JCTC and managing the JCTC capability developments.


CMO Primary Functions• Manage the scheduling and delivery of AS / U.S. instrumented

• The “Participants” are The Department of Defense of the United States of America (U.S. DoD) and the Department of Defence of Australia (AS DOD)

• The “Principals” to oversee the full smooth implementation of MOU are:– For U.S. – USPACOM J7 Training and Exercise

Director– For AS – Director JCTC.

Management Cont:

• The Participants will establish a CMO to oversee management of current and future operations of JCTC and managing the JCTC capability developments under this MOU.

• The CMO management structure will be based on the principle that management is accomplished through shared and distributed responsibilities at two levels: – National elements, within Australia and the United States,

combining at international level to plan and determine bilateral engagement on a regular and frequent basis, each responsible for the provision of management functions; and

– AS DOD and U.S. DoD groups and organizations, each responsible for the provision of staff support, providing subject matter expertise.

• The CMO will oversee the day to day implementation of this MOU, including in the area of connectivity and communications requirements activities under this MOU, the exchange of Information conducted to support implementation of the MOU, and the development of related Capability Arrangements (CA).

– All cooperative activities under this MOU involving Financial Costs to and Non-financial Costs by, the Participants will be managed by the CMO in accordance with this MOU.

• The CMO will maintain oversight of the security aspects associated with implementation of this MOU and its CAs.

• The CMO will review the annual financial balance of the Financial Costs and Non-financial Costs provided under this MOU.

• The CMO will schedule and conduct a biennial assessment of JCTC capabilities delivered versus costs to date. Results of this assessment will be presented by the Participants for consideration by respective national leaders at MILREPS and AUSMIN.

Why Business Rules?• Establish framework for recurring interaction with AS CMO staff

regarding the identification, scheduling, and delivery of LVC

training enablers for AS-only events, U.S.-only events, and AS /

U.S. events

• Emplacement of mechanism for requesting and coordinating LVC

training enablers

• Reserve required DTEN / JTEN bandwidth

• Operate / maintain the connected networks

• Negotiate appropriate, legal compensation for support

• Ensure support is delivered when required

• Provide guidance for capturing cost information

– Recommend updates to AS / U.S. cost sharing plan

– Commission a biennial assessment of JCTC

• Capability Development and Implementation

– Facilitate and implement the delivery of additional capability.

– Develop processes to certify JCTC sites and training support systems.

– Identify / assess storage facilities in AS for pre-positioning U.S. training equipment.

– Develop resource requirements for the delivery of additional capability in accordance with the JCTC Enabling Study’s Lines of Operation

– Maintain configuration management of JCTC networks and systems.

- Resolve policy issues and network interface protocols to enable a permanent authority for a persistent integrated network capability.

- Develop processes to support certification and accreditation of JCTC sites and training support systems.

- Document processes, procedures, and lessons learned.

- Provide technical input and subject matter expertise to support plans and decisions by the Management and Exercises and Training Work Groups.

- Serve as the technical liaison - ensure that JCTC capabilities are developed in accordance with established standards and policies

– Facilitate security and accreditation of devices on DTEN / JTEN

– Enable and support regularly scheduled uni-lateral and bi-lateral AS / U.S. exercise, training, experimentation, and scheduled multi-lateral events.

– Maintain status and availability of virtual and constructive simulations– Identify opportunities among ADF forces and USPACOM Service

Components to disseminate information about JCTC's capabilities to enhance training and exercise events.

– In coordination with USJFCOM / JWFC, gain and maintain visibility on the status and availability of U.S. virtual and constructive training enablers via the Joint National Training Capability’s worldwide grid.

– Gain and maintain visibility on the status and availability of AS virtual and constructive training enablers via the Defence Training and Experimentation Network.

- Identify and verify user requirements to improve and develop JCTC capability; submit these requirements to the CMO Management Work Group.

• Scheduling– Plan and schedule AS and U.S. bilateral, unilateral, and

selected multi-lateral training events, giving priority to “Force Preparation” events and Mission Rehearsal Exercises (MREs), to include:

• Deliberate events - Exercise, training or experimentation activities that can be forecasted two years out. Accordingly, sufficient time exists to deliberately plan, resource, schedule, and deliver requisite JCTC-delivered LVC enablers.

• “Ad Hoc” events - Proposed exercise, training or experimentation activities for which the required JCTC enhancements are identified outside the deliberate planning process; i.e., with less than two years to plan, resource, schedule, and deliver LVC enablers.



Current / Future Exercises• Plan and manage resources for scheduled AS and

U.S. bilateral and unilateral training events, to include:

– An architecture that links training areas, simulations, simulators, headquarters, and units.

– Instrumentation which assists in the measurement of operational capability

– Opportunities for exploiting JCTC’s LVC environment to combine single service events into joint training activities.

– Future training events in the U.S. and in AS that may be enhanced via JCTC-delivered LVC enablers.



• Explore opportunities for multi lateral, unclassified training events:

– Explore / develop future opportunities for regional and multi-lateral Humanitarian Assistance and Disaster Relief preparation (HA / DR) and peacekeeping training enhanced by JCTC-delivered LVC enablers.

Issue 08-018: Coordination and synchronization of JTEN services and LVC training enhancements for exercises conducted by ABCA partner nations and combatant commands/Services.

Recommended Issue 08-018: The enhancement of ABCA Joint Combined and Multilateral training in order to increase operational capability and preparedness and improve interoperability.

WJTSC 2009-1 Endstate: Development of a formal coordination process, business rules and/or other documents as necessary for ABCA partners and combatant commands/Services that outlines the process for scheduling and coordinating JTEN utilization and LVC training enhancements for ABCA/combatant commands/Services pre-deployment training for OIF/OEF.



Recommended Endstate: Defense level policy guidance, and agreements. A formal coordination process, business rules and/or other documents as necessary for ABCA partners and combatant commands/Services that outlines the process for scheduling and coordinating bi-lateral and multilateral training and exercises enhanced via LVC enablers using ABCA networks. Short term endstate will address OIF/OEF pre-deployment training. Long term solution expected to take several years.



AS Way ahead:• Policy issues to be resolved:

– Formal agreement of the intent to move to a four eyes capability.

– Initial agreements/business rules developed bilaterally (US/UK and US/CA).

– Development of ABCA agreements to address issues such as:

• Cost funding and sharing• Scheduling multinational, combined and unilateral

exercises/events• The setting of priorities for exercises and events
