Re-ablementBeing independent following an operation or illness
If you or someone you care for requires social care support following an illness oroperation, this would traditionally have been provided by a care assistant providingdirect care to the person in need.
Since September 2010 a new service, re-ablement, has been providing support toenable older people who have poor physical or mental health following illness or anoperation to live in their own homes.
Re-ablement programmes can last for as little as a few days and generally don’texceed six weeks. The ethos of re-ablement is to encourage people to do things forthemselves rather than having things done for them. There is no charge to theindividual as long as they are participating in the programme.
Re-ablement is now being offered to a wider client group including new service userswith a physical disability and new occupational therapy referrals. Future developmentof the service will look at assisting older people who already have a care package butdue to illness or physical issues may now require a higher level of support.
You can find out more about re-ablement at www.cambridgeshire.gov.uk/social

Wisbech Town CouncilThe Town Plan
1 April 2008 to 31 March 2014
Copies of the Town Plan are available at Wisbech Town Council from the officeof the Town Clerk, Council Chamber, 1 North Brink. Wisbech. PE13 1JR.
Tel: 01945 461333. Email [email protected] on the website www.wisbechtowncouncil.org.uk.
Reviewed and up-dated following the Annual Assembly for the town in April2011, and the Town Council meetings in May 2011 . There were no changesproposed or made.
Wisbech, in the County of Cambridgeshire, is on the crossroads to Lincolnshireand Norfolk, and known traditionally as the Capital of the Fens, but with limitedpowers since 1974 when it became a parochial council, instead of a borough. Inkeeping with its historic profile, however, and its importance to theinfrastructure of the district there have recently been a number of significantdevelopments in the town, including: the extensive and prestigious Harbourand Boathouse development, and the multi-million pound Wisbech FloodDefence Scheme. The harbour has been developed to provide berths for 128yachts, boat lift and extensive repair facilities. The award winning, £4.2 millionBoathouse offers extensive office space and conference facilities. The FloodDefence Scheme will sustain flood protection for nearly 10,500 homes and morethan 1,200 businesses along the river Nene. Other new developments inWisbech recently include: the purpose built Oasis Community and Children’sCentre; Community House; Centre 4 Youth; and the Rosmini Community Centre. These have all been achieved by partnership working and community support,as well as substantial funding from various agencies. Wisbech Town Councillorsand the Town Clerk are involved with many local organisations that have an
5
impact on Wisbech, including the development of new library facilities for thetown, funded by a combination of Big Lottery and County Council money.Other community funds that contribute to initiatives in Wisbech come fromFenland District Council and Roddens, the new housing association for FenlandDistrict. Over 50% of Roddens housing stock is in fact in Wisbech, and theyprovide free use of Community House, Southwell Road, for community use.
Wisbech Town Council is proud to have been able to establish the new WisbechYouth Council for young people between the ages of 12 and 19 who live, earn orlearn in the town. Around twenty adolescents have been working closely withWisbech Town Council and with Cambridgeshire County and Fenland DistrictCouncils to help improve the town. £850,000 has already been allocated fordedicated youth facilities, and a new youth centre has recently opened calledCentre 4 at the Queen Mary Centre, which is also the location of the TownLibrary until the end of 2009, while the Main Library is being significantly
6
improved. The library services are involved with Wisbech Youth council toimprove its services, and the Town Council also plans to organise both a musicfestival for young people and a multicultural food, music and dance festival eachsummer, in partnership with the Wisbech Youth Council, Wisbech YouthExtravaganza, and many others. Wisbech enjoys a significant and interestingheritage, which is reflected in such wonderful attractions as Peckover Houseand gardens ; Elgood’s Brewery and gardens; Octavia Hills Birthplace House;Wisbech & Fenland Museum; Wisbech Castle; and the grade 2 listed CouncilChamber, sandwiched between two banks on the beautiful North Brink of thetown. Wisbech Town Council takes great pride in supporting the heritage ofWisbech, and of its other achievements, and is proud to produce the officialWisbech Town Guide ‘Welcome to Wisbech’, which promotes the towneffectively, through the distribution of 15,000 copies of a rather beautiful
7
magazine which includes a map as well as information about the ‘old and new’aspects of Wisbech. Wisbech is twinned with the town of Arles, in the Camarguedistrict of Southern France, which in itself is a beautiful historic town.
Wisbech achieved two Green Flag awards in 2008 for Wisbech Park and StPeter’s Church Gardens. The town was also awarded the ultimate honour in thelocal Anglia in Bloom competition, achieving a Gold standard across all areasincluding; best local authority parks displays; best schools project; and mostimproved entry in 2008. A Royal Horticultural Society Gold Medal was alsogiven and Wisbech was judged the Best Large Town in the Anglia Region. Duringthe summer of 2009, Wisbech went on to win Gold in the Britain in BloomCompetition, and is going to be striving to hold on to its title in 2010. Onceagain partnership working and volunteer action have been key to theseachievements. Wisbech Town Council also recognises the many challenges thatthe town faces resulting from years of deprivation in the area, and electedMembers of the Town Council have worked as individual councillors to supportinitiatives such as the exciting and effective changes and developments, such asthe £35,000 new build programmed for the Thomas Clarkson CommunityCollege, and by supporting the Citizens’ Advice Bureau.
The Town Council and the Youth Council meet regularly in the Council Chamberwhich is located on the first floor of the old Corn Exchange at 1 North Brink. The building has been used as a Council Chamber since 1835, and has a longtradition of serving the people of Wisbech. In 1974, Local Government re-organisation changed the Borough Council to a Town Council with parochialpowers. The Borough Council at that time gave everything that it possessed tothe newly established Fenland District Council. One of the functions it did keepwas that of the office of Mayor, who is also the Chairman of the Council andpresides over the monthly full Council meetings held in the Council Chamber. The Council also has fortnightly Planning meetings, and regular Finance &General Purposes, Allotments, Civic Amenities, and Youth Council meetings. Aswell as having an open Annual Assembly each April, open to the public to attendand participate. The Council also has a public participation session at the startof every meeting to which press and public are invited. Details of meetings maybe found on the website www.wisbechtowncouncil.org.uk, and on the noticeboard at 1 North Brink, Wisbech.
8
Wisbech Town Council continued with its commitment to support localvoluntary and community organisations and Members agreed to provide grantsupport to the following groups for the tax year 2010/2011. In February 2010the Council agreed to double its support to the Community by providing grantsthrough a new Special Projects budget, and a small grants budget.

This Town Plan is designed to detail the Town Council’s objectives and strategyfor Wisbech, together with budgetary implications and partnership details
9
across a range of activities that the Council is either involved with or plans to beinvolved with.
It is not intended for this Town Plan to be either the definitive list, or set instone, but rather to be a growing and developing Town Plan that will bereviewed and refreshed regularly, with a view to continuous improvement.
If at any time people who live, earn or learn in Wisbech have any proposals tomake to the Town Council they should contact the Clerk’s office at 1 North Brink,Wisbech. PE13 1JR Tel: 01945 461333 or email [email protected].
