Set Your GoalsThegoalsoftheutilityprovidedirectionforcollectionsystemoperationandmaintenance.Settingandachievinggoalswillmoveyourutilitytowardsanefficientandhighlyfunctioningsystemyourcommunitywillappreciate.

Collectionsystemgoalscanbe:investigative,rehabilitative,operational,construction-related,budgetaryorlegal.Goalsshouldbespecific,realistic,andachievable.Trytosetgoalsthataremeasurablequantitatively,suchasthetaskofcleaningacertainpercentageofyourcollectionsystemeachyear,orreducingthenumberofbasementback-upsorsanitaryseweroverflowsfromthepreviousyear.Attheendofeachyear,evaluateyourprogressatmeetingyourgoals.Basedonyouroutcomes,setnewgoalsforthenextyear.

Know Your OrganizationYourorganizationisveryimportanttohowyourcollectionsystemismanaged,operatedandmaintained.Decisionsaboutcapitalprojectsandbudgetdecisionsusuallycomefromthegoverningbodyofelectedofficialsorownersofthecollectionsystem.Committeesthatservethegoverningbodyareoftenformedtoaddressanddealwithspecificissues,suchaswaterandsewagematters.Thedecisionsareusuallyimplementedbythoseemployedbythemunicipality.

ThesuccessfulimplementationofaCMOMProgramisdirectlyrelatedtotheorganization’sstructureandcommunications.Insomecommunitiesthecollectionsystemispartofthewastewaterutility,whileinothersitispartofthestreetsdepartment.Forlargercommunities,itmaybeaseparateentity.Communicationsbyyourorganization,bothinternalandexternal,arevitaltoproductivityandsuccessofaCMOMProgram.

Understand Your Legal AuthorityAdequatelegalauthorityisthefoundationofasuccessfulCMOMProgram.Inordertooperateandmaintainyoursewersystem,youmusthavecertainlegalmechanismsinplace.Legalauthorityprovidestheutilitywiththeabilitytoestablishsewerservicecharges;toregulateandcontrolthetype,volumeandstrengthofwastewaterbeingdischargedintothesewersystem;toregulategreasefromrestaurantsandinstitutions;toconnectnewdevelopments;toplanandspecifysewerdesign,installationandmaintenance;torequireprivatesewerinspectionsandrehabilitation;andtoenforceactionsfornoncompliance,permits,fees,andfines.

Design and Performance StandardsDesignandperformancestandardsareoftencontainedinstateormunicipalcodes.Thesestandardsestablishrequirementsforcollectionsystemdesign,construction,inspectionandfinalapproval.Somemunicipalitieshaveemployeesthatreview,approve,and/orinspectcollectionsystemdesignandconstruction.Othermunicipalitiesorutilitiescontractwitharegisteredprofessionalengineertoperformtheseservicesorrequirethecompanyconstructingsewerstohireaqualifiedprofessionaltoprovidetheseservices.

Overflow Emergency Response PlanUnanticipatedcollectionsystemeventsaregoingtohappen,andthebetterpreparedyouare,themoreefficient,effectiveandlessstressedyourresponsewillbe.ACMOMProgramshouldhaveanOverflowEmergencyResponsePlanwithwrittenproceduresforrespondingtovariouscollectionsystememergencies.Detailedrecordsofemergenciesandresponsesshouldbedocumented.Theplanshouldberegularlyreviewedandrevisedinresponsetotheadequacyofpastemergencyactions.

Emergency CapabilityCheck those items which you have in place.

Alarm System and Routine TestingWhenequipmentfailureorhighwastewaterflowsoccur,especiallyatliftstations,itiscriticalthat:(1)youhaveadequatealarmsystemsinplacetonotifythepropercollectionsystempersonneloftheproblem;and(2)youralarmsystems(visual,audibleordialer)areworking;and(3)youcanrespondquickly.Alarmsystemsshouldberegularlytestedtoensuretheirreliability.Allliftstationsshouldhaveanalarmsystemofsomekind.Mostshouldbetelemetered.

Emergency EquipmentEmergencyequipmentsuchasback-upgenerators,portablepumps,alternativepowersources,andpumptrucks,shouldbeeitheron-siteorquickly/readilyavailableforemergencyoperation.Incaseswhereportableequipmentisused,thecapacityofholdingpipesandwetwellsshouldbeknownsothatplacementofportableequipmentcanbeprioritizedtominimizesanitaryseweroverflowsandbasementbackups.

Emergency ProceduresAspartofanEmergencyResponsePlan,writtendetailedproceduresshouldbeestablishedforallknownemergenciesthatpotentiallycouldoccur,suchasSSOs,basementbackups,poweroutages,liftstationfailures,sewerblockages,forcemainbreaks,severeraineventsandflooding.Emergencyresponsesituationsshouldberoutinelypracticedaspartofemployeetraining.

Mutual Aid AgreementsHavingasignedmutualaidagreementonfilepriortoanemergencycangreatlyfacilitateplanningandprioritizingbyagenciesrespondingtoyourrequestsforhelp.ConsiderparticipatingintheWisconsinWater/WastewaterAgencyResponseNetwork(WisWARN).Seehttp://www.wiswarn.org

Wisconsin’s Compliance Maintenance ProgramTheComplianceMaintenanceProgramisoneofthesuccessfulcornerstonesoftheWisconsinDepartmentofNaturalResourcesregulatoryWisconsinPollutantDischargeEliminationSystem(WPDESProgram).Theweb-basedComplianceMaintenanceAnnualReport(CMAR)isaself-evaluationreportandgradingsystemforWisconsin’sdomesticwastewatertreatmentplantsandsanitarysewersystems.Sinceitsbeginningin1987,theComplianceMaintenanceProgramhasbeenextremelysuccessfulinachievingitspurposeofencouragingand,wherenecessary,requiringownersofpubliclyandprivatelyowneddomesticwastewatertreatmentworkstotakenecessaryactionstoavoidwaterqualitydegradation,andpreventviolationsofWPDESpermiteffluentlimitsandconditions.

Compliancemaintenancepromotesanowner’sawarenessandresponsibilityforwastewaterconveyanceandtreatmentneeds;maximizestheusefullifeandperformanceoftreatmentworksthroughimprovedoperationandmaintenance;andinitiatesformalplanning,designandconstructiontopreventWPDESpermitviolations.Throughaconventionalandreadilyunderstandablegradingsystem,theCMARbringsawarenessandunderstandingtogoverningofficialsaboutwastewatercapitalandmanagementneeds.Mostimportantly,itfosterscommunicationamonggoverningofficials,operatorsandtheDepartmentaboutthewastewatertreatmentplantandcollectionsystem.Governingbodiesmustrevieweachyear’sCMARandpassaresolutionregardingit.Lowgradesrequirerecommendationsoractionplansbythecommunitytoaddressthecauseofanyproblemsordeficienciesandimprovethesystem.
