• The “Participants” are The Department of Defense of the United States of America (U.S. DoD) and the Department of Defence of Australia (AS DOD)
• The “Principals” to oversee the full smooth implementation of MOU are:– For U.S. – USPACOM J7 Training and Exercise

Management Cont:
• The Participants will establish a CMO to oversee management of current and future operations of JCTC and managing the JCTC capability developments under this MOU.
• The CMO management structure will be based on the principle that management is accomplished through shared and distributed responsibilities at two levels: – National elements, within Australia and the United States,
combining at international level to plan and determine bilateral engagement on a regular and frequent basis, each responsible for the provision of management functions; and
– AS DOD and U.S. DoD groups and organizations, each responsible for the provision of staff support, providing subject matter expertise.

• The CMO will oversee the day to day implementation of this MOU, including in the area of connectivity and communications requirements activities under this MOU, the exchange of Information conducted to support implementation of the MOU, and the development of related Capability Arrangements (CA).
– All cooperative activities under this MOU involving Financial Costs to and Non-financial Costs by, the Participants will be managed by the CMO in accordance with this MOU.

• The CMO will maintain oversight of the security aspects associated with implementation of this MOU and its CAs.
• The CMO will review the annual financial balance of the Financial Costs and Non-financial Costs provided under this MOU.
• The CMO will schedule and conduct a biennial assessment of JCTC capabilities delivered versus costs to date. Results of this assessment will be presented by the Participants for consideration by respective national leaders at MILREPS and AUSMIN.

selected multi-lateral training events, giving priority to “Force Preparation” events and Mission Rehearsal Exercises (MREs), to include:
• Deliberate events - Exercise, training or experimentation activities that can be forecasted two years out. Accordingly, sufficient time exists to deliberately plan, resource, schedule, and deliver requisite JCTC-delivered LVC enablers.
• “Ad Hoc” events - Proposed exercise, training or experimentation activities for which the required JCTC enhancements are identified outside the deliberate planning process; i.e., with less than two years to plan, resource, schedule, and deliver LVC enablers.
