can see, there are events for every member of the public works community. The high point of the year will be our 2nd Annual Conference, held on October 26 and 27, in Breckenridge. Make plans now, to attend!

Most of the work of the President, each year, is to continue the successes of prior years. I feel fortunate to have so many hard working committee chairs and members working on each of these events. Continuing events include the greatest Snow and Ice Conference in the country, the Construction Inspection Conference, and the spring and fall events held on the West Slope - in Grand Junction and Gunnison, the golf tournament, and the pool tournament, just to mention a few. Of special significance, are several events that have only been started in the last couple of years. These include the Public Works Institute, the Young Professionals, and the Annual Conference mentioned above. The one new action item for 2015, is the desire of the Board of Directors to be-gin a formal, Chapter-wide Internship Program, which will link students, and others, with Public Works agencies looking for seasonal and year-long interns.

It is an honor and privilege for me to assume the role of President of the Colorado Chapter of the American Pub-lic Works Association. I look forward to all of our planned events and to meeting and working with you. With your participation, and the hard work of our Board of Directors, Committee Chairs, and Committee Members, the Chapter will continue to provide opportunities for our members to learn new techniques and technologies, network in professional settings, exchange lessons learned, and build lasting friendships. See you soon!

The American Public Works Association Colorado Chapter Awards Program was established in 1985 to recognize out-standing programs, projects, and individuals representing the best in the public works profession.

This year, the Chapter consolidated the structure of the awards program while still allowing the Chapter to honor those infrastructure improvement projects throughout the State of Colorado that enhance the day-to-day lives of our residents and visitors. “Reviewing what other Chapters across the country are doing, the Board has decided to narrow the number of categories from previous years. We believe this lays a good foundation for expanding the program in the near future” said Pete Adler, 2014 Chapter President and Awards Committee chair. The Chapter also added recognitions for in-dividiual achievements in addition to projects and programs.

The awards program and luncheon became part of the Colo-rado Chapter Annual Conference that was held on Monday and Tuesday, October 13 & 14 at the Inverness Hotel and Conference Center. The Chapter was pleased to have Na-tional APWA President Larry Stevens and Region IX Director Jill Marilley in attendance.

The awards committee made up of APWA members, Steve

Glammeyer, John McCarty, and Pete Adler had the tough task of selecting the awarded projects this year. Nominations were submitted and judged using established criteria:• Innovation: Has the individual, program, or project found new methods to provide better service to the public or to in-ternal customers?• Achievement: Did the completed project or program achieve all set goals? Were the desired results achieved and were they consistent?• Transferable: Is the resulting improvement and innovation transferable to other communities and situations?• Cooperation: Was there special cooperation between indi-viduals, agencies, citizens, businesses and the general public?

The Chapter was also pleased to honor the first graduating class of the Rocky Mountain Public Works Institute and APWA Lifetime membership recipient, Rod Meredith.

The awards luncheon and ceremony was attended by over 250 people who came to celebrate these outstanding proj-ects. The Colorado Chapter would like to thank all the com-munities who submitted projects and the outstanding public works professionals who work tirelessly to plan, build, main-tain, and improve our communities.

CO ER Hwy 36 Lyons to Estes Reconstruction

The US 36 Lyons to Estes recon-struction project provides a hard-ened corridor, ensuring connectivi-ty for the Town of Estes, Lyons, and small communities that rely on this facility, while integrating roadway design with stream restoration to maximize resiliency. The success of this project exemplifies the ex-traordinary results that can be realized when agencies, partners, and stakeholders work in unison, with industry, for a common goal.

Outstanding Public Works Employee &Roads Scholar II: Road Master Program Graduate

At the 2014 Annual Chapter Conference, Rob McArthur won the award for Outstanding Public Works Employee. This award was one of six new “individual” award categories added to APWA’s Awards program. Rob was nominated for his knowledge and experience as an active member of the transportation community. The Colorado Local Technical Assistance Program (LTAP) offers three transportation related training programs – Roads Scholar I, Supervi-sory Skills and Development (which was developed in partnership with APWA), and the new Roads Scholar II: Road Master. In a program with 1022 graduates in Roads Scholar I, and 90 Supervisory Skills graduates; Rob McArthur was Colorado LTAP’s first graduate of the Roads Scholar II: Road Master Program by taking every course offered in the program since it began in 2012. McArthur was the first participant in Colorado to have accomplished achievement in all three of LTAP’s training programs. He completed the RS I requirements in 2005; and has since continued to take additional courses for a total of 112 training hours in RS I alone. Rob then com-pleted the nine required Supervisory Skills classes and graduated that program in 2010 with an additional 63 hours of training. To achieve graduate recognition in the RS II program, he then accumulated a to-tal of 88 contact training hours in Safety, Environment, Transportation Management, and Technical Skills. Through Colorado LTAP alone, he has completed a total of 263 hours of training related to road maintenance and transportation management. Out of all that training, Rob says his favorite class was “Public Speaking.” At the time of his nomination, Rob was the Public Works Director for the Town of Green Mountain Falls, a position he held for nine years. After recently being bombarded with floods, fires, and other disasters, Rob worked with Town leaders on a major government reorganization plan to better prepare for emergencies, develop more efficient opera-tions, and better communication with citizens. Rob also served as Green Mountain Fall’s first-ever Town Manager, and has been praised for his

skills in generating thousands of dollars in grants for the Town and resurrecting their public works agency. Rob is now proud to call Douglas County Public Works home, and continues to serve as a prolific member on the LTAP Advisory Board. As an engaging LTAP board mem-ber, Rob continually responds to technical assistance re-quests and helps with innova-tive solutions to both City and County related problems. He has shared his experiences and responded to local agency requests on a wide range of topics including: grant writing, environmental issues, agency management, workplace violence, and ADA requirements. Rob says, “When I am not working, my Jeep takes me into the back country out of cell phone service!” APWA is proud of Rob’s achievement and we applaud his dedication and commitment to professional development. Our citizens deserve a trans-portation system that is well designed, constructed, and maintained. McAr-thur realizes that to achieve that goal, local agency employees need consis-tent training as they progress through their careers; to understand how to effectively execute their responsibilities safely and efficiently. 2014 William E. Korbitz Award

The William H. Korbitz Award is awarded annually to the individual who dis-plays the character, integrity and leadership of Mr. Korbitz, the first Presi-dent of the Colorado Chapter of APWA. The first award was given in 1995. The following evaluation criterion is used for evaluating the recipient.

•General Accomplishments during his/her career•Leadership characteristics that have positively impacted their agency, de-partment, staff and community•Contributions to the APWA Colorado Chapter•Other contributions to the American Public Works Association•Community involvement that has impacted and influenced the community•Additional involvement and contributions not stated previously

For 2014, the 19th recipient of this award is Keith Reester Jr. Keith came to Colorado as a consultant in 1998 with FMI Corporation, and then became Director of Public Works with the City of Loveland in 2002 until his departure from that city in 2014. At Loveland, Keith had many great accomplishments, including creating and implementing a highly successful recycling program,

implemented an internal car share program, completion of Northern Colorado’s first continuous flow intersection, receiv-ing the first Recovery and Reinvestment Act grant in 2009 for intersection improvements at Highway 34 and I-25 plus an additional interchange improvement without funding from CDOT and gaining approval for construction of a new Public Works administration building in Loveland that was moved into late last year.

For the Colorado Chapter, when Keith was Chapter Treasurer in 2007-08, he was able to consolidate all the bank accounts into a single location for managing the chapter finances. He then served as Chapter President in 2011. Nationally, Keith was an original member of the APWA National Center for Sustainability Committee and was one of the first APWA Donald C. Stone leadership fellows. He was also a Jennings Randolph Fellow, traveling to Australia and his paper, Building a New Workforce: Replacing the Baby Boomers, has been published and is the focus of his speaking tour at APWA Congress and Institute of Public Works Engineering Australasia International Public Works Conference in Australia. Keith has also led sessions at the Colorado Public Works Institute.

As you can see, Keith Reester exemplifies all the standards of the William Korbitz Award and we congratulate him on his award.

2014 CARMA Winter Workshop a Success!The Colorado Association for Roadway Maintenance (CARMA) is a sub-com-mittee of APWA that continues its tradition of delivering great opportunities for training and networking with their annual Winter Workshop. The Winter Workshop is designed to offer topics to help local agencies prepare for winter and keep staff on the cutting edge of methods, materials, and operations. After a snowed-out 2013 event, the 2014 workshop was a success and occurred on November 20 at the City & County of Broomfield Public Works Shop. There were several engaging topics including: Winter Risk Management and Damage Claims; Liberating Your Mobile Radio with Secure Wireless Microphones; New Rules and Regulations Affecting Equipment Operators; Dispelling Myths about De-Icers; New Technologies for Snowplowing; Final Tier IV Emissions Solutions; and Cold Mix Asphalt and Cold Weather Patching. Participants also had an op-portunity to check out the varied equipment in Broomfield’s fleet. The 66 at-tendees representing 27 different agencies throughout Colorado added to the variety of discussion and networking. CARMA would like to thank the following agencies for their participation and insightful presentations – CIRSA, Complete Wireless Technologies, Colorado State Patrol, GMCO, Force America/ PreCise MRM, Cummins Rocky Mountain, and CAPA/Rocky Mountain Asphalt Education Center. Most of all, we are thankful for the gracious hospitality and help with the meeting accommodations of our hosts at the City & County of Broomfield.

Let us know if you’d like to host the event in 2015. The CARMA Winter Work-shop will be held earlier next year so mark your calendars for Thursday, October 15, 2015! Renee Railsback

2014 APWA Colorado Annual Pool TournamentThe 18th Annual APWA Colorado Pool Tournament was held on Friday, October 10, 2014 at the Wynkoop Brewery in downtown Denver.

A fun afternoon was enjoyed by the 34 participants as they battled their way through the bracket. This year’s winners were Bruce Behrer (Muller Engineering) and Dave Henderson (City of Englewood). Run-ners up were Tony Marcello (David Evans & Associates) and Dennis Ohlrogge (City & County of Denver).

Sponsors for the event were Muller Engineering, Short Elliott Hen-drickson, Aggregate Industries, RESPEC Engineering and David Evans & Associates.

The Chapter would like to thank committee chair, Brian Schram, Re-gion Engineer for Rinker Materials, who has organized the event for the last six years.

Dennis Polhill

APWA Past President Spotlight

1984 Colorado Chapter President

Dennis Polhill has had a career built around many facets in and out of public works where he has had the opportunity to “work with and learn from outstanding individuals” over the years.

Dennis was born and raised in Freeport, Illinois. After college his first job was as Assistant City Engineer in Urbana, Illinois. Over the years he held various other public works related jobs such as Public Works Engineer and Director of Public Works in Cumberland, Mary-land, City Engineer in Lakewood, Colorado and President of Pave-ment Management Systems, Inc. He currently holds two positions; Vice President of American Pacific Financial Corporation and Senior Fellow for the Independence Institute. He states “All of these posi-tions were steps to enlarging me as an individual and adding to my understanding of so many things.”

Polhill’s path to engineering took a few turns. He initially majored in pre-engineering because he was good at math but after being stuck at a drafting table for a summer job, he changed his major to math. He was then inundated with theoretical math classes and at that point went back to engineering.

Dennis has been fortunate to experience many career highlights but feels the people he has had the opportunity to work with has been the true high point. This applies to APWA and his work outside of public works. He currently gains great inspiration and optimism from Institute interns. “It is amazing to observe so many well-grounded, intelligent, focused and insightful individuals. In spite of our worst apprehensions, the world will be in good hands when we are all gone.”

The introduction to APWA came in an interesting way. In Urbana, Polhill’s bosses took him to the tri-state annual meeting that includ-ed the Iowa, Illinois and Wisconsin Chapters. He went to all the meetings and wrote a report to “the chagrin of the bosses.” The Mayor then asked the bosses what they had learned – probably not the best way to make friends! A second significant event happened while he was employed in Cumberland. Cumberland was a full ser-vice city; the initial draw to the job offer. Dennis felt he could learn about all the different areas of working for a municipality. Polhill and a city council member concluded that the “taxpayers were be-ing ripped off by the evil private company that was making money” on trash services so they determined that it would be less expensive to eliminate the contract and do the work with city workers. The Maryland APWA Chapter had a program on this in Baltimore at that time and Dennis went there with the intent to learn enough to per-suade others to agree back in Cumberland. He attended a session by Ed Savas, a professor who had gotten a grant to study trash

collection. This professor had collected more data than anyone be-fore or since and had done a massive multiple regression analysis with the conclusion that trash collection by city workers costs 68% more than with private contractors. This experience “changed how I thought about public works services forever.”

Dennis came to Colorado in 1979 “coming home to a place I’d never been before – just like John Denver.” He was the APWA Colorado Chapter President in 1984 at a time when he felt the biggest issue facing public works was the infrastructure crisis. His concern today is that the public works field has not done a good enough job of finding new, alternative delivery systems or discovered ways of do-ing more with less.

During his time as Chapter President, Polhill instituted a reorganiza-tion of the Chapter committees where individuals were assigned specific responsibilities and is proud that all of the individuals com-pleted their assignments. As a result, the Chapter won every award National APWA had to offer at that time including membership and the President’s plaque. Several of those individual leaders went on to become Chapter President and assume other leadership roles in APWA both in Colorado and nationally.

In his semi-retirement, Dennis enjoys his time with his wife of 32 years, Debby, and their family of three daughters, one son, and nine grandchildren. He enjoys studying genealogy and traveling. His fa-vorite trips have included the Soviet Union, Moldova, China and So-malia. He feels he probably learned the most from his 1989 trip to the USSR that was organized by APWA National in cooperation with People to People. The Soviet, under Gorbachev’s Glasnost, asked for an exchange with American city engineers. Dennis and Debby enjoy ocean cruises and have done 14 so far; the most recent was to Hawaii in November and they will be trav-eling to the Caribbean in February.

Polhill’s career has been an interesting journey but he is most grateful for the many people who have helped and contributed to his many successes. The Colorado Chapter is glad that he was able to share some of that journey as one of our leaders.

The Colorado State Transportation Innovation Council (STIC) has received $100,000 to promote the rapid implementation of innovative processes and technologies to transportation stakeholders. Proposals are encouraged to address a wide range of activities pertaining to sharing innovation including: providing training or other deployment efforts; conducting internal assessments and improvements; developing guidance, standards or specifications; implementing system process changes; organizing peer exchanges; or offsetting technology implementation costs. The STIC is soliciting your innovative proposals that are ready to implement. The 2015 Innovation Proposal Application will be posted on CDOT’s STIC website after February 10th; and the deadline for submissions is Tuesday, April 28th. In 2001, Colorado Asphalt Pavement Association (CAPA) created a partnership with the APWA Colorado Chapter to establish a scholarship to send people to the National Center for Asphalt Technology (NCAT) training course at Auburn University. Since the inception of this partnership, 109 people have been award-ed scholarships and attended the course.

To raise funds, CAPA holds a golf tournament each year. In 2015 the tournament will be on Friday, Septem-ber 18, at Fox Hollow Golf Course in Lakewood.

If you are interested in being considered for the 2016 trip to Auburn, look for the announcement on the CAPA website later this spring.

Not only does our partnership with the Colorado Chapter of the APWA work to send people to the tech-nology course, but we partner in other educational opportunities. CAPA and the Rocky Mountain Asphalt Education Center (RMAEC) hold webinars many times each year and each of those is open to ALL APWA members at no cost simply by registering and logging into the scheduled sessions. Many of the sessions have been recorded and are available on the CAPA website for on demand playback.

CAPA typically holds one or more technology forums each year in conjunction with the Chapter on one of the most talked about asphalt related subjects affecting agencies and industry. These are either in the spring or fall as the construction season is beginning or ending.

In 2015, six people have been selected to be attendees at the NCAT Technology Course. The persons traveling to Auburn, Alabama February 23-27, 2015 are Josh English (City of Cherry Hills Village), David Heinrich (Town of Superior), Alden Jenkins (City of Longmont), Kyle Beck (City of Lakewood), Peter Harga-dine (Aggregate Industries, WCR) and Jeffery Dewey, (Ground Engineering Consultants). Congratulations!
